Tacoma City Council Tuesday awarded a $6 million contract to Tacoma-based IMCO General Construc- tion for a project that will wrap a 2,500-foot floodwall around the southern and northern portions of the plant, as well as construct five flood gates, a trench safety system, and a new pump station. According to City of Tacoma officials, the plant, which is located just west of the Puyallup River in a low-lying area at 2201 E. Portland Ave., receives and treats more than 130 million gallons of wastewater per day during large storm events before it flows into Commencement Bay. Eighty per cent of the wastewater comes from Tacoma, but the plant also treats the wastewater from about 19,500 customers in Fife, Fircrest, and unincorporated Pierce County. Last year, the Flood Control Zone District Board of Pierce County awarded a $6 million grant to the City of Tacoma to pay for a majority of the project. The City of Tacoma has spent $1.2 million in design costs. "The Central Wastewater Treatment Plant is at grave risk of significant flooding if the Puyallup River was ever to overtop its banks upstream of the exist- ing facility," City of Tacoma Public Works Depart- ment Assistant Division Manager Eric Johnson told councilmembers on Tuesday. "It's estimated that we could see as much as five feet of water inundate the entire site, which would eventually take the treat- ment plant completely offline for a matter of weeks, and possibly even months. What would result is we would have basically 80 per cent of the wastewater that's generated in Tacoma and southside customers that come to the Central Wastewater Treatment Plant would be discharged into Commencement Bay with no treatment. We could see things like potential beach closures, shellfish closures, that sort of thing. In ad- dition to that, we would be potentially liable for daily fines of up to $35,000 a day from our regulators, the Department of Ecology. We would also probably see an increased number of untreated wastewater backups into businesses that are in the vicinity of the Central Wastewater Treatment Plant." curb an ongoing and expensive rash of streetlight cop-per wire thefts.

Last year, 67 incidents of streetlight copper wire thefts were reported citywide, according to of� cials at Tacoma City Hall. So far this year, 24 incidents of theft have been reported. With more than 30,000 streetlight and junction boxes, Tacoma staff say they need resi-dents to be watchful and learn to recognize and report the crime.

"Many times, the crime happens in broad daylight," says Tacoma Police Department Detective Burt Hayes. "A thief may drop something, such as a bicycle or con-struction cones, over a junction box to hide their activ-ity. The criminal may cut the wires to break electri� -cation during the day to ensure darkness, and then return to steal the wire later, either by hand or by

pulling it out with vehicle or bicycle and stuf� ng it in a backpack."

Hayes adds that criminals may use of� cial-looking white vans and orange construction vests to avoid sus-picion. Legitimate streetlight crews will generally be in large bucket-trucks, marked with of� cial City of Ta-coma or Tacoma Public Utilities logos.

County could purchase as many as 27 homes in � ood zones along the Puyallup River and Carbon River, according to Pierce County of� cials.

"We look for all sorts of funding anywhere we can, from FEMA and the Federal government, to the State for salmon habitat recovery funds," said Pierce County Water Programs Manager Harold Smelt in an interview that aired last week on Pierce County TV. "In this case, we had a huge appropriation of $3.2 million directly from the State Coordinated Investment, and that's very big news for us."

Smelt noted the majority of these homes are 'repetitive loss' homes that are located along what is known as Needham Road, above Orting, and have been � ooded more than once. "Most of these people really just want to get out of harm's way," said Smelt during the PCTV interview. "We're very much dealing with willing sellers who want to restart their lives elsewhere."

Pierce County's � ood buyout program allows the county to purchase � ood-damaged property from willing sellers by using grants intended to reduce future � ood losses. According to Pierce County of� cials, moving people out of harm's way permanently can signi� cantly reduce � ood losses in the area. Two years ago, Pierce County released Troubled Waters, a short documentary � lm about the county's � ood buyout program and the experiences of three families who par-ticipated in the program.

$3.2M grant could buy 27 fl ood-prone Pierce

County homes

Posted online Weds., April 2Pierce Transit of� cials announced Monday

they will resume express bus service for Wash-ington State Fair visitors.

Between Sept. 5 and Sept. 21, fair guests can catch Pierce Transit buses from South Hill Mall and Lakewood Towne Center to the Washington State Fair Events Center with limited stops. Bus service will run hourly from approximately 9:30 a.m. to 10 p.m. Monday through Thursday, and run every 30 minutes from approximately 9:30 a.m. to 11:15 p.m. Friday through Sunday. Fares are set at Pierce Transit's regular rates of two dollars for adults, 75 cents for youth age six to 18 years, and free for age � ve and younger. Riders may use their ORCA cards for the service.

"Pierce Transit is excited to offer express bus service to the Washington State Fair in Puyallup for the � rst time since 2010," said Pierce Tran-sit Public Relations Of� cer Carol C. Mitchell. "Customer feedback indicated the community has missed the service and looks forward to its return."

Posted online Tues., April 1An attorney who has spent more than two de-

cades working in the Pierce County Prosecuting Attorney’s Of� ce will be sworn in this week as a Pierce County Superior Court Judge.

Phil Sorensen was appointed to the bench last month by Gov. Jay Inslee after Judge Linda Lee was appointed to the Washington State Court of Appeals. Sorensen spent the past 24 years with the Pierce County Prosecuting Attorney’s Of� ce, most recently as chief criminal deputy. He began his tenure in the family support division and has served with multiple units, including the drug and robbery/assault sections.

Sorensen earned undergraduate and law de-grees from Paci� c Lutheran University and Uni-versity of Puget Sound, respectively. He and his family live in Lakewood.

The swearing-in ceremony will be held on Thurs., April 3, at 4 p.m. in Courtroom 100 of the County-City Building, located at 930 Tacoma Ave. S. The ceremony is open to the public. A re-ception will follow.
