Notice of Annual General Meeting

Notice is hereby given that the Annual General Meeting of the Wellington Rugby Referees’ Association Incorporated will be held at Petone Working Men’s Club, Udy Street, Petone on Monday, 29th February 2016, at 7.30pm. Agenda

2015 Annual General Meeting Minutes

Minutes of the 2015 Annual General Meeting held at Petone Working Men’s Club, Udy Street, Petone on Monday 23rd February 2015.

Meeting opened at 7:30pm

Present and Welcome:

The Chairman of WRRA, Mr. Ian Dallas welcomed all the attending members as well as guests and acknowledged those life members present. He explained the presence of Ravi Kandula as the Acting Secretary, following the resignation of Michael Langley. A minute silence was observed in recognition of members that passed away in 2014.

The Chairman then spoke to the report and noted the following:

Thanks to R. Kandula and M. Fairmaid for their work in compiling the Annual Report and everyone else that contributed.

There was a big change in 2014 with a new major sponsor coming on board for three years with rights of renewal beyond that period.

A full gear change necessitated by the new sponsorship arrangement was an opportunity to modernise the on-field look of the WRRA and, in conjunction with BLK Apparel, this was generally well done.

The WRRA continues to operate its finances such that an operational reserve sufficient for two full years is maintained. Funding from the Pelorus Trust is down significantly and the new Executive Committee will have to look at the opportunities for funding from other sources as well as review expenditure.

The NZRU has initiated a coach training program which will roll out in 2015.

The rapid increase in the number of 7’s tournaments is having a big impact on our season and steps will need to be taken to ensure appointments are managed appropriately while also catering to the need for an “off-season”.

Recruitment and retention continues to be a challenge and one that is only growing. The You Make The Call program was again implemented with good success at St.Patrick’s College in Silverstream and that model should be used to expand our membership base as we look toward the future demographic.

The annual prize giving dinner, held at Hutt Old Boys Marist RFC, was a good celebration of our successes last year and members are again encouraged to attend this event as it is our marquee social occasion.

Thanks once again to the Executive Committee for the work they do to keep the association in good health, as well as members that contribute regularly at training sessions and through providing coaching and mentorship.

Members from the floor then spoke to the report as follows:

Allan Young – spoke about Honorary Vice Presidents and while he is pleased to see them included in the Annual Report, he would further like to see the list ordered chronologically, with the date of appointment listed alongside.

Gordon Noble Campbell spoke about the role of the Chairman among those that volunteer their time to the Executive Committee, noting that Ian Dallas has been exceptional as Chairman for many years, thanked him for his work.

Financial Report:

Pam Dilnott presented the financial report for the year ended 31st October.

Thanks to A4ME, funding bodies and WRFU for financial support in 2014.

Funds from the Racing Board specifically were spent on new comms gear.

Income was down in the last year. This was managed by removing the boot subsidy and trimming some costs from the domestic interchange program.

Despite writing off a large amount of gear, we were able to record a profit.

Ray Stott spoke to the above motion and presented an excellent case for the election of Ross as a Life Member, citing his extensive contribution to WRRA in a refereeing, administrative & coaching capacity over an extended period.

The nomination was accepted by the Awards Committee (see list) and Ross Ewart was duly elected a Life Member of the WRRA.

Ross then spoke briefly, telling members present that he started with WRRA at age 45 but, should have taken it up much earlier given how rewarding it has been over the many years of his involvement. He has genuinely enjoyed being involved with the organisation and noted that it runs as well as it does because everyone pulls together and had good leadership over the years.

Sponsorship

Rob Neru spoke briefly on behalf of A4ME and thanked the membership for wearing gear with A4ME branding. He mentioned he was also now sponsoring the Auckland RRA and a team in California, USA. He spoke about the desire to see the product used more widely across the WRRA for the development of referees. He again thanked the WRRA for its support and noted that while he was retiring from active refereeing, he would continue in a coaching capacity. He closed by wishing members well for 2015.

