    Traffic signals

    Red lightYou must stop behind the crosswalks orstop line. You can turn right at a RED lightunless there is a sign that prohibits the turn.You may turn RIGHT only after STOP-PING AND YIELDING to persons andother vehicles. You may also, after stoppingand yielding, turn left from a one-way streetonto a one-way street.

    Amber lightTraffic lights transition from green to am-

    ber and then to red. When approachingan amber light you may proceed throughan intersection with caution while beingready to stop when the light turns red.

    Green lightYou may enter the intersection when theway is clear. You MUST yield the right-of-way to other vehicles and persons alreadyin the intersection.

    Flashing red lightYou must come to a complete stop beforeentering the intersection. This light has thesame meaning as a STOP sign.

    Flashing amber lightYou must use caution. This light warns ofa dangerous intersection or location.

    Turn arrows1. A RED arrow prohibits turning in thedirection of the arrow. It is used to reminddrivers that they must turn in the direc-tion the arrow is pointing when the lightturns green.2. An AMBER arrow may appear after aGREEN arrow and warns you to clear theintersection.3. A GREEN arrow means that you mayturn in the direction shown by the ar-row without stopping if the way is clear.You MUST yield the right-of-way topersons and other traffic within the

    intersection.

    Guide signsGuide signs are very helpful.They tell you where you are,what road you are on andhow to get where you wantto go. Most guide signs arerectangular. However, guidesigns for county roads androute markers on freeways aredifferent in shape. The type ofinformation given determinesthe color of the sign.

    Traffic signsThe shapes and color of signs have meaning. If fadinglight, fog, rain, snow or darkness makes it difficult tosee the letters, you should still know what to look foror what to do.

    Pavement markings provide the driver with importantinformation about the proper position of vehicles onthe roadway.

    Regulatory signsThese signs tell you what to do. You must alwaysobey them.

    Octagon (eight sides)This shape is reserved for stopsigns. You must come to a com-plete stop.

    Triangle pointing downThis shape requires that you y ieldthe right-of-way to cross traffic or

    to merging traffic.

    Warning signsWarning signs alert you to conditions ahead. They areusually diamond-shaped and warn you about roadhazards, construction sites, schools or other situationswhich require your special attention. While mostwarning signs are yellow, construction and main-tenance warning signsare orange.

    RectanglesRectangular signsregulate trafficand direct thedrivers speed anddirection.

    DiamondThese signs are yellowwith black letters. Theywarn of a possible dan-ger ahead.

    License Manual. This book has been revised to includethe most recent changes enacted by the Wyoming StateLegislature effective July 1, 2011.

    You will find information on how to obtain a driverslicense or ID card, the penalties for drinking and driving,requirements for insurance, what to do in the case of acrash, rules for driving on streets, highways and railroadcrossings, and other driving-related subjects. You will alsofind information on other driver services offered both bythe Wyoming Department of Transportation and othergovernment entities in Wyoming.

    Safe motorcycle operation involves obeying traffic rulesand regulations, being courteous on the road, drivingdefensively and making sure that you and your passengerswear helmets.

    While a thorough knowledge of the information in thismanual will help you pass the state knowledge andmotorcycle-operation tests, it covers only the basicrequirements. We urge persons who are just learning toride to also take advantage of local rider education, suchas the novice and experienced-rider courses offered byWYDOT (See page 36).

    The language of the Wyoming Motor Vehicle Law isnot used in this manual, which therefore cannot be usedas an actual expression of the law. This manual doesprovide, in simple terms, the basic intent of the law indriving situations. Statutes relating to driver licensingand motor vehicles are found in Wyoming Laws andRelated Statutes.

    Your future as a driver could be decided by how wellyou study and become familiar with the informationin this manual. Applying it can help you operate yourmotorcycle crash free and provide enjoyment for youand others.

    rqnt t To drive legally in Wyoming, you must have a valid

    driver license, instruction permit, intermediate licenseor restricted license. Wyoming licenses are issued by theDriver Services Program of the Wyoming Departmentof Transportation (WYDOT).

    T w nt na Wyng lcn a:employees of the United States government operating

    vehicles owned or leased by the U.S. government;

    members of the Armed Forces stationed in Wyoming,and their dependents, who have a valid license issued

    by their state of residence;full-time students attending the University of Wy-

    oming or a Wyoming junior college and who have avalid license from another state; and

    any person licensed by another state which is a DriverLicense Compact member (see page 29), unless theperson chooses to have a Wyoming driver license.Such an out-of-state license must be surrenderedwithin one year of residency in Wyoming.

    lcnCertain individuals may not get a Wyoming license.They include:

    persons under 16 years of age;

    persons whose driving privileges are suspended, can-celed, denied or revoked in this or any other state (Allapplicants are checked through the Problem DriverPointer System and other electronic systems to makesure there are no adverse actions against them);

    persons who fail any portion of a required driverlicense examination;

    persons who have been judged legally incompetent;persons who are habitual users of alcohol or any

    controlled substance;

    Cla AThe Class A license is the highest class issued. It autho-rizes operation of any lawful vehicle or combination ofvehicles, including all "B" and "C" class vehicles exceptmotorcycles. The holder may operate any combination

    of vehicles with a gross combination weight rating(GCWR) of 26,001 pounds or more. It also allows thattowed vehicles may have a gross vehicle weight rating(GVWR) in excess of 10,000 pounds.

