Executive Summary
Part IV of the Environment Act 1995 places a statutory duty on local authorities to review and assess the Air Quality within their area and take account of government guidance when undertaking such work.
The fifth round of Review and Assessment began with the Updating and Screening Assessment (USA), which was completed in May 2012. This report assessed monitoring data for 2011 and confirmed that all monitoring locations with relevant exposure were meeting the Air Quality Objectives.
This Progress Report is the latest report in this round and covers the monitoring data for 2012. Chelmsford City Council monitored at 4 automatic monitoring sites and 42 locations using diffusion tubes supplied by Gradko International using 20% TEA in water analysis method. The results from the monitoring data confirm that all monitoring locations with relevant exposure as meeting the Air Quality Objectives.
A review of other activities in the Council area has confirmed that there are no new pollution sources that may have detrimental effect on the Air Quality within the area.
Hence this report confirms that there is no requirement to conduct a Detailed Assessment and the next Progress Report will be delivered in April 2014.

1 Introduction
1.1 Description of Local Authority Area
Chelmsford is located in mid Essex, thirty-one miles from London and has a population of over 168,300 (2011 census), largely living in the main urban areas of Chelmsford and South Woodham Ferrers. The City of Chelmsford comprises a number of suburban areas around these main urban areas and in the larger villages of Danbury, East and West Hanningfield, Great Leighs, Little Waltham and Little Baddow, within a rural setting. The main source of air pollution in the Borough is road traffic emissions from major roads, notably the A12, A414, A138, A130 and B1016. Chelmsford City Council has declared one Air Quality Management Area (AQMA) in December 2005.

Based on monitoring results from 2008 to 2011, the Detailed Assessment conducted in April 2010 and the USA in 2012, the AQMA was reduced in size in 2012.
Other pollution sources, including commercial, industrial and domestic sources, also make a contribution to background pollution concentrations.
1.2 Purpose of Progress Report
This report fulfils the requirements of the Local Air Quality Management(LAQM) process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess Air Quality in their areas, and to determine whether or not the Air Quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. Progress Reports are required in the intervening years between the three-yearly Updating and Screening Assessment reports. Their purpose is to maintain continuity in the Local Air Quality Management process.
They are not intended to be as detailed as Updating and Screening Assessment Reports, or to require as much effort. However, if the Progress Report identifies the risk of exceedence of an Air Quality Objective, the Local Authority (LA) should undertake a Detailed Assessment immediately, and not wait until the next round of Review and Assessment.

1.3 Air Quality Objectives
The Air Quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre µg/m3 (milligrammes per cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each year that are permitted (where applicable).

2003-2005 USA Detailed Assessment
The USA 2003 concluded that a Detailed Assessment was required for NO2 due to emissions from road traffic at the Army & Navy Roundabout.
The Detailed Assessment concluded that the annual mean objective for NO2 would not be met by 2005. The Council declared an Air Quality Management Area on 1st December 2005.

2006 USA Detailed Assessment
The USA 2006 identified that NO2 concentrations exceeded the objective at nine sites based on annualised data (two within the AQMA). It was recommended that the Council undertake Detailed Assessments to identify the risk of exceeding the objective at two locations outside the AQMA in Chelmsford; Springfield Road (town centre) and Wood Street / Miami Roundabout (outskirts). The Detailed Assessments concluded AQMAs were not required at either location as concentrations at sensitive receptors would meet the objectives by 2010.

2009 2010-2011
USA Progress Reports
The USA 2009 report assessed monitoring data for 2008 and confirmed that one of the locations outside of the AQMA at Howe Green A12 Interchange. A Detailed and Further Assessment report for Howe Green A12 interchange concluded that additional monitoring was recommended during 2010. The 2010 and 2011 Progress Reports concluded that no further actions required

USA
The USA 2012 identified that that there were no exceedences of the Air Quality objectives for NO2 and particulate matter (PM10) at relevant locations of exposure. In October 2012, the AQMA was amended to reduce the size based on the Detailed Assessment completed in 2010 and monitoring results from 2010 and 2011.

2 New Monitoring Data
2.1 Summary of Monitoring Undertaken
2.1.1 Automatic Monitoring Sites
This section provides details of automatic monitoring carried out in 2012, the year covered by this report. Table 2.1 contains specific details about each site. The current automatic monitoring undertaken by Chelmsford City Council consists of four chemiluminescence (NO/NO2/NOx)gas analysers located at: the Rainsford Lane (Roadside), Springfield Road (Roadside), Baddow Road (Roadside) and Chignal St James (Background) sites. The Council calibrates the sites twice every month. There are triplicate NO2 diffusion tubes co-located at these sites (except Baddow Road), to provide co-location data for calculation of a local bias adjustment factor. There is also continuous monitoring of particles (PM10) undertaken by Chelmsford City Council at three locations (except Baddow Road) using a Beta Attenuation Monitor (BAM). The ratified monitoring results for 2012 for these sites are shown in Table 2.5. The location of these monitoring sites is shown in Figure 2.1.
The Chignal St James site also monitors SO2 and O3.

