GREAT IDEAS   for  BAYS PRECINCT …. 

The 5 themes provide a range of items to cover. 

I have 4 submissions dealing with issues in the 4 Destinations separately. 

The submissions retain the IP with the submission.  This is due to existing correspondence from the Premier Mike Baird’ s Office, and the Former Attorney‐General, Brad Hazzard, and correspondence due from Environment Minister, Mark Speakman . 

 

GREAT IDEA   =   The GREAT GREENWAY HIGH‐LINE PARK  

It covers all the 4 Destination areas in different ways. 

In White Bay Terminal re‐locristcates Terminal to Barangaroo Middle. This removes the Casinp proposal . 

 White Bay  Wharf becomes  CONTAINER VILLAGE  ( using the example of Christchurh  NZ ) . 

The project is inspired by the 2005/6 report by a Sydney Uni academic . It has spaces for Sydney Heritage  Fleet, Old Steam Powered Timber Mill,  Wooden Boat Repair and yatch building, plus innovation design and testing, aquaculture, affordable housing, vertical gardening. PV solar. 

In White Bay Power Station  the option is to have a green roof + designer shape + Old Building form a MONA WHITE fine art Gallery Space,  BUT also have a TALL TOWER of renewable Energy above ( with possible LIVING Space in the TOWER/s plus vertical food farming. bridge 

In  Promenade Solution the Glebe Island Bridge is upgraded, to become a cantilever wide span . Santiago Calavatra  has proven it is possible, with a very good design outcome. 

The Promenade has a floating walkway, and  floating FISH TANKS of fresh fish between prom + shore 

The Fish Market area has improved LRT services via Pyrmont Bridge + White Bay. 

The FISH MARKET has a GROUND LEVEL  warehouse + auction Selling solution spread over the existing space + the adjacent car‐park.  The temporary solution is to re‐locate to White Bay or Glebe Island using Shipping Containers + the Temporary Structure for Exhibition Centre Carling Harbour. 

The level 1 used for Car‐parking and Public Transport access, including new LRT route to CBD.  

Upper level is a GREEN ROOF  with ORGANIC “ Japanese wasi sabi “  single level FOOF HALL with roof top garden above. The Skill in design gained from NAS art school 

 

 

 

The Sydney Global Competiveness is enhanced by the  

a) GREAT GREENWAY concept that is proposed to run between Royal Botanic Gardens / Sydney Opera House to Royal National Park, thru the Bays Precinct. It is a Bio‐Prophilic City solution, 

LIVING BAYS 

b) The Living Bays – The “living Bays “  is enhanced by this GREAT GREENWAY concept as it  Includes regionally needed Sports Fields, and ICONIC World Class Skate‐Park within the Great Greenway  ( Sports Fields Spaces )  + ICE SKATING RINK. ( both for visitors + locals)    It also allows for a Cyclist Veledrome . ( suitable for international visitors + Locals alike )  

c) The Upgraded FISH MARKETS has a “ design excellence “  Organic Design Green Roof. d) The WHITE BAY POWER STATION site has a proposed VFT ( Very Fast Train ) Station, 

Renewable Energy HUB / and future renewable Energy Power Station . 

 

TRANSPORTATION and Infrastucture. 

e)  The VFT proposal, is connected to a “re‐assessed Sydney Metro Route design. This uses White Bay  instead of  Barangaroo as KEY SWB to CBD LOOP is created to connect to Circular Quay ( assuming the existing Station is demolished ) and so the new CQ Station is a below street level. The LOOP then connects into City Circle. 

f) The LRT route between CBD  + BAYS  has  a new route via Pyrmont Bridge, so another 13,500 people can easily visit the Fish Markets. 

g) The BAY PRECINCT community Co‐Op Group Submission Document   ( over 30 pages )  also has Transport Upgrade objectives and solutions, it is used as a  reference . 

EXEMPLARY URBAN SPACES   

      a )    To achieve this aim the IP is important to NOT be held by URBAN GROWTH NSW. 

       b)    To achieve the Quality Design at all destinations, re‐locating the Cruise Ship Terminal is  

               important as this then create the opportunity to have a Barangaroo  Opera  Hall   

               ( FUTURE UNESCO World Heritage Item view from  White Bay MONA WHITE complex and its  

                re‐newable Energy  TOWER.     

 

Housing Choices . 

The BAYS PRECINCT  was to have 16,000 new residences / residents. The is referenced to former Treasurer of NSW Govt. 

Affordable Housing is NOT solved just by increasing supply in Penrith and rezoning industrial land to apartments. The ratio of Affordable Housing is FLAWED .  It should be about 15 % not 2%..

The Container Village at White Bay Wharf,  has potential to demonstate Container Housing Solutions  re‐located to other work‐sites. The design standard can vary with the client.

Existing Circular Quay Skyline = Urban Growth NSW =design excellence bench‐march                        The new AMP addition .Now add a High‐Line Green Roof Park over Cahill Expressway  + Link it to Bays Precinct via Darling Harbour elevated motorway.

THE GREAT GREEN‐WAY  Travels from the FISH MARKETS – Food Halls with its GREEN ROOF Top  with flower gardensAnd SPORTS COURTS for locals in North Pyrmont over existing Fish Markets Car‐park.It travels then to White Bay Power Station ( with a Green Roof area )The ex‐ Rozelle Goods Yard to Inner‐West Greenway + Callan Park to Lane Cove NP.

Glebe Island  Bridge is Heritage ListedBUT The Water Level Width for multi‐hullToo narrow So widening the opening to the full width of the existing overall width of the Bridge is Proposed.

A cantilever bridge pivoting on the SAME TURNING TOWER is conceptually proposed.

ROZELLE  GOODS YARD is covered with SPORTS FIELDSAnd Open Space . All of this can be High‐Line Green Park, with options for Innovative Employment below.

Glebe Island Bridge is widened on the Pyrmont sideWidth = same as total width on left image.Pivot point is same. Cantilever can be supported by Overhead Cables on a cantilever pole/beam, or arch.

The real Structural Design is a very technical issue.So the ultimate design can change with the above.

Shipping Container Housing Possible options for White Bay.

Shipping Containers used asre‐locatable Shopping Mallwithin CONTAINER VILLAGEWHITE BAY.   Other Uses = Storage,  Office, Workshop Complexes.

Able to stack 8 storey high.Possible exterior Cladding including Timber,vertical garden, steel. 2

2White Bay Overseas Cruise Ship Terminal has Environment RisksSo re‐locating it is recommended in a Parliamentary Report.

Providing SHORE POWER for While Ship is in Berth, helps it provide electric power for the mini town.

A In future a renewable Energy Power Supply may be possible This  could include PV Solar, as in Middle East it is competitive with generating 

Electricity using Oil at over $ 20 per Barrel.
