Patuloy ang enrolment sa PMI Colleges kahit ipinasara na ng CHED ang mga kurso dito sa Marine Transportation at Marine Engineering noong 2011.

Hayagan pa nga sa PMI Facebook na tumatanggap ito ng mag-aaral sa BSMT at BSMarE Junior 2, Senior 1 (May 19 to 24), Senior 2 & 3 (May 26 to 31) at Senior 4 (June 2 to 6).

Ito ay enrolment schedule lamang ng Maynila at Quezon City. Hindi kasali ang Bohol campus na kabuuang lawak ng PMI.

Sa pagsusuri ng MARITIMA, may legal na batayan naman ang kontrobersyal na tikas ng PMI.

According to the Information Division of the Court of Appeals, “... submitted for completion ang status ng case for annulment with injunction and TRO filed by PMI on October 4...” appealing CHED’s victory on May 24, 2013.

In short, maghihintay pa ang Division Clerk of Court na makumpleto ang mga papeles (pleadings, annexes, etc) ng PMI at CHED. Pag nabuo na, ipapadala ang mga ito sa ponente o Justice na susulat ng desisyon ng hukuman. Ito ang status na “submitted for decision.”

Ipinagpaliban ng European Union ang hatol kung ipagbabawal ang mga marinong Pinoy sa mga European-flagged vessels. Ito ay batay sa tatlong (3) pagsusuri o audit ng EMSA (European Maritime Safety Agency) dito mismo sa Pilipinas.

Ayon kay MARINA Administrator Max Mejia, Jr., dapat ay nuong April 24 pa lumabas ang report ng EMSA at sa Hunyo ang pinal na desisyon ng European Commission.

Dahil umano sa mga pagbabagong ipinatutupad ng bansa para matugunan ang standards ng STCW Convention, as amended, sa halip ay itinakda ang final audit ng EMSA sa darating na Setyembre o Oktubre.

Kaya inaasahan ang final decision sa December or first quarter ng 2015.

Ito ang ipinarating ni Mejia sa mga maritime stakeholders na dumalo sa industry summit organisado ng Angkla Partylist noong April 24 sa AIM Conference Center, Makati.

Sila ay napatunayang hindi kwalipikado sa standards para mag-offer ng maritime degree programs. Nag-apela na sila sa MARINA at CHED subalit lahat ay denied.

Ang pagpapalabas ng MARINA ng updated list ay sang-ayon sa Sec. 4(c)(4)(vi) of RA 10635, batas na nagtalaga sa MARINA bilang Single Maritime Administration para STCW Convention, as amended.

Sa April 14 list pa rin ng MARINA, anim (6) na eskwelahan ang dinisesyunan na rin ng phase-out

Kinumpirma rin ni Mejia ang tatlong areas of concern ng EMSA sa audit nito noong Oktubre ng nakaraang taon: (1) Kahinaan sa quality standard system (2) Monitoring and assessment (3) Kakulangan sa ilang maritime schools at training centers .

According to Mr. Mejia, dahil sa mga pagbabagong ipinatutupad at commitment ng gobyerno na maituwid ang mga negative findings, ipinagpaliban muna ang desisyon ng EU.

Of course, bibilang na naman ng buwan. And worst, pwedeng iakyat ng PMI o CHED ang anumang CA desisyon sa Korte Suprema. Uulitin na naman ang proseso ng batas gaya ng pinagdaanan sa RTC at CA.

Marami nga ang nababagabag na pati edukasyon ay biktima na rin ng salat na hustisya. Bagkus, madaling mag-ugat ang korupsyon kapag makupad ang pagresolba ng usapin.

Ni-launch ng Tsuneishi Heavy Industries (Cebu) Inc. (THICI) noong April 23 ang pang-185 barkong ginawa nito mula nang magsimula ito ng operation noong 1994.

Ito ay ang SC-209 or M/V Emerald Star 82,000 toneladang bulk carrier. Kakargahan umano ito ng coal, nickel at iba pang mining products.