General Business

A point was raised about what rights WRRA members have at PWMC and clarification was provided to the extent that as a registered adjunct, WRRA members have much the same privileges as a full member of PWMC once they register in the guest book. Mark Fairmaid presented embroidered hats to Ray Stott and Gary Jackson to identify them as long-serving members of the Standards & Promotions Committee. This was a well-received gesture and Gary thanked Mark for the effort. He took the opportunity to remind those present about fitness testing noting that it was open to all members.

There being no further business, the meeting closed at 8:15pm.

President’s Report My role as President of our Association will reach its conclusion at the 2016 AGM when our current Vice President, Jared Clarke, takes over for the next two years. I am sure we all wish him well for his time in office. Officially I still have two more years to go on the Executive as the Immediate Past President.

I certainly now realise the hard work done by your Executive in the running of our Association and the time and effort given to keep things happening for the benefit of all members. Before I came into office I did not realise the nuts and bolts of what goes on within our executive and now being part of the decision making process I certainly have a better appreciation of the hard work being done on your behalf.

We are lucky to have people on the Executive who have various commercial and entrepreneurial expertise who bring sound advice on matters relating to the running of our association.

The new President and Executive for 2016 face some stern challenges, particularly in and around sponsorship, to enable the WRRA to function at previous levels for the benefit of all members.

Chairman’s Report It is my pleasure to present this Annual Report to the membership on behalf of the Executive.

To start a report with bad news is very disappointing but our year turned out to be a tough one on a financial basis as mid-year we effectively lost our major sponsor, with our expected second payment never eventuating – this was a shock as we had been lead to believe the sponsor, Advantage4me, wanted a long term relationship – it also proved that contracts “do not hold a lot of water” as we effectively became an unsecured creditor and therefore have no realistic options but to move forward and look for new sponsors and financial supporters.

With our financial reserves, Trust funding, and our alliance partners we were able to survive the year as we had sufficient gear stocks and specific Pelorus Trust funding for the National Interchange programme.

The previous year we had indicated that our financial committee of Pam Dilnott & Greg Binning would operate on a prudent and conservative basis to ensure we survived financially through tough years and into the future – they completed that and will continue thus until a new major sponsor and revenue streams are locked in.

A number of members have been seconded into a subcommittee looking at our options around sourcing a number of financial supporters. The WRRA will also secure us as a “Donee Organisation” such that any future donations to our society can be tax deductible.

Pam indicated last year that this would be her last year as an active committee member fulfilling the Treasurer role – it is fitting that I use this written forum to thank her for the 20+ years in the position and all the time and work, and “baking” she has offered this organisation. Her expertise is not entirely lost as she will still be available to assist if required. We have managed to source a replacement within the membership which is good news.

We managed to get Trust funding through the year to cover the National Interchange program, some reffing strip and four sets of communication equipment. This avenue of funding is an increasingly difficult source for sports clubs but we will continue to apply as is appropriate, and we are obviously very thankful for everything we receive.

We are also looking to continue to have strong alliance partners and supporters: WRFU; PWMC who offer their premises free to us as a “community group”; PRFC who offer their rooms for ancillary meetings as we require; and this year, Paremata Plimmerton RFC who offered their premises free of charge for our Awards Dinner

The dinner itself was again a highlight and fitting means of celebrating our year and particularly those members who participated in finals and were selected as winners of our trophies. Steve Newson and his social committee also put on a bus through the Hutt Valley & Wellington which was a good addition to allow our members to get to the venue and be socially responsible around drinking & driving.

Steve also organised our main interchange dinner and subsidiary ones as needed, as we now have smaller groups of interchanges/visitors coming in and spread over the season.

Our Executive, which has been fairly stable over the last few years, will need some new input next year as our Immediate Past President, Gordon Noble- Campbell leaves the committee after his 6 year cycle (once again I know his wise, broad knowledgeable input is available to us as required).

Along with Pam Dilnott, we also have another member who has indicated they will finish their tenure this year – my thanks go to them for their commitment and work. All other members of the Executive committee, plus the sub-committees, particularly Standards & Promotions, and the Appointments Committee, work very hard on your behalf – we are indebted to them.