    Cla BThe Class B license authorizes operation of any single

    vehicle, except motorcycles, including all vehicles withinClass C. The holder may operate any single vehicle with

    a GVWR of 26,001 or more pounds or any such vehicletowing another vehicle that does not have a GVWR inexcess of 10,000 pounds.

    Cla CThe Class C license authorizes operation of a single vehi-cle or combination of vehicles, except motorcycles, witha GVWR less than 26,001 pounds or any such vehicletowing another which does not have a GVWR in excessof 10,000 pounds. In addition, the Class C CDL licenseallows the operation of vehicles designed to transport

    16 or more passengers, including the driver, or whichis placarded for transportation of hazardous materials.

    Cla mThe class M license is issued solely for the operationof motorcycles. But the Class A, B, or C licenses

    may be endorsed to include the M classification.

    enntWhile there are a number of license endorsements thatauthorize specific driver authorities, such as transportinghazardous materials, none, other than the "M' Endorse-ment, pertain to motorcycle operations. They are fullydescribed in the Wyoming Driver License Manual.

    rtctn cThese codes mean license holders may only drive a vehicleif certain circumstances or special provisions are met.

    "B" Restrictions require corrective lenses to be wornwhile operating a motor vehicle.

    C Restrictions mean a license holder may ONLYoperate a motor vehicle specially equipped with certainmechanical aids. Special equipment may include specialbrakes, hand controls and/or other adaptive devices.

    D Restrictions require the license holder to wear anartificial limb while operating a motor vehicle.

    E Restrictions allow ONLY the operation of a motorvehicle with an automatic transmission.

    F Restrictions allow ONLY the operation of a motorvehicle with both left and right outside rear view mirrors.

    G Restrictions restrict driving to daylight hours. Nodriving after sunset is permitted.

    I Restrictions allow for restrictions not covered by

    other more specific restriction codes.J Restrictions make a Wyoming driver license issuedwithout a photo valid.

    R Restrictions mean the license holder may ONLYoperate a motorcycle vehicle equipped with fourwheels and onlyfor recreation.

    V Restrictions allow the driver to operate a com-mercial vehicle ONLY with a variance letter or SPEcertificate in their immediate possession.

    Y Restrictions meanthe license holder must submit

    a Driver Vision Evaluation form, completed by an eyespecialist, every year.

    Z restrictions meanthe license holder must submit aDriver Medical Evaluation form, completed by a physi-cian or medical specialist, every year.

    Vehicle title or registration in your name witha Wyoming residential address ( not a P.O. Boxnumber).

    If you do not have a physical address because you livein your vehicle or are moving around the countryliving in your recreational vehicle, you must presentproof of what state you are registered to vote in and

    your Wyoming vehicle registration, in your name,with at least a Wyoming P.O. Box number, as proof ofresidency. You must have at least a P.O. Box or maildrop within Wyoming to which the license can bemailed.When licensees change their addresses, they mustnotify the department in writing within ten days ofthe change. Forms for address changes are availableat all exam locations. Licensees may also apply for aduplicate license when they change their name,

    mailing address or residence. Legal proof of aname change will be required, such as marriagecertificates, divorce decrees, or court orders.

    vn cnngIn order to pass the vision test, a person must have 20/40acuity with both eyes, either with or without glasses, anda combined horizontal field vision of at least 120 degrees.Those who fail must obtain a vision statement from an

    eye specialist. If contact lenses or glasses are used topass the screening, they will be required while driving.If your visual acuity is worse than 20/40 but at least20/100, you will be required to take a riding skills test.

    Wttn ttA written test covering the rules of the road and safedriving practices may be required. It may be givenorally upon request. Questions are taken from theinformation in this manual. The test requires: (1)

    identification of traffic signs by shape, color or symbol;(2) identification of signals and pavement markings;and (3) correct answers to multiple choice questionsabout traffic laws, safety rules, crash prevention and

    vehicle equipment. Applicants for a driver license are

    Gttng y lcnTo obtain a Wyoming driver license, a person must beof sufficient age, provide legal proof of identification andWyoming residency and then pass a written knowledgetest, a vision screening and a driving skills test. Ap-plicants under 18 years of age must also have a releasesigned by a legal parent or guardian.

    Ag qntFor full driving privileges, an applicant must be at least17 or be 16-1/2 and have completed a qualifying drivereducation course and held an intermediate license. At16 an applicant may obtain limited driving privilegesby acquiring an intermediate license. An instructionpermit may be obtained at 15.

    Accptabl lgal ntcatnFirst-time applicants must providea state-certified birth

    certificate and a state-issued photo identification card/out-of-state driver license. A valid U.S. passport or immigrationdocuments with photo and signature are acceptable in lieu ofa birth certificate. They must also be able to verify their SocialSecurity number. Applicants for a commercial driverlicense must present a Social Security card, W-2 form,or financial/banking statement to verify their SocialSecurity number.

    When licensees change their addresses, they must notifythe department in writing within 10 days of the change.Forms for address changes are available at all exam loca-

    tions and on the WYDOT Web site atwww.dot.state.wy.us/wydot/driver_license_records/. Licensees may also apply fora duplicate license when they change their name, mailingaddress or residence. Legal proof of a name change isrequired, such as marriage certificates, divorce decreesor court orders.

