ADDENDUM No. 1 Issued: 25th January 2013 NKC has approved the following alteration to the 2013 AKA Karting Manual and Rotax Technical Documents . Effective immediately. 1. Chapter 22 – Fuel / Fuel Testing

Change overflow bottle capacity in rule 22.04 from 150ml to 100ml.

Rule 22.04 Overflow Bottles: The fitting of overflow bottle/s is compulsory. (100ml minimum total.) All flexible fuel line connections are to be wired or clipped to the satisfaction of the Scrutineer. Fuel taps are optional. Karts fitted with float carburettors must have a catch tank included in the carburettor vent system to catch surplus fuel in the event of the carburettor flooding and the vent lines must be secured at the carburettor, must be continuous with no other fitting between carburettor and catch tank, and the breather slit must remain within the catch tank.

2. BRP-ROTAX FR 125 JUNIOR MAX TECHNICAL DOCUMENT Rule 15.13 Change ‘catch tank’ minimum capacity from 150ml to 100ml

ADDENDUM No. 2 Issued: 18th February, 2013 At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately. 1. Addition to rule 13.19.1d

Rule 13.19.1d A Cadet may make application to their SKC for dispensation to remain in the class for a further 12 months, or until their 12th Birthday, or until the end of that calendar year.

2. Addition to rule 13.19.2d Rule 13.19.2d A Rookie may make application to their SKC for dispensation to remain in the class for a further 12 months, or until their 14th Birthday, or until the end of that calendar year.

ADDENDUM No. 3 Issued: 18th February, 2013 At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately. 1. Addition to rule 25.07.4 25.07.4

Disk brakes only. May be hydraulic or mechanically operated. CIK/FIA homologated brake systems / components are permitted.

2. Change to rule 25.23 to read;

25.23 Technical Infringement During an Event: If, at the completion of any section of an event, any of the below items (a) to (i) are found by the Officials / Scrutineer / Technical Officer to be dislodged / non compliant, the kart will be impounded for further inspection. Karts that fail inspection due to any of the following items, (a) to (i), will be automatically excluded from the section of the event to which the non-compliance relates. Action will be taken by the issue of a Penalty Notification Form, which will be issued without an Officials Hearing and signed by at least 1 Steward and the Chief Scrutineer (Judge of Fact). A complaint / appeal cannot be lodged against this action.

ADDENDUM No. 4 Issued: 18th February, 2013 At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately. 1. Change to rule 16.05(c) 1).

16.05(c) 1). Timed qualifying Sessions: For events or specific races that require timed qualifying to determine grid positions (other than State or National Championship events), the organizers may program a minimum of one or a maximum of two timed qualifying sessions per class. Each programmed timed qualifying session must allow competitors a reasonable time to complete a minimum of three (3) timed laps and shall be no more than ten (10) minutes in duration.

2. Change to rule 16.05(d) 1) to read;

16.05(d) 1) Failure to Register a Qualifying Time: When a competitor fails to record a time during timed qualifying for any reason other than through the fault of the organizers, the driver will be issued a time of the slowest lap time from that class, plus one second. Action will be taken by the issue of a Penalty Notification Form, which will be issued without an Officials Hearing and signed by at least one Steward and the Chief Timing Officer (Judge of Fact). A complaint / appeal cannot be lodged against this action.

ADDENDUM No. 5 Issued: 18th February, 2013 At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately. 2. Change to rule 6.02.9(1)(b) to read;

6.02.9(1)(b) The competitor loses any points, placings or awards in all sections of the event (class) completed at that meeting before the licence suspension was imposed.

3. Remove the following wording from the definition of ‘Event’ on page 23 of the 2013 AKA Manual.

Event All competitions for the one class at the one meeting, except as allowed for in rule 16.06(d).

ADDENDUM No. 6 Issued: 18th February, 2013

At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately.

