Welcome Employers

Thank  you  for  choosing  The  George  Washington  University  for  your  recruitment  needs.    The  Center  for  Career  Services  looks  forward  to  crea=ng  mutually  beneficial  rela=onships  between  your  organiza=on  and  ours.    Within  this  recrui=ng  guide  you  will  find  helpful  informa=on  about  GW  recrui=ng  programs,  policies,  and  procedures.    Throughout  this  guide,  frequent  references  will  be  made  to  OCR,  GWork,  and  NACE,  which  are  defined  here:

• OCR:  On  Campus  Recrui1ng  brings  employers  to  campus  to  conduct  interviews  for  internships  and  full-‐1me  posi1ons.

• GWork:  Online  career  management  plaBorm  where  employers  can  post  open  posi1ons,  register  for  career  events,  and  request  interview  schedules.

• NACE:  Na1onal  Associa1on  of  Colleges  and  Employers  is  the  professional  organiza1on  that  guides  collegiate  career  recruitment  prac1ces.

The  George  Washington  University  is  the  largest  ins=tu=on  of  higher  educa=on  in  the  District  of  Columbia  with  more  than  25,000  students,  10,000  undergraduates  and  15,000  graduates.    Few  private  schools  of  this  size  have  the  number  of  majors,  the  array  of  classroom  opportuni=es,  and  the  well-‐connected  faculty  that  GW  offers.    Our  na=on’s  capital  is  a  lively  interna=onal  metropolis,  mixing  rich  history  with  evolving  cosmopolitan  culture,  and  truly  supplements  our  students’  learning  and  enrichment.

The  Employer  Rela=ons  staff  is  excited  to  work  with  you  throughout  the  2013-‐2014  academic  year.    If  you  have  any  ques=ons  or  concerns  about  the  recruitment  process,  please  contact  us  and  we  will  gladly  assist!

GW  Career  FairsThe  Center  for  Career  Services  hosts  a  major  fair  each  semester:  Fall  Career  &  Internship  Fair  and  Spring  Career  &  Internship  Fair.    At  these  events,  company  representa=ves  will  have  the  opportunity  to  meet  with  hundreds  of  students  looking  for  internships  and  jobs.    Employers  register  through  GWork  and  can  customize  posi=on  lis=ngs  to  reflect  available  openings  and  the  required  qualifica=ons.  Students  and  alumni  review  these  lis=ngs  before  a\ending  the  events.    (See  GW  Fairs  &  Events  Summary,  page  8  and  GW  Fairs  &  Events  Policy,  page  18  for  more  informa=on).

GW  Career  ExposThe  Center  for  Career  Services  hosts  various  career  expos  during  the  fall  and  spring  semester.    While  the  format  of  the  expos  may  vary,  they  provide  an  opportunity  for  employers  and  students  to  connect  through  panel  discussions,  roundtable  discussions,  networking,  and/or  small-‐scale  career  fairs.      Employers  register  through  GWork.    (See  GW  Fairs  &  Events  Summary,  page  8  and  GW  Fairs  &  Events  Policy,    18  for  more  informa=on).

On-‐Campus  Recrui:ngThe  Center  for  Career  Services  can  assist  with  your  hiring  needs  through  the  On-‐Campus  Recrui=ng  (OCR)  Program.    OCR  allows  you  to  conduct  mul=ple  interviews  with  GW  students  on  our  main  Foggy  Bo\om  campus  for  your  full-‐=me  and  paid  internship  posi=ons.    OCR  posi=ons  are  posted  in  a  specific  sec=on  of  GWork,  which  allows  the  employer  to  select  candidates  and  give  students  the  opportunity  to  sign  up  for  interview  =mes.    Our  interview  suites  are  conveniently  located  within  the  GW  Center  for  Career  Services  in  the  Marvin  Center,  Colonial  Crossroads  and  the  F.  David  Fowler  Career  Center  in  Duques  Hall.    For  more  OCR  informa=on  and  resources,  please  explore  the  GW  Center  for  Career  Services’s  Recruit  On  Campus  web  site.    Please  see  the  Center  for  Career  Services’s  OCR  Policy  on  page  19  for  more  details.