    Accptabl P rncyAny two of the following are acceptable documentsthat must be provided as proof that you are aWyoming resident:

    Lease agreement, rent or utility receipt in yourname with residential address (not a P.O. Boxnumber);

    Proof of Wyoming voter registration containingyour name, address and the stamp of the county clerk;

    allowed to take the written test twice in one day; how-ever, if an excessive amount of questions are missed,they will have to wait until the following business dayto retake the test. If a person cannot speak or write theEnglish language, an interpreter can be used to take thewritten test only. Oral tests are scheduled as time permits.

    skll ttFirst-time applicants, who have never been licensed in thisor any other state, are required to pass a skills test consistingof safe driving maneuvers. Applicants are not asked to doanything against the law. Others, in addition to first-timeapplicants, also may be required to pass a driving test toshow their driving ability. Applicants that fail are requiredto wait 24 hours before testing again.

    The skills test may be waived for those who presentproof, in the form of a certification card, that they have

    completed a certified driver education class. The cardmust contain student's name, date of birth, driver licensenumber and the original signatures of the instructor andschool administrator. It must also state that the studenthas completed 30 hours of classroom instruction andsix hours of behind-the-wheel driving. The certificationcard will be honored for no longer than two years.

    Those applying for a heavy vehicle license must pass askills test in the type of vehicle they will be driving. Thisthorough test is given on an appointment only basis. The

    vehicle must be provided by the applicant and be in safeworking order and properly registered and insured.

    Lcn tt w y kllSafe motorcycle operation requires knowledge and skill.Licensing tests are the best measurement of the skillsnecessary to operate safely in traffic.

    Assessing your own skills is not enough. People oftenoverestimate their own abilities. Its even harder forfriends and relatives to be totally honest about yourskills. Licensing exams are designed to be scored more

    objectively.

    The written knowledge test questions are based oninformation, practices, and ideas from this manual.They require that you know and understand road rules

    and safe riding practices. An on-cycle skill test will beconducted in a controlled, off-street area.

    on-cycl kll ttBasic vehicle control and crash-avoidance skills areincluded in on-cycle tests to determine your ability tohandle normal and hazardous traffic situations. Youmay be tested for your ability to:

    know your motorcycle and your riding limits;accelerate, brake and turn safely;

    see, be seen and communicate with others;

    adjust speed and position to the traffic situation;

    stop, turn and swerve quickly; and

    make critical decisions and carry them out.

    Examiners may score on factors related to safety suchas:

    selecting safe speeds to perform maneuvers;

    choosing the correct path and staying within bound-

    aries;completing normal and quick stops; and

    completing normal and quick turns or swerves.

    ft Wyng lcnApplicants must pass all parts of the examination, in-cluding a written knowledge test, vision screening anddriving skills test. The skills test may be waived if a valid

    out-of-state license or a certificate from an approveddriver education course is presented. If an applicant isunder 18, a minors release must be signed by a legalparent or guardian.

    intctn ptApplicants should be prepared to pass a written knowl-edge test and vision screening. When operating a motor

    vehicle, the driver must be accompanied by a person 18or older, who possesses a valid driver license for the typeof vehicle being driven. This person must occupy the

    front passenger seat, for purposes of instruction.

    An instruction permit may also be issued for the pur-pose of learning to operate a motorcycle or a four-wheelATV. However a passenger cannot accompany the

    have a parent or legal guardian sign the MinorsRelease Form and pay the required fee ($23 for amotorcycle license).

    At 16 an n-alAt 16 and one-half years of age, applicants may also beissued full driving privileges if they have a current inter-mediate license that is at least 10 days old, their current,

    restricted driving privileges have not been suspended,and if they have completed an approved driver educationcourse. This applicant must:

    present a signed certificate of completion from anapproved driver education course which includesbehind-the-wheel driving;

    present proof of identity;

    pass a vision screening; and

    have a parent or legal guardian sign the MinorsRelease Form and pay the required fee ($23 for amotorcycle license).

    Ag tct lcnf xt ncnnncA restricted license may be issued to applicants, 14-15,when an extreme inconvenience exists in their house-hold. The applicant must have held an instructionpermit and must live five or more miles from schooland/or employment.

    The license is only valid between the hours of 5 a.m. and8 p.m. and within 50 miles of the licensee's residence.

    The license will be suspended if the licensee is convictedof one moving traffic violation or of driving outside thedesignated hours or the 50-mile radius limitation.