The electronic world continues to change us all and there is now a requirement that our Constitution be altered to keep us up to date and allow us to operate practically and effectively – proposed changes will be notified as appropriate and within the rules of the Constitution.

7’s rugby continues to increase its presence with new tournaments appearing and filling up our “summer period” – this is a big commitment from our members who referee, appoint, and coach/mentor – for the future we will need to consider very carefully how this is managed and how it fits into our organisation, both financially and practically – in the meantime a big thank you to all that support that portion of our rugby year.

The coaching group, headed up by Tony Myers and ably assisted by Warren Quennell and Garratt Williamson, continued to look at ways of improving the work the group does with members – a new programme of qualification offered by NZRU continues to be developed but the first stage was completed by most group members this year.

Lastly I congratulate our “elite” group of referees – those that we all aspire to – those that get selected for the higher honours of being appointed to representative, Heartland Championship, ITM Cup and Super 15. In the High Performance squad we had Mike Fraser, and joining him full time this season was Ben O’Keeffe who had a number of Super 15 appointments and ITM Cup games.

Richard Gordon and Vincent Ringrose were selected for the NZR Development Squad with Richard ending up with a Heartland Championship semi-final appointment in his first year which was a just reward for good performance.

Nick Hogan was selected in the NZRU Wider Training Group and had appointments at the NZ U19 tournament in Taupo. We also had Daniel Mangin and Aaron Conlon being appointed to games under the auspices of the Hurricanes Youth Rugby Council. Our congratulations go to them all and we hope their careers continue to grow.

Interchange Report The 2015 domestic interchange program was streamlined following a review during the preceding off-season. The international interchange program was also reduced slightly in scope, but there are moves afoot to expand again in 2016 pending further communications with organisations willing and able to host our referees and provide them with adequate development opportunities. The dual aims of the interchange program continue to be thus: provide development opportunities for referees and coaches; recognise some of our long serving members for their ongoing commitment to the WRRA. The camaraderie that is felt by Referees, both outgoing and incoming, is the key factor that keeps the interchange program an integral part of our calendar year after year, so get amongst it if given the chance. The WRRA is in the minority of host associations for the fact that we billet incoming referees rather than using hotel or motel accommodation. We feel this is a unique point of difference as it involves the incoming referees to a greater degree and also hopefully makes them feel more welcomed. However, this effort requires that our members play a role in creating a great interchange experience. So, should you be asked this year if you’d be willing to host a referee for a few days, please consider it! the Hurricanes interchange happened next on May 23rd with a much smaller group involved. Post-match get-togethers were held at The Backbencher, which proved to be an excellent venue, as well as the fact it is situated very close to Westpac Stadium. Social Report The 2015 social calendar was reasonably subdued, however events that generated success in the past were still held. A quiz night was held at the Petone Working Men’s club with a healthy number of members present. As a novelty, an auction of clothing was held afterwards, with money raised going to towards covering costs of the event. September saw the annual Awards Night, this time at Paremata Plimmerton Rugby Club. The venue looked great all dressed up and participation was similar to last year, with close to ninety members in total. Keith Quinn was an excellent guest speaker and Gordon Noble-Campbell was the MC for the evening, once again setting a jovial mood with his comedy repertoire. A bus service was provided to transport those who didn’t wish to drive to and from the venue – this was well received. Given the success with holding the event at a Rugby club, the early plan for next year is to take it to another local club in the wellington area. The social committee would really like to see more involvement from a greater cross-section of the membership next year and again work on getting more partners to events. Any members with ideas for events or interested in providing assistance with the social side of the interchange programme are encouraged to get in touch with anyone from the Executive Committee – your involvement will be most welcome. Gear Report Equipment The increase to 14 Premier sides definitely put significant pressure on our existing communications gear, but with Scott Kennedy co-ordinating, fixing, and sorting the gear we got through without too much embarrassment. We have sourced Trust funding for 4 new sets so that will put us in good stead for next season. We have also sourced some basic recording gear so a number of other coaches can video games at various levels as a coaching tool - "a picture paints a thousand words" Playing Strip We had similar issues to previous years around the supply of some items early in the season but that mostly settled by mid-year. We basically lost our sponsorship around mid-season but continued with the strip displaying the logo (and likely will have to for at least the early part of next season). We do have a reasonable amount of gear so every member, including new refs, will have strip to wear for next season. Dress Gear This includes our white shirts, blue shirts, jackets & polos. We still only carry small amounts of this type of stock and will continue to order only as a member requires. Polo shirts in the future will not carry a sponsor logo such that they can continue for the "life" of the material - the aim for the future is to fund a total new supply for everyone. Ancillary Gear Badges continue to be available to everyone at $5, with all new referees receiving one after they have completed their "probationary" 3 games. In regards to our whistles the NZRU supply us with plenty of the "black" hard plastic type each year and are readily available to all who want one. The Acme Thunderer, which is our main whistle, is also available to everyone, however for the future we may make them a part of the presentation to new refs at the end of their “probationary period”. WRFU Delegate Report I have filled the role as our Association’s representative (Delegate) to the Wellington Rugby Football Union for the past twelve months.