4. Add the following new sub-rules to rule 4.07 to read;

4.07 Remuneration of Officials: All officials at any AKA Permitted race meeting shall act in an honorary capacity. a) The AKA shall cover travel and accommodation expenses for appointed

Interstate Steward/s for National Sprint Championships (bitumen), and travel expenses for appointed Interstate Steward for State Sprint Championships (bitumen).

b) All refreshments, breakfasts and lunches as required at the track are the responsibility of the promoting club.

c) Evening meal expenses of $40.00 per night are the responsibility of the promoting club.

d) Reimbursement of travel / incurred expenses for Appointed Officials to attend race meetings are the responsibility of the promoting club when rule 4.07(a) above does not apply. Incurred travel expenses are to be reimbursed at a minimum rate of 26 cents / km travelled, plus fuel costs. This rate is subject to annual review by the NKC.

e) Appointed Officials who need to travel more than (2) two hours or (200kms) two hundred kilometres from their normal residence must be provided with minimum (3) three star rating accommodation as follows;

1. For single day race meetings, the night prior to the race day. 2. For single afternoon / night race meetings, the night of the race

meeting. 3. For multi day race meetings, for the duration of the race meeting

including the night prior to the race day. 4. Under exceptional circumstances, Appointed Officials have the right to

request additional accommodation. f) Other Officials may be remunerated for their services by the organisers of

ADDENDUM No. 7 Issued: 18th February, 2013

At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately.

1. Add the following wording to rule 4.09(p) to read;

Rule 4.09(p) In extraordinary circumstances, take the decision to stop / abandon / re-run a section of an event when rules 16.11(a)(i) & (ii) are not applicable.

2. New rule 17.12(j) (j) When inside the Race Track Area, high visibility clothing must be worn on the

ADDENDUM No. 8 Issued: 18th February, 2013

At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately.

1. Add to rule KTJ 1.04.2, Yamaha KT100J Technical Specifications; KTJ 1.04.2

The welding and re-machining of the combustion area, gasket face and spark plug surface is allowable. Any additions / repairs must be permanent and non-adjustable. This may include an aluminium insert. Maximum diameter of any part of such repair insert is 69.0mm.

2. Add to rule KTS 1.04.2, Yamaha KT100S Technical Specifications; KTS 1.04.2

The welding and re-machining of the combustion area, gasket face and spark plug surface is allowable. Any additions / repairs must be permanent and non-adjustable. This may include an aluminium insert. Maximum diameter of any part of such repair insert is 64.0mm.

ADDENDUM No. 9 Issued: 18th February, 2013

At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately.

1. Change to rule 22.02.6 Illegal Fuel Penalty to read;

22.02.6 Illegal Fuel Penalty If a competitor does not comply with Chapter 22 Fuel / Fuel Testing rules as determined by the Fuel Tester (Judge of Fact), the competitor will be immediately excluded from the race meeting. The matter must then be referred to an appropriate Disciplinary Tribunal for further penalty with a recommendation of a twelve (12) month licence suspension.

2. Remove the following rule 22.04 Overflow Bottles 22.04 Overflow Bottles:

Shall be securely mounted in front of the driver, made of leak proof material and mounted so that it does not project in a manner likely to cause a hazard or a spillage. All fuel containers to be fitted with a male connector to accept the flexible fuel line. All flexible fuel line connections are to be wired or clipped to the satisfaction of the Scrutineer. Fuel taps are optional. Flame retardant materials are recommended.

ADDENDUM No. 10 Issued: 18th February, 2013

At the NKC meeting held on the 16th and 17th February, 2013, the following was approved and is effective immediately.

1. Add to rule SW1.05, Carburettor in the Comer SW80 Technical Specifications.

1.Tillotson HL 326A or HL 166B with a Venturi of 15.87 mm. maximum. Carburettor to be stock as supplied by COMER and the choke is to remain attached. The back edge of the choke butterfly may be bent to allow the leading front edge to be in the fully open position. No additional machining or polishing of any cast surface. This includes throat, venturi, etc. of carburettor. All screws, etc. to remain as supplied by Manufacturer. Gasket & Diaphragm kits are free. The carburettor on the left in the below picture with the ‘location lug hole’ and larger ‘pulse hole’ DOES NOT COMPLY to the current AKA Manual or these Comer SW80 Technical Specifications and cannot be used in any AKA sanctioned events.