    A restricted instruction permit is available for ap-plicants, aged 14-15 years, who have been approvedfor a restricted license but do not currently hold aninstruction permit. The permit is valid for 60 days.

    intat lcnA restricted license may also be issued to applicants atage 16 when they acquire an intermediate license. The

    license will automatically expire 30 days after the 17thbirthday. At 16 an applicant may be issued an intermedi-ate license if he or she:

    has held a Restricted Class C (RC) license, or

    learner on these vehicles. For this permit, the applicantmust pass a riding skills test if the permit is to be issuedfor one year. If the applicant is applying for a 90-daypermit, the riding skills test is not given. The fee is $23.

    rnwalRenewals are issued to all persons who hold a valid

    Wyoming license. Licensees over 21 may renew withinthe 120-day period preceding expiration. Licensees under21 may renew within 90 days of expiration. If licensee isunder 21 and wants an "adult"-type license, they can onlyrenew within 30 days of their 21st birthday. Applicantsmust pass a vision screening. A skills test may be requiredat the discretion of the examiner.

    rnwal by alDrivers may renew their current Wyoming license bymail once every other renewal period or every eight

    years.Renewal applications are mailed to the currentaddress on record for those whose licenses have not beencanceled or revoked within the previous four years, orwho have not renewed by mail within the previous fouryears. Applications are mailed 120 days prior to expira-tion to persons over 21 and 90 days prior to expirationto persons under 21.

    Persons who let their license expire must applyfor a new license and may be required to take

    all phases of the examination, including thewritten test, vision screening and skills test.

    fll ng plgAt ag 17At 17, an applicant may be issued a Wyoming driver li-cense with full driving privileges without having been is-sued an intermediate license or any other type of licenseor permit. However the applicant may not be issued alicense if any current, restricted driving privileges have

    been suspended. An applicant must:

    present proof of identity;

    pass the vision screening, a written test and a drivingskills test; and

    mtcycl ptYouths at least 15 may be issued restricted-use instruc-tion permits, upon successfully passing a written examand a vision test, to drive a motorcycle for a period of90 days. If such applicants also pass a driving test, they

    qualify for an instruction permit that allows them todrive a motorcycle for one year. A permit holder maynot operate a motorcycle with a passenger.

    Holders of one of these instruction permits who are atleast 16 and have also completed practice driving of atleast 50 actual driving hours, including at least 10 hoursof night driving, also qualify for an intermediate permitthat entitles them to drive a specified type or class ofmotor vehicle. However this permit will not be issuedunless a parent or guardian certifies the applicant has

    completed these practice-driving requirements.Motorcycle permit holders may drive only between thehours of 5 a.m. and 11 p.m. However, permit holdersmay operate a motorcycle at any time of the day if theyare:

    required by medical necessity, as evidenced by asigned statement from medical personnel;

    driving to or from work with a signed statement fromthe permit holder's employer;

    driving to or from school, a school activity, an or-ganized youth sports activity or a religious activity,

    as evidenced by a signed statement of a parent orguardian; or

    required to due to a medical emergency.

    The above exceptions must be approved, and the permitholder must carry the approved Intermediate ExceptionForm with them at all times. All motorcycle intermedi-ate permit holders are subject to the above restrictions.

    At no time may a holder of an intermediate motorcy-clepermit operate the motorcycle with any passenger.

    ientcatn caAny Wyoming resident who is a U.S. citizen may apply

    for a Wyoming identification card. Proof of identifica-tion must be provided. Non U.S. citizens may apply butmust provide documentation from the U.S. Immigration

    has held an Instruction Permit for at least 10 daysand has completed 50 hours of behind-the-wheeldriving, including ten hours of nighttime driving,as certified by a parent or legal guardian.

    The intermediate license applicant must also:

    present proof of identity;

    completed an approved driver education course);

    have a minors release signed by a parent or legalguardian; and

    pay the required $15 fee. (There is an additional $3fee to add motorcycle driving privileges.)

    Holders of intermediate licenses:

    may not transport more than one passenger underthe age of 18 who is not an immediate family mem-ber unless also accompanied by a licensed driver 18years of age or older (Intermediate motorcycle permit

    holders may not carry any passengers while drivingtheir motorcycles);

    must ensure that all occupants of the vehicle arewearing seat belts; and

    may not drive between 11 p.m. and 5 a.m. unlessthe holder meets a number exception criteria andpresents a completed exception form.

    An exception form allows driving between 11 p.m. and5 a.m., if the driver is:

    accompanied by a licensed driver 18 years of age orolder who holds a valid driver license for the type orclass of vehicle being used; or

    required to drive for a medical necessity, that is certi-fied by medical personnel; or

    required to drive to or from work, as certified by anemployer; or

    required to drive to or from school, a school activity,organized youth sports activity or a religious activity,as certified by parent or legal guardian; or

    required to drive for a medical emergency, as evi-denced by medical personnel.

    The appropriate individual (as determined by the excep-tion) must complete and sign the exception form, andit must be carried by the licensee and presented to lawenforcement if the permit holder is stopped.

    be necessary to have a medical and/or vision statementcompleted by a physician before a license is issued.

    Many applicants need or use special equipmentto drive safely. It is WYDOTs intent to licensean applicant with any restrictions recommend-ed by their physician optometrist or ophtham-ologist and as a result of a skills test, if necessary.

    In 2003, Wyoming law enforcement, the Associationof Broadcasters, the National Weather Service (NWS),the Cable TV Association and the Department ofTransportation (DOT) coordinated the Amber Alert

    Plan for Wyoming. The Wyoming Division of CriminalInvestigation (DCI) is the designated liaison between thelocal law enforcement agency and the NWS, broadcast-ers and DOT. All of the following criteria must be metprior to DCI activating an Amber Alert:

    A child has been abducted.

    The child mustbe 17 years of age or younger.

    The child mustbe in immediate danger of seriousbodily harm or death.

