60 October 14, 2009 A Regular Meeting of the Board of Education, Township of Woodbridge, was held on October 14, 2009 at approximately 7:00 p.m. in the Avenel Middle School, Woodbine Avenue, Avenel, New Jersey. The meeting opened with the Salute to the Flag and a moment of silence. The Vice-President, Brian Small, presided. Caitlin Meehan, a student from John F. Kennedy Memorial High School sang the National Anthem. Board members present: Diane Acquisto, Thomas “Skip” Garley, Lewis Huber, Judy Leidner, Lawrence Miloscia, Brian Small, Ezio Tamburello, George Yuhasz. Brian Molnar was absent. Dr. Crowe gave his monthly update of the school district, announcing that Woodbridge is reading. He explained a major initiative, Woodbridge Reads, has been launched. Dr. Crowe stated all children will be reading by the end of 1st grade. He stated the district is targeting students who are struggling very quickly and effectively, assuring they are on task and up to speed. Dr. Crowe stated this is a collaborative effort with the Township, noting the Board of Education will be involved in several reading activities.

Dr. Crowe presented the annual report on Violence and Vandalism for 2008-2009. Dr. Crowe announced that the suspensions have been significantly reduced. He stated the district has seen drops in most areas, including both violence and vandalism. Dr. Crowe stated the incidents of weapons has increased

October 14, 2009 by one, however it is a significant drop from two years ago. Dr. Crowe reported that substance abuse has risen. He attributes the rise in part because the district has become very active in identifying students who are using substances in order to offer them the assistance they need. Dr. Crowe stated October 19 through October 23 has been designated as Violence Awareness Week. He explained that during that week, every school is doing significant activities to bring awareness to the school about violence and vandalism and how to deal with it. Dr. Crowe stated schools are taking significant steps towards implementing positive discipline programs, noting Fords Middle School was awarded a significant grant to implement a positive discipline program. Dr. Crowe stated as the drop in suspensions continue and the behaviors continue to improve, there will be improvement in achievement.

Mr. Small then called for Committee reports.

The Superintendent of Schools presented the following recommendations:

1. That the Board of Education, through contract with the Middlesex Regional Educational Services Commission, authorizes the administrative personnel of the Commission to conference, discuss and solicit input in the development of the nursing services contract document for the 2009-2010 school year, which provides nursing services to the following non-public schools located in the Woodbridge Township School District:

Goddard School Peppermint Tree Our Lady of Peace St. Cecelia’s Our Redeemer Lutheran St. James St. John Vianney

Nursing services to be provided first by assignment of a licensed nurse and the purchase of supplies and equipment necessary to implement the law and code (NJAC 6:29-8) include: Assistance with medical examinations, including dental screening; Audiometric screening; Maintenance of student health records, including immunizations; Scoliosis screening; Adopt written policies and procedures extending the emergency card provided to the public

school pupils to those pupils who are enrolled full time in the non-public school who are injured or become ill at school or during participation on a school team or squad.

2. That the Board of Education approve the Annual Report of Violence, Vandalism and Substance Abuse for the 2008-2009 school year, as previously submitted, dated July 24, 2009, in accordance with N.J.S.A.18A:36-5.1.

3. That the Board of Education grant permission to allow the John F. Kennedy Memorial High School Model U.N. Club to participate in the Rutgers Model U.N. Conference in New Brunswick, New Jersey, from November 12-15, 2009, at no cost to the school district, provided that all policies and regulations governing overnight trips are adhered to prior to and during the trip.

4. That the Board of Education grant permission to allow the Colonia High School Step Team to participate in the Disney Step Classic in Orlando, Florida, from September 2-6, 2010, at no cost to the school district, provided that all policies and regulations governing overnight trips are adhered to prior to and during the trip.

5. That the Board of Education approve the tuition payment for the following student to the Toms River Board of Education, 1144 Hooper Avenue, Toms River, NJ 08753, for the 2009-2010 school year, retroactive to September 1, 2009.

6. That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated October 14, 2009.

7. That the Board of Education approve payment to Mountain Lakes Board of Education for speech services at a rate of $1,400/single service for the 2009-2010 school year for students attending Lake Drive School. (Payment will be from the Consultation Account.)

October 14, 2009 8. That the Board of Education approve payment to JFK Johnson Rehabilitation Institute for the 2009-

2010 school year to conduct second opinion speech evaluations at a cost of $385/evaluation. (Payment will be from the Consultation Account.)

