Introduction• The Kenya School of Government (KSG) was established through Act of

Parliament that became effective in 2012 as a successor to the former Kenya Institute of Administration (KIA) and the Kenya Development Learning Centre and incorporated the former Government Training Institutes (GTIs) in Embu, Matuga, Mombasa and Baringo.

• The mandate of KSG is to build capacity and inculcate public service values and ethics for quality service delivery towards attainment of desired results for the people of Kenyan

• The School has six Campuses; Nairobi, eLDi, Mombasa, Matuga, Baringo and Embu

• The mandate of eLDi is to leverage ICT and ensure accessibility of quality capacity building programmes to the public sector

Trends/Opportunities in the Public Sector

• Just a few years ago it would have been difficult to speak of eLearning in the same breath as training of the public sector

• But while traditional face to face learning remains popular, things are changing fast

• Kenya’s constitution 2010, established a devolved system of government that drastically changed the structure of government and introduced many new institutions to support the new system

• Due to these changes, the numbers of both state officers and public officers has grown tremendously

• The citizens are demanding better services and value for their money

• Competition between public institutions is increasing fueled by a culture of performance contracting

• Focus on Regional cooperation and integration promoting a need for countries to learn from one another and across borders

• Austerity measures put in place due to the imbalance between what is generated and what is required to run government’s recurrent and development budget

• New employment is being discouraged. Ultimately fewer people being engaged to run the affairs of public institutions

• Gone are the days when public officers enjoyed long unlimited study leave and training breaks both in and out of the country.

• Increased demand for capacity building as result of the constitutional changes, need for multitasking, increased competition and demand for better services

• International training remains relevant and useful for bench marking and experience sharing

• Less time dedicated for training • Constrained Training budgets• Means an innovative approach is required. ICT

supported learning will be the only feasible option in the training of the public service

General Overview of eLearning• eLearning encompasses learning at all levels• It includes formal as well as non formal channels, using information

networks such as internet, an intranet (LAN)or (WAN) for course delivery, interaction and facilitation.

• Blended learning refers to learning models that combine traditional classroom based practice with elearning solutions

• The blended approach recognizes that not all learning is best achieved in an electronically mediated environment, particularly one that dispenses with a live instructor

• A map of e-learning territories proposed in the HELIOS report 2006 could help us understand the main applications and scenarios of use

• The emerging territories are represented graphically according to their position in a continuum ranging from formal learning and encompassing the non-formal learning.

Is eLearning effective?

• A study conducted by the US Department of Education in 2010, titled “Evaluation of evident based practices in online learning: A meta analysis and review of online learning studies” found that students in online conditions, performed modestly better on average than learning the same material through traditional face to face instruction

• It will be interesting to conduct a similar study in Kenya and see whether the same results will be achieved.

• Based on available empirical evidence we can conclude that yes, elearning is effective.

century. In the economy ahead, there is only one source of sustainable competitive advantage-skills. Everything else is available on a more or less equal access basis”.

• We know for a fact that e-learning has the potential to increase access and improve the relevance of education and training

• E-learning enables provision of education and training opportunities to people who have previously had no access such as scattered rural populations, groups such as those with disabilities and the elderly

• This is possible because ICT enabled learning dispenses with the need for the instructor and the learner to be in one physical location.

• Some e-learning tools such as video conferencing technologies make it possible for multiple geographical dispersed learners to receive instructions simultaneously from experts who otherwise would not be difficult to access

• Internet and the World Wide Web provide access to learning materials in almost every subject and in a variety of media anywhere and at any time of the day and to unlimited number of people.

• The nature of e-learning allows flexibility when undertaking training which allows employees to work and learn at the same time.

• E-learning improves the quality of education and training by enhancing learner engagement and motivation

• There is evidence that in spite of the large up-front investment required for e-learning, in terms of physical infrastructure, equipment, staff and capacity building, e-learning is a cost-saving investment

• Yes!eLearning is transforming employability in this country through enhanced access to training and education, through reduced training costs, through access to information and through informal networks
