Minutes of the Annual General Meeting held at 18.45pm on
Friday 23rd April 2010.
Information packs containing Agenda, Minutes and Financial & Section reports were made available on the chairs in the hall, the meeting convened provisionally at 18:30 to allow all the opportunity to
read the above prior to the commencement of the meeting.

1. Present
A sign-in sheet was distributed and all present asked to sign.
Visitors from district were welcomed: Lester Eyres (DC), Anton (ADC Scouts), Malcolm (ADC
Explorers) and Mary Kershaw (ADC Beavers).
2. Apologies for Absence

3. Minutes of 2009 AGM
On opening the meeting Keith Jefferies asked if there were any issues with the minutes of the previous AGM. Following acceptance they were proposed and seconded. (Proposed: Clare Jones Seconded: Michele Johnson)
4. Chairman’s Remarks (Keith Jefferies)
Keith opened by thanking all for attending.
He commented on last year’s highs and lows but noted that we had done exceedingly well in the
current economic climate. The Scouting movement had noticed the biggest rise in membership in
the last 40 years with just fewer than half a million members in the UK.
Keith commented that the day was St George’s Day; this marks a special day for the Scout Association, since St George is the patron saint of the Association. He commented on the success of
key fundraising and group activities such as the Jumble sale which raised £800, the spring fair which
raised £200 and the 2009 family camp.
He then tendered thanks to all leaders in 1st Locks Heath, who are all volunteers with a wide range of skills. Then he offered thanks to the current executive team, Stuart (GSL) and the District team
who have arranged many District events.
He said thanks to the kids who should be proud of how well they have done and to reflect this
there would be a series of awards later on in the programme for the best in each section.
Keith then went on to mention that we need parental help. We have keen shortages in one Beaver
Colony and one Cub Pack. They have no leaders or are about to lose leaders imminently. He
emphasised that no scouting knowledge was needed.
All parents are being asked to be CRB vetted, for the Scout Association, when their children join to avoid delays with joining in with Scouting activities. The current CRB process is in flux pending the
introduction of the new vetting and Baring system.
Keith mentioned that polo shirts were available as part of the group identity (children £10 and
adult £15). They were designed to be used by the children at District activities and by those parents
wishing to support the Group in a clearly visible manner.
Keith then went on to mention that the group was losing key members of the Executive and Scouting team. The Treasurer, Lynne Roberts, has opted to stand down and was presented with a
vase and a bunch of flowers. Lynne tendered her thanks. The Group Scout Leader, Stuart Anderson,