    There mustbe enough descriptive information to be-lieve a broadcast will assist or help in the recovery.

    The entire SR-21 must be completed, (found at thebottom of the accident report form) including the nameof your insurance company (not the agency) and the

    policy number. If you receive a notice of suspension fora crash and you were insured, it indicates you did notsubmit the SR-21 form -OR- did not properly completethe SR-21 form.

    Length of suspension: Until one of the reinstatementrequirements listed below is met.

    Am I eligible for limited driving privileges? No.

    Reinstatement requirements: If you were uninsured,you can do one of the following:

    Submit a notarized release from the other party(s)involved in the crash stating they are not holding youliable for their damages and/or injuries or that youhave made restitution to them; OR

    Submit a conditional release - signed and notarizedby you and the other party(s) stating an agreementhas been made for you to make payments for theirdamages and/or injuries; OR

    Post a cash deposit for the total amount of propertydamage, plus $25,000 per injury. One year from thedate of the crash, you will be entitled to a refund ofyour cash deposit; provided there are no judgmentsagainst you.

    If you are unable to provide any of the above, youcan provide a signed and notarized affidavit one yearfrom the date of the crash, stating that there are nounsatisfied judgments as a result of the crash.

    Should you be suspended and you did not have insur-ance, you will be required to pay the reinstatement

    fee and file an SR-22 in addition to one of the aboverequirements.

    ary driver license which will allow you limited drivingprivileges during the suspension period. You mustsubmit your request in writing and include a $15 fee.Both the written request and the fee must bepostmarkedwithin 20 days of the date of the notice you receive. You

    Lcn ntatnt Generally, the reinstatement fee is $50. This fee canbe paid at any Wyoming driver license exam office ormailed to the Cheyenne Driver Services office. Thisfee is in addition to any fees for a new driver license,if one is issued to you. The reinstatement fee for a childsupport suspension is $5.

    rcatnA revocation cancels your driver license, and you must

    go through a driver investigation to be re-licensed oncethe revocation is over. You cannot have limited drivingprivileges during a revocation. The offenses that willcause a revocation are:

    Third or subsequent Driving While Under the Influ-ence (DWUI);

    Third or subsequent Reckless Driving;

    Leaving the Scene of an Injury Accident;

    Homicide by Vehicle;

    Felony which is a direct result of the manner ofdriving.

    sr-22An SR-22 is an insurance certificate that your insurancecompany files with the department. Wyoming Statute31-9-401 requires that proof of financial responsibilitybe required for certain violations or actions. Proof offinancial responsibility must be maintained for 3 yearsfrom the date it is required. When an SR-22 is on file, theinsurance company must notify the department whenthere is a cancellation of the insurance. During a sus-

    pension, the SR-22 is required to maintain your vehicleregistration or for a probationary driver license, if oneis issued to you. If the SR-22 is not on file by the end ofyour mandatory suspension, your driving privilege willremain suspended until the SR-22 is filed.

    Ignition interlock devices are required to be installed,at the applicant's expense, upon conviction of the fol-lowing offenses:

    1st DWUI with a BAC of .15 percent or greater - sixmonths.

    3rd DWUI with a BAC of .08 percent or greater - twoyears.

    4th or subsequent DWUI with a BAC of .08 percentor greater - lifetime.

    Drinking and drug use isas big a problem amongmotorcyclists as it is amongautomobile drivers. Mo-torcyclists, however, aremore likely to be killed orseverely injured in a crash.Injuries occur in 90% ofmotorcycle crashes and33% of automobile crashes

    that involve abuse of substances. On a yearly basis, 2,100

    motorcyclists are killed and about 50,000 seriously in-jured in this same type of crash. These statistics are toooverwhelming to ignore.

    Alcohol is a drug that slows the activity of the brainand spinal cord. When alcohol enters the stomach, itgoes directly into the blood and to all parts of the body,including the brain. Its effect is to put the brain to sleepwhen taken in sufficient amounts.

    Alcohol directly affects a persons ability to drive. Ifa person drinks increasing amounts of alcohol, the

    amount of alcohol in the blood will rise accordingly,and the degree of impairment and the intensity of theeffect will rise rapidly.

    The amount or concentration of alcohol in the blood is

    known as blood alcohol concentration or BAC. Threefactors influence a persons BAC:

    the amount of alcohol consumed;

    the period of time over which the alcohol was con-sumed; and

    the persons body weight.

    ect t ant alclPure ethyl alcohol is a colorless liquid that looks like

    water but has a burning taste. It mixes readily withother liquids. Its strength is reduced by the amount ofwater or mix used. Beer usually contains about 5 percentalcohol, wines 12 or 20 percent, and hard liquors, suchas whiskey, gin, vodka, rum, brandy, etc., about 40 to50 percent. Therefore, 12 ounces of beer, three to fiveounces of wine, and one and one-half ounces of 86 proofhard liquor each have about one-half ounce of alcohol.

    ect tAs more and more alcohol is absorbed from the stom-

    ach, the percentage of alcohol in the blood gets higherand higher.

    A person may feel the effects of alcohol shortly afterstarting to drink. The effects will increase with the pas-sage of time, since it takes 30 to 40 minutes to totallyabsorb the alcohol contained in a single drink.