9. That the Board of Education approve payment to Advancing Opportunities (formerly C.P. of New Jersey) for the 2009-2010 school year to perform on-site Assistive Technology evaluations at a rate of $880/evaluation and on-site Assistive Technology and Augmentative Communication Technical Assistance at a rate of $110/hr. including travel expenses for both at $55/hour for students. (Payment will be from the Consultation Account.)

10. That the Board of Education approve payment to Dr. Russell Kormann to provide independent consultation for two special education students at a fee of $3,000.00. (Payment will be from the Consultant Account.)

Ms. Acquisto moved for the adoption of the Superintendent’s recommendations, seconded by Mr. Yuhasz. There were no comments or questions from the Board or public. With all Board members present voting in favor, with the exception of Ms. Leidner who abstained on her name in Item #6 and Mr. Yuhasz who abstained on his name in Item #6, the foregoing was adopted. Dr. Crowe read a short biography about, and introduced Christina Rojas, a John F. Kennedy Memorial High School student, who provided information about current activities at the school.

The Policy and Planning Committee, on the recommendation of the Superintendent of Schools, presented the following:

October 14, 2009 1. That the Board of Education adopt the attached resolution in gratitude to the Woodbridge

Professional Firefighters Association, Local #290, for their generous donation of a defibrillator to the Woodbridge High School Athletic Trainer.

2. That the Board of Education adopt the attached resolution requesting Woodbridge Township to adopt a resolution naming the street in front of the field house at Colonia High School, “Coach Pat Barbato Way.”

3. That the Board of Education approve the renaming of the stadium at Colonia High School, "Patriot Memorial Stadium", based on the recommendation of the Ad Hoc Community Committee in keeping with the guidelines of Policy #714, Naming Schools and School Facilities.

4. That the Board of Education adopt the attached resolution proclaiming the week of November 9-13, 2009, as “National Veterans Awareness Week.”

5. That the Board of Education adopt the attached resolution proclaiming the week of November 15-21, 2009, as “American Education Week.”

6. That the Board of Education adopt the attached resolution proclaiming November 18, 2009, as “Education Support Professionals Day.”

7. That the Board of Education rescind the following job description:

Ms. Acquisto moved for the adoption of the Policy and Planning recommendations, seconded by Mr. Tamburello. There were no comments or questions from the Board or public. With all Board members present voting in favor, the foregoing was adopted.

Dr. Crowe presented the Policy and Planning resolution to the Woodbridge Professional Fire Fighters Association Local #290 for their generous donation of a defibrillator to the Woodbridge High School athletic trainer. Accepting the resolution were Keith Repace, Don Zamba and Jeff Moran of the Fire Fighters Association.

The Curriculum Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presented the following:

1. That the Board of Education approve the “High School Program of Studies 2010-2011” booklet for the academic year 2010-2011.

2. That the Board of Education adopt the following manual for Woodbridge Township School District for the 2009-2010 school year:

That the Board of Education adopt the following curriculum guides for the instructional program: Curriculum Guide Computer Applications 1/Business Communications Computer Applications 2/Business Communications Desktop Publishing/Business Communications Web Design/Business Communications 4. That the Board of Education approve the previously submitted list of Websites for classroom use.

5. That the Board of Education approve the previously submitted list of supplemental materials for use by the district’s elementary schools.

6. That the Board of Education approve the Nursing Services Plan for the 2008-2009 school year.

October 14, 2009 7. That the Board of Education approve the partnership between the Woodbridge Township School

District and the North Shore Health System to participate in the Activity Works New Jersey Demonstration Project. This will take place in 10 classrooms at Avenel Street School #4&5 during the 2009-2010 school year. Students will take 10 minute activity breaks during each school day that will add physical activity through curriculum-based adventures. (This partnership will be at no cost to the district)

Mr. Tamburello moved for the adoption of the Curriculum recommendations, seconded by Ms. Acquisto. During Board discussion, Mr. Tamburello commented on Item #2, the new Green Schools Program. Mr. Tamburello stated he is aware that this Board and Administration has discussed on several occasions how important it is to teach energy efficiency and how that, in turn, can strengthen our schools. Mr. Tamburello further stated that this program highlights the district’s commitment to the environment, energy conservation, to reducing ways to recycling and trying to save real dollars in the district. He asked Ms. Rotella to explain a little further about the program. Ms. Rotella stated the district was able to involve itself in a state grant called Global Learning. She explained it is an attempt to involve children in the process of reducing our carbon footprint. She further explained that every school in the district developed an energy team consisting of students, support staff, administrators and teachers who will investigate ways that their building can reduce energy costs. Ms. Rotella stated the team will then make recommendations as to how their building can save on energy costs. Ms. Rotella stated that Mr. DeMarino had provided a base line for each school.