Ang M/V Emerald Star ay isa sa 11 barkong nai-book na order ng isang Japanese businessman para sa taong 2014-2016. Ide-deliver ito sa may-ari ngayong Hulyo.Kasama sa mga panauhin sa launching ceremony noong April 23 si Gov. Hilario Davide III.

Mula nitong Marso, 21 barko na ang nai-deliver ng Tsuneishi at 21 ang order na barko sa loob ng taong ito.

Para palakasin ang shipbuilding industry ng bansa, nagbukas din ng Tsuneishi Shipbuilding Academy sa loob ng shipyard facility. May 29 na empleyado nito ang sumasailalim ngayon sa tatlong buwang training sa shipbuilding at related processes.

Pinalawak ang pagpanday ng IRR o Implementing Rules and Regulations ng RA 10635, kasali na ngayon ang pamayanan at mga maritime stakeholders.

Kapag napagkasunduan agad ang mga detalye, maaaring ilakip ng Pangulong Aquino ang patungkol dito sa kanyang SONA o State of the Nation Address sa darating na Hulyo.

Ang RA 10635 ay pinirmahan ni Pangulong Aquino noong March 13. Tinuturing na ang pagsasabatas ng MARINA Single Maritime Administration (batay sa RA10635) ang isa sa mga mahahalagang ikinonsidera ng EMSA para bigyan ng palugit o reprieve ang Pilipinas.

Sa pagpupulong na may temang “Maritime Philippines in Motion,” hinikayat ni ANGKLA Partylist Representative Jesulito A. Manalo ang mga stakeholders na tumulong sa pagbabalangkas ng IRR ng naturang batas.

Gayundin, sa pagbuo at pagpapatupad ng roadmap para sa pagsulong ng industriya maritima.

Tiniyak ni Manalo na masusundan pa ang mga dialogues niya sa mga industry stakeholders.

Nagpadala ng mensahe ang DOTC Secretary na ipinahayag ni U/Sec Jose Perpetuo Lotilla, Legal and Procurement. Gayun din naman ang Foreign Affairs Secretary na binasa ni A/Sec Maria Zenaida Angara-Collinson, European Affairs.

A draft of the proposed IRR was presented by Atty. Jay Batongbacal, Assistant Professor and Director ng Institute for Maritime Affairs and Law of the Sea (UP-IMLOS).

Paano naman ang mga kabataang nasa balag ng alanganin? Ang mga magulang na nagkukumahog sa paghahanapbuhay?

Ganito rin ang posibleng kahinantnan ng kaso ng ibang mga maritime schools na hinatulan at hahatulan pa ng closure orders.

Kung baga hangga’t pending for final decision, pwede pa silang kumuha ng kanilang mga mag-aaral. Technically.

Ang mga partido na nagtutunggali (EMSA, CHED, PMI, etc) ay nagwawagayway ng kani-kanilang bandera kung bakit sila tama. Kung bakit mahalaga ang kanilang reporma at alituntunin.

Paano naman ang kabataan? Lahat kayo tama. Pero ang kabataan ang tinatamaan.

October 2011 pa ang closure order ng Commission on Higher Education sa BSMT at BSMarE programs ng PMI Manila at Quezon City.

Ito ay dahil sa nakitang mga deficiencies ng European Maritime Safety Agency (EMSA) na sinang-ayunan naman ng CHED.

Subalit hanggang ngayon ay patuloy ang kanilang pagtanggap ng mga estudyante para sa naturang mga kurso. Umapela sa Court of Appeals ang PMI.

At dahil mabagal ang hustisya sa Pilipinas, wala pang desisyon. At inaasahang tatagal pa dahil maaaring iakyat ang kaso sa Korte Suprema.

Due process daw ito para sa sinomang inaakusahan gaya ng PMI na isa sa pinakaunang maritime school sa bansa. At legacy ng kilalang pamilya sa industriya.

