VISION AND MISSION STATEMENT

Vision:

A dynamic agricultural sector of Butuan City which attains food security, self-sufficiency, and global competitiveness propelled by organized and empowered agricultural stakeholders in the year 2016.

Mission:

The City Agriculturist Office as the implementing arm of the City Government of Butuan in agricultural development will:

1. Serve as a catalyst to a more productive, investment-focused and market-oriented agricultural development in the city.

2. Promote appropriate and sustainable farming systems that enable the farmers and fisherfolks to attain productivity and profitability as the key to raising the quality of life for all;

3. Transform the agricultural sector into a vibrant, competitive and technology based industry.

GOAL AND OBJECTIVES

Goal:

Food sufficiency and agri-industrialization shall be pursued over the next six years.

Objectives:

1. Increase productivity in crop, livestock and fishery production while ensuring the protection and preservation of the environment and equity for small farmers and fisherfolks.

2. To enhance profits and incomes particularly of the small farmers and fisherfolks by going into agri-business and entrepreneurship, adopting value adding activities and generally for the agricultural sector to shift into agro-industrialization.

3. Empower agricultural stakeholders (e.g. farmers, fisherfolks, rural women and youth, upland dwellers, livestock raisers and AEWs’) through improved mechanisms and processes for their participation in program implementation and monitoring.

In formulating this action plan, seven principles were adopted to achieve the goals and objectives of the Office of the City Agriculturist. These principles are essential ingredients for a successful identification of strategies and key result areas, involvement of all stakeholders in the planning process and in nurturing ownership of the plan. These are:

1. Value chain-based identification of issues, challenges and strategies. The identification of programs and project are based on every segment of the value chain analysis of every niche commodity and potential product from production to consumption.

2. Strategies and actions to enhance participation of all stakeholders. Participation of key stakeholders in the action planning process was encouraged. Government agencies, executive and legislative official of the City Government of Butuan, representatives of people’s organizations and indigenous communities, and representatives of the private sectors participated in the action planning.

3. Strategies and actions anchored on the key result areas. In the effort to rationalized resource mobilization, all strategies, programs and projects were aligned to the identified three key result areas of the office, namely: 1) Production Enhancement and Environment Protection Agenda (PEEPA), 2) Profit Income Augmentation Agenda (PIAA), and 3) Stakeholders Participation Agenda (SPA).

4. Convergence of interventions from key industry players. Private-public partnership (PPP) scheme was superimposed to ensure convergence of interventions from all stakeholders. Active representation and coordination with the national government agencies (NGAs) is highly pursued.

5. Environmental and ecological sustainability. The development and utilization of agricultural resources of the city should be directed at environmental and ecological sustainability. Production, therefore, should not compromise the ability of the natural resource to replenish itself. Similarly, activities in the water bodies should not adversely impact on the environment.

6. Economic efficiency. Programs and projects should have high benefit-cost ratio or economic rate of returns. They should also benefit, as much as possible, the greatest number of people.

7. Monitoring and evaluation. The action plan provides a mechanism for the monitoring of the progress of the implementation of the plan.

Of the 86 barangays the comprise Butuan City, 59 barangays are considered rural and agricultural barangays. The agricultural area of the city is composed of 670 puroks wherein 24,563 farming households settle. Below is the inventory of farm machineries, irrigation system and pre and postharvest facilities that were established in the city.

Major agricultural products of Butuan City are palay, coconut, mango and banana while potential industrial crops include oil palm, rubber, coffee and abaca. Without considering extreme climatic condition, rice production from 2005 to 2010 is on an increasing trend even though the number of farmers is decreasing. The increase in palay production is mainly due to the use of registered and certified seeds by the farmers. It was observed that the seed subsidy program of the Department of Agriculture and City Government of Butuan also contributed a large part of the increase.

With an annual population growth rate of 1.63% , , the projected rice consumption of Butuan City for the next five years is as follows, (plus 60 days Buffer Stock ): 1) 41,707 MT for 2012 ; 2) 44,335 MT for 2013, 3) 47,130 MT for 2014, 4) 50,098 MT for 2015, and 5) 53,254 MT for 2016. From the 2011 crop production data, it can be inferred that Butuan City is self-sufficient in rice for the next five years.

Butuan City has great potential of developing plantation of industrial crops. Thus, specific programs were initiated in support to the production of cassava, oil palm, rubber, coffee and abaca.

1.2 Livestock

Livestock and poultry production of Butuan City is increasing. The increase is due to the various programs and projects implemented by the City Government of Butuan (CGB), the Department of Agriculture (DA) and the Agricultural Training Institute (ATI) such as Cattle, Carabao and Goat Redisperal Program; Swine, Turkey, Duck Multiplier Project ; and Bakahan and Kambingan Hong RIC Project.

