For civic leaders, the building was once home to the Tacoma Chamber of Commerce and served as City headquarters until the late-1950s. Its distinct Renaissance Revival architectural style and iconic clock tower beckoned many Tacoma visitors to pause and take a closer look at (and many photographs of) such a unique structure. That changed a few years ago when the 55,505-square-foot building, located at 625 Com- merce Street, was beset by a series of troubles: a transient trying to find shelter and warmth one New Year's Eve was suspected of burning the insulation from a small roll of copper wire and setting a small fire inside the building, according to Tacoma Fire Department officials; bank foreclosure notices ap- peared in this newspaper after the ownership group missed a series of mortgage payments; water pipes froze then burst following an arctic storm, spread- ing 30,000 gallons of water throughout the building, causing much damage and forcing tenants to evacu- ate; Tacoma Power threatened to shut off power to the building due to unpaid bills; a City of Tacoma building inspector deemed the property 'derelict' after an on-site tour; and an historic preservation advocacy organization placed the building on its list of the most endangered properties in Washington State. Some preservationists fear historic buildings that endure crippling, long-term issues such as deferred maintenance, vandalism, or even foreclosure even- tually become too expensive to save in the eyes of building owners. The term is called "demolition by neglect," and it's something that faces several his- torically significant Tacoma buildings. The former Luzon Building downtown, which was designed by two famous Chicago architects, constructed in the 1890s, and demolished in 2009 after the City of Ta- coma deemed the historically significant building a safety hazard for fear it would collapse after decades of neglect. The Winthrop Hotel downtown, which was built in 1925, is in need of $16 million in de- ferred maintenance, according to a report prepared four years ago. And there's also Old City Hall. An initiative is under way at City Hall that aims to bolster the City of Tacoma's enforcement codes in order to prevent such instances and perhaps save historic properties throughout the city. Tacoma City Council's Neighborhoods and Housing Committee met Monday with city staff to discuss the proposal. Although it's still in its development stages, city staff highlighted some of the strongest elements of a new ordinance. For one, it would likely apply only to properties listed on the Tacoma Register of Historic Places, National Register of Historic Places, and to properties within designated historic districts. The new law would provide incentives to encourage own- ers of neglected properties to find new owners with the means and interest to save the historic struc- ture. It would also afford the City of Tacoma the authority to address conditions that threaten his- toric buildings before they are deemed 'dangerous' and, ultimately, demolished. Finally, the ordinance would allow the city to create an "emergency preser- vation fund" to tackle deferred maintenance issues that threaten Tacoma's historic buildings. "We want to have the ability to proactively ad- dress these issues and create the ability to inter- vene," said Tacoma Historic Preservation Officer Reuben McKnight during the meeting Monday. He added that the goal is to have the ordinance opera- tional and online before the end of this year. Council committee members generally supported the idea Monday, but wanted staff to return with more details. Tacoma City Councilmember David Boe called the plan "long overdue." He also wanted more clarifica- tion on whether the ordinance would allow the city to take action on buildings owned by other munici- palities. "The Luzon Building was owned by Pierce County for 20-some-odd years," said Councilmem- ber Boe. "Had Pierce County put a proper roof on it and took ownership of it, it would probably still be here. They neglected to maintain the integrity of that roof structure such that it rotted from the in- side out. The walls were fine. But it was totally gone because it was a wood structure within. So does it matter if it's owned by Pierce County or the Feds?" Councilmember Anders Ibsen wanted to know more about how the city planned to pay for the emergency preservation fund. McKnight told council committee members the timeline for updating the ordinance is "aggres- sive." Over the next few months, he plans to meet with stakeholders, identify a funding source for an emergency preservation fund, and introduce an or- dinance to Tacoma City Council in August. for people with disabilities will have several chang-es made to current schedules effective Sun., June 9. According to Pierce Transit of� cials, in an effort to maintain as much service as possible, some reduc-tion needs to be made now before major service cuts begin Sept. 29.

Beginning June 9, a number of routes will begin later in the morn-ing and end earlier in the evening. In addition, during weekday peak hours, some routes may have fewer trips. This service change impacts a number of routes on all days of service, so it is important for rid-ers to check individual route schedules for ex-act times. These changes re� ect an approximate four percent reduction from the current service level.

"These reductions, which continue the system-wide downsiz-ing of service, are a re-sult of the recession and the two-time rejection of Proposition 1, which would have increased funding for Pierce Tran-sit," said Pierce Transit CEO Lynne Grif� th. "We continue our commitment to � nding everyday ef� ciencies and seeking new

revenue sources in order to provide as much service for our customers as resources allow."

Detailed route-by-route information about the June 9 and the September 29 service changes is now available online at piercetransit.org or by call-ing Customer Service at (253) 581-8000. The Pierce Transit route and "The Bus Stops Here" schedule book and Rider Alerts are available on buses, at Bus Shops, and at the regular distribution sites.

Meanwhile, some Sound Transit Express bus routes are changing this weekend to meet increased demands and reduce duplication with other tran-sit choices. The updates are part of Sound Transit's thrice-yearly service changes. Riders of Route 586 between Tacoma and Seattle's University District

should note that Sound Transit will temporarily dis-continue trips that depart Tacoma Dome Station at 9:15 and 10:15 until University of Washington au-tumn quarter classes begin. Sound Transit will also temporarily discontinue trips that depart NE 45th St. at University Way NE at 12:38 and 1:38 until University of Washington autumn quarter classes begin. Other changes include new all-day, every day service between West Seattle and Sea-Tac Inter-national Airport; new express service between the Sounder commuter rail station in Kent and the Bel-levue/Overlake area; and an additional afternoon rush hour trip between Seattle and Federal Way.

Pierce Transit, Sound Transit service changes begin this weekend

Tacoma Goodwill opened a new store Thursday in the South Tacoma neigh-borhood. The 25,000-square-foot store, located at 8025 South Hosmer Street,

features major departments for cloth-ing, housewares, glassware, books/media, toys, and furniture. The store will create 25 new jobs in store retail, management, warehouse, custodial, and maintenance

positions, according to Tacoma Goodwill of� cials. A ribbon-cutting ceremony was held on June 6 to mark the store's grand

opening. The event included live enter-tainment, shopping cart drill team, face

painting, and light refreshments. Cus-tomers were invited to enter an in-store

contest to win a new � atscreen television, a $250 Goodwill shopping spree, and gro-cery store gift cards. More information is available online at tacomagoodwill.org.

Pierce Transit will roll out a four per-

cent reduction in bus service this weekend.

The transportation agency is responding

budget shortfalls and two proposals rejected by voters which would have increased fund-

ing. Major service cuts are expected to begin this fall. Meanwhile, some Sound Transit

Express bus routes are changing this week-

end to meet increased demands and reduce

duplication with other transit choices. Sound Transit will temporar-

ily discontinue some trips between Tacoma Dome Station and Se-attle's University Dis-trict until University

of Washington autumn quarter classes begin.

Volunteers are the backbone of FISH Food BanksLast year, FISH volunteers contributed 46,405 hours. This is an equivalent of

nearly 23 full time employees. If FISH had to pay for these hours at a minimum wageof $7.16 it would have cost $332,260.

The FISH volunteers sent food home for more than 186,000 individuals last yearand deserve a hugh THANK YOU from the Board of Directors, staff andcommunity.The families needing food can now concentrate on other aspects of theirlives such as finding a job or getting training without the pains of hunger. FISH couldnot have made such a huge difference in our neighborhoods without you! If you wishto help FISH please call 253-383-3164 and we will direct you to a food bank.