ADDENDUM No. 11 Issued: 12th April, 2013 At the NKC teleconference held 10th April, 2013, the following was approved and is effective immediately. Chapter 44 SPEEDWAY 1. Change to the minimum allowable age to operate Push Karts or Quad Bikes to

start karts. 44.13 Starting Karts by Push Kart or Quad Bikes

ADDENDUM No. 12 Issued: 12th April, 2013 At the NKC teleconference held 10th April, 2013, the following was approved and is effective immediately. Chapter 19 CLOSED STATE TITLES AND AUSTRALIAN MASTERS GAMES

1. Change to rule 19.11, ‘Eligible Classes for State Closed Titles’. Delete existing wording and replace with the following;

19.11 Eligible Classes for State Closed Titles’

Eligible classes for State Closed Titles shall be decided by the relevant State Karting Council, up to a maximum of 16 classes. Classes must consist of those regularly run within the state.

ADDENDUM No. 13 Issued: 12th April, 2013 At the NKC teleconference held 10th April, 2013, the following was approved and is effective immediately. Chapter 1 GENERAL STANDING REGULATIONS 2. Addition of NEW rule 1.37 to outline Penalties Procedures: 1.37 PENALTIES: Penalties will be applied during a race meeting for breaches of these regulations via (1) one of the following procedures; a) Penalty Notification Form:

A Penalty Notification Form is issued by a Steward of the Meeting when an established breach of rule/s is determined by a ‘Judge of Fact’ decision. These penalties are all prescribed penalties for established breaches and are non-appealable.

b) Infringement Notice: An Infringement Notice may only be raised by an Official of the Meeting ie., (Clerk/s of Course, Steward/s or Judges of Fact) when they determine that an alleged breach of rule/s has occurred. Only the minimum prescribed penalty for the established breach of rule/s, as set-out in chapter 6 of this manual, may be applied. Competitors who admit to the breach and accept the minimum prescribed penalty, waiver their rights to Appeal the matter. A Steward of the Meeting must countersign this paperwork before the penalty can be applied. Competitors who choose not to admit to the alleged breach/es must have an AKA Form of Complaint raised against them for the same breach of rule/s, inviting them to a Steward’s Hearing to defend the charge/s.

c) Form of Complaint: As per chapter 7 of this manual, a Form of Complaint may be raised for an alleged breach of these regulations, resulting in a Stewards hearing being convened to deal with the complaint, and if necessary, apply one or more of the established penalties as described in rule 6.01. Any penalty applied must not be less than the minimum prescribed penalty for the established breach of rule/s, as set out in this chapter 6 of this manual.

ADDENDUM No. 14 Issued: 12th April, 2013 At the NKC teleconference held 10th April, 2013, the following was approved and is effective immediately. Chapter 6 PENALTIES 1. Remove the existing ‘Stewards Quick Reference Guide’ and ‘Suggested Penalties for

Non-Conformance of an Engine or Part’ tables from pages 53 and 54 of the 2013 AKA Manual and replace them with the following ‘Minimum Prescribed Penalties’ table.

ADDENDUM No. 15 Issued: 16th May, 2013 As per Postal Vote – PV2013-02, the NKC by majority vote have approved the changes to the following rule, effective immediately.

Chapter 25 AUSTRALIAN KART FORMULA 25.07.7 Where brake pads are retained only by bolts, the bolts must either be;

• Drilled and safety wired with quality tie wire or

• Have a locking collar with grub screw fitted to the bolt / bolts holding the pads in place should the nut become dislodged.

If split pins are used, they are to be in manufactured condition with a minimum diameter of 3mm.

ADDENDUM No. 16 Issued: 29th May, 2013 At the NKC teleconference held 1st May, 2013, the following was approved and is effective immediately.