There were no comments or questions from the public. With all Board members present voting in favor, the foregoing was adopted.

The Finance and Insurance Committee, on recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presented the following:

1. That the Board of Education approves payment of the bills in the amount of $10,236,494.34 and the Food Service Department bills in the amount of $317,880.42.

2. That the amount of district taxes needed to meet the obligations of this Board for the next thirty day period, beginning November 2009 is:

Requisition for Taxes for the General Fund in the amount of $12,363,212.00 and for the Debt Service in the amount of $327,183.00; totaling $12,690,395.00,

and that the Township Council is hereby requested to place in the hands of the Treasurer of School Monies that amount by November 10, 2009.

3. That the Board of Education accept the Report of the Secretary for the month of September 2009.

4. That the Board of Education accept the attached Business Administrator/Board Secretary's Monthly Interest and Investment Report for the month of September 2009.

5. That the bookkeeping transfers pertaining to the 2009-10 budgetary accounts be approved as per the attached list.

6. That a note be made in the minutes that the Report of the Treasurer for the month of September 2009 has not been received.

7. That the members of the Board of Education certify that to the best of their knowledge no major account or fund has been overexpended in violation of N.J.A.C. 6A:23-2.11(a), and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

8. That the Board of Education readopt the 2009-10 School Year Budget changing the total from $192,625,888.37 to $192,685,398.37 to reflect the following:

Ms. Leidner moved for the adoption of the Finance and Insurance recommendations, seconded by Ms. Acquisto. With all Board members present voting in favor, the foregoing was adopted.

The Technology Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presented the following:

1. That the Board of Education approve the purchase of 419 Dell 2100 laptops (360 students and 59 teachers), batteries, anti-virus and network licensing for $349,324.49 (Payment will be from IDEA ARRA Basic Account # 20-450-100-600-10-F-AR-RA and 16 laptop carts for $55,209.92 (Payment will be from IDEA ARRA Basic Account # 20-450-400-731-10-F-AR-RA) for 5 middle schools at a total cost of $404,534.41 to Dell, Inc., Attn: Ed Crumley, One Dell Way, Round Rock, TX 78682 – State Contract #A-70256-WSCA/NASPO – WSCA Contract Code N326AAH.

2. 9. That the Board of Education approve the purchase of Study Island language arts and math web based software for 3 high schools at a cost of $9,777.77 to Study Island, LLC, Att: Denita Richardson, PO. Box 674019. (Payment will be from IDEA ARRA Basic Account # 20-450-100-600-10-F-AR-RA).

10. That the Board of Education approve the purchase of 900 software licenses for ALEKS Math Software Program for 3 high schools and 5 middle schools at a cost of $19,800.00 (Payment will be from IDEA ARRA Basic Account # 20-450-100-600-10-F-AR-RA) and professional development at a cost of $8,000.00 ( Payment from IDEA ARRA Basic Account # 20-450-200-300-10-F-AR-RA) at a total cost of $27,800.00 to IAK Educational Solutions, LLC, Att: Elizabeth Barnes, 32 Chalmers St. Springfield, MA 01118.

11. That the Board of Education approve the purchase of 24 Cricket CPS RF based technology clickers for 3 high schools at a cost of $5,508.80 to Turning Technologies, Att: Wayne Brooke, 255 W. Federal Street Youngstown, Ohio 44503. (Payment from IDEA ARRA Basic Account # 20-450-100-600-10-F-AR-RA). (Two quotes obtained).

Mr. Miloscia moved for the adoption of the Technology recommendations, seconded by Ms. Leidner. There were no comments or questions from the Board. During public discussion, P. Ballotta, Woodbridge, congratulated the Board in making this sizable investment in technology, acknowledging that a significant portion is in special education. Mr. Ballotta asked for an explanation on Item #8. Ms. Miller stated it is an assisted technology program which will read a textbook aloud to students with learning disabilities enabling these students to be placed in general education classes. With all Board members present voting in favor, the foregoing was adopted.

