As per the new organogram proposed by OIL Management, the Public Relations Department was renamed as PUBLIC AFFAIRS DEPARTMENT. The PA department has to deal with an increasingly complex and dynamic environment. The issues could be as diverse as business ethics to equal opportunity, from global commerce to
environment
PA Department helps improving Company’s public image through a sustainable PR strategy. From improving media relations to controlling negative media coverage and from satisfying the stakeholders to mitigating and or managing the crisis situations. Right from setting the client’s expectations right to dealing with the bureaucratic jig-saws
and from turning the perception of media from negative to positive to identify possible crisis, the PA job is not easy.
Implementation of Official Language Policy under Official Language Act, 1961 is also being done effectively and efficiently by PA Department.
PREFACE TO THE REPORT
As a management philosophy, the Company
decided to induct public relations practice as far back as 1963, as an integral part of the day-to-day working of the Company. The main task of
the Department is to establish, maintain and sustain strategic approaches to project a
positive image of the Company by building mutually beneficial relationships with the public (both internal and external) and the corporate
world to achieve the overall mission of the Company. The Department also looks after the
implementation of the Corporate Social Responsibility initiatives of the Company.

ROJECT OIL SPARSHA:
Currently the project is
being implemented
through St. Luke’s (Tinsukia
and Chabua), a charitable
hospital and Piramal Swasthya,
a Pan-India NGO. Started in early 1980s, the
project takes doctors and paramedics to remote
areas where access to primary healthcare is a
challenge. The Mobile Dispensary services of OIL
‘Sparsha’ have always been one of the most
significant community welfare projects of the
Company. During early days, OIL’s Mobile Health
Care services were carried out with in-house
doctors and paramedics in remote areas of
Dibrugarh District. In view of OIL’s increasing
operations and more and more remote areas to be
annually covered OIL had associated with St.
Luke’s Hospital & Piramal Swasthya through signing
of MoUs. Presently, the mobile health care project
“Sparsha”, covers OIL operational areas of
Dibrugarh, Tinsukia & Charaideo districts of Upper
Assam and Miao & Manabhum districts of
Arunachal Pradesh. This effort of OIL caters to the
primary health care needs of the people in OIL
operational areas.
In FY 2016-17, Project Sparsha has conducted a
total of around 1725 nos. of camps screening
around 2,53,064.00 in various interior villages of
OIL’s operational areas of Dibrugarh, Tinsukia &
Charaideo districts of Upper Assam and Miao &
Manabhum districts of Arunachal Pradesh, Since
2014-15 fiscal, the project has conducted around
3860 camps screening 5,59,992 patients till 2016-
17 fiscal.
PROJECT OIL AROGYA:
Being implemented by IL&FS
Education & Technology
Services (IETS) in 20 villages
for reduction of IMR (Infant
Mortality Rate) & Maternal
Mortality Rate (MMR), this
project includes pre and post-
natal health check-ups, sensitising women on
maternal, child health and benefits of institutional
delivery, tracking and counselling of pregnant
women, immunisation of babies and pregnant
women, training in and awareness of on community
health for better hygiene, sanitation and family
planning.
The activities carried out under 2016-17 fiscal is as
follows:

Another landmark initiative under Health Sector is
the signing of a MoU with Global Fund and IL&FS
for combating HIV, Malaria and T.B. Under Project
OIL Arogya Oil India Limited became the first Indian
PSU to partner the “Global Fund” in the fight against
HIV/AIDS, Tuberculosis & Malaria in OIL’s
operational areas of Assam, Arunachal Pradesh,
Mizoram, Andhra Pradesh and Rajasthan in India
for a period of five years. Implemented by IETS,
under project OIL Arogya, the program had
conducted health camps, carried out community
sensitization through various tools of behaviour
change communication like street plays, display of
hoardings, filming of documentaries, distribution of
leaflets and individual counselling. Since 2014-15 till
2016-17 fiscal, in Assam and Rajasthan a total of 28
health camps were conducted wherein 5,262
pregnant women and others were screened and
tested for HIV/AIDS, tuberculosis and malaria.