1. Chapter 9 TRIBUNAL PROCEDURE

Delete only the following highlighted wording from the current rule 9.05. Rule 9.05 Conduct of Tribunals: Location and Arrangements:  A suitable room, with adequate space and seating for the tribunals, the parties and witnesses, and preferably in a neutral venue should be selected. The bench should be at one end, flanked at right angles by tables for each party with a chair at least for witnesses in front of the bench. Provisions may be made for the press, if the Tribunal permits press reporting, and arrangements must be made to record the hearing in full, preferably on tape. The track must satisfy the requirements of Chapter 17, with a minimum track width of 8 metres, or be a Cams approved Superkart circuit. The circuit must be inspected by an AKA state track inspector.

48.02 Tyres Tyres for each class will be as per class rules and/or at the discretion of the promoter. All tyres to be either AKA or Cams approved.

48.03 Weights Kart weights will be as per respective class weight requirements in the relevant class chapters and/or at the discretion of the promoter. However state approval must be given via permit approval.

48.04 Licence Requirements As per the current AKA Manual. Seniors and Juniors are not to be mixed as per the AKA manual. Minimum B Grade licence required for Superkart Classes.

48.05 Technical Regulations. Unless otherwise specified in this chapter, kart specifications will be taken from within the guidelines of the AKA manual, current or past and/or the CAMS Superkart chapter and/or CIK manual at the discretion of the promoting club and/or group, however state approval must be granted via permit approval and/or state rules. It is permissible to run classes that have otherwise been discontinued by applying rules from previous rule books.

48.06 Bodywork Unless otherwise specified bodywork specifications will be taken from within the guidelines of the AKA manual, and or the CAMS Superkart chapter and or CIK manual. State approval must be granted via permit approval.

ADDENDUM No. 18 Issued: 4th July, 2013 As per Postal Vote – PV2013-01, the NKC by majority vote have approved the changes to the following rules in the relevant Rotax Technical Specifications, effective immediately.

1. BRP-ROTAX FR 125 JUNIOR MAX TECHNICAL SPECIFICATIONS

Rule 18.7 No additional non-original cooling device is allowed. For version 1, 2 and 3 tape can be applied around the radiator. Tape may not be removed from the radiator during operation on the track. All other means of air flow control through the radiator are prohibited, except for the plastic flap on version 3. For version 3, the removal of the original plastic flap and use of tape, like for version 1 and 2 of the radiator, is an acceptable configuration.

ADDENDUM No. 19 Issued: 9th July, 2013 At the NKC teleconference held 3rd July, 2013, the following was approved and is effective immediately.

Version 7 of the Technical Specifications for BRP-ROTAX FR 125 JUNIOR MAX, BRP-ROTAX FR 125 MAX and BRP-ROTAX FR 125 MAX DD2 be replaced with Version 8 of each document which contain the following changes. All additions in each document are highlighted in red.

1. Removal of rule 15.13 (JMax and Max) and 17.13 (DD2) relating to ‘catch tanks’ for float carburettors.

2. Removal of the ‘CHECKLIST DELL’ORTO’ carburettor specs from all three documents and replacement with rules 15.11 to 15.21 (JMax and Max) and 17.11 to 17.21 (DD2).

3. Addition of rule 12.4 (Max) and 11.4 (DD2) relating to the exhaust power valve.

4. Change of wording in rule 11.10 (JMax and Max) and 10.10 (DD2) from ‘must be fitted’ to ‘may be fitted’.

At the NKC Conference held 16th to 18th August, 2013, the following was approved and is effective immediately.

2. New Chapter 49, KZ3.

Preamble: This class is a high performance class for eligible senior competitors, to allow any homologated KZ2 engines to be run together, using high grip tyres. This class is eligible for a state championship if approved by the International Karting Council.

49.01 Driver Limitations: To be eligible to compete in this class, competitors must hold a minimum of an AKA B Grade licence.

49.02 Engine Eligibility: Current or previous CIK homologated or AKA homologated or registered KZ2 engines. *It is the competitors responsibility to have at all times a copy of the homologationdocuments relating to the engine and exhaust in use by the competitor.