Informa:on  Sessions  The  Center  for  Career  Services  can  coordinate  space  for  employers  who  wish  to  host  informa=on  sessions  on  campus  during  the  fall  and  spring  semesters  to  educate  students  about  their  company/organiza=on.  Employers  are  encouraged  to  choose  or  create  a  format  for  their  informa=on  session  that  works  best  for  them  depending  on  the  goals  and  capability  of  their  organiza=on.  Possible  formats  are  listed  below.    Please  email  [email protected]  to  discuss  these  op=ons.  Please  see  page  16  for  the  complete  policy.

Networking  Recep1on:    Engage  students  one  on  one  while  providing  informa=on  about  your  company.    This  venue  allows  a  more  personalized  interac=on  and  connec=on  between  employer  and  student.    We  recommend  having  several  representa=ves  from  your  company  par=cipate  in  this  format.  We  are  able  to  provide  you  with  catering  informa=on,  if  you  wish  to  provide  refreshments  for  your  recep=on.

Panel:    A  panel  of  professionals  will  share  more  personalized  accounts  of  various  career  paths  as  well  as  share  their  own  perspec=ves  and  insights  about  being  employed  within  your  company.    We  suggest  sending  three  or  four  individuals  from  your  company  from  different  func=onal  areas  of  the  organiza=on  who  can  speak  about  a  variety  of  topics.

Round  Table  Discussions:  Representa=ves  from  you  organiza=on  will  engage  in  career  oriented  discussions  with  students.  Suggested    topics  include  internships  and  job  opportuni=es,  career  paths  within  the  organiza=on,  what  GW  alumni  have  accomplished  there,  and  advice  on  applying  for  and  obtaining  employment.    Students  will  generally  have  about  15-‐20  minutes  for  each  topic  before  rota=ng  to  another  table  discussion.

Informa1ve  Presenta1on:    This  opportunity  requires  one  or  two  employer  representa=ves  to  present  company  informa=on  to  a  student  audience.  Many  companies  use  visual  presenta=ons  to  enhance  their  informa=on  session.      We  encourage  employers  to  provide  a  general  Q&A  segment  for  15-‐20  minutes  at  the  end  of  the  presenta=on.

Eligibility to Recruit Policy

Employers  who  are  hiring  candidates  for  bona  fide  posi1ons  or  bona  fide  internships  may  par=cipate  in  the  On  Campus  Recrui=ng  (OCR)  program  and  in  career  &  internship  fairs  at  GW.

A  bona  fide  posi1on  is  defined  as  a  professional  posi=on  that  is  salaried  and  does  not  require  a  candidate  to  pay  a  fee  for  training,  equipment,  applica=on  procedures,  or  other  job-‐related  expenses.  This  does  not  apply  to  federal  and  state  licensing  requirements  such  as  real  estate,  securi=es,  etc.

A  bona  fide  internship  is  one  in  which  a  student  works  on  a  project  of  importance  to  the  organiza=on,  receives  =mely  instruc=on  and  feedback  from  a  supervisor,  and  has  a  mentor-‐like  rela=onship  with  someone  in  the  organiza=on  who  can  teach  him/her  about  the  organiza=on  and  the  industry  as  a  whole.  The  student  should  not  be  required  to  pay  a  fee,  except  for  housing  or  tui=on.

Staffing  Agencies  and  Third-‐Party  Recruiters  should  review  the  GW  Third  Party  Recruitment  Policy  on  page  13.

12

Unpaid  Internships

The  U.S.  Department  of  Labor  has  established  guidelines  for  unpaid  internships.  There  are  some  circumstances  under  which  individuals  who  par=cipate  in  “for-‐profit”  private  sector  internships  or  training  programs  may  do  so  without  compensa=on.    The  Supreme  Court  has  held  that  the  term  "suffer  or  permit  to  work"  cannot  be  interpreted  so  as  to  make  a  person  whose  work  serves  only  his  or  her  own  interest  an  employee  of  another  who  provides  aid  or  instruc=on.    This  may  apply  to  interns  who  receive  training  for  their  own  educa=onal  benefit  if  the  training  meets  certain  criteria.    The  determina=on  of  whether  an  internship  or  training  program  meets  this  exclusion  depends  upon  all  of  the  facts  and  circumstances  of  each  such  program.