However, with these interventions, volume of livestock and poultry production is insufficient to meet the per capita consumption of Butuan City. Most livestock and poultry product vendors source-out stocks from Cagayan de Oro, Bukidnon and Davao del Norte to augment local livestock and poultry products production. Below is the inventory of livestock and poultry production in 2011.

1.3 Fisheries

Fishery production with the municipal water bodies of Agusan del Norte, which includes Butuan City is decreasing for the past five years (BAS Countrystat, 2012). The strategy of the City Agriculturist Office (OCA), in coordination with the Bureau of Fisheries and Aquatic Resource (BFAR), is to promote inland fisheries and aquaculture production.

Projects implemented by OCA, in cooperation with DA and BFAR, includes production support to tilapia, bangus, Pangasius and mudcrab culture. OCA also perform surveillance of illegal fishing in its effort to rejuvenate population of fishes with Butuan Bay.

The City Government of Butuan, through OCA, initiated the Green Belt, Green Pond Program to rehabilitate mangrove areas through reforestation of various mangrove species. Likewise, OCA programmed an annual coastal clean-up and construction of artificial reefs to rejuvenate fish sanctuaries. Below is the profile of fishery resources of Butuan City.

2. DEVELOPMENT CONCERNS AND CHALLENGES CONFRONTING THE AGRI-FISHERY SECTOR

High Poverty Incidence among Farmers and Fisherfolks

Butuan City has 27.3% poverty incidence among families which is greater than the national figure of 20.9% (NSCB, 2009). This figure has much to describe the malnutrition and occurrence of hunger in the locality. This can be regarded as a cause and effect of slow economic performance in the agri-fishery sub-sector for the past years.

Low Agricultural Productivity and Food Security

Though blessed with sufficient agricultural area and abundant rainfall to support crop production, production of other staple crops like corn and vegetables is inadequate to meet local consumption.

Only 13.0% of the 101,952 Kgs monthly vegetable demand (based on the survey conducted at the Butuan City market) is being produced locally. The shortage is sourced-out from the other provinces like Davao del Norte, Bukidnon and Misamis Oriental, thus resulting to higher food prices in the city. The same scenario is happening of cereals, livestock, poultry and fishery products.

Factors that may affect insufficient agricultural productivity and food insecurity are: 1) lack of financial assistance for production cost, 2) high cost of agricultural inputs, and 3) lack of market price support from government.

Inadequate Infrastructure facilities

Butuan City has inadequate infrastructure facilities. Problems in the rural infrastructure include: 1) inaccessible farm to market roads and farm bridges, 2) lack of irrigation facilities, while several irrigation system needs repair, 3) dilapidated and silted drainage facilities, and 4) inadequate pre and postharvest facilities

Environmental Degradation

Environmental degradation threatens the developmental efforts of Butuan City. With the depletion of its forest covers and being the main outflow of the Agusan River Basin, the city is frequently affected by floods, landslides and soil erosion. Other threats include the effects of unregulated forestry and mining activities that may lead destruction of watershed and marine ecosystem and mineral wastage. Conversion of agricultural areas to residential areas may also increase the occurrence of flood and disturb natural drainage.

3. DEVELOPMENT DIRECTIONS

3.1 Development Framework

The City Agriculturist Office will strive to create a dynamic agricultural sector of Butuan City which attains food security, self-sufficiency, and global competitiveness propelled by organized and empowered agricultural stakeholders in the year 2016.

In order to attain food security and global competitiveness, organization and empowerment of all stakeholders through strong public and private sector partnership will be pursued.

The production and processing of niche agricultural commodities and appropriate use of technology will create a dynamic agricultural sector. This will result in the creation of more livelihood opportunities that increases farmers’ income.

Improved quality of life of farmers and fisherfolks promotes participation and enhances decision-making capabilities that will result to empowered agricultural stakeholders.

3.2 Spatial Development

To support the city’s agricultural development goals, the 59 rural barangays will be grouped into industry clusters and strategic economic development zones. Clustering is according to the competitive advantage of the commodity being produced by each barangay.

Thus, industry or commodity clusters were created namely: 1) rice, 2) corn, 3) coconut, 4) banana, 5) mango, 6) oil palm, 7) rubber, 8) coffee, 9) cassava, , and 10) fisheries (refer to Figures 1-10). Production of organic vegetables, mushrooms and other high value crops will be established in all the rural barangays.

Strategic economic development zones will also be established, specifically the agri-industrial and processing zone of Butuan City.

