    The Ministry of Social Justice & Empowerment (Department of Social Justice &

    Empowerment) is entrusted with the empowerment of the disadvantaged and marginalized

    sections of the society The Target groups of the Department are! (i) Scheduled "astes# (ii)

    $ther %acward "lasses# (iii) Senior "itizens and (iv) 'ictims of Sustance use

    Enhancement in Plan Outlay in 2013-14

     

    There was an increase of *+++, in the -lan outlay of the Ministry from .s/0*/

    crore in 12*13*4 to .s ++1/ crore in 12*43*5 which includes the %udget Estimate of the

    Department of Disaility of ffairs The -lan $utlay allocated to Ministry of Social

    Justice and Empowerment has een enhanced from .s *4254 crore in the ** th 6ive 7ear 

    -lan to .s 41+85 crore for *1th

    Scheule !astes De"elopment

     

     Revision in the Scheme of Post Matric Scholarship for the Scheduled Castes Students

    The o:ective of this Scheme is to provide financial assistance to scheduled caste

    students studying at post matriculation or post3secondary stage to enale them to complete

    their education The financial assistance includes maintenance allowance# reimursement

    of non3refundale compulsory fee# %oo %an facility and other allowances

    The Scheme has een partially revised wef 2*2512*4 The annual parental income

    ceiling on the eligiility condition has een revised from e;isting .s122 lah to .s 1/2lah

    strategy of the -lanning "ommission# the Ministry had prepared a draft %ill on the

    Scheduled "astes Su3-lan draft "ainet ?ote on The Scheduled "astes Su3-lan

    %ill# 12*4C was circulated for inter3ministerial consultation in $ctoer 12*4 %ased on the

    comments received from the Ministries@Departments the note for the "ainet on TheScheduled "astes Su3-lan and Trial Su3-lan %ill# 12*4C has een forwarded to the

    Ministry of >aw on 2/*112*4 for vetting Efforts are eing made for otaining early

    decision of the "ainet

    This legislation# as and when enacted# would ensure flow of S" population

     proportionate funds out of the total nnual -lan $utlay for the development S"s

     

     E,tension of Tenure of the National Commission for Safai -armacharis !NCS-"

    The "ainet# in its meeting held on 1*2112*4# approved the e;tension of the term of 

    the ?ational "ommission for Safai armacharis (?"S) for a further period of three

    The 6inance Minister had# during his %udget Speech 12*43*5# announced that *2, of 

    Special "entral ssistance (S") to Scheduled "astes Su -lan (S"S-) 6unds would e

    utilized for Sill Development 9n pursuance of this announcement and with the approval

    of the competent authority# the Guidelines have een issued to States@

    containing the proposed amendments in the ct The "ainet in its meeting held on

    The ?ational -olicy on $lder -ersons (?-$-) was announced in *000 to reaffirm the

    commitment to ensure the well3eing of the older persons The -olicy envisages State

    support to ensure financial and food security# health care# protection against ause and

    e;ploitation# shelter and other needs of senior citizens to improve the =uality of their 

    lives

    eeping in view the changing demography of the senior citizens in the country over 

    the last decade# the Ministry constituted a "ommittee to (i) assess the present status of 

    various issues concerning senior citizens# in general# and implementation of ?-$-# *000#

    in particular# and (ii) draft a new ?-$- eeping in view the emerging trends in

    demographic# socio3economic# technological and other relevant fields The "ommittee

    sumitted the draft ?ational -olicy for Senior "itizens (?-S") on 4*st

    conferred on eminent senior citizens and 9nstitutions in recognition for their contriution

    Empowerment suggested for a more comprehensive and e;tended pilot survey so as to

    cover some States

     

    The Ministry of Social Justice & Empowerment constituted a "entral "oordination"ommittee (""") to coordinate and monitor the overall progress of the dvanced -ilot

    Survey to e conducted in all the districts of Manipur# Maharashtra and -un:a ?ational

    Statistical "ommission (?S") during a meeting held on +012*4 oserved that the

     proposed advanced pilot survey may not serve the purpose as the present methodology and

    the sampling design was not liely to give accurate result ccordingly a oring Group

    depth study of the prolems eing faced y the Transgender "ommunity and suggest

    suitale measures for addressing these issues So far# the "ommittee has met twice on + th
