LETTER FROM THE CHAIRMAN
It is with great pleasure that I present the Dial Before You Dig WA’s Annual Report for the financial year
ending 30 June 2015.
The Dial Before You Dig service has been in use now in various forms for 28 years in Western Australia and
continues to grow. Enquiries received during the year rose 15.4% (from 228,041 in 2013/14 to 263,055 in
2014/15).
Since Dial Before You Dig WA Ltd was established as a not for profit company in 1999, the volume of
enquiries has increased by over 800%. It is pleasing that during this period we have continued to improve
our service levels while protecting the assets of our members and improving public safety.
There were a number of items of note during the year:
Support of the service remains strong, with a recorded WA use of 101,900 enquiries per thousand
people against the national average of 55,100 as at 30 June 2015. The WA marketing strategy
continues to be highly successful and well supported;
Membership of the service continued to increase with the signing of 44 new members (7 Ordinary
Members and 37 Associate Members);
Twenty one of the 89 asset owner members are now on automatic response systems with more
members investigating these systems, and ultimately delivering a fast response time to users of the
service;
Use of the iPhone App and the web enabled smart device access system (released in September
2014) continued to grow;
The high utilisation by WA customers of online facilities (currently at 96%) has enabled the service
to maintain its low fees;
A review of the national pricing structure was completed with the Association of Australian Dial
Before You Dig Services during the year which will contribute to maintaining lower fees for the
coming year; and
The vision of “Zero damage to underground assets, Zero impact to the community” continued to be
rolled out to achieve improving results in the preventing of damage to assets and associated
impacts to the communities served by those asset owners.
Dial Before You Dig WA remains financially strong, with a current equity of over $1.3M as at 30 June 2015.
Our strong financial position, growth in enquiries and efficiency improvements has allowed the Company to
maintain the lowest fees in Australia for many years, and return benefits back to our members.
There were a number of changes within both the Board and Management of Dial Before You Dig WA during
the year. Firstly the previous Chairman, Pat Donovan retired as ATCO Gas Australia’s representative on the
Board. Pat’s support, efforts and input were greatly appreciated over the many years he was part of the
Dial Before You Dig WA Board.

In addition, Steve Dorricott retired as the Water Corporation’s representative on the Board. Steve’s
contributions to the Board were also greatly appreciated. Kelvin Grace from ATCO Gas Australia and
Michael Andrews from the Water Corporation joined the Board as the new representatives of their
respective organisations.
The previous State Manager, Kim Rushton, announced his intention to retire. The Board acknowledges his
efforts and contribution over his many years of service as Kim and his team built the Dial Before You Dig
service and brand in the West Australian underground industry to what it is today. Kim will continue for a
short period as a Project Officer in order to transition any corporate knowledge and history to the new
State Manager, Justin Scotchbrook who joined in June 2015.
The key objective for Dial Before You Dig WA is to continue to deliver the best outcomes for our customers
and members. Taking this into account, the following will be our main areas of focus in the coming year:
Continue to encourage the members, as much as possible, to improve processes to enable
response to customer requests automatically on a 24/7 basis;
Continue to develop and implement statewide training/awareness programs;
Work closely with the Association of Australian Dial Before You Dig Services to improve service
delivery in an efficient and sustainable manner; and
Encourage the members to participate in the national Infrastructure Damage Reporting system to
enable the use of root cause analysis to focus damage prevention efforts.
In conclusion, I would like to thank my fellow Directors of Dial Before You Dig WA Ltd for their efforts and
support during another successful year. It is only through their generosity with their time, the expertise and
experience they bring to the Board and their significant commitment to providing direction and governance
to the Company that we continue to deliver improved service to our members and customers.
We all now look forward to the new challenges the coming year will bring.

PART 1: THE YEAR IN REVIEW The usage of the Dial Before You Dig service continues to be well supported. A total of 263,055 enquiries
were received in 2014/15 across Western Australia, representing an increase of 15.4% as compared to the
previous year as illustrated by Figure 1.

The financial performance of the Company for the year ending 30 June 2015, as depicted in Figure 2 below,
remained solid even with an 11.25% reduction of revenue during the period. This was a direct result of the
strategy to return benefits to members through the reduction of the referral rate from $1.70 to $1.30 in
2014/2015.

The decreased Cost of Goods Sold expense despite an increased referral volume reflects the shift of the
recovery of the costs of the Association of Australian Dial Before You Dig Services (AADBYDS) costs from a

variable to a fixed charge basis illustrating the clear benefit to Dial Before You Dig WA (DBYD WA) from the
new model compared to the previous approach of a recovery indexed to referral volume.
The increased DBYD WA Expense compared to the previous period is primarily driven by the increased
resourcing in WA with the commencement of the Operations Manager role. Other costs in this area were
either stable or had slight decreases on the previous years.

The Company enjoyed continued strong growth in its membership with seven new Ordinary Members and

The various Local Government Authorities were identified as a potential group that would benefit from
membership of DBYD WA. All non-member, as well as existing Associate Member, councils were
approached during the year. Whilst the local government merger issue and debate acted as a distraction
for the councils at this time, DBYD WA was still positively received with the potential to revisit each council
now the merger issue has been resolved.
The number of Members at the end of the financial year 2015 was 250 members. There has been steady
growth of Associate Members over the last three years, with ordinary member numbers remaining
relatively stable over the same period.

In addition, the number of Members adopting automated systems to manage their referral volumes has
continued to increase as illustrated below. Over 97% of the referrals issued in financial year 2015 were
managed via automation.

Marketing and Awareness Education The focus on educational awareness of the key precepts of the safe excavation through the use of the Dial
Before You Dig service heavily influenced the marketing activities conducted throughout the year. A
snapshot of some these activities are depicted below.
Successful displays to promote the service were also conducted at the Dowerin Field Days and a number of
other Trade Expos such as the Master Plumbers Association Trade Shows and the IPWEA Expo. The expos
were held in various population centres across the State in addition to the metropolitan area. The regional
centres covered included Dowerin, Bunbury, Esperance, Busselton, Kalgoorlie, Geraldton and Albany.
In order to maximize this marketing investment the trips to these expos/trade shows were combined with
visits to current and potential members in the respective areas.
In addition to the displays, numerous awareness presentations were performed during the year with
representatives from the Management Committee with pleasing results.
The Civil Contractors Federation of WA (CCF WA) conducted the “Identify, Locate and Protect Underground
Utilities” course, developed in conjunction with DBYD WA and the other major utilities, on eight occasions
throughout the year with 96 attendees across these sessions.
The DBYD WA Awareness Package has been reviewed with an updated version for 2015 launched. The
demand both for the awareness package, as well as the ability to contribute to the content, is increasing.
The Aware 2015 package now has nine Ordinary Members’ presentations included on how to operate
around their asset.
The sponsorship program with APGA (previously APIA), CCF WA, MPA, IPWEA and others has been
continued but reduced on previous years’ programs as better targeting of the message and vision are
implemented. Dual branding with various members continues to be well supported.
Overall the promotional and awareness program continues to deliver good results which underpin the
other activities conducted by the team.