3.3 Commodity Directions, Objectives and Targets

3.3.1 Crops

Promotion on registered rice production shall be intensified ongoing cultivation of several hectares of registered rice showed satisfactory yield performance. So, farmers shall be encouraged to venture into this. Development of upland rice will be pursued with financial assistance to enable the farmers to access to credit.

Intensify the promotion of organic fertilizer production to reduce cost of farm inputs, increase productivity and encourage planting of cash crops to mitigate the effects of climate change.

Pest and diseases infestation shall be centered with vigorous effect on organic pest control measures. Emphasis on the production of organic pesticides shall be given emphasis, hands on training and biological control such as the use of metharhizium and trichogramma shall be intensified.

Corn production areas shall be expanded and provided with pre and post harvest facilities emphasizing the appreciation of balanced cultural practices to improved productivity of corn farmers.

Durian and mango production areas shall be increased in the identified zones of South and Southwest through the provision of quality planting materials, credit facility and providing an assured market outlet.

Organic vegetable production areas in the identified 200 puroks in Butuan City shall be provided with improved production technology basic support services, financial and marketing assistance.

Cassava production shall be increased and provided with financial assistance from Land Bank and other financial institutions to spur its development.

Banana production areas shall be increased and protected and saved from various pest infestations through rehabilitation activities under the “SAGIP SAGING Program” and increased investment and focused efforts a research and development (R&D) shall be pursued.

Palm oil production areas shall be increased to 500 hectares in the next six years and shall receive continues technical support with a strong and secured market agreement in Philippines.

Sweet potato production shall increase from 100 hectares to 300 hectares for the next six years. It should be provided with financial

assistance from land bank to hasten its development. Marketing agreement with La Tondeña Distillers, Inc. shall be maintained and strengthened. Coffee production shall be increased from 10 hectares to 50 hectares and provided with tenurial assistance from the LGU and Nestle Philippines with financial assistance from Land Bank.

Papaya production area shall be increase from one hectare to six hectares in the next six years with financial assistance and tenurial and input assistance from the LGU and the Land Bank.

Rubber production shall be expanded from 240-500 hectares establishment of bus stick nursery, provision of inputs under the rubber development program of the Department of Agriculture.

Production of lemon grass will be pursued from 2-50 hectares in the next six years thru an LGU program “May Pera sa Lemon Grass” a mother garden will be established with assistance from LGU.

Accelerate the establishment of mushroom growing houses in selected areas to increased production under the Mushroom Technology Enterprise Program (DOK Amante Program).

3.3.2 Livestock

Efforts of empowering small livestock producers will be given continued emphasis in the year 2011 and the coming years. Due to a strong market potential of livestock, but with limited supply, entrepreneurial skills shall be developed among local livestock growers to enable them to participate more in the production and flow of those essential food supplies.

Livestock dispersal programs shall be continued such as hog dispersals and Kambingan Hong R.I.C. Livestock dispersal programs initiated and funded by local officials through their countryside development funds will be pursued.

Recognizing the importance of draft animals specifically in the areas that cannot be reached by farm machineries, the Carabao Dispersal Program will be continued. This will help the farmers in their farming operation particularly those farmers who are facing difficulty in tilling lands due to lack of working animals.

Effort in reversing the trend of fishery resource depletion shall be invigorated illegal fishing and over fishing shall be controlled or totally stopped as for as practicable. Alternative livelihood shall be introduced to level fisherfolks into other sources such as alternative livestock and diversified fishing activities.

Fish culture such as bangus production shall be given continued support with strict implementation on regulation to avoid destructive consequences such as fish kills due to pollution and other forms of environmental destruction.

Pangasius fish production shall be accelerated on the Barangay Los Angeles and Taguibo with assistance from BFAR and other financial institution. Crab production shall be pursued from 500 to 720 kilos thru provision of mudcrab for fattening.

Delineation of municipal water shall be given priority as an essential strategy in fishery resource management.

The usage of a comprehensive city fishery ordinance shall be given much effort.

3.3.4 Farm to Market Roads

A farm to market road (FMR) development plan shall be formulated in order to identify the priority FMR projects. Around 300 Kilometers FMRs were identified for construction, repair and rehabilitation.

Top priority for FMR construction and rehabilitation will be within the Co-Management Area, which constitutes Brgys. Nongnong, Bitan-agan, Amparo, Dulag, M.J. Santos, Manila de Bugabos, Tungao and San Mateo.

3.3.5 Irrigation System

An irrigation system development plan will also be formulated in order to indentify priority Communal Irrigation System (CIS) for repair and rehabilitation as well as small irrigation system such as small water impounding projects, small farm reservoir and small diversion dam for construction.

4. STRATEGIES AND AGENDA

4.1 Productivity Enhancement and Environmental Production Agenda (PEEPA)

4.1.1 Crops Production Enhancement Program