This role entails being a member of the Club Rugby Board and serving on the Club Rugby Sub-Committee, dealing with Community Rugby Club Competitions through all the grades from Premier to Presidents.

As a member of the Club Rugby Board, I was required to be a member of the Judiciary panel dealing with “Red” card incidents and appeals. There were occasions that I attended these hearings as a WRRA Representative and Referee Support. Judiciary hearings over the 2015 season dealt with 22 Red Cards compared to 35 in the previous season. There were 5 Referee abuse incidents dealt with and sanctions ranged from 3 games to 130 games. Red Cards sanctions ranged from 1 game to 6 games suspension.

As a member of the Club Rugby Board I had the pleasure of carrying out Liaison duties with visiting Super 15 and ITM Cup teams, and this has some advantages with being able to talk with Team Coaches and Captains to broaden my understanding when coaching our members.

Standards and Promotions Report Looking back on 2015, I recall a season at club Premier level where the standard of rugby was high and culminated in exciting matches. The final game of the Swindale Shield round and the semi and final stages of the Jubilee Cup stand out as of course do the outstanding contributions made by our level 1 and 2 groups of referees.

Promotions to level 1 and 2 were numerous (see promotions list) and while our level 1 numbers were light and made appointments to cover club Premier matches difficult at times through unavailability’s or injury, it also gave opportunities for level 2 referees to step forward and show their skills.

The NZRFU focus on 1st XV rugby and games being shown live on television is an exciting development. Already we have had several of our referees seen in action on these televised games.

The Hurricanes Youth Council was responsible for the re-formation of the Hurricanes Referee Development group this year. In my opinion this was a sound move and enabled the promising referees from within the Hurricanes region (Daniel Mangin and Aaron Conlon) to referee some more challenging games of rugby, highlighted by the U16 tournament at Levin.

The highlight of the Standards and Promotions Committee was Bernie McLaughlin’s selection to attend the Dubai 7’s as a referee coach, with Aaron Conlon and Jamie Fairmaid. Bernie has been a bit quiet about reporting back to Ray and I on what went on while they were away (particularly the wind-up party in room 52 and other goings on) but I suppose the old clause ‘what happens on tour, stays on tour’ will be used.

It goes without saying to thank Bernie and Ray Stott for another sterling year with appointments and promotions and, for this year, another round of special Sunday meetings to look forward to at 14 Haig Street.

The 2016 club season will be up and running before we know it and I look forward to meeting up with all referees soon.

Coaching Co-Ordinator The 2015 coaching philosophy was centred on the two objectives of “Referees’ needs within Levels” and “Coach Development”.

1. Referees’ needs within Levels Changed Coaching Structure Coaches were assigned to the four referee levels to provide consistency of help through reports and meetings. Level 1 & 2 referees were combined as one, which allowed the coaching of Level I referees while introducing the Level II referees to our expectations of what it takes to referee premier rugby and beyond. The Development Squad did not run this year. Referee Group Development Planning The Monday instruction format was changed. To provide consistent input at each level the meetings alternated between all the membership (except New) and Level instruction. The coaches assigned to each level, under the guidance of their Level Manager, were encouraged to develop a method of instruction best geared to their referees. This was to better cater for the needs of each level group. Also the instruction topic during the week was to form the framework for coaches that weekend. The overall result was better interaction between coaches and referees of most groups, as well as giving more visibility to the level managers.

