Keynote Speaker Integrating Academics and CTE in Secondary and Postsecondary Education  Willard R. Daggett, Ed.D., President of the International Center for Leadership in Education, is recognized  worldwide  for  his  proven  ability  to  move  education  systems  towards  more rigorous  and  relevant  skills  and  knowledge  for  all  students.  He  has  assisted  a  number  of states  and  hundreds  of  school  districts with  their  school  improvement  initiatives, many  in response  to  No  Child  Left  Behind  and  its  demanding  adequate  yearly  progress  (AYP) provisions. Dr. Daggett has  also  collaborated with  education ministries  in  several  countries and with the Council of Chief State School Officers, the Bill & Melinda Gates Foundation, the National Governors Association, and many other national organizations.   A  special  thank  you  to  the  Successful  Practices  Network  for  supporting  Dr.  Daggett’s presentation at the 2009 Forum for Excellence.  

Successful Practices Network  The  Successful  Practices  Network  is  a  not‐for‐profit  membership  organization  created  in 2003 as a way  for educators  to  share  strategies, practices,  and  research. Today, more  than 600  schools  and  school  districts  in  41  states  and  Canada  are  members  of  the  Network. Members  are  provided  a  variety  of  forums  to  network  with  each  other,  gain  access  to successful  practices,  develop  and  share  high quality  lesson plans,  and  participate  in  online instruction via an interactive website.  Members also receive technical assistance and support from an assigned coach and a team of experienced educators.    The  Successful  Practices  Network,  in  partnership  with  the  Council  of  Chief  State  School Officers, has been providing technical support and networking opportunities to selected high schools  in  Illinois  and  nine  other  states  as  part  of  a  research  project  funded  by  the  Bill  & Melinda  Gates  Foundation.  This  project  is  focused  on  identifying  power  strategies  that promote improved learner achievement.

Scott  J. Parke, Ph.D.,  Senior  Director  for  Research  and  Policy  Studies,  Illinois  Community College Board  A  variety  of  emerging  informational  resources  are  being  developed  that will  be  useful  for career  and  technical  education  professionals  as  they  create  plans  to  enhance  dialogue, smooth transitions, monitor progress, and elevate student performance.  Dr. Parke will share a first look at data and information system enhancements that are on the horizon  including:  Illinois’  Longitudinal  Data  System,  High  School  to  College  Success Reporting,  Community  College  Feedback  Reporting,  the  next  generation  of  Illinois’ Postsecondary Perkins Online Data System, the national Perkins Peer Collaborative Resource Network, and the national Data Quality Campaign.

Title:  Overview of the Programs of Study Guidebook Room:  Plaza 3 Presenter:  Kat Oertle, Office of Community College Research and Leadership Description:  In  this  session, a new publication,  Illinois Programs of Study Guide,  crafted by 

the  Office  of  Community  College  Research  and  Leadership  and  sponsored  by the Illinois State Board of Education and Illinois Community College Board, will be showcased. The Illinois POS Guide is packed full of tools and resources which are  framed  by  the  six  guiding  principles  and  design  elements  for  the implementation  and  evaluation  for  POS.  Highlights  during  this  session  are Illinois’  framework  for  implementation and evaluation of POS,  Illinois’ Career Cluster  Model,  and  information  on  how  to  use  the  POS  Guide.  All  Forum participants  received  a  copy  of  the  Illinois  POS  Guide  in  their  conference packets.  

 

 The following breakouts are part of the Successful Practices Network, a not‐for‐profit membership organization created in 2003 as a way for K‐12 educators to share strategies, practices, and research.  Title:  Collaboration Leading to Curriculum Alignment Room:  Conference Center 2 Presenters:  Freeport High School Description: The  Freeport High  School math  team will  present  their  efforts  of  curriculum 

alignment  and  mapping,  common  curriculum  delivery  systems,  classroom technology  collaboration  between  the  teachers  and  the  math  coach,  and  the assessment and accountability processes. 

