President and CEO’s reportISCH has reached many satisfying and rewarding milestones over the past 12 months. The 2014–15 year presented ISCH with myriad challenges and opportunities, with the sector continuing to operate in a state of constant flux. We are proud to reflect on the ways in which ISCH harnessed opportunities where they arose and created them where the path was uncertain. ISCH remains a values-driven organisation, committed to improving the health and wellbeing of all in our community, and our achievements this year testify to this mission.

ISCH continued to lead the sector in innovation and service development, attracting new funding streams from

both the Commonwealth and the Victorian Government for a range of new and existing programs. Our community Mental Health and Alcohol and Other Drug (AOD) programs grew within the City of Port Phillip and Stonnington, and expanded into the local government areas of Kingston, Bayside and Glen Eira. ISCH was awarded the contract to provide the central intake service for community AOD services and also received much-needed additional funding from the Victorian Government to expand our Needle and Syringe Program.

Our Indigenous Access Program also grew substantially with the addition of three new roles – a Women’s and Families Worker and two Youth

Workers – thanks in part to Koolin Balit funding from the Victorian Government. These additional resources helped the Indigenous Access team to achieve remarkable outcomes, including an overall increase of 35% in the number of Indigenous clients accessing vital services. Our Women’s and Families Worker, Hayley Penrose, was also recognised for her outstanding achievements over the year with an International Women’s Day Award.

ISCH’s flagship health promotion program, Social Health and Inclusion Port (SHIP), successfully implemented the first year of its Community Plan 2013–17. SHIP is a five-year initiative that brings together local residents and community organisations to improve the health and wellbeing of people within the Port Melbourne community. In this first year of the Plan, SHIP delivered several successful community initiatives, including the roll-out of the Food Mate program in partnership with SecondBite, which has helped people develop knowledge, skills and connections that will help them appreciate the benefits of nutritious food and improve their health.

ISCH also played a strong advocacy role throughout the year, contributing to positive policy and social changes. For over a decade, our Resourcing Health and Education for the Sex Industry (RhED) program has played a lead role in advocating for the decriminalisation of all forms of sex work in Victoria. We were very excited when Amnesty International voted to protect the human rights of sex workers, calling for the global decriminalisation of sex work. RhED contributed a persuasive, evidence-based submission urging Amnesty to support this initiative.

Another exciting development was the securing of funding to undertake a major infrastructure project at our Prahran centre. We received a generous grant of $500,000 from the Victorian Government to redevelop parts of the centre to provide additional counselling and clinical rooms, plus extra group space. This redevelopment will allow the already bustling centre to provide additional general practice, dental, allied health, mental health and AOD counselling, along with family and children’s services and family violence services.

At our Annual General Meeting we will present two Partnership Awards. The first is to Recreation Fitness Centre in South Melbourne for its Your Next Move program. Designed to maintain or improve clients’ balance, fitness and muscle strength, the program began in May 2013 with a weekly session and has now expanded to twice a week. Re-Creation provides a staff member and the use of their facilities at a reduced cost to ISCH clients. The second award is to Cabrini Health for its continued support of our weekly Wominjeka barbecue, which provides a place for the local Indigenous community to gather and receive information about relevant services. Cabrini Health also made a significant contribution to our Women’s Indigenous Program (mentioned above). These partnerships demonstrate the value and outcomes that can be achieved through strong collaboration.

As we look to the coming years, we are excited about our new Strategic Plan 2015–18, which reflects ISCH’s firm commitment to the values of social justice, equality and human rights. Our new vision, ‘Health and wellbeing for all’, encompasses our commitment to primary health care

and recognises the need to expand our services to reach more people in the community. This direction not only reflects our new vision, but also acknowledges that to effectively reduce health inequity we need to reach out to all in our community.

For our many achievements this year, we would like to thank the tireless contributions of our staff, volunteers and community supporters who never cease to go above and beyond; our clients and community members who partner with us and make coming to work so satisfying and rewarding; our Board of Directors who generously give their time, energy and expertise to further our mission; and our partners and funders who continue to believe in us and support us to achieve our goals.

We are filled with optimism for the coming year and we look forward to the journey ahead, working in partnership to realise a shared vision of health and wellbeing for all.

Treasurer’s reportOver the 2014–15 financial year, ISCH increased its revenue by 8% in a challenging funding environment and significantly increased its surplus, with expenditure growing at a more modest 5%. This is the third consecutive surplus after a number of deficit years.