Sa panig naman ng gobyerno, ito ay sang-ayon sa Constitutional mandate para sa karapatan sa kalidad ng edukasyon. Publisher

Nasabat at nakumpiska ang 132 kilo ng heroin sa isang Canadian-flagged vessel sa Indian Ocean.

1. Maritime Education

The first nautical school in Asia was established in the Philippines in 1820.

Our country has 93 institutions offering maritime courses; centers offering maritime training courses, responsive to the law of supply and demand. These render difficulties for government agencies: to supervise or monitor the maritime institutions (shortfall of which) may lead to a decline in quality.

Maritime Institutions could not remain as a mere provider for education and training. No one should exist in isolation; must be inter-dependent with the environment.

Without self-discipline, attentive and conscientious for long periods at sea all the technology known to man will not prevent casualties and losses from happening. With the cadets as crew, they learn the profession.

Observation

1. Hundreds of hundreds of students who completed the 3 years theory in BSMT/BSMarE lack the opportunity to undergo the shipboard training, a requirement to graduate and quality for the Licensure Examinations. Thus resulting to the shortage of qualified and competent merchant marine officers.

Conclusion

The Constitution provides that the government must provide good and proper education to the Filipino people, therefore;

A training ship is a must for every institution to acquire. Government has to provide financial assistance or subsidy in the most affordable terms.

The training ship has been part of the Maritime Education infrastructure; thousands of Deck and Engine officers have been trained and educated on board ship. This should remain unchanged.

The training ship exercise is holistic: the technical focuses on the bridge watch standing, navigation, safety of life and property at sea, ship’s operations andmaintenance; the human aspect focuses on self-discipline, to live and work as part of a team in a confined shipboard environment in preparation for the techno ships of the future.

1. To develop quality maritime education, privately-owned schools must acquire training ships as an infrastructure (either by soft loan or on government subsidy).

2. Education implies guidance to develop a person in full capacity and intelligence. Discipline and the conscious time of learning need to be properly addressed.

The training ship or seagoing experience, bridges the theoretical and practical side of education in the practice of the marine profession, providing a well equipped maritime graduate.

Senator Gregorio “Gringo” Honasan was formally expelled from PGBI, a Guardians Brotherhood national body.

This was announced by lawyer Rex Alvin Bilagot, PGBI President and national chairman. He claims this is a verdict from a recent PGBI convention in Cebu City.

Honasan countered the Bilagot group is also expelled from a new grouping named Pangkat Guardians. It is rumored, however, Pangkat is another sub-group of Magdalo organization.

Guardians is the motherload of votes for Mr. Honasan since 1995. The group originated frpm “Diablo Squad” of 1976.

Guardians, RAM and Magdalo are groupings basically of rightist advocates enamoured with military thinking and culture. There have been merging and counter-plots among themselves.

But leadership has been a preserve of senior military officers towing the Philippine Military Academy (PMA) traditions and discipline.

Thus far, RAM is lead by B/Gen Danilo Lim; Magdalo by Senator Trillianes; and Guardians by Senator Honasan until this coup d’etat by a civilian leadership.

Naglabas ang Department of Health ng advisory ukol MERSCoV (Middle East Respiratory Syndrome Coronavirus).

Tumataas ang bilang ng mga OFWs lalo na sa Saudi Arabia na tinatamaan ng naturang sakit. Sa kasaysayan, 12 bansa na ang naitalang nagkaroon ng MERS-CoV; mostly sa Middle East.

Narito ang mahahalagang impormasyon sa MERS-CoV:

• Ito ay sakit sa baga na sanhi ng corona virus, iniuugnay sa kamelyo at paniki.

• Ang mga sintomas ay lagnat, ubo, hirap sa paghinga at pagtatae. Kung mahina ang resistensya, maaaring magkasakit sa bato. May mga positibong kaso ng MERS-CoV na hingi nakitaan ng sintomas.

