PRESIDENT’S REPORT

The Toy Library Federation of New Zealand (TLFNZ) is incorporated and operates under its 

Constitution. Our primary role is to support new and existing not for profit Toy Libraries, 

offering information, and support on all aspects of running a toy library and the value of play.

This year the Board met four times ‐ twice in person and twice via Google Hangout. Google 

Hangout has proved to be a successful way of meeting with a Board that has been spread 

around the country. The Board has had support from Garth Nowland‐Foreman (Community 

Solutions) in updating the strategic plan, taking into consideration the findings of last year’s 

feasibility study, changes in reporting  and compliance requirements.

TLFNZ staffing structure changed during the year and support is now offered via two part‐time 

positions being a National Administrator based in Invercargill and a National Coordinator based 

in Christchurch.

We shifted office premises from Brighton to shared office space in Christchurch Community 

House in Tuam Street, Christchurch. It is wonderful to be working alongside other volunteer 

organisations in such a supportive environment. This will enable all our libraries to benefit from 

the contacts and networks at regional and national level. The move also meant a focus on 

shifting the office completely into Google Drive and developing the procedures and policies for 

this, along with collecting information about our libraries via our website.  Toy libraries could 

also benefit from utilising the cloud storage to ensure smooth transition between committee 

members.

We are grateful for the work done by Rebecca Greatrex from Technical and Tenders in updating 

the Operations Manual. The new format will mean that advice and information to libraries can 

be kept current and easily available to new committee members. It’s exciting to see libraries 

using our Facebook page and interesting to see that libraries from all around the world are 

members. Sharing information this way helps support those who volunteer and reminds us all 

of the benefits of belonging to a community that promotes the value of play and toy libraries. 

Toy Express  The use of a Business Mentor Scheme saw the Board support Long Term Leave cover so that 

Pam Pearce could return to the position of Toy Buyer in mid July 2015. We know that the focus 

on Toy Express (TE) will need to be maintained so that it is sustainable. TE enables clear 

accountability for funding and is one of the reasons that our bulk Lottery application on behalf 

of member toy libraries has been successful. Supporting TE as much as possible will help to 

retain this funding and other funding at regional levels.

Looking ahead

To the retiring Board members, Emma, Karen and Jessica, thank you for your support, 

particularly over the last 6 months.  It has been a team effort from both staff and the Board 

that now sees us prepared for the next 6 months with a focus on improving communication and 

developing relevant support for our libraries. 

Adapting and changing are important to remain sustainable and relevant. At a library level this 

can be as simple as a review of membership so it is easy for grandparents to join.

Being part of my local toy library committee has reminded me of all the good things about 

belonging to a volunteer community group. It’s where you meet people face to face from all 

walks of life that share a similar passion. You make a difference to families, continue to learn 

new skills, make new friends and get to play simply for the fun of it. It’s wonderful to see 

children using the toys, learning to be responsible with them, sharing, investigating  and 

learning as they play.

Our toy libraries are far more than just a toy borrowing service, they educate us all.

TREASURER’S REPORT TLFNZ 

Toy Library Federation of New Zealand Inc (TLFNZ) recorded a deficit of $11,368 (2014 surplus: $5,425) 

mainly as a result of reduced revenue in certain categories. 

Decreases were recorded in Membership income and Stationery sales.  The National Training Weekend also 

ran at a deficit.  We will be reviewing the location, format and frequency of the National Training Weekend 

given that a number of toy libraries were unable to be represented at the 2014 Training Weekend in 

Invercargill.  This event is an important opportunity for networking and sharing ideas whilst also having 

some fun and getting to know fellow toy library members across the country.  Thank you to SKIP for 

contributing to the funding of the June 2014 event by hosting the breakfast on the Sunday. 

The Lotteries grant increased with additional funding being provided to TLFNZ to continue work on 

Strategic Projects, whilst bulk funding to 172 member toy libraries at $900 excluding GST remained 

consistent with the prior year. 