The 2014–15 financial year was one of consolidation with no major infrastructure programs. Much of the increase in revenue was due to the successful tendering in the areas of Mental Health and Alcohol and Other Drugs. Both areas experienced significant growth and produced surplus results in their first year of expanded operation.

Our functional review was completed during this period, with the 2014–15 year the first period to highlight the savings achieved by this review. The resulting improved financial performance leaves our organisation well placed to tackle the evolving environment and the challenges that lie ahead.

Financial PerformanceTotal operating income in 201415 was $24.0 million. This compares with $22.2 million in 2013–14, representing an increase of 7.9%. Expenditure was $23.2 million, compared with $22.2 million in 2013–14, an increase of 5%. A modest increase in funding and program activity was the cause of both increases. ISCH’s cost containment focus helped to produce a surplus for this financial year of $794,728, compared with a surplus of $73,417 in 2013–14). The process of improving organisational efficiencies is ongoing and will leave ISCH well placed to deal with the tighter funding being experienced in the sector.

My sincere thanks also goes to members of the Finance & Investment Committee and my colleagues on the Board of Directors for their hard work and assistance throughout the year.

Key managers profileISCH’s Overarching HR Policy and Procedure provides the organisational context and policy environment to support and implement to provisions of both the Equal Opportunity Act 2010 (Vic) and Workplace Gender Equality Act 2012 (Cth) and the predecessor Equal Opportunity for Women in the Workplace Act 1999 (Cth).

The aim of gender equality in the workplace is to achieve broadly equal outcomes for women and men, not exactly the same outcome for all individuals. To achieve this requires:

• workplaces to provide equal pay for women and men for work of equal or comparable value

• the removal of barriers to the full and equal participation of women in the workforce

• access to all occupations and industries, including leadership roles, for women and men

• elimination of discrimination on the basis of gender, particularly in relation to family and caring responsibilities for both women and men.

Gender in the workplaceIn accordance with the requirements of the Workplace Gender Equality Act 2012, ISCH submitted our Annual Report (for the financial year 2014–15) to the Workplace Gender Equality Agency in May 2015. The report provides information against six gender equality indicators:1. gender composition of the

workforce

2. gender composition of governing bodies

3. equal remuneration between men and women

4. availability and utility of employment terms, conditions and practices relating to flexible working arrangements

5. consultation with employees on issues concerning gender equality in the workplace

6. sex-based harassment and discrimination in the workplace.

The Workplace Gender Equality Agency issued ISCH with a Notice of Compliance on 24 June 2015.

Recognition of carersAt ISCH, we recognise the support and important role that carers play in the community. We believe carers should be acknowledged in line with the Carers Recognition Act 2012 (Vic), which formally recognises and values the role of carers and the importance of care relationships in Victoria.

Strategic PlanIn February 2015, ISCH embarked on an extensive planning project to develop the Strategic Plan 2015–18. The Plan was finalised in June and launched at our All Staff Meeting in July.

This plan was developed in collaboration with communities, clients, staff, the leadership team, stakeholders, partners and the Board of Directors. It reflects the organisation’s commitment to its values and its longstanding mission, as well as a bold vision for the future. Our new vision, ‘Health and wellbeing for all’, encompasses our commitment to primary health care and recognises the need to expand our services to reach more people in the community. Therefore, the coming years will see exciting changes at ISCH – we will strive to become a universal service, providing a wider range of health and wellbeing services to more and more people in our community.

We believe that our strong commitment to our vision, mission and values will allow ISCH to rise to the challenges we are likely to face in the coming years, particularly

demographic and health changes, including an ageing population, rising chronic and complex health conditions, changing consumer expectations, and a highly uncertain policy environment. These will all impact on how ISCH goes about achieving its mission.

To continue to deliver the best quality and most cost-effective services, ISCH will invest in technology and systems to better communicate with clients and communities; business systems to improve our efficiency; continued innovation to deliver effective, client-directed services; and

investment in our people to ensure they have the skills and resources required to meet changing client and community needs.

As we look to the future, we are excited to start implementing this Plan. We are confident that it provides us with a blueprint for delivering on our mission and working towards our aspiration of ‘Health and wellbeing for all’. Free Monday to Friday

The buses are user friendly; able to support residents in wheelchairs and those who use wheelie walkers and motorized scooters. The friendly transport officers will provide additional support to residents helping them on board and assisting with their heavy shopping jeeps by using the hoists in each bus.
