The California’s Department of Resources Recycling and Recovery (CalRecycle), the California Department of Toxic Substances Control (DTSC) and the Western Sustainability and Pollution Prevention Network (WSPPN) invite you to attend the 2012 Used Oil+HHW+WSPPN Training & Conference; “Come Together: New Partnerships, New Strategies for a Healthier Environment.” The event will be held at the Sheraton Grand Hotel in Sacramento, California, May 15-17, 2012.

We are particularly excited to bring together two very successful conferences in order to foster the cross-fertilization of ideas and approaches to pollution prevention, HHW and used oil management, resource conservation, stormwater issues, green chemistry, climate change and sustainability. If you’ve attended any of the past Used Oil/HHW Conferences or the WSPPN Conferences, we know you’ll find this year’s event to be engaging and inspiring.

To kick-off our joint conference, we are very fortunate to have an opening plenary session featuring some of California’s most influential environmental policy makers. Debbie Raphael, Director of the Department of Toxic Substances Control, Caroll Mortensen, Director of CalRecycle and Jared Blumenfeld, Director of US EPA Region 9 will participate in a roundtable discussion on topics of critical importance as we move forward in designing strategies for a healthier environment. The panelists will be prepared to answer your challenging questions on issues such as: what will the next five years bring in terms of legislation, policy directives and technological innovations; how can we foster partnerships to reach mutual goals; and how can we all help each other “do more with less” as we all face diminishing resources and increased demands. This dynamic session should pique the interest of all attendees and set the stage for an interactive, dynamic and productive conference.

As in the past, this year’s conference will feature a variety of training opportunities on Tuesday, May 15th. Keynote speakers and multiple-track educational sessions will follow on Wednesday and Thursday. We hope you will be able to join us in Sacramento for our first joint Conference; come share your ideas and experiences, meet new colleagues and take advantage of the opportunity to reenergize!

WHO SHOULD ATTENDThe conference is a must for pollution prevention technical assistance providers, used oil recycling and household hazardous waste program managers, federal facilities program managers, nonprofit agencies, state agencies, private businesses, and others who are involved in pollution prevention, green business, recycling and household hazardous waste programs.

CONFERENCE TRACKSPollution Prevention (P2) Track. Sessions provide information on source reduction of air pollutants, waste water and storm water discharges, toxics in products, solid and hazardous wastes, and conservation of natural resources such as energy or water. Provides attendees with information on P2 practices/technologies that can be applied across a variety of types of businesses, or to key business sectors with numerous facilities.

Hazardous Household Waste (HHW) Track. The Hazardous Household Waste (HHW) track includes basic sessions pertaining to the implementation of HHW programs, new California statutes for paint and carpet, regulatory changes that affect HHW programs, and model HHW programs to implement.

Used Oil Track. Sessions include information pertaining to the implementation of Used Oil programs, best management practices, legislative changes that affect the program, research topics for used oil, and administrative issues.

Joint Offerings Track. Sessions focus on topical and emerging issues such as green chemistry, universal waste, extended producer responsibility, problematic waste streams such as sharps and pharmaceuticals, legislative issues, program measurement, and effective communication for behavior change.

PLENARY SESSIONSAt this year’s conference, we are fortunate to have an opening plenary featuring some of California’s most influential policy makers.

KEYNOTE SESSIONSAdditionally, we will have three keynote speaker sessions.

Jim Hanna, Director of Sustainability at Starbucks, will speak about finding ways for business, government, and NGO’s to work together in order to solve complex issues. As part of his work

at Starbucks, Jim has been instrumental in solving a very visible part of their business…their cup. Starbucks began an initiative that seeks to have all their cups either recyclable or compostable, and not just theoretically but realistically. Starbucks has been working closely with suppliers, recyclers, local government and others to make this happen. Jim will explain the challenges and successes during this project and some of the lessons learned that can be used by others in similar efforts.

Charlotte Brody, Director of Chemicals, Public Health and Green Chemistry, BlueGreen Alliance, will discuss the relationship between chemicals in products and human health. The science of how chemicals

can harm health has changed dramatically over the last 40 years. Chemicals that we now know can be harmful are in the products we use every day. Charlotte will explore how mothers groups, union members, cities, states, leading companies, and the health care sector are working to create chemical policy reform. She’ll describe how alternative assessment and green chemistry can create newer, safer products and a new generation of green jobs.

Dr. Charles Goldman, Former UC Davis Professor, will give a keynote on Lake Tahoe Water Clarity Issues. Goldman has 52 years of research on Tahoe and Castle Lakes and served on many national and

international committees. He is frequently sought for consultation and research missions to foreign countries on major environmental problems. He has four books in print, has published over 400 scientific articles, and has produced four documentary films that are in worldwide distribution.

TRAINING FEESTRAINING (Tuesday, May 15, 2012) Each half day registration for the Training includes one meal (breakfast or lunch) and a break snack served during the meeting and all materials for the Training.

8:00 a.m. – 12:00 p.m. HHW for ManagersHousehold Hazardous Waste managers are responsible for compliance of their facilities with many regulatory requirements from many different local and state agencies. This course is designed for those HHW program supervisors that oversee operations but do not actively work in the facility handling wastes. It provides information on how to make sure your facility is in compliance with the multitude of regulatory requirements imposed on HHW programs.

CUPA Case StudiesDo you inspect HHW facilities or small businesses? Is your HHW program inspected? If so – this class is for you! Any HHW program that routinely deals with inspections will find this training very useful. The course provides a unique perspective on developing a mutually beneficial relationship between program manager and inspector. Case studies are provided that illustrate how California’s CUPA inspection program deals with compliance issues found at CESQG sites and at HHW facilities.

P2 101 – The Nuts and Bolts of Pollution PreventionThis training provides participants, who have little knowledge of P2 or who want a refresher course, on Basic Concepts of P2 including material substitution, green purchasing, process efficiency, green design, cost analysis and ROI, root cause analysis and implementing behavioral change. The program’s collaborative efforts of the stakeholders and critical work efforts associated with administration and implementation of the program will be also identified and discussed during the course.

1:00 p.m. – 5:00 p.m. Lean and EnvironmentThis 4 hour session will highlight the lessons from the Lean and Environment training used to certify participants in the Safety Health and Environmental Professional Program (SHEP) for the Region 6 OSHA Ed. Center. It covers basics of methods for incorporating Lean into a sustainability program and ensuring results with an Environmental Management System (EMS). The work session includes interactive exercises and real world examples as well as extensive audience interaction.

OSHA Safety/ErgonomicsThis course will cover the occupational safety requirements of HHW program operations including: Injury Illness, Prevention Programs, hazard communication, blood borne pathogens, job safety analysis, ergonomics, and personnel protection equipment including respirators.

DOT HM Transportation RefresherThis course provides the required refresher for workers who package hazardous waste and these individuals signing manifests, bills of lading, and other shipping documents for hazardous and universal wastes. An update of numerous new shipping requirements will also be presented including the new Uniform Hazardous Waste Manifest requirements, security plans, packaging standards, shipping names, and hazardous waste of concern requirements. This is training is required every three years or when regulations change.

A block of rooms has been reserved for conference participants.
