    be

    pedestriansandbicyclists.

    threecardinalpiecesofdata

    thattrafficengineersuseto

    evaluatethefeasibilityof

    engineeringchanges

    MotorVehicleVolume

    SDOTisresponsibleforcountingthevolumeoftrafficoncertaincityarterialstreetseachyear.Trafficcountsaretakenthroughouttheyearat20

    controlcountlocations,164screenlinelocationsand111additionallocations.

    SDOTtakescontrolcountsat20locationseverymonth.Thesecountsareaddedtogetheranddividedby12toderiveamonthlycontrolfactor.This

    factoristhenappliedtoeverycountwetaketocorrectforseasonalchangesintraffic. Inaddition,SDOTmeasuresvehiclevolumeat164screen

    linelocations.TheselocationsareidentifiedinSeattlesComprehensivePlan,andthecountsareusedtodeterminescreenlinelevelsofserviceas

    requiredby

    the

    plan.

    We

    also

    measure

    vehicle

    volume

    at

    111

    additional

    locations

    each

    year.

    SDOTalsomeasuresvolumeatadhoclocationsthroughouttheyearasneededfortrafficanalysisandengineeringstudies. Foranexampleofhow

    thesevolumesareused,pleaserefertoSectionFiveDataUse.

    Usingtheannualcountstakenat19ofSeattlesbridges,SDOTderivesaproxynumberforcitywidemotorvehicleannualaveragedailytraffic. We

    usethesecountsbecausedrivingalmostanywhereinSeattleislikelytoinvolvecrossingoneofthebridges. Basedonthisdata,traffichasincreased

    0.86percentsince2009,whichappearstobeareversalofasteadydownwardtrendsince2006. ThegraphofSeattlesannualaveragedailytraffic

    (AADT)onpage23showsthatwhilevolumehasincreasedslightlyover2009numbers,itisstilltrendingdownwardfromahighin2003,despitethe

    steadilyincreasingpopulation.

    SDOTisoftenaskedwhethertrafficvolumescorrelatetogasprices,employmentfiguresandtransitridership. Atthebottomofpage23aregraphs

    showingaverageannualemploymentfiguresfortheSeattleTacomaBellevueregion,gaspricesandMetroandSoundTransitridershipfigures,

    whichcanbecomparedwithgraphsofSeattlesAADTandpopulationatthetopofthepage.

    ThecityofSeattlecountsbicyclesatselectedlocationsononeday

    eachyear. Since2007,SDOThascountedbicyclesentering

    downtowninoddnumberedyearsandatlocationsaroundthecityin

    evenyears. In2010,wecountedatboththedowntowncordonand

    thecitywidelocations. PleaseseeSectionSevenFutureData

    Collectionforinformationonfuturebicycledatacollectionplans.

    Asshowninthegraph,therehasbeensubstantialgrowthinbicycle

    commutingasrepresentedbythedowntowncordoncount over

    thepastseveralyears. Thesedatashowamarkeduptickin2009and

    apositivegrowthtrend.

    Thecordoncountsshowthatthenumberofbicyclistsenteringdowntown

    duringthe

    morning

    commute

    has

    increased

    by

    21

    percent

    between

    2009

    and2010.Asrecordedbyvolunteersat30locations,3,251bicyclists

    commutedintothedowntowncoreonthedayofthecountin2010.The

    topfivelocationsforbicycliststoentertheCenterCityare,inorder:

    ColmanDock,DexterAvenueN,theElliottBayTrail,theAlaskanWayPath,

    andPineStreet.

    However,the

    citywide

    count

    showed

    adecline

    in

    bicycling.

    In

    2008,

    the

    firstcitywidecount,therewere4,666bicyclists. In2010,thatnumber

    declinedto3,961a15percentdecrease. Thesecountsareavital

    measurementtoolasthecitystrivestoreachitsgoaloftriplingthe

    numberofbicyclistsby2017.

    SDOThaslesswelldevelopeddataforpedestrianvolume.Wemeasure

    pedestrianvolumeusingtheDowntownSeattleAssociationsdowntown

    pedestriancounts,bothsummerandholidayseason,aswellasUSCensus

    figuresforSeattlespopulation.

    Since2007,Seattlehasseenanincreaseinpopulationup7percent. During

    thattime,

    downtown

    Seattle

    has

    seen

    adecrease

    in

    pedestrian

    traffic.

    In2011,SDOTstartedusingtheNationalBicycleandPedestrian

    Documentationprojectmethodologyforcountingbicyclesandpedestrians.

    Thesespotcountswillprovideconsistent,annualpedestrianvolumesthatwe

    cantrackovertime.

    speedoftraffic1;andhighendspeederpercentage2,ameasureofaggressivedrivers. Anexampleoftheuseofthehighendspeederpercentage

    dataisinmeasuringareductioninthehighspeederpercentageafterinstallingatrafficcalmingmeasure.

    throughoutthecity.Basedonevaluationofthefirstsixcamerasdeployedin2006,thecamerasreducedredlightrunningbymorethan40percent.

    CommunitySurveycommuterestimatesandtheDowntownSeattleAssociationpedestriancountnumbers. Startingin2011,SDOTisconducting

    pedestrianandbicyclevolumecountsat50locationsacrossSeattleinJanuary,May,JulyandSeptemberaspartoftheNationalBicycle&Pedestrian

    DocumentationProject1.Thelocationswereselectedtopreservemanyexistingbicyclecountlocations,whiletakingPedestrianMasterPlanhigh

    prioritylocationsintoconsideration.

    Followingaconsistent,nationallyrecognizedmethodologywillimprovethequalityandconsistencyofourdata,andalsoincreasethefrequencywith

    whichwecollectthistypeofdata. Theinformationwecollectwilldocumentcurrentlevelsofwalkingandbiking,helpusmeasureourprogress