il India Rural Development Society
(OIRDS): Registered under Society
Registration Act XXXI of 1860, OIRDS is
one of the foremost social welfare projects of OIL
conceived with the principle objective of promoting
sustainable growth of rural economy and welfare of
rural people especially the unemployed youth of
OIL’s operational areas of Upper Assam. The
society, guided by a Board of Directors comprises of
senior OIL officers, agriculture experts from Assam
Agriculture University (AAU) and informed locals,
envisages developing the existing skills of the
beneficiaries through handholding and training
providing knowledge of science and technology,
financial aid, and other knowhow. OIRDS focusses
on two core areas.
Agriculture Project: Started in the year 1991, the
project entails introduction of modern methods of
cultivation for maximizing farm yield by extending in-
field training by experts from Assam Agriculture
Department and AAU providing high yield variety
seeds, organic manure, farming tools and
implements. The patterns of crops are mostly Sali
and Rabi. In FY 2016-17, 12 nos. of new villages
were adopted (Sali cultivation 2400 bighas and Rabi
cultivation 1105 bighas) from OIL’s operational
areas of Tinsukia and Dibrugarh districts. Since
1991-92 till 2016-17, OIRDS has adopted 118
villages under various farmers’ collectives, covering
around 17,221 farm families. Recently, OIL has also
signed MoU with AAU to promote integrated farming
in villages of OIL’s operational areas in Upper
Assam.
Handicraft Training and Production Centre
(HTPC): Established in 1984 as OIL’s Silver Jubilee
Year Project for women empowerment, HTPC is
located in Duliajan, Assam. The centre provides
young girls/women nine-month stipendiary training
in knitting, embroidery, cutting, tailoring and
weaving for generating self-employment
opportunities. The women who complete training
successfully are provided looms, sewing machines,
thread, etc. In FY 2016-17, 38 nos. of women were
provided training and the students have completed
nine-month stipendiary training in Weaving, Cutting
& Tailoring and Embroidery & Knitting at the Centre.
Since, inception of the project more than 900 nos. of
women from OIL’s operational areas have been
trained under the centre.

roject OIL Rupantar: The growing
unemployment problem has posed a serious
threat to OIL’s long term business goals.
This is because OIL is one of the major industries in
this part of the Country, which is catering to the
socio-economic development of the residents of its
operational areas. More and more unemployed
youths expect OIL as the only source of
direct/indirect employment.
OIL being a responsible corporate citizen deeply
committed to socio-economic development in its
areas of operation has collaborated with State
Institute of Rural Development (SIRD) Assam, with
a common goal to work towards the socio-economic
development of people in the OIL’s operational
areas. The joint venture christened as Project
“Rupantar” (meaning transformation) aspires to
overcome unemployment in the areas, mainly
among the youth by means of taking up
entrepreneurship development programmes (EDP),
exploring self-employment opportunities in the
primary, secondary and tertiary sectors. The project
strengthening the rural economy and supporting the
beneficiaries focuses assisting Self Help Groups for
development of agro-based industries,
diversification in handloom products with special
focus on Eri and Muga (world famous golden silk of
Assam), poultry farming, pig breeding, duck rearing,
fishery, sericulture, organic farming, etc. along with
a Computer Centre thereby help the unemployed
youths to find alternate employment providing a
scope for entrepreneurship. The marketing outlet
‘AASTHA’ at Duliajan has been satisfactorily
providing the requisite support to the marketing
needs of the SHGs of OIL’s operational areas.
OIL in association with SIRD aims to take up
collaborative activities in OIL’s operational areas in
Upper Assam for addressing the needs and
aspirations of the communities through capacity
building, skill up gradation for application of
appropriate technology, provide support services
and arranging credit linkages under Project
Rupantar.
World Petroleum Congress held in Doha in
December 2011 recognised Project OIL Rupantar
as one of 12 best CSR initiatives by the global oil
and gas industry and showcased it in the Social
Responsibility Global village, as part of the
Congress.
Assistance to SHGs/JLGs: Since 2008 OIL has
exclusively formed 2450 SHGs/JLGs to which the
company has extended 50% subsidy, other financial
and material inputs. The groups were involved in
self-employment ventures in order to economically
support their respective households. The
beneficiaries of the Project are mainly unemployed
rural people, especially the farmers, women & youth
with focus on Tea Garden areas. In FY 2016-17, a
total of 300 groups consisting of around 2225
families were involved in self-employment ventures
enabling them to generate additional income to
support their respective households.
The last three fiscals saw OIL forming 1,300
SHGs/JLGs for poultry, piggery, handloom
(weaving) and farm mechanisation (power tiller)
assisting 9,725 farm families. The achievements of
FY 2016-17 are as follows:

Computer Centre: Since 2004, SIRD is
successfully implementing a computer education
programme under OIL’s Project Rupantar in
Duliajan. The Computer centre offers various short
term courses to students as well as other
candidates at a subsidized rate of Rs 500.00 per
month. Moreover, SIRD has been regularly
imparting training on Information Education and
Communication (IEC) and Panchayati Raj Institution
(PRI), rural development etc. In last two years,
around 1200 nos. of students were trained in the
Computer Centre with an annual intake of around
600 students in various 3-6 months short term
courses. About 600 students are trained annually in
courses such as Basic, DTP, Web Page Designing,
Tally, C Language, C++, Java, Linux, Visual Basic
and Visual Basic Script.
Project OIL Jeevika: Launched in 2016-17 fiscal
and implemented by Indian Institute of
Entrepreneurship (IIE), Guwhati, OIL Jeevika, a
community-cluster based sustainable rural
livelihood promotion project, is currently
implemented in OIL’s operational villages of
Arunachal Pradesh benefitting 400 households.
The project aims at imparting skill development and
up-gradation training to the targeted beneficiaries
on beekeeping & honey processing, mustard,
buckwheat & local pulse processing as well as
providing handholding support to them for
generation of alternate source of income and
formation of self sustaining livelihood clusters.

OIL Merit Scholarships and OIL Awards: The OIL
Merit Scholarship Scheme (OMSS) and OIL Awards
were instituted in 1997 and 2006 respectively to
encourage meritorious students from areas where
OIL carries out its E&P activities. The OMSS is a
merit-based scholarship for students passing X and
XII exams under CBSE, ICSE, Assam and other
State boards. The OIL Awards honour all state rank-
holders in HSLC and HSSLC from the company’s
areas of operation in Assam. Since 2012, OIL has
also been honouring underprivileged students with
special abilities and needs. OIL has enhanced its
brand image by awarding scholarships to 12,000
students till the 2015-16 fiscal. In 2016-17 fiscal,
5,905 students are to be awarded.
Project OIL Dikhya: Seven programmes under this
project are implemented through IETS and SIRD in
the OIL operation areas of Upper Assam.
Computer Education to Schools: Launched in
2012 for students of rural schools after a baseline
study, the project is being implemented in 30
schools (classes VI to VIII) located in OIL’s
operational areas of Upper Assam. The program
has so far benefitted 19,466 students via custom
designed and fabricated mobile education
buses/vans. Value added sessions on creative
studies, environmental science, cleanliness and
behavioural science too are taught along with the
computer classes. Facility of mobile library is also
provided to the students. In FY 2016-17, a total of
5032 students were taught by IETS in 24 schools
and a total of 2100 students were taught by SIRD in
6 schools.

Knowledge-Yan with K-Class: In FY 2016-17, a
total of 50 nos. of K-Yan (all in one educational
device) with high end computer, advanced
projection system, in built interactivity with image
processing technology, DVD player and inbuilt
audio system were distributed in schools from
Dibrugarh, Tinsukia and parts of newly formed
Charaideo districts. In addition, in FY 2016-17, OIL
distributed 5 nos of K-Yans to 5 schools in Longding
District, Arunachal Pradesh in presence of Deputy
Commissioner, Govt officials, and Principals /
Teachers of the district. The K-Yan with multi-lingual
course module helped the students to understand
difficult courses through audio-visual techniques.
Since FY 2014-15, OIL distributed 350 K-Yans.
Life Skills Education in Girls’ Schools: Under
Project Dikhya, Life skill programmes are being
implemented in selected schools in OIL operational
areas of Upper Assam. In FY 2016-17, 7077 girl
students were impacted under the programme
covering 75 schools in OIL operational areas of
Tinsukia, Dibrugarh & parts of Charaideo districts.
Under this programme, two level of life skill
programs were delivered, they are Level I: based on
sports and Level II: life anchor. Both these levels
are based on 16 session’s module focusing on the
girl students. The broad objective of the programme
is all round personality development of the girl
students thereby helping them to become a good
decision maker. The broad topics covered under the
programme were “Rapport Building”, “Hygiene”,
“Environment”, “Gender”, “Financial literacy” etc.
Since FY 2014-15, a total of 16,333 girls of classes
VII and VIII were impacted.
Primary School Teacher Training: In FY 2016-17,
training was provided to 150 primary school
teachers on innovative teaching methodologies. In
order to enable capacity building among the
teachers of Tinsukia and Dibrugarh district the IETS
team was entrusted with the responsibility for rolling
out the trainings in OIL’s operational areas of Upper
Assam. Before the rollout of the programme and as
part of the project deliverables, a training need
analysis was carried out to understand the specifics
of the area and context and also to create a module
for proper delivery of the training to maximize
learning and teaching experiences. The Teacher
training program focuses on enhancing the