The  following  six  criteria  must  be  applied  when  making  this  determina=on:

• The  internship,  even  though  it  includes  actual  opera1on  of  the  facili1es  of  the  employer,  is  similar  to  training  which  would  be  given  in  an  educa1onal  environment;

• The  internship  experience  is  for  the  benefit  of  the  intern;• The  intern  does  not  displace  regular  employees,  but  works  under  close  supervision  of  exis1ng  staff;• The  employer  that  provides  the  training  derives  no  immediate  advantage  from  the  ac1vi1es  of  the

intern;  and  on  occasion  its  opera1ons  may  actually  be  impeded;• The  intern  is  not  necessarily  en1tled  to  a  job  at  the  conclusion  of  the  internship;  and• The  employer  and  the  intern  understand  that  the  intern  is  not  en1tled  to  wages  for  the  1me  spent  in

the  internship.

If  all  of  the  factors  listed  above  are  met,  an  employment  rela=onship  does  not  exist  under  the  FLSA,  and  the  Act’s  minimum  wage  and  over=me  provisions  do  not  apply  to  the  intern.    This  exclusion  from  the  defini=on  of  employment  is  necessarily  quite  narrow  because  the  FLSA’s  defini=on  of  “employ”  is  very  broad.    For  more  informa=on  please  visit  the  U.S.  Department  of  Labor  website  at  h\p://www.dol.gov/whd/regs/compliance/whdfs71.htm.

Defini=on  of  Third  Party  Agencies  and  Temporary  Agencies

Third  Party  Agencies  are  organiza=ons  or  individuals  who  recruit  candidates  to  fill  the  temporary,  part-‐=me  or              full-‐=me  employment  needs  of  other  organiza=ons.

Temporary  Agencies  are  organiza=ons  that  contract  individuals  to  perform  specific  tasks  or  complete  specific  projects  for  a  client  organiza=on.  Hired  individuals  perform  work  at  the  client  organiza=on  but  are  employed  and  paid  by  the  temporary  agency.  These  posi=ons  are  typically  short-‐term.

!Third party

recruitment policy!

Policies  for  Third  Party  Agencies  and  Temporary  Agencies

1.Third  party  agencies  may  interview  candidates  on  campus  through  OCR.    At  the  =me  of  scheduling,  the  agency  will  iden=fy  the  represented  employer(s)  to  both  the  GW  Center  for  Career  Services  and  the  poten=al  university  interviewees.

2.Third-‐party  recruiters  and  temporary  agencies  may  not  use,  take,  download,  or  in  any  other  manner  obtain  the  employer  job  pos=ngs  in  order  to  populate  their  own  organiza=on's  data  base  of  job  openings.  This  means  you  may  not  sell,  transfer,  or  in  any  other  manner  provide  access  to  job  pos=ngs  to  any  person  or  en=ty  outside  of  your  organiza=on,  other  than  to  provide  informa=on  on  a  perspec=ve  job  candidate  to  a  client  organiza=on  that  has  an  actual  job  opening  or  has  a  need  for  a  temporary  worker.

3.Third  party  agencies  may  list  posi=ons  in  GWork.    The  Center  for  Career  Services  encourages  third  party  agencies  to  disclose,  if  at  all  possible,  the  name  of  the  client  organiza=on  when  pos=ng.    GW  candidates  can  conduct  research  and  learn  more  about  the  opportunity  when  specific  informa=on  is  provided,  thereby  enhancing  their  likelihood  to  apply.

4.Third  party  agencies  will  state  within  the  job  descrip=on  that  they  are  a  third  party/temporary  employment  agency;  this  is  done  by  selec=ng  “Yes”  when  responding  to  the  ques=on  “Are  you  a  third-‐party  recruiter?”  when  prompted  to  choose  during  the  job  pos=ng  process.

5.Third  party  agencies  will  state  in  the  job  descrip=on  that  any  fees  assessed  by  the  agency  will  be  paid  by  the  client  organiza=on  or  employer  they  represent  and  NOT  by  GW  candidates.