All other technical regulations are as per the KZ2 regulations contained within Chapter 43

49.03 Dates of Competition: The International Karting Council, following a request from the appropriate State Association, must approve all KZ3 racing events/dates.

3. CHAPTER 16, NATIONAL COMPETITION RULES

Change to rule 16.14, Winner of a Draw. 16.14 Winner Of Draw: In the circumstances of a draw (equal points), grid positions or a final placing in an event will be determined by the AKA Competition Management System (CM;S) using the following relevant format; (a) When initial heat grids are allocated by computer 'random draw';

A draw (equal points) for grid position in a section of an event, or a final placing in an event, will be determined as the competitor who has scored the highest number of first placings, then the highest number of second placings and so on throughout the relevant event. Should there still be a draw (with placings checked), the draw will be determined as the competitor with the higher placing in the most recent section of the event.

(b) When initial heat grids are determined by timed qualifying; A draw (equal points) for grid position in a section of an event, or a final placing in an event, will be determined as the competitor with the faster qualifying time.

4. CHAPTER 13, COMPETITION DRIVERS LICENCES

New sub-rule 13.15.1(f) 13.15 Licence Grades Within each of the four age divisions there are different grades of AKA licences with the following characteristics 1. (AKA) E Grade Practice Licence a) These are available to members for recreational karting. It is the minimum

recommended licence for persons using an AKA Homologated recreational kart on a licenced circuit. Prior to obtaining an E Grade Practice Licence, a Flag Questionnaire and OLT must be completed.

b) E Grade Practice Licence holders are only allowed to practice in equipment that they, at their age, would be eligible to race.

c) E Grade Practice Licence holders are permitted to compete in one class at a maximum of one (1) race meeting during the period of the license.

d) E Grade Practice Licence holders may be upgraded to a D Grade Provisional Licence by appropriate application and fee.

e) E Grade Practice Licence holders must clearly display a regulation “P” plate on the rear of any kart they are driving.

f) C Grade, B Grade or A Grade Practice Licences are available to members who have held a full competition licence within the previous three (3) years, at the relevant grading. The holder of this licence is permitted to compete in one class at a maximum of one (1) race meeting during the period of the licence, at their previous licence grading, and the 3 year time limit re-commences (rule 13.05 applies). Licence holders are only allowed to practice or compete in equipment that their previous competition licence was endorsed for. This licence is not valid for State or National Championships.

Additions to rule 25.26 Carburettor. 25.26 Carburettor: 1. YAMAHA KT100J AND YAMAHA KT100S

Must be Walbro WB series conforming to dimensions as per diagram. (Note – WB 24 is not eligible) (a) It is permissible to machine the Walbro carburettor body to; (i) conform to dimension E

(ii) conform to dimension C (provided the machined bore and face remain visually concentric to the cast area).

(iii) accept an O ring for the low speed jet and throttle shaft. b) A threaded butterfly screw must be retained, countersunk screws are not permitted. Butterfly and shaft

must be as manufactured. c) It is permissible to repair the inlet seat and throttle shaft bore in the Walbro carburettor. Carburettor

bore may not be sleeved. d) It is permissible to enlarge only existing fuel / air holes, but they may not be deleted or relocated. The

holes must be the same shape as originals when viewed externally. e) All air must pass through the carburettor throat.

f) Adjustment of carburettor jet needles must be done by manually turning the jet needle (or its extension) only.

g) Carburettor throttle cannot be actuated by electro mechanical means. h) It is permissible to fit a mechanical stop to limit the range of carburettor jet needle movement, however

no modifications to the carburettor are permitted to mount such a stop. Measurement code:

A As cast MAX Venturi diameter 24.13mm B As cast (area will extend from the front of the carburettor to the progression discharge jet which must

have all or portion of this jet in the cast area.) C MAX downstream diameter 25.7mm, D Butterfly shaft must be located at the bore centre. E MIN carburettor body length of 37.5mm

No internal inspection required, ie covers will not be removed and only external measurements and visual inspection taken.  Where internal inspection is required, the carburettor will be impounded for further inspection by a State Technical Officer.