• Naisasalin ang sakit sa mga taong nagkaroon ng “close contact” sa positibong pasyente tulad ng health workers, kamag-anak at iba pa. Kung may mga sintomas at nagkaroon ng close contact sa pasyente sa loob ng 14 na araw, agad na komunsulta sa doktor.

• Para maiwasan, maghugas ng kamay sa tamang paraan. Takpan ang ilong at bibig sa pagbahing at pag-ubo gamit ang panyo o tissue. Palakasin ang resistensya. Matulog ng hanggang walong oras, uminom ng maraming tubig, mag-ehersisyo at kumain ng masustansyang pagkain.

• Malalaman kung apektado ng sakit sa pamamagitan ng laboratory test (polymerase chain reaction o PCR). Mayroon ito sa mga apektadong bansa at sa Research Institute for Tropical Medicine sa Pilipinas.

Mahigit 600 ang nagtapos sa Mariner’s Polytechnic College sa campus nito sa Legazpi City, Albay.

Si Ms. Riina Vaher, company representative ng Marlow Navigation Training Center ang guest of honor at speaker sa 28th Ring Hop and Commencement Exercises ng Batch Matikas, Class of 2014 na ginawa sa JC Jimenez Multi-Purpose Gymnasium noong April 11.

Ang Marlow Navigation ang isa sa dumaraming shipping companies ngayon na kumukuha ng mga kadete mula sa MPCF.

Sabi ni Vaher sa kanyang talumpati, nasa kritikal na panahon ngayon ang Pilipinas dahil sa isyu ng EMSA threat. Kasabay nito ay hinamon niya ang mga graduates na lalong patunayan ang kanilang husay para magtagumpay sa seafaring profession.

“You must also feel the responsibility towards the nation and industry and the start point to fulfill this responsibility is to become management level officer, Master Mariner or Chief Engineer - this is what we expect from you, to exhaust your resources fully and reach to the top levels of your profession,” sabi ni Vaher.

Umabot na sa 159 ang inabandonang barko na karaniwang sanhi ng pagkalugi ng shipownes. Ayon ito sa database ng International Labor Organization (ILO), mula 2006 hanggang March 2014.

Kabilang daw rito ang mga kasong hindi pa nereresolba. Marami sa mga seaman ang hindi pinasweldo, kapos sa pagkain at gamot at hindi makauwi sa kanilang bansa.

Ang abandonment of seafarers ay tinalakay sa katatapos

Sa unang buwan pa lang ng implementasyon ng Maritime Labor Convention (MLC) 2006, pitong barko na ang naditene dahil sa mga nakitang paglabag.

Sa record ng Paris MoU, ang mga barko ay nasa ilalim ng bandila ng Cyprus (dalawa), Liberia, the Netherlands, Panama (dalawa) at Tanzania.

Sabi ni Paris MoU Secretary General Richard Schiferi, malinaw na interesado ang mga nasa shipping industry sa resulta ng mga MLC inspections.

Diin pa ni Schiferi, “Even if the flag the ship is sailing under doesn’t sign up to the new international requirements, it doesn’t make any difference – you still have to comply.”

Kabilang sa mga nangungunang usapin ang oras ng trabaho at pahinga. Dati rati ang restrictions ay para lamang sa mga watchkeeping personnel. Subalit sa MLC, ang documentation ay para sa lahat ng mga seaman onboard.

Nag-draft ng MLC guidelines para sa port state control officers ang Paris MoU at nag-organisa rin ng mga seminars para dito.

Inaasam naman ng ating Electric Vehicle Association na makabenta ng one million e-trikes by 2020. Malinaw ang kanilang vision dito, 20-20.

E-JEEPS.

Samantalang, 30 e-jeepneys will be launched by GET (Global Electric Transportation) under the COMET project (City Optimized Managed Electric Transport).

COMET will initially replace jeepneys on the SM North-Monumento route.

It is the whole Metro Manila in three to five years, says GET President Sigfrido R. Tinga.