characteristics of the teachers, teacher behaviour
towards students affecting learning styles, learner
achievement and learner motivation. The
programme seeks to build on the existing
knowledge, skills and experiences of the teachers.
The module is positioned as an in-service training
requirement in order to re-orient teachers to their
professional needs. Since FY 2013-14, a total of
600 primary school teachers were trained.
Adding Dimensions: In FY 2016-17, Adding
Dimensions’ comprised of interactive learning
interventions which illustrated concepts from the
curriculum, in English, Maths and Science to make
learning real, interactive and fun. Adding
Dimensions also aimed at improving creativity /
thinking skills and sensitization in life skills though
interventions focused on health & hygiene, self-
expression, optical illusions, games, etc. were
implemented in 30 schools.
Adding Dimensions as a concept enabled the
students and teachers to interact with the
environment, where the physical spaces of the
classrooms were redefined which were used as
teaching aids. The teachers were sensitized on
usage of the concepts illustrated through the
physical infrastructure through training and capacity
building initiatives. Thus, Adding Dimensions is an
end to end solution aimed at a seamless integration
of design and educational processes to impact
learning outcomes. In the last two fiscal, the activity
of fabricating the classrooms with interesting
teaching-learning aids carried out in 30 schools
under OIL operational areas benefitted 6,000
students till 2016-17 fiscal.
Distribution of Learning Kits: A new initiative in
2016-17 fiscal, interactive learning kits on English,
Science and Maths were distributed in 30 schools of
OIL’s operational areas of Upper Assam promoting
activity based teaching & learning. The English
relay program, Science kits and Math Master use
the kit based approach (constructive approach) for
building foundation skills in curricular subjects
through games & activities, where learning happens
through experimentation, trial & error and joyful
experiences. The program has covered 6,954
students of 30 schools.
Adult Education: On the other hand, launched in
the same year, adult education classes are
conducted in 30 areas targeting illiterate and semi-
literate people of the rural and tea Garden areas. In
FY 2016-17, 1,500 nos. of adults were provided
education classes from OIL’s operational areas of
Tinsukia, Dibrugarh and parts of Newly formed
Charaideo districts. Since 2012-13, 4200 adults
have been benefitted. The course module is
designed based on the government of Assam
approved textbooks of Sarva Shikshya Abhiyan.
Apart from the regular course, sessions on other
important issues like women empowerment, health,
hygiene, sanitation, awareness on available
government schemes, child rearing, etc. are also
taught to the elderly participants.

OIL Shikshya Ratna Puraskar: Oil India Limited
introduced “OIL Shikshya Ratna Puraskar” for
recognizing the all-round contribution of the
teaching fraternity from provincialised schools and
colleges from all over Assam. In FY 2016-17, 6 nos.
of teachers were awarded. Started in the year 2013,
so far, 23 teachers have received the award
comprising Rs. 1.00 lakh in cheque and a silver
salver each.
Oil India Super 30: Started in 2010-11, OIL has
engaged Centre for Social Responsibility and
Leadership (CSRL), a New Delhi-based NGO, for a
free 11-month (July to May) residential coaching for
meritorious students from disadvantaged sections in
Assam, Arunachal Pradesh and Rajasthan. Such
students are prepared for JEE Mains, Advanced
and other Engineering entrance examinations.
Guwahati, Jorhat, Dibrugarh, and Itanagar and
Jodhpur have a residential coaching centre to
accommodate 30 students in each centre. Till
academic year 2015-16, out of the 510 students
trained, 476 have been well placed in various
reputed colleges. Out of 476 students, 97 were
placed in IITs/ISRO/BITS, 126 were placed in
NITs/IIITs and 253 were placed in State
Engineering colleges, Medical colleges, etc.

