    in favor of moving forward on a plan to build a nine-story, 330,000-square-foot, $126.9 million general services building on the County-owned, 13-acre site of the former Puget Sound Hospital campus in Tacoma.

    According to Pierce County of cials, the build-ing, which will be located at 3580 Paci c Ave., will house approximately 1,300 employees, in-cluding approximately 250 employees from the Tacoma-Pierce County Health Department, lo-cated at 3629 S. D St., an independent agency that is joining the County as a tenant in the new building. Other tenants will include the four de-partments in the Pierce County Annex, located at 2401 S. 35th St. The Annex site likely will be sold.

    The project will be paid for using existing resources, such as the money currently spent on eight commercial of ce leases that serve 19 departments and divisions currently housed in 14 locations throughout the county, as well as savings gained through ef ciencies created by consolidating employees within the new gen-eral services building and campus, according to Pierce County of cials. A development agree-ment between Pierce County and Seattle-based developer Wright Runstad & Co. shows $103.8 million would be spent on total construction, including xtures and furniture; $17.4 million would be spent on parking facilities; and $3.9 million would be spent on building, parking, and tenant contingencies, added Pierce County of -cials.

    Pierce County's existing downtown campus, anchored by the County-City Building, located at 930 Tacoma Ave. S., will continue to house about 1,000 employees from the law and justice sectors in what will be redeveloped with existing resources over time as the Pierce County Justice Center.

    Councilmembers Rick Talbert, Connie Laden-burg, Derek Young, and Joyce McDonald voted for the plan.

    "This business plan will save taxpayers mil-lions of dollars in leases, staf ng, and mainte-nance costs," said Councilmember Talbert, who

    represents the area in Tacoma's South End that will house the new campus. "We have carefully analyzed current and future costs, asset values, risk, and more. An independent consultant veri- ed our staff savings through consolidation. This pencils out in the taxpayers' interest."

    Councilmembers Dan Roach, Doug Richard-son, and Jim McCune voted against it.

    "In order to make the mortgage payments, 38.1 jobs would have to stay eliminated for the duration of the mortgage, and we can't prom-ise that future councils and executives would adhere to that," said Councilmember Roach. "I sincerely hope I'm proven wrong and everything works out for the best, but I couldn't in good con-science ask our taxpayers to shoulder that risk. I wouldn't make that commitment with my own money, and I don't think we should make it with their money either."

    Construction of the new general services building will begin next month, with occupancy

    coma for a ground-breaking ceremony to mark the beginning of the Washington State Depart-ment of Transportation's most recent Interstate 5 high-occupancy vehicle (HOV) project in Ta-coma.

    Once complete, motorists will enjoy another two miles of HOV lanes on northbound Inter-state 5 that will start in Tacoma and join with existing HOV lanes in Fife. The centerpiece of

    this project will be a new northbound Interstate 5 bridge over the Puyallup River. Additional bene ts include a straighter segment of north-bound Interstate 5 over the Puyallup River; wider shoulders; improved safety barrier and lighting; and added and improved technology that allows the Washington State Department of Transportation to manage traf c and relay roadway information to drivers.

    "This project is building a key link in our expanding HOV system in Pierce County," said Washington State Department of Transporta-tion Secretary Lynn Peterson. "We're continu-ing to make gains on our efforts to not only im-prove traf c ow for I-5 users, but also to give them viable alternatives to driving alone."

    This project is one piece of the Washington State Department of Transportation's overall effort to build HOV lanes on Interstate 5 and State Route 16 and State Route 167 in Pierce County. It was July 2014 when a similar ground-breaking ceremony was hosted for the adjacent Interstate 5 / M Street to Portland Avenue HOV project that currently is under construction. Residents, businesses, and travelers can antici-pate three years of construction while both proj-ects are built simultaneously.

    eighth annual South Sound Sustainability Expo on Sat., March 7, from 10 a.m. to 3 p.m., at the Greater Tacoma Convention and Trade Center, located at 1500 Broadway, in downtown Tacoma.

    This free event allows participants to discov-er services and products from over 90 compa-nies and nonpro ts that address sustainability needs in the local community. Participants will explore a variety of topics, including local food and gardening, transportation choices, energy conservation, green construction, habitat stew-ardship, and other ways to participate in the community of sustainability. The event will also feature workshops on Square Foot Gardening, LED lighting, and Saving Our Salmon.

    New this year is the Book-Movie-Music Swap and Goodwill collection site. Attendees are en-couraged to bring unwanted media to exchange and other items for donation to Goodwill. In ad-dition, attendees that bring a T-shirt, shopping bag, or other fabric item will have the opportu-nity to screen print as a way to commemorate the event.

    The South Sound Sustainability Expo is presented by the City of Tacoma's Of ce of Environmental Policy and Sustainability, with support from Tacoma Public Utilities, Pierce County, Puget Sound Cooperative Credit Union and Goodwill.