2.1.2 Non-Automatic Monitoring Sites
Chelmsford City Council undertook monitoring with 63 NO2 diffusion tubes across 42 locations in 2012. In addition to the existing 40 locations, 2 new locations; CB72 & CB73 were added to the monitoring roster. The locations are shown in figure 2.2 and 2.3. Details are presented in table 2.2. Raw monthly mean data for 2012 can be found in Appendix 2.
• The diffusion tubes were supplied and analysed by Gradko International (UKAS Testing Laboratory number 2187) with a preparation method of 20% triethanolamine (TEA) in water.
• The local bias-adjustment factor used is calculated from one co-located sites within the district and is summarised in Appendix 1.

2.2.1 Nitrogen Dioxide (NO2)
Automatic Monitoring Data
The 2012 data shows no exceedance of the annual mean or number of hourly exceedances of NO2 objective at the automatic monitoring sites. The hourly mean concentrations are shown in figures 2.4 to 2.7. The trends in the annual mean concentrations between 2009 and 2012 are shown in figure 2.8.

Diffusion Tube Monitoring Data
The 2012 bias adjustment factor used is 0.76. This is the factor calculated from the Chignal St James co-location sites in Chelmsford. See appendix 1. The results of the diffusion tube monitoring from 2012 are tabulated below. The bias adjusted mean values for 2009, 2010 and 2011 are also included to provide an indication of any trends in the monitored results.

2.2.2 Particulate Matter (PM10)
There is currently continuous monitoring of particles (PM10) undertaken by Chelmsford City Council at three locations: Springfield Road, Rainsford Lane and Chignal St James sites using a Beta Attenuation Monitor (BAM). Data for the BAMs has been corrected to gravimetric equivalent dividing by the 1.211 factor from the "UK Equivalence Programme for Monitoring of Particulate Matter". The ratified results are shown in table 2.5. Annual mean values for years 2008 to 2012 are shown in figure 2.9.

5 Air Quality Planning Policies
The following statements relating to Air Quality and environmental protection have been adopted into Chelmsford’s Local Development Framework:

Policy DC30: Air Quality
“Within designated Air Quality Management Area the Council will promote measures to improve Air Quality and will expect development proposals to reduce sources of air pollution. 6 Local Transport Plans and Strategies
The City of Chelmsford is covered by the Essex County Council Local Transport Plan. There are a number of general measures in the Essex LTP which are aimed at reducing the impact of road transport on Air Quality. Essex County Council’s LTP 3 gives high priority to Air Quality within declared AQMAs. The Council is working in partnership with the Essex County Councils Environment, Sustainability and Highways department to ensure that new traffic management schemes consider the potential impact on Air Quality, and to consider the feasibility of implementing highway schemes at the existing Army and Navy AQMA that may offer an improved level of Air Quality.

7 Climate Change Strategies
In support of the Climate Change Programme and as part of its vision ‘……..to be at the leading edge of…….environmental excellence at the heart of Essex, where people choose to live…..because of the ever-improving quality of life……now and for future generations’, the Council became a signatory to the Nottingham Declaration in 2007 and committed itself to address the causes and impacts of Climate Change. The Climate Change Strategy and Action Plan were presented to the Cabinet in April 2009 and were approved. The Strategy highlights the objectives, and the tasks to achieve them. These cover: emission reduction from Council assets; reduction in greenhouse gases from travel and landfill sites; provisions to adapt to the impact of climate change; and, education and support to residents and businesses in the Borough to mitigate and adapt to climate change.

9 Conclusions and Proposed Actions
9.1 Conclusions from New Monitoring Data
The 2012 Progress Report of new monitoring data has shown that there was one exceedance of the NO2 annual mean objective from data collected by Diffusion Tube occurred at one location in Chelmsford. The location of this exceedance is outside of the AQMA. The exceedances of the annual mean NO2 objective occurred at: CB 70 - Howe Green, Southend Road. When the measured value was projected to the nearest receptor, it was within the objective and hence no action is required. See Appendix 1.

Diffusion Tube Bias Adjustment Factors
Chelmsford City Council has three triplicate co-location sites at its Springfield Road, Rainsford Road and Chignal St James continuous monitoring sites; however due to low capture rate only the automatic data and the diffusion tube data from the Chignal St James rural background location used to calculate the local bias adjustment factor.

QA/QC of diffusion tube monitoring The Workplace Analysis Scheme for Proficiency (WASP) is an independent analytical proficiency-testing (PT) scheme, operated by the Health and Safety Laboratory (HSL). WASP offers a number of test samples designed to test the proficiency of laboratories undertaking analysis of chemical pollutants in workplace and ambient air. One such sample is the WASP NO2 test sample type that is distributed to participants in a quarterly basis. The following table summarises laboratory performance in WASP NO2 Proficiency Testing Scheme for Rounds 116-118. Data for WASP R119 was not available at the time of writing this report. There is currently continuous monitoring of particulates (PM10) undertaken by Chelmsford City Council at three locations in the area using a Beta Attenuation Monitor (BAM). Data for the BAM has been corrected to gravimetric equivalent dividing by the 1.211 factor from the "UK Equivalence Programme for Monitoring of Particulate Matter".