Results of OIL Super 30 2015-16:
General Nursing Midwifery (GNM) training:
Established in 1991, the nursing school in OIL
Hospital Duliajan conducts 3 years General Nursing
Midwifery (GNM) training courses which is
recognized by the Directorate of Medical Education,
Government of Assam. The annual intake is 20
(Twenty) young women, out of which one vacancy
each is reserved for SC and ST candidate. Stipend
is paid to the students in addition to limited hostel
accommodation, uniform and protective clothing.
The target sector for post training employment is
Government, semi-government and private. Since
inception around 300 women have successfully
completed the training. In last two years, 40 (20
every year) new students were given admissions
and trained under the ongoing 3-year course.

Financial Contribution to IITG, Guwahati: In FY
2016-17, OIL as an industry partner had contributed
its share (Rs. 1.87 cr.) towards the capital cost of
the Indian Institute of Information Technology (IIIT)
Guwahati. In order to address the challenges faced
by Indian IT industry and growth of the domestic IT
market, the Ministry of Human Resource
Development (MHRD) had initiated the
establishment of twenty Indian Institute of
Information Technology (IIIT), on a Not-for-Profit
Public Private Partnership (N-PPP) basis. The
partners in setting up the IIITs are the MHRD,
Governments of the respective states where each
IIIT is being established and the industry operating
in the region. The Government of Assam had taken
the decision to establish a world class institution for
development of information technology together
with advanced and applied sciences under the
banner of IIIT at Guwahati. Oil India Limited (OIL) is
one of the industry partners for setting up of IIIT
Guwahati.
Assistance to schools & colleges: OIL has been
committed to socio-economic development in its
areas of operation encompassing education as one
of the most important areas indispensable for the
overall development of an individual and well-being
of the society at large. In FY 2016-17, OIL had
provided financial assistance to various educational
institutions towards enhancement of infrastructure &
value of education in OIL's operational areas,
namely towards construction of 22 nos. of
classrooms in rural schools, 34 nos. of boundary
wall cum fencing and provided 4 nos. of computers
to rural schools, public library at Duliajan and
student organizations.
Career Counselling & Guidance: In FY 2016-17,
title sponsored by Oil India Ltd., and implemented
by the Assam Tribune Group, Edufair, an annual
event of career counselling and guidance was
organized at Guwahati, Shillong, Silchar &
Dibrugarh. The event is one of largest and
prestigious educational events of North East India
wherein several reputed institutions affiliated to
government bodies and universities from across the
country participate with over 10,000
students/parents at all the locations taken together.
The fair provides excellent opportunity to the
students to learn innovative career options along
with interaction with reputed institutions with valid
recognition/affiliation to government/universities
under one roof. The most important features of the
fair are the career guidance workshops including a
psychometric test, information on educational
institutions, admission procedures, fees structure,
educational loans, etc.

OIL Swabalamban: OIL’s thrust on placement
linked skill and capacity building is in view of the
large number of unemployed youth in OIL’s
operational areas, emphasis on skill building by
Govt. of India and the demand of skilled manpower
in various industrial and service sectors.
The project was launched in Dec 2013-14 fiscal for
providing sustainable employment opportunities to
the unemployed youths from OIL’s operational
areas through various industry relevant placement
linked skill and capacity building programs. The
project is implemented through signing of MoUs
with IL&FS Education & Technology Services (New
Delhi), Construction Industry Development Council
(New Delhi), Indian Institute of Entrepreneurship
(Guwahati), Pragati Edutech (Guwahati), Gyanjyoti
Foundation (Guwahati), Gram Tarang (Guwahati)
and Downtown Charitable Trust (Guwahati). A
number of short-term courses/trades were offered
under the project like construction industry trades
(plumbing, masonry, carpentry, welding, etc.)
housekeeping & hospitality, food & beverages,
sewing machine operator, electrician, BPO/Voice
calling, general duty assistant, etc. certified by
NSDC, Govt. of India.
In FY 2016-17, 2498 nos. of candidates were
trained and 2078 were placed in the trades of Food
& Beverages, Housekeeping & hospitality, sewing
machine operator, electrician, CRM Domestic
Voice, Fitter, BPO/Voice calling, general duty
assistant and CCD Training for Differently Abled.
Since 2013-14 till 2016-17 fiscal, a total of 8,560
candidates were successfully trained and 6,669
have been placed in various industries across the

SKILL & CAPACITY BUILDING

Rural Sports: OIL has organised number of rural
sports events in Dibrugarh and Tinsukia districts of
Assam. Envisaged to provide a platform for budding
athletes at the village level, such events have
helped unite communities, mobilise, inspire and
instil responsible behaviour among the children and
youth. The events are held in collaboration with
social groups, district administration and sports
bodies. These OIL-sponsored rural sports events
have produced young athletes who are now
participating at district, state and national levels.