    While food or milk in the stomach does slow absorption,two hours later it wont matter if you had been drinkingon a full stomach or not. If two persons of equal weightdrink the same amount they will have about the sameBAC at the end of that two-hour period. TIME IS THEONLY SIGNIFICANT FACTOR IN REDUCING BACLEVELS.

    Approximately 90 percent of the alcohol in your body iseliminated by the liver. It is eliminated at a constant rateand this rate is about the same for all persons, about onedrink per hour. It CANNOT be eliminated any faster.SHOWERING, DRINKING COFFEE, OR EXERCISINGIN AN EFFORT TO SOBER UP ARE USELESS. OnlyTIME can do the job.

    blood and fluids. Therefore if a heavy person and a lightperson drink the same amount of alcohol, the heavyperson will likely have a lower BAC.

    dnknn nt alway appantA BAC of 0.02 percent is considered low and mostpersons are not significantly affected by alcohol at thislevel. On the other hand, a BAC of 0.08 percent is con-

    sidered to be high, and people at this level are impairedmentally and physically whether or not they show it.

    Many people think that drunkenness is determined byoutward signs. They have in mind individuals who stag-ger, slobber or put lamp shades on their heads. Howeverthere are individuals who regularly drink to relativelyhigh BACs that do not show any of the outward signs.However even though they are able to compensate andcover up their drunkenness, they still increase theirchances of being in a crash, if they drive with a BAC of0.02 percent or higher. As a persons BAC rises, theirability to judge and make accurate decisions in traffic

    become more and more impaired, regardless of whetherthey appear to be impaired.

    ect n cn-akngAlcohol seriously impairs the ability to drive safely becausethe ability to IDENTIFY, PREDICT, DECIDE and EX-ECUTE is seriously reduced.

    IDENTIFY: Senses such as vision, hearing, and bodyposition are reduced, and therefore a persons ability

    to detect hazards in a pattern of traffic is seriouslyaffected. Impaired drivers tend to fix their vision ona particular object and not see others. The abilityto detect persons and vehicles to the side is almostcompletely lost. Hearing is reduced as is the abilityto judge distances. Drivers with a high BAC may alsolose their sense of body position, and with increasingimpairment, they may fade across the center line, wan-der from lane to lane and even run off the roadway.

    PREDICT: Effective drivers predict what other driv-

    ers might do to cause them problems, and drivingunder the influence of alcohol, with the ability to see,hear, and feel body position impacted, makes suchpredictions difficult if not impossible.

    DECIDE: The ability to make good decisions incritical situations is also vitally important to safedriving, and that ability is seriously impacted whenit is based on faulty senses, faulty judgments andpoor predictions. Couple this with the false sense ofconfidence and lack of good judgment that alcoholprovides, and you can see how very likely it is that theimpaired driver will make bad decisions in critical

    driving situations.

    EXECUTE: In demonstrations using driving simu-lators, test subjects often turn left when they thinkthey are turning right. They jam on the acceleratorwhen they think they are applying the brakes. Thishappens even though the people being tested may besober by outward appearances and legal definition.And even if they execute correctly, they do so muchslower. Because of this reduced ability to execute, adrinking driver, traveling at 55 mph, will drive anadditional 32 feet or more before he can apply thebrakes. Even at lower speeds, this added two-fifthsof a second can be the difference between crashingand not crashing.

    ot actThere are several other factors that influence a driversability to operate a vehicle safely when drinking. Thesefactors help explain why people behave differently whenaffected by alcohol, and why some drivers show greaterimpairment than others with the same BAC.

    DRIVING EXPERIENCE:Alcohol affects the inex-perienced driver more than the experienced driver.

    The poor or inexperienced driver will become amuch worse driver quicker when drinking, and evensmall amounts of alcohol are likely to increase thenumber of errors dramatically.

    DRINKING EXPERIENCE: The same can be saidof less experienced drinkers. Beginning drinkerswill often show greater impairment and be less ableto drive after drinking than a person who is a moreexperienced drinker.

    DRIVING CONDITIONS: Unusual weather, lightingand road conditions make driving more difficult andcall for a higher level of performance. Drinking onlyreduces a person's ability to perform. The drinkingdriver will not be able to lift his performance level.

    MENTAL STATE: A person who is tired, angry, anx-ious, emotionally upset or even elated may already beimpaired as a driver. The good driver will compensatefor these conditions, but alcohol reduces the abilityto do so. And, in fact, anger and alcohol have beenfound to be one of the most dangerous combinations.Simply put, alcohol makes it much more difficult for

    people to control themselves.

    dnkng an ng i t wt t?If you are placed under arrest for driving under the in-fluence, a chemical test or tests to determine your BACmay result. Under the Implied Consent Law, driversare deemed to have given their consent to such testswhenever driving on a public street or highway.

    If you REFUSE to take the required test or tests,your driver license and driving privileges will besuspended for six to 18 months, and you may besubject to criminal penalties.

    If you submit to the required test or tests and yourBAC is 0.08 percent or more, your driver license anddriving privileges will be suspended for 90 days andyou may be subject to criminal penalties.

    And while a BAC of 0.08 percent or more may resultin a conviction, you may also be convicted of DWUIwith a BAC of 0.05 percent and other supportingevidence.

    it y cnWe would suggest you seriously consider planning

    ahead so that you do not have to drive after you havebeen drinking.

    ot gMost of the common drugs (diet, sleeping, allergy,tranquilizers) affect at least one of the major skills youneed as a driver. Drivers need to know how drugs af-fect their ability to identify, predict, decide and execute.