who has been with 1st LHSG for 18 years as ASL, SL and GSL, is leaving to take up a role within District, he was presented with a set of glasses and a bottle of wine. Stuart tendered his thanks.
Keith also advised the audience that he was stepping down as Chairman to become GSL.
Finally, Keith offered thanks for the parent support we have had in the last year.
5. Statement of Accounts (Lynne Roberts and Sarah Ridge)
Keith explained that the role was shared at the moment by Lynne and Sarah.
The parent pack contains a summary of the accounts for the last year. They have been audited. Following acceptance they were proposed and seconded. (Proposed: Chris Jones Seconded: Roxane Johnson)
6. GSL ‘s remarks & Annual Reports (Stuart Anderson)
Stuart Anderson thanked all present for attending the AGM. He passed special thanks to Keith for his work over the past year. He also re-iterated thanks for all the work done by the leaders and the
Exec and helpers to enable the group to function. He echoed Keith’s earlier request for parents to
come forward and support the Group.
Stuart also thanked the District Team, especially Lester Eyres the District Commissioner, for all their
support during the past year.
He went on to announce that after 18 years with 1st Locks Heath he had been offered a position with Fareham West District which he had decided to accept. He went on to say that the young
people in the Group had made the experience a pleasure.
As a result 1st Locks Heath needs a new Group Scout Leader. Stuart, with the support of District,
invited Keith Jefferies to become the new Group Scout Leader, which he accepted.
7. Visiting district representatives remarks
DC (Lester Eyres) spoke. He said he liked the “From Strength to Strength” message on the parent pack. He welcomed Keith back into uniform. He quipped about the visit by the Air Ambulance to
Dragon Troop. He thanked Stuart and welcomed him to District team to strengthen support to all
the local Groups.
Lester presented a 5 year long service award to Amanda Aldridge and invested Ian Stewart.
8. Nomination of Chairman
As GSL, Keith Jefferies nominated Karl Lincoln as Chairman and he has accepted. Unfortunately Karl
was not present at the AGM through illness. (Proposed: Keith Jefferies Seconded: Amanda Aldridge)
9. Election of Executive Officers and members
Keith reported that Chris Carman was happy to continue as Secretary and asked if anyone else
would like to be considered for the role. With no other candidates a vote was taken and he was re-
elected. (Proposed: Lester Eyres Seconded: Andrew Anderson)
Lynne Roberts had decided to stand down as Treasurer. KJ asked if anyone was prepared to come forward as Treasurer, an essential position on the Executive. With no-one coming forward, he stated
that Lynne was prepared to continue until a replacement had been found.
Keith reported that Sarah Ridge was prepared to stand again as Subscriptions Coordinator and
asked if anyone else would like to be considered for the role. With no other candidates a vote was
taken and she was re-elected (Proposed: Mary Kershaw Seconded: Chris Jones ).
Keith reported that Debbie Renals was happy to continue as CRB Co-ordinator and asked if anyone else would like to be considered for the role. With no other candidates a vote was taken and she
was re-elected. (Proposed: Siobhan Jefferies Seconded: Malcolm Irons)
Keith reported that with Karl Lincoln becoming Chairman there was a vacancy for a Grants Co-
ordinator. Keith asked if anyone would like to be considered for the role. Cath Masters offered

Keith noted that the Executive operates an open policy and that anyone was welcome to join the Executive (first Wednesday of each month) to see how the Exec works and/or offer assistance as
able. He noted that it would be good to have parent representation from all sections. There was no-one forthcoming as Beaver or Cub rep but Richard Johnson came forward as a Scout rep (Proposed: Andrew Anderson Seconded: Clare Jones)
10. Presentation of Awards
Keith Jefferies announced that from this year a series of awards would be presented at the AGM to recognise individual children’s efforts in the past year. He stated that there was one award for each
section (a total of 6 awards) and an overall award for the child demonstrating a significant contribution to 1st Locks Heath Scout Group. This final award will be held for a year and the name
of the child added to the “Anderson Trophy” shield, which will be displayed in the hut. Keith then
asked members of the Executive to present the awards.

Beavers
4 new beavers were invested into the colony.
There was a presentation of two Chief Scouts Bronze Awards.
Cubs
Kaa pack performed a short series of variety acts – playing musical instruments, telling jokes, etc.
The cubs had badge presentations including two Chief Scouts Silver Awards to Alex Irons and James
Renals.
Scouts
The new Air Scout unit showed a short film demonstrating some the activities they did and had a
number of badge presentations.
This was followed by a presentation of a Chief Scouts Gold Award.

With all business completed KJ gave final thanks to all attendees and invited them to partake in the
wine and barbeque which was kindly being run by the Explorer unit.