rural sports in FY 2016-17, OIL has provided
financial assistance to several schools & sports
organizations for development of playground

Assam Sports Journalists Welfare Association, All
Assam Chess Association, Guwahati, Assam
Badminton Association, Bodousa Sports Club,
Dibrugarh District Taekwondo Association, Upper

Project OIL Urja: Started in 2016-17 fiscal, keeping
in view the need to create a safer environment for
the people at large, the project aims at reducing
carbon emissions through the use of renewable
energy and prevention of indoor air pollution for
communities of OIL’s operational areas. Under the
project, fuel efficient cook stoves will be constructed
and installed in 3000 rural households of OIL’s
operational areas of upper Assam in a span of 1
year. Further, Solar Solutions in alignment with the
MNRE (Ministry of New & Renewable Energy, Govt.
Of India) Clean Cooking & Lighting Solution under
Happy Home Package will be provided to 3 villages
of Upper Assam where accessibility to electricity is
poor or negligible targeting 400 households in a
span of 2 years. The project is implemented in
association with IIE (Guwahati), ICCO (Guwahati)
and North East Agency Pvt. Ltd. (Guwahati).
Adoption of rhino calves: OIL was one of the first
PSU to adopt 3 rhino calves orphaned by the
devastating floods of 2016 in Kaziranga National
Park. The rhino calves are undergoing rehabilitation
for reintroduction in the wild later. Around
Rs.50,00,000.00 (Rupees Fifty Lakh) will be
provided by OIL for looking after the Rhino calves
for a three-year period.
Support to Assam state Zoo: Oil India Ltd had
provided financial assistance towards meeting the
cost of construction of a Quarantine House and
Fabrication of squeeze and transportation cages for
rescued animals and their rehabilitation after
providing necessary care and veterinary treatment.

Project OIL Sakshyam: OIL has ventured into the
noblest areas of welfare under CSR by extending
need based support to the communities of
physically challenged. Every year as a special
gesture under the OIL Merit Scholarship Scheme,
OIL provides scholarship in the form of monetary
support to students with disabilities and special
needs, studying in two special schools of Mrinaljyoti
Rehabilitation Centre and Moran Blind School. The
two schools visibly located in the OIL’s operational
areas of Upper Assam in Duliajan and Moran
respectively cater to students not only from Upper
Assam but also from far flung areas of North East.
Apart from monetary support as a special initiative,
Head of Fields’ OIL, Duliajan also handed over a
Maruti Eco Van to Mrinaljyoti Rehabilitation Centre,
Duliajan which has been helping the students to
travel from their homes to the Centre, free of cost.
OIL believes that such gestures can be great moral
boosters to these special children and for the
society at large.
However, OIL has visualized that in the long run for
sustainable growth and empowerment of this
special section of the society much needs to be
done apart from supporting them on piecemeal
basis. Hence, after several visits by the officials of
OIL and brainstorming sessions with the
management of the two schools, the ambitious
initiative called “Project Sakshyam” was
conceptualized referring to sustainable
“empowerment”. The Project was initiated with the
prime objective of catering to the needs of
Mrinaljyoti Rehabilitation Centre (Duliajan) and
Moran Blind School-J.A.A.B. (Moran) whether in
terms of infrastructure development, running costs
or any special project which will act as a support
base for enabling the students as productive and
independent citizens of the mainstream.
In the last two years, financial assistance was
provided to the students of both the schools in the
form of annual scholarships. At the same time,
financial assistance was provided to Mrinaljyoti
Rehabilitation Centre, Duliajan for construction of a
shelter home for girls (one time), procurement of a
diesel generator set (one time) and annual grant (in
each year) for extension of services of the Centre.
Similarly, Moran Blind School, Moran was provided
annual grant for incurring the running cost of the
school (in each year). A new initiative started in
2016-17 fiscal, 20 differently abled candidates were
trained in the trades of sewing machine operator
and quick service restaurant from OIL’s operational
areas as well as other parts of Assam. Out of 20, 15
candidates were placed at various
industries/restaurants across the country.
ABLING DIFFERENTLY-ABLED