Toy Express division 

Toy Express is the toy buying arm of TLFNZ and has been reported on separately.  Toy Express recorded a 

deficit of $2,743 (2014 deficit: $11,218). This represents an improvement of 76% since last year. 

The Board was particularly focused on Toy Express this year as it was acknowledged that it could not 

continue to record a loss indefinitely at the expense of TLFNZ as a whole.  A big thank you to Pam Pearce 

who is very dedicated to her role with Toy Express and has made a huge improvement in both processes 

and relationships with member toy libraries and suppliers.  The new look website has also been a success 

and continues to be improved.  The graph bellows illustrates Sales, Cost of Sales, Gross Profit and Net 

Surplus/(Deficit) for Toy Express for 2012 – 2015. 

 

Toy Express relies heavily on the support of member toy libraries and we wish to thank those toy libraries 

who continued to support Toy Express by purchasing toys over and above their allocated Lottery grants.  

We wish to note that toy libraries were given a choice between toys, rent or insurance in the coming year 

in respect of their Lottery grant, so your support in 2015/16 will be even more important as Lottery sales 

will be reduced.  Please consider using Toy Express as a benchmark when wishing to purchase toys from 

other suppliers as Pam Pearce is particularly diligent in obtaining the exact same item at a better price.  It is 

generally only in the case of extremely discounted sales drives by suppliers that we are unable to compete 

on price.  Please note that freight is only ever on‐charged at cost even though this may seem high at times,

so please continue to provide feedback to Pam so that we can query costs with Toll, our national freight 

provider. 

Toy Express is currently supported by a part‐time paid employee and receives no separate funding, i.e. it is 

completely self‐funded and relies heavily on the support of member toy libraries in order to remain 

financially viable.  The ongoing financial viability of Toy Express will continue to be monitored by the Board 

on an annual basis. 

2016 and beyond 

New financial reporting requirements came into effect for all charitable organisations in New Zealand for 

financial years beginning on or after 1 April 2015, i.e. years ending on or after 31 March 2016.  This affects 

TLFNZ and all toy libraries that are registered with the Charities Commission.  From next year, TLFNZ will be 

preparing a single annual report which will include Toy Express as this division forms part of the legal entity.  

We plan to develop templates for use by member toy libraries for the FY16 reporting period and onwards.  

The Charities Commission also has plenty of information available on its website (www.charities.govt.nz) 

and hopefully all Treasurers are already aware of the impending changes. 

It’s important that all toy libraries identify the non‐financial information that will be disclosed in the 

Statement of Service Performance as soon as possible, e.g. number of toys purchased, number of members, 

number of volunteers, etc.  This will ensure that appropriate processes are in place to record these 

measures for disclosure in the annual Performance Report going forward.  This is also an opportunity for 

each toy library to “tell their story” so choose wisely when deciding on this information. 

Note that there is no requirement for comparatives in FY16 as this will be the first reporting period under 

the new reporting standards. 

General 

Thank you to Jessica Aitken who was appointed to the Treasurer role at the 2014 AGM.  Unfortunately, Jess 

resigned as Treasurer due to personal circumstances in February 2015.  Jess has continued to provide 

support in payroll administration.  It was also a challenging year with the resignation of Christine Jelley in 

November 2014.  Chris was an integral part of TLFNZ for many years and we would like to express our 

gratitude to Chris for her commitment to toy libraries during her time with TLFNZ.  A very big thank you to 

Teri Black (based in Invercargill) who stepped into Chris’ shoes in a voluntary capacity initially before being 

appointed to the role of National Administrator in March 2015.  We were also fortunate to welcome 

Rebecca Andrew to the newly created role of National Co‐ordinator in February 2015.  Libraries based in 

Wellington will already have heard from Rebecca in relation to their TG McCarthy grants.  Rebecca is keen 

to get to know all the toy libraries and is available to advise on operational issues and any queries regarding 

fundraising processes.