2. Coach Development Our coaching numbers for the year dropped by two with both Andrew Rodgers and Bradley Hudson being unable to commit for this season. Tony Meyers took over management of the New Referees group. Also our coach to referee ratio increased further to 1:12.

Garratt Williamson stepped in to positively boost coaching development. To upgrade our coaching knowledge and skills, Garratt successfully trialled the proposed NZR Coaching Foundation Module with the Wellington coaches in March. The monthly coaching meetings were changed to focus first on development planning for level groups. When this was organised and implemented, discussion revolved around ways to help improve our coaching capabilities. To give as much time as possible to these tasks, administration matters were dealt with by email outside meeting times.

During the year coaching appointments were made through Who’s the Ref? As well, A4M was trialled as a means for analysing and reporting on referee performance, but teething troubles made it difficult for most coaches to use successfully.

As a result of the hard work of 2015, it is important to build on our successes. This involves identifying our present coaching skills and utilising them at the appropriate referee levels. To implement this, a small coaching group formed to maintain momentum between coaches meetings, so that coaching is organised and our purpose is met of “making better WRRA referees through better coaching”. Sponsorship Report 2015 was meant to be our second year with our principal sponsor, Advantage4me. Unfortunately by the time of the due date for our first payment of the year we had determined we were possibly going to have a major issue, and by the time that our final year payment date had passed we realised we would probably not get any more, and that proved to be the case – obviously a hugely disappointing situation, particularly as we had a lot of brand new gear out in the field or in our stock.

We need to now find a new major sponsor, or a group of sponsors with some at differing levels of support – work has already started with the WRFU and a WRRA sub-committee, and there are some promising leads but if anyone knows of a business or organisation that may wish to support the WRRA, please let us know.

For the future we will look very carefully at what logos go on our refereeing strip and other gear as some items, such as bags, tracksuits and polos can have a “long life” so therefore it will be unlikely that anything bar the WRRA logo would go on them.

This does mean that it could be a 6-18 month exercise whereby we will attempt to get gear back from members and re-badge it as is practical and appropriate.

Under this report I will also mention our “alliance partners” as these relationships are good and we continue to get good support from BLK, PWMC and Gripfast. The PRFC also continue to offer us free use of their rooms for meetings as we require, and the Paremata Plimmerton RFC offered their premises for our Awards Dinner, both of which we are greatly appreciative.

Hell Pizza also gave us a number of vouchers which we were able to give to Award

winners and hopefully there may be a future association for us.

The past year has seen the association consolidate ourselves in the online world of rugby refereeing. Like anything, the world seems smaller than what it was and it is now so easy to communicate instantly with those in the refereeing community around the world. We can now have our referees participating in the sport that they love and we as an association can get just about instant feedback on how they are performing and what they are doing socially. With referees performing in places like Dubai, Japan, and Hong Kong we get virtually instant feedback on their games and performances,

Our online appointments system Whos The Ref has continued to develop into a crucial tool. With more and more variety of rugby in terms of games happening multiple days at multiple times, it has made the appointments panel’s job a lot easier to make these appointments. We now have more referees travelling the world doing their OE or following various travelling rugby teams. With the continued growth of Whos The Ref worldwide, it helps to appoint those referees with the system giving us the ability to share referees records with other associations using the same system. In New Zealand this now numbers 6 associations.

Facebook has continued to be a key tool in keeping our members informed. With our ‘likes’ growing from 593 to 791 over the past year, we are continuing to grow our presence in the rugby community. Obviously the majority of the likes are from within New Zealand, we have followers in Australia, Fiji, South Africa, and France to mention a few. 18% of our followers are females which is important. There is not a week where something of interest is posted on our facebook page and the interaction and reach is always high.