The Company has invested heavily in developing
rural infrastructure to bring about all round
development of the region. Over the years the
company has built over 1500 kilometres of roads to
facilitate and improve basic communication. OIL has
constructed many Public Stages, Auditoriums,
Libraries, Lecture Halls, Computer Centres,
roadside waiting sheds, upgraded & developed rural
hospitals, rural schools & institutes of higher
development in various OIL operational districts of
North East India. The score in the last two years
has been more than 350 km of rural roads,
boundary wall cum fencing of more than 100 rural
schools, more than 70 classrooms in schools, more
than 60 community stage cum auditoriums and
around 20 waiting sheds besides development of 20
playgrounds in various villages of OIL operational
areas of Tinsukia, Dibrugarh, parts of Newly formed
Charaideo districts in Upper Assam and Arunachal
Pradesh. In FY 2016-17, OIL had taken up
construction of 105.78 Km of rural roads along with
9 nos. of rural culverts which were in a very
dilapidated state. Further, 5 nos. of playgrounds, 13
nos. of community auditoriums and 11 nos. of
waiting sheds were also taken up for construction.
INFRASTRUCTURE DEVELOPMENT

SWACHH BHARAT ABHIYAN
Inspired by Honourable PM Narendra Modi’s call in
2014 for a clean India by 2019, OIL has taken part
in Swachh Bharat Abhiyan In the last three fiscal
under Swachh Vidyalaya Abhiyan had constructed
1,471 toilets for boys and girls in government
schools in seven districts of Assam, toilets for adults
in two villages of Rajasthan, provided 20 RO/UV
drinking water plants in KG Basin Project area,
1,000 garbage bins and two garbage disposal
trucks to Guwahati Municipal Corporation,
renovation of 13 nos. School & AWD Centre Toilets
under Araimuria GP, constructed toilets in several
other areas of Assam and Arunachal Pradesh
besides cleaning and maintaining of Bondajan water
body in Guwahati and training of sanitation workers
under Project Anubhav. Further, under Ministry of
Drinking Water and Sanitation and Swachh Bharat
Mission, Kamakhya Temple in Assam is selected as
one of the site and Oil India Ltd has taken the
opportunity to contribute towards the said initiative.
Additionally, OIL took up a toilet utilization
assessment survey of the already constructed
toilets in various schools.
SMOKELESS VILLAGE CAMPAIGN
The Ministry of Petroleum and Natural Gas directed OIL to make five villages smokeless to mark Oil and Gas
Conservation Fortnight, 2016. OIL distributed free LPG connection to 131 households at Innao village in Arunachal
Pradesh’s Changlang district and 117 households in Amdanga and Telulguri villages of Nagaon district, Assam. Two
other villages –Beldanga village near Alipurduar in West Bengal; and Tanot desert village in Rajasthan’s Jaisalmer –
will be made smokeless soon. The villages were chosen after a 2015-16 survey which revealed the majority of the
households were using unhealthy firewood/biomass for cooking. Awareness and handling of LPG kit is also part of the
campaign. This noble initiative of OIL, aims to reduce indoor smoke and the drudgery of the homemakers while
catering to the needs of their families.

Internal Communication OIL News: Publication of OIL News, the in-house
Journal covering all major activities of the Company,
aimed at bringing about awareness, understanding
and creating a mutual platform for all employees to
interact and share relevant and up to date

OIL Kiran: OIL Kiran is a bi annually Hindi house
journal of OIL published by Hindi section of PA
Deptt. The journal acts as an official language
promotional tool and also provides platform to
officer and employees to showcase their literary flair
in Hindi.
Calendar: The theme of 2017 Special Calendar
was ‘Energy.’ The Calendar illustrated how OIL
indirectly has affected the livelihood of the common
people. Two types of calendar were designed to
cater to the needs of diverse stakeholder.
Diary: The OIL Diary 2017 was given a new look
with alteration in size and paper quality. The fresh
look was appreciated by the stakeholders.
Pragati: 4 issues of quarterly E Bulletin on CSR

meets and maintained constant interaction and
liaison with Media to ensure that OIL’s

Print Advertising Campaign: PA Department in
the FY 2016-17 had robustly come up with
numerous Advertising Campaigns published in
leading national and local dailies. A series of 7
quarter ads, one half page and one full page
advertisement was published in newspapers with
the prime objective of making external stakeholders
understand OIL’s indispensable contribution
towards the economy of the state and its CSR
Projects.
Airport Advertising: Significant initiatives have
been taken in order to develop the brand image of
OIL in Upper Assam and at strategic locations in
Guwahati and Dibrugarh. Airport hoardings being an
effective tool of brand promotion highlighting OIL’s

advertisements related to recruitment, tender,
contracts, materials procurement etc. were handled
by the department in a cost-effective manner and a
new policy for the same has also been adopted
keeping in perspective Media outreach and brand

advertisements were published in the local and
national dailies. The advertisements were
published in a total of 17 different national and 26
regional newspapers.