  Title:   Student Engagement in Transition Room:  Conference Center 4 Presenters:  East Richland High School Description:  This presentation will focus on the area of Student Engagement by showcasing 

two  initiatives  at  East  Richland  High  School.   First,  ERHS  has  committed  to assisting students with the transition to and from high school.  Information and strategies will be provided that help make  the  transition  into and out of high school as a process rather than a one‐time event.  Second, ERHS has developed an advisory program to help foster positive teacher/student relationships.  The framework  of  this  program  will  be  presented  and  data  will  be  shared  to support its effectiveness.

Resource Spot – Day One, during ice cream break  The state of Illinois’ Programs of Study initiative supports the development, implementation, and evaluation of academic and career‐technical curriculum extending from the secondary to the  postsecondary  level,  including  the  development  of  evidence‐based  resource  materials, information‐rich websites, and professional development. The following organizations work in  conjunction  with  the  Illinois  Community  College  Board  and  the  Illinois  State  Board  of Education to support Programs of Study.   Office  of  Community  College  Research  and  Leadership  (OCCRL)  provides  research, leadership, and service to community college educators and assists in improving community college education policy and practice, particularly in the Illinois community college system.  Illinois  Center  for  Specialized  Professional  Support  (ICSPS)  facilitates  the  improved performance  of  special  populations  learners  in  career  and  technical  education  by  assisting professionals in gaining the knowledge and skills needed for helping every learner to succeed through professional development, publications, and technical assistance.  Curriculum  Revitalization  Project  (CRP)  designs,  delivers,  and  evaluates  innovative curriculum resources for the secondary Illinois CTE community. The project exists to support teachers  and  their  students  in  grades  9–12  with  lesson  plans,  accompanying  PowerPoint presentations, visual masters, and lab sheets aligned with academic and national workplace standards.  Breakout Session III – Day Two, 10:15­11:00  Title:  Using Data for Program Improvement Room:  Rendezvous Room Presenters:  Tim Harmon, Office of Community College Research and Leadership 

 Jason Taylor, Office of Community College Research and Leadership Description:  This  break  out  session  will  focus  on  models  for  the  use  of  student  data  for 

program  analysis  and  continuous  improvement.   We  will  discuss  a  general model for continuous improvement and provide examples of how data can be used  within  this  model  to  examine  process  outcomes  and  explore  potential improvement strategies. 

  Title:  The New Look Process Room:  Capitol Presenter:   Lisa Matejka, Illinois Center for Specialized Professional Support Description:  The  New  Look  Project  is  a  program  designed  to  assist  secondary  and 

postsecondary  career  and  technical  educators  in  identifying,  developing,  and strengthening  aspects  of  programming  for  special  populations  learners.  New Look’s  award‐winning  program  improvement  model  supports  career  and technical education programs at several different levels of investment through monetary  awards,  technical  assistance,  and  professional  development.  Learn about  the  importance  of  a  program  improvement  process,  the  New  Look Process’  steps  for  more  effective  program  improvement,  and  the  resources available  through  this  Project.    Attendees  will  also  learn  how  to  effectively apply for FY10 monetary awards ($500 to $3500).

  Willard R. Daggett, Ed.D. ­ President of the International Center for Leadership in Education 

 Creating  a  curriculum  that  is  interdisciplinary  and  offers instruction  in applying a wide range of skills and knowledge is central to the Perkins IV legislation.  This session will focus on  integrating  workplace  skills  taught  in  CTE  courses  into academic instruction and integrating academics in CTE at the secondary  and  postsecondary  levels.  Dr.  Daggett  will emphasize the importance of curriculum integration, describe strategies  for  implementation,  and  outline  the  positive results.  He will  also  introduce  the  Institute  for  21st  Century Leadership, which has been created jointly by the Association for  Career  and Technical  Education,  the  Successful  Practices Network,  and  the  International  Center  to Assist High  School and  Community  College  Leaders  in  Addressing  Curriculum Integration.