    Diet and "stay-awake" pills, known as pep pills,uppers and speed, give drivers a false feeling

    of alertness and often increase self-confidence,which may lead to excessive risk-taking. Somedrivers try to drive longer by taking stay-awakepills. However these drugs keep drivers from real-

    izing how tired they are and that they thereforedo not have the ability to identify critical ob-

    jects and make quick decisions. Attempts to stayawake with drugs can cause additional problems.

    Sleeping pills can make thinking difficult, affectemotions, and cause sleepiness. They can affectall of the driving IPDE skills for several hours.

    Allergy pills and cold remedies: These pills can con-tain a variety of antihistamines, bromides, codeineand alcohol. They can cause a person to becomesleepy and impair a persons ability to think clearly.

    Tranquilizers: These pills are intended to helpa person calm down. The drugs cause a personto become less alert and sleepy. They also makethinking difficult and affect emotions. The pills

    can affect alertness, attention, judgment and re-actions. The effects may last for several hours.

    Mind-altering drugs: Marijuana, LSD, heroin andsimilar drugs are illegal. They are often impure andmay vary in strength. These drugs often affect apersons mood, vision, reactions and ability to judgetime and space. They tend to make users indifferentto or even unaware of their surroundings. The totaleffects are often unpredictable. Anyone under theinfluence of these drugs must not attempt to drive a

    motor vehicle.

    New medicines:Be cautious. Do not drive until youare certain that they will not impair your driving.You should know that driving while under the influ-ence of any controlled drug is not legal. You may becharged and convicted of DWUI.

    Ask your doctor about what effects any drugs heprescribes might have on your driving.

    Read the label carefully before you buy or use anyover-the-counter or prescription drug.

    If you are going faster than traffic, you will have topass other vehicles. You have more chances of havinga crash if you pass many vehicles.

    Going slower than other vehicles or stopping sud-denly can be just as bad as speeding. The possibility ofrear-end collisions is added to the danger of vehiclespassing you.

    You should be able to identify slower-moving ve-

    hicles. Adjust your speed gradually. Slowing suddenlyis a major cause of traffic crashes.

    Remember that you are sharing the road with bicy-clists, and that they have as much legal right to beon a public roadway as you. All bicycles should beidentified as slow-moving traffic and your speed anddriving should be adjusted to accommodate them.

    Bac l an glatnWyoming requires adherence to the following rules andregulations for operating a motorcycle on the road:

    A person operating a motorcycle shall ride only uponan attached permanent and regular seat, and themotorcycle shall not carry any other person unlessthe motorcycle is designed to carry more than oneperson. In that event a passenger may ride upon the

    permanent and regular seat if it is designed for twopeople or upon another seat firmly attached to themotorcycle at the rear or side of the operator.

    A person shall ride on a motorcycle only while sittingastride the seat, facing forward, with one leg on eachside of the motorcycle.

    No person shall operate a motorcycle while carryingany article which prevents him from keeping bothhands on the handlebars or obstructs his vision orinterferes with the operation of the motorcycle.

    All motorcycles are entitled to full use of a lane oftraffic.

    The operator of a motorcycle shall not overtake andpass any vehicle in the same lane occupied by theother vehicle unless it is another motorcycle.

    The operator of a motorcycle overtaking anothermotorcycle in the same lane shall first match thespeed of the other motorcycle before passing.

    No person shall operate a motorcycle between lanes oftraffic or between adjacent lines or rows of vehicles.

    Motorcycles shall not be operated three or moreabreast in a single lane of traffic.

    No person riding a motorcycle shall attach himselfor the motorcycle to any other moving vehicle on aroadway. This does not prohibit attaching a motor-cycle trailer or motorcycle semi-trailer designed forsuch an attachment.

    Any motorcycle carrying a passenger, other thanin a sidecar or enclosed cab, shall be equipped withfootrests for the passenger.

    No person shall operate any motorcycle with handle-bars so positioned that his hands, when upon thegrips, are above shoulder height when he is sitting astridethe vehicle seat with the vehicle in an upright position.

    No minor shall operate or ride on a motorcycleunless he is wearing protective headgear, of a typethat is approved, securely fastened on his head. The

    standard for protective headgear shall meet or exceedthe "290.1-1971 standard" of the American NationalStandards Institute.

    Any person operating a motorcycle or pedestrianvehicle (designed for use by a disabled person) shallhave the headlamps of the motorcycle or pedestrian

    vehicle on at all times, including daylight hours.

    B y gWhat you do before you start a trip goes a long way to-ward determining whether youll get there safely. Beforeany trip, a safe rider makes a point to:

    wear the right gear;

    become familiar with the motorcycle;

    check the motorcycle equipment; and

    be a responsible rider.