We are indebted to the contributors and administrators of the Facebook page. They are Jared Clarke, Scott MacLean, Marius du Toit, and Mark Fairmaid.

Our website (www.wrra.org.nz) is seen as a leader in the world for referee websites and what we have managed to achieve. From the stats below, you can see that we are getting upwards of nearly 8000 hits for a month during the peak of the season and for 2014 we were able to maintain a high level of hits.

As always this is down to some amazing and hard work by those involved and my special thanks to Marius du Toit, Jared Clarke, and Scott MacLean who play a big role in managing and supplying a constant stream of valuable information to these e-resources for the WRRA.

FOR THE YEAR ENDED 31 OCTOBER 2015 1. Statement of Accounting Policies

The Wellington Rugby Referees Association Inc follows the general accounting principles appropriate for the measurement and reporting of the results and financial position under the historic cost method. The accounting policies that the Committee considers appropriate for the measurement and reporting of the results and financial position are as follows:

Statement of Compliance The Wellington Rugby Referees Association Inc (“WRRA”) is an incorporated society registered and domiciled in New Zealand. Its principle activity is the provision and development of rugby referees for the Wellington region. The accounts have been prepared on a going concern basis with accrual accounting used to match expenses and revenue, with the exception of insurance which are taken into the season they relate to.

Specific Account Policies Functional currency. The financial statements are presented in New Zealand dollars which is the functional currency of WRRA, rounded to the nearest dollar.

Basis of Preparation The financial statements have been prepared on the basis of historical cost and on the going concern basis. Accrual accounting has been used to match expenses and revenue with the exception of insurance which is recognized in the year in which it is invoiced. WRRA qualifies for differential reporting as it is not publicly accountable and is not large. WRRA has applied all relevant exemptions. Any additional information disclosed is to meet the requirements of the registered constitution of the WRRA.

Depreciation Depreciation has been applied a the rate of 20% pa using the diminishing value method for all assets held by the Wellington Rugby Referees Association Inc.

Inventory All inventory has been valued using the FIFO basis (first in, first out).

Income Tax As a society mainly to promote amateur sport, we are currently exempt, accordingly no provision is made. The application from the Charities Commission has been approved which exempts us from Income Tax, Registration number is CC43455.

Good & Services Tax (GST) All items in the accounts have been recorded exclusive of GST.

Fixed Assets Fixed Assets are stated at their original cost less accumulated depreciation

Changes in Accounting Policies There were no material changes in accounting policies. Policies have been applied on a basis consistent with those used in previous years.

Income - Donations The key income is from donations from Members electing to donate their travel reimbursement claims back to WRRA and tournament sponsors making a donation for WRRA referee services. 5. Income – Wellington Rugby Football Union This income is a non specific grant provided through the Wellington Rugby Football Union to cover operational expenditure. The WRRA would like to thank the Wellington Rugby Football Union for their ongoing contributions. 6. Expenses - Administration This account is made up of costs associated with the Annual General Meeting, general expenses, external subscriptions, Life members and Coaches annual dinner and the Awards Dinner. 7. 8. Expenses – Gear Trading Account This account shows a trading loss of $7437, the partial sponsorship payment for 2015 season received from Search4me is shown as income. Income – Ongoing Partnership Agreements The Association is extremely grateful to Search4me, Infinity and the NZ Racing Board for their sponsorship/partnership support for the 2015 year. Income received from these sponsors was used for outfitting of our referees and referee coaches, referee training programs and also to support the interchange program. Please note that the payment received from Search4me has only been recorded for the actual amount received into the 2015 accounts. Income - Grants During 2015 the Association received grants from Pelorus Trust. The Association is grateful for these grants that funded specific Association activities. 10. Interchange An extremely fully packed interchange program was in place for 2015 and WRRA are grateful to all members who assisting with hosting Interchange referees for the 2015 season, and the contribution from Pelorus Trust grant for the costs of airfares and accommodation. 11. Grants in Reserve The grant received from the Infinity Foundation of $22017 currently is being held for the purchase of communications equipment for the 2016 season.