I can hardly believe a year has passed already, it only feels like yesterday I
accepted the role of GSL at our last AGM. It is good to be back actively supporting the Group in a Leadership role; although I do feel that the hut is
now my second home!
I am proud to head up an excellent group of Leaders, Exec and Adult Supporters who invest a lot of time, effort and energy to ensure that the Beavers, Cubs and Scouts have an exciting and
adventurous programme. Most importantly, I am proud of the enthusiasm and commitment of our young people, it is great to see them enjoying and getting the most from Scouting. I
would like to take this opportunity to thank all the uniformed Leaders, Adult Helpers, Young
Leaders, Exec Members, Adult Supporters and the District Team for all their help this year, it
has been a great 12 months.
The need for adult support remains high on the agenda. We are in desperate need for Leaders
in our Beaver and Cub sections. We have been fortunate this year that our shortage of Leaders has not meant that we have had to close or cancel any activities. This is due to the
support of the other Section Leaders working together to ensure we can maintain our planned program. If feel you can help in anyway, either as a Parent Helper or taking up the adventure
of becoming a uniformed Leader, please contact me or speak to your child’s Section Leader. I can’t stress enough how important it is that we have additional help and I ask you to consider
if there is any way you can support the group more.
The group has grown in size and in last year’s census return we recorded 105 young people within the group, of which 14 were female. This shows the growing support for the Scouting
movement with both boys and girls. Our Beaver and Cub sections showed a net increase of membership and both sections have waiting lists. Scouts showed a slight drop in numbers, but
this was due to the movement of our older Scouts to the District Explorer groups, however, the
numbers in both troops have now increased.
The Group Exec has done a fantastic job this year and we have had successful group events
such as our ‘Annual Jumble Sale’ and ‘Spring Fair’ that raised money for the group. These events are not just about raising money but also make the group visible in the community.
With this is mind, this year we undertook a project to support the local Day Care Centre by digging and planting a flower bed. This was positively received and I would like to thank all
involved.

2010 has been another busy year for our two Beaver Colonies now known as Fire River & willow Creek. During the year we have
completed the Promise, Outdoors and Creative challenges and many
of the Beavers also gained experiment, faith, healthy eating & safety badges. We also completed the following staged activity badges –
hikes away 1 & 5 and nights away 1 for all Beavers who either attended
a sleepover or Group Family Camp. Many of the Beavers also gained
the following badges in their own time – swimmer stage 1,2 & 3, information technology stage 1, hobbies and animal friend.
During the year, 12 children completed the Beaver Scout Bronze Award, the highest award a
Beaver can gain before moving on to Cubs.
We took part in numerous District & County events including St. George’s Day Parade in
Whiteley, a Beaver and Cub day trip to Longleat, Monkey Bizness, Remembrance Day Parade in Stubbington and a visit to Paulton’s Park to meet Santa.
Our programme of activities has continued to be varied and included circus skills, pond
dipping, crabbing, pick your own strawberries, torch walk, puppet shows, tropical beach party, African drumming & a talent show.
In September Roxane Johnson, our Fire River Leader changed roles and moved on to Kaa Pack
to become an assistant Cub Leader. Siobhan Jefferies our assistant Beaver Scout Leader at Willow Creek increased her involvement by helping me run the Friday Colony as well.
I would like to thank all of our regular parent helpers – Anne-Marie Baynes, Paul & Paula Jones, Lisa Moody, Nicky Page and David Cocker.
Our Young Leaders have also been a great help and I would like to thank Charlotte Whitford, Sarah White, Ed Batchlor, Rowen McLean & Josh Charlton.
To finish, we would like to thank everyone who has helped the Beaver Section during 2010
and here’s looking forward to an exciting 2011.

Unfortunately this year we have lost the Cub Scout Leaders (Akela) from both Hathi and Kaa pack. I would like to thank Sue
and Amanda for the hard work they put into running the packs over the past few years. I would especially like to wish Amanda all
the best in her new scouting role as Assistant District Commis-
sioner for Cubs.
As you may guess this has left us with a large hole which has
proven hard to fill, however the good news is with the support of
the uniformed leaders from other section as we have started to rebuild the leadership team and we were able to keep both packs
open and running over the year. We still have a long way to go and I am actively looking for new leaders to run and support the
packs to ensure we can maintain the programme that is currently being offered. So if you can help in anyway please contact me!
Despite these issues we have had another excellent year with both packs running at capacity which does mean we now have a
waiting list for young children wishing to join from outside the movement. Our census returns, taken at the end of January, show
we had 42 cubs in the group which is the highest it has been for the last 10 years and an increase of 7 on last year.
The adventurous programme that has been provided has seen
many Activity and Challenge badges being awarded and it always gives me a lot of satisfaction when I have the pleasure of giving out a ‘Silver Chief Scout’
award.
We have had the pleasure of several joint activities with our Scout Troops with Phoenix run-
ning a camp with our 6’ers and 2’ers and Dragon running a pioneering evening. Both of which were excellent and allowed the cubs to see what is ahead of them in scouts.
The final and most important thing to do is to thank the assistant leaders of both packs for
their continued support.