6.Third  party  agencies  will  agree  that  they  or  their  client  will  not  disseminate  a  GW  candidate’s  resume  to  any  other  party  without  candidate’s  wri\en  consent.  Failure  to  comply  with  this  is  a  viola=on  of  the  Family  Educa=on  Rights  and  Privacy  Act  (FERPA)  of  1974  and  our  GWork  Terms  of  Use.

7.Third  party  agencies  will  agree  to  follow  the  Na=onal  Associa=on  of  Colleges  &  Employers  (NACE)  Third-‐Party  Recrui=ng  Policy  as  well  as  the  NACE  Principles  for  Professional  Prac=ce  for  Career  Services  &  Employment  Professionals.

8.Third-‐Party  Recruiters  are  not  eligible  to  access  the  GW  Resume  Book.

Non-discrimination policy

EQUAL  EMPLOYMENT  OPPORTUNITY/AFFIRMATIVE  ACTION  STATEMENT

The  George  Washington  University   does   not  unlawfully   discriminate  against  any  person   on  any   basis  prohibited  by  federal   law,  the  District  of   Columbia  Human   Rights   Act,   or   other   applicable   law,   including  without  limita1on,   race,  color,  religion,  sex,  na1onal  origin,  age,  disability,  veteran  status,  sexual  orienta1on,  or  gender  iden1ty  or  expression.  This  policy   covers  all  programs,  services,  policies,  and  procedures  of   the  University,  including   admission  to  educa1on  programs  and  employment.

Inquiries  concerning  the  applica=on  of  this  policy  and  federal  laws  and  regula=ons  concerning  discrimina=on  in  educa=on  or  employment  programs  and  ac=vi=es  may  be  addressed  to:  Execu=ve  Director,  Equal  Employment  Opportunity,  The  George  Washington  University,  Washington,  D.C.  20052,  (202)  994-‐9656;  to  the  Assistant  Secretary  for  Civil  Rights  of  the  U.S.  Department  of  Educa=on;  or  to  the  Director  of  the  U.S.  Equal  Employment  Opportunity  Commission/Washington  Field  Office.

To  request  disability  accommoda=ons,  students  should  contact  the  Office  of  Disability  Support  Services,  202.994.8250  (TDD/voice),  and  employees  should  contact  the  Office  of  Equal  Employment  Opportunity,  202.994.9656  (voice)  or  202.994.9650  (TDD).

Employers  must  comply  with  the  University’s  Equal  Employment  Opportunity  (EEO)  guidelines.    It  is  irresponsible,  unprofessional,  and  unethical  for  Center  for  Career  Services  staff  to  make  referrals  of  specific  students  to  employers.    Employers  must  abide  by  the  Na=onal  Associa=on  of  Colleges  and  Employers  Principles  for  Professional  Prac=ce  for  Career  Services  &  Employment  Professionals.

15

As  a  member  of  the  Na=onal  Associa=on  of  Colleges  and  Employers  (NACE),  the  GW  Center  for  Career  Services  abides  by  the  NACE  Principles  for  Professional  Prac=ce  for  Career  Services  &  Employment  Professionals,  an  ethics  document  that  serves  as  the  framework  and  founda=on  for  prac=ces  within  the  career  planning,  placement,  and  recruitment  processes.

This  document  states  that  serving  alcohol  to  job  candidates  is  inappropriate  and  inadvisable.    Specifically,  "Serving  alcohol  should  not  be  part  of  the  recruitment  process  on  or  off  campus.  This  includes  recep1ons,  dinners,  company  tours,  etc."    We  expect  that  organiza=ons  and  people  who  recruit  GW  candidates  will  abide  by  this  policy.

Employers  who  have  registered  and  paid  event  fees  in  full  can  distribute  free  promo=onal  items  and  literature  at  career  fairs.    The  GW  Center  for  Career  Services  recognizes  the  helpfulness  of  distribu=ng  promo=onal  items  that  display  the  organiza=on’s  logo  and  provide  addi=onal  informa=on  to  poten=al  candidates.    GW  Center  for  Career  Services  staff  members  are  not  responsible  for  distribu=ng  items  at  any  event  and  reserve  the  right  to  limit  or  stop  the  distribu=on  of  any  promo=onal  items  or  literature  at  any  =me.