    Your gear is right if it protects you. In any crash, youhave a far better chance of avoiding serious injury if youwear: an approved helmet, face or eye protection andprotective clothing.

    hlt Crashes are common, particularly among beginningriders, and one out of every five result in head or neckinjuries. Head injuries are just as severe as neck injuriesand far more common. Analyses also show head andneck injuries account for a majority of serious and fatal

    injuries to motorcyclists and that, with few exceptions,such injuries are reduced by the proper wearing of anapproved helmet.

    s lt-lat actAn approved helmet lets you see as far to the sides asnecessary. A study of more than 900 motorcycle crashes,where 40 percent of the riders wore helmets, found no casein which a helmet kept a rider from spotting danger.

    Most crashes happen on short trips, less than five mileslong and just a few minutes after starting.

    Most riders are riding slower than 30 mph when a crashoccurs. At these speeds, helmets can cut both the num-ber and the severity of head injuries by half.

    No matter what the speed, helmeted riders are threetimes more likely to survive head injuries than thosenot wearing helmets at the time of the crash.

    hlt lctnThere are two primary types of helmets, providing two

    different levels of coverage: three-quarter and full face.Whichever you choose, you can maximize protection

    by making sure it:

    meets U.S. Department of Transportation and statestandards (Helmets with a label from the Snell Me-morial Foundation give you an added assurance ofquality.);

    fits snugly all the way around; and

    has no obvious defects such as cracks, loose paddingor frayed straps.

    Whatever helmet you choose, keep it securely fastenedon your head when you ride. Otherwise its likely to flyoff before it gets a chance to protect you.

    ey an ac ptctnA plastic, shatter resistant face shield can help protectyour whole face in a crash. It also protects you fromwind, dust, dirt, rain, insects and pebbles thrown upfrom cars ahead. These problems are distracting andcan be painful. If you have to deal with them, you cantdevote your full attention to the road.

    Goggles protect your eyes, though they wont protect therest of your face like a face shield does. A windshield is

    not a substitute for a face shield or goggles. Most wind-shields do not protect your eyes from the wind. Neitherwill eyeglasses or sunglasses. Glasses wont keep youreyes from watering, and they might blow off when youturn your head while riding.

    To be effective, eye or face shield protection must:

    be free of scratches;

    be resistant to penetration;

    give a clear view to either side;

    fasten securely, so it does not blow off;

    permit air to pass through to reduce fogging; and

    allow room for eyeglasses or sunglasses, if needed.

    Tinted eye protection should not be worn at night orany other time when light is limited.

    CltngThe right clothing protects you in a collision. It alsoprovides comfort, as well as protection from heat, cold,debris and hot and moving parts of the motorcycle.

    Jackt an pantJacket and pants should cover arms and legs completely.They should fit snugly enough to keep from flappingin the wind, yet loosely enough to move freely. Leatheroffers the most protection. Sturdy synthetic materialprovides a lot of protection as well. Wear a jacket evenin warm weather to prevent dehydration. Many are de-signed to protect without getting you overheated, evenon summer days.

    Bt Boots or shoes should be high and sturdy enough tocover your ankles and give them support. Soles shouldbe made of hard, durable slip-resistant material. Keepheels short so they do not catch on rough surfaces. Tucklaces so they wont catch on your motorcycle.

    GlGloves allow a better grip and help protect your handsin a crash. Your gloves should be made of leather orsimilar durable material.

    In cold or wet weather, your clothes should keep youwarm and dry as well. You cannot control a motorcyclewell if you are numb. Riding for long periods in coldweather can cause severe chill and fatigue. A winter

    jacket should resist wind and fit snugly at the neck,wrists and waist. Good-quality rain suits designed formotorcycle riding resist tearing apart or ballooning upat high speeds.

    Knw y tcyclThere are plenty of things on the highway that cancause you trouble. Your motorcycle should not be oneof them. To make sure that your motorcycle wont letyou down:

    read owners manual first;

    start with the right motorcycle for you;

    be familiar with the motorcycle controls;

    check the motorcycle before every ride;

    keep it in safe riding condition between rides; and

    avoid add-ons and modifications that make yourmotorcycle harder to handle.

    T gt tcycl yFirst, make sure your motorcycle is right for you. Itshould fit you. Your feet should reach the ground whileyou are seated on the motorcycle. At minimum, yourstreet-legal motorcycle should have a headlight, taillightand brake light, front and rear brakes, turn signals, a

    horn and two mirrors.

    Bwng an lnngBorrowers and lenders of motorcycles beware. Crashesare fairly common among beginning riders, especiallyin the first months of riding.

    Riding an unfamiliar motorcycle adds to the problem.If you borrow a motorcycle, get familiar with it in acontrolled area. And if you lend your motorcycle tofriends, make sure they are licensed and know how toride before allowing them out into traffic.

    No matter how experienced you may be, ride extra care-fully on any motorcycle thats unfamiliar to you. Morethan half of all crashes occur on motorcycles ridden bythe operator for less than six months.

    Gt ala wt t cntlMake sure you are completely familiar with the mo-torcycle before you take it out on the street. Be sure toreview the owners manual. This is particularly impor-tant if you are riding a borrowed motorcycle. If you are

    going to use an unfamiliar motorcycle:make all of the checks you would on your own

    motorcycle;

    find out where everything is, particularly the turnsignals, horn, headlight switch, fuel-control valve,

    and engine cut-off switch (Find and operate theseitems without having to look for them.);

    know the gear pattern, and work the throttle, clutch,and brakes a few times before you start riding (Allcontrols react a little differently); and