Over the last year the Dragon troop has undertaken a
mixture of traditional scouting activities and interspersed these with a variety of air related ones in
keeping with their Air Scout status.
Last May the scouts were marshals at the Popham Light
Aircraft Show along the main runway and in the
holding areas. This was a very hands on event where the scouts were not only marshalling the aircraft, but
were controlling the general public at the crossing points along the main runway. The aircraft were mainly powered hang gliders, micro-lights
and small aircraft. A highlight for some was watching a plane suffer from the effects of wind shear and make a very heavy landing at the end of the runway, tearing off its under carriage
and one of its wings. The only injury was to the pilot’s pride!
A contrast to this was when the scouts were on crowd control duties at what was to be the last
Biggin Hill Air Show weekend. They got to see the Red Arrows on the ground as well as several times in the air, plus planes from the 1940’s right up to the present day. They were given a
guided ground tour around a Typhoon and a Harrier.
The scouts took part in the Tycefell camping competition and despite their inexperience and having a very youthful PL (aged only 10 years and 11 months) and an average team member
age of 11 years and 6 months they finished just 93 points behind the winning team.
The scouts also had a camping weekend with the Cubs from the Kaa pack, which gave them
the opportunity to put into practice some of the training that they had received as part of their challenge badge work. At this weekend there was an investiture for three of the girls of
the troop.
The scouts have been working hard at their challenge badges and have covered the outdoor
challenges, fitness challenge, community challenge, expedition challenge and promise challenge so that we now have four current scouts holding their Chief Scout Gold award.
Additionally they have also worked hard at their air activities, covering meteorology, aircraft
instrumentation, air navigation and map reading.
It has not been all work:
Among the other activities they have been gliding at the Royal Navy Gliding club at Daedalus, have built and let off solid fuelled rockets, made chuck gliders and rubber powered planes,
visited the Military Aviation Museum at Tangmere, fire lighting, backwoods cooking, sang carols at the Glen Lyn old people’s home and helped with the bag packing to raise funds for
the St Georges Foundation. They have also been on flight simulators and had a visit from a member of the Caterpillar Club. The Caterpillar Club is an informal association of people who
have successfully used a parachute to bail out of a disabled aircraft and thus save their lives.
The numbers within the troop have been stable over the last year and we currently have seven
boys and four girls that have been invested.

Wow another year come and gone, it hardly seems like five minutes since my last AGM report,
probably because we have had such a busy year.
In the last twelve months Phoenix troop have
been under canvass camping for 25 nights, put on another spectacular Christmas Sketch show,
and helped to raise over £1000.00 for the St
George Foundation. Also we have achieved two more Chief Scout Gold awards. We have
welcomed Cubs into the Troop not only from our own packs but also from 2nd Locks Heath
and moved six of our number onto Fareham
West Explorer units.
Of all the things we do within Scouting the one that fills me with the greatest sense of achievement is the moving on of Scouts to Explorers’, although we are always sorry to see
them go, the fact that we have kept them interested and Scouting for four years despite all
the outside distractions youngsters have in their lives today I feel is something to be proud of, and means we must be doing something right. None of which would be possible without the
help and support of my fellow leaders, Jon, Neil and James in the first instance, but also all the
others who invest their time and energies into 1st Locks Heath.
Looking forward to the coming year which will be my tenth as Phoenix Troop Leader, it’s more of the same, Malvern Challenge at the end of June, a joint summer camp to Torquay
with 2nd Stubbington at the end of August, Group camp the week after that and on into
autumn. I am sure it will be another good one.