The Buildings and Grounds Committee, on the recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presented the following:

1. That the Board of Education approve the following resolution regarding a requirement by the New Jersey Department of Education for the submission of the three-year maintenance plans, documenting required maintenance in public school facilities:

WHEREAS, the Department of Education requires New Jersey School Districts to submit three-year maintenance plans documenting “required” maintenance activities for each of its public school facilities, and

WHEREAS, the required maintenance activities described in the previously submitted plan for the various school facilities of the Woodbridge Township School District are consistent with these requirements, and

WHEREAS, all past and planned activities are reasonable to keep school facilities open and safe for use in their original condition and to keep their system warranties valid.

NOW, THEREFORE, BE IT RESOLVED, that the Woodbridge Township Board of Education hereby authorizes the School Business Administrator to submit the Comprehensive Maintenance Plan for the Woodbridge Township School District in compliance with Department of Education requirements.

The Cafeteria Committee, on the recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presented the following:

Board Attorney, Douglas Silvestro, had nothing to bring before the Board for open session. Mr. Silvestro presented the Board’s annual ethics training, explaining the training is to be used as an aid to the Board as a whole and is not to be considered legal advice. Mr. Silvestro requested that each Board member acknowledge that they have received a copy of the Code of Ethics along with a signature page which will be returned to Ms. DeRollo at the end of the presentation. Following the presentation, Ms. Leidner asked how the Code of Ethics affects the Board’s ability to evaluate the Superintendent of Schools. Mr. Silvestro stated, if a Board member has a conflict where an immediate family member is employed by the Board, and is in the direct chain of command below the Superintendent, the Board member would have to excuse him or her self from any action or discussions regarding the Superintendent’s employment; reviews, contract renewals or contract negotiations. Ms. Leidner clarified that this would not affect the Superintendent’s evaluation. Dr. Crowe attempted to clarify Ms. Leidner’s question stating if a Board member has a relative who works in the district, in essence reporting to the Superintendent, can that Board member evaluate the Superintendent? Mr. Silvestro stated the Board member is not able to participate in any vote or action by the Board on the Superintendent. He further explained if this evaluation is part of the evaluation process to recommend the renewal of the Superintendent’s contract, then that Board member must excuse himself from that action. Ms. Leidner clarified that if five or more Board members are conflicted then the Doctrine of Necessity would have to be invoked. Mr. Silvestro stated Ms. Leidner’s statement was correct.

Mr. Miloscia asked to revisit the Technology agenda, thanking Rita Miller, Gladys Jackson and Michael Esolda for working diligently to put together the agenda.

October 14, 2009 Under “New Business," Mr. Tamburello asked when the laptops listed in Item #1 of the Technology agenda will be delivered and in the hands of the students. Ms. Miller stated the high school phase were ordered on the September agenda and are presently being worked on by the technology team and should be completed by the end of October. She stated this phase is the middle school phase and should be purchased in the next few days. Mr. Tamburello stated then most likely delivery to the schools should be by the end of November. Ms. Miller stated she is hopeful.

Mr. Yuhasz advised, through the Buildings and Grounds department, the Smart Boards are being installed. Mr. Yuhasz thanked Ms. Miller for the money she ascertained for the boards. Mr. Yuhasz thanked Ms. Rotella on the new reading program initiated in conjunction with Dr. Crowe.

The Board President opened the meeting to the public. There were no comments or questions from the public.

Mr. Garley then presented to the Board for its consideration, a resolution for a Closed Session to discuss subjects exempted from the public portion of the meeting. The discussion to be held in Closed Session will be about personnel matters which include: resignations; extensions of sympathy; retirements; leaves of absences; adjustments in salaries; transfer; appointments of certified and non-certified staff; substitutes; which include substitute teachers, custodians, bus attendants, bus drivers, school aides; appointments of advisors for clubs, extra-curricular, after-school activities, professional development and committees, Family Writing, homework club instructors, Title I and ESL/Bilingual programs; home instructors and coaches. Reappointments of staff members as follows: teachers and athletic trainers, paraprofessionals, bus attendants, clerical aides, health aides, school aides, secretaries (including administrative secretaries), custodians, attendance officers, transportation, technical employees, and non-certificated discretionary employees. There will be discussion of a grievance and employee discipline. Any information regarding the Closed Session discussion will be released to the public when the reasons for discussing these matters in Closed Session no longer exist. On motion by Ms. Acquisto, seconded by Mr. Huber and carried, the Board retired into Closed Session at approximately 7:42 p.m.

Mr. Yuhasz departed the meeting at 7:45 p.m.

The Board returned from Closed Session at approximately 8:12 p.m. and a roll call found all members present as were previously recorded, with the exception of Mr. Yuhasz.