uninterruptedly tracks down the news related to OIL
and oil & gas sector /advertisements/NITs etc
published in various local and national dailies.
These are then widely circulated every morning to
key persons in the Company and also filed properly
for future reference. In the year 2016-17
approximately 1,200 of news were tracked and
archived.
Photography and Video: Photographs of OIL’s
Operations in North East were taken to update the
collection of photographs, which were extensively
used in exhibitions and publications. In order to
cover Company events organised by various
departments at FHQ, PA department has engaged
a third party vendor to execute the job apart from
Department’s in-house photographer. PA
Department has provided uninterrupted service of
covering these important events throughout the
year. The hard copies of the photograph are sent to
respective departments for record. PA Department
also keeps an archive of all the photographs in hard
and soft copy. In the year 2016-17, a total of 11,375
nos. of photographs were printed and a total of 19
events were videographed.

Press Releases: The PA department has published
more than 20 (twenty) press releases in the year
2016-17 pertaining to various events organised in
the Company. The news about the various events of
the Company was well covered by the local and
national print as well as electronic media.
Press Meet: The PA team was actively involved in
various fronts during the 57th Annual General
Meeting. The team was involved in preparing
hoardings, banners, brochures, CMD’s AGM
speech booklet and press kit. The team also
successfully organised the AGM Press Meet at
MTDC on 27th September 2016 where around 40
media personnel were present. The media persons
actively participated in the Press Meet.
Exhibition: PA Department was actively involved in
various exhibitions in the FY 2016-17. The
departmental representative provided necessary
support in designing of brochure, translides and
stall.
1. Petrotech 2016: Oil India Limited won the Award
for the “Best Overall Display” at the Petrotech-2016
Exhibition, held from 4th to 7th December, 2016 at
Pragati Maidan, New Delhi. The Award was
presented to the OIL team by Shri Anish Aggarwal,
Director (Pipelines), IOCL and Chairman Exhibition
Committee, Petrotech-2016, along with Shri A.K.
Sharma, Director (Finance), IOCL, at the Petrotech-
2016 Exhibition Awards ceremony, on 7th
December, 2016 at Pragati Maidan, New Delhi. The
Award for the “Best Overall Display” is in recognition
of Oil India Limited’s vibrant and engaging
Exhibition Stall, which showcased the company’s
glorious legacy, its growth as a truly integrated E&P
company, its futuristic outlook and shed light on its
international foray & its contribution to the society as
a truly responsible corporate citizen.
2. OIL puts up stall in Namami Brahmaputra
River Festival 2017
OIL being the principal sponsor of Namami
Brahmaputra Festival 2017 in Dibrugarh and
Tinsukia, has put up stalls at the respective venues
i.e. on the banks of River Brahmaputra at
Kacharighat, Dibrugarh and at Dhola in Tinsukia
showcasing Company’s rich legacy, CSR and E&P
activities. In the five-day festival a host of activities
to showcase the region’s art, heritage and culture
like exhibition, traditional dance, music, drama, etc
is being organised by the Government of Assam.

OIL Signs MoU for extending its CSR Project
‘SPARSHA’ a Mobile Healthcare Service
OIL signed two significant MoUs with St. Luke’s
Hospitals & Piramal Swasthya Management &
Research Institute for two years, to conduct the
mobile healthcare project, “SPARSHA” on 30th May
2016. The two experienced agencies as part of the
MoU will extend the Mobile healthcare Services to
Dibrugarh, Tinsukia & in newly formed Charaideo
districts of Upper Assam and in Miao & Manabhum
areas of Arunachal Pradesh. The Mobile Healthcare
Services of OIL have always been one of the most
significant CSR activities of the Company. The MoU
comes with a wider scope of extending primary
health care service to OIL’s operational areas.
OIL Shikshya Ratna Puraskar 2016
Oil India Ltd. under its educational CSR initiatives has been awarding “OIL Shikshya Ratna Puraskar” honoring the exemplary service of In-service
teachers of all provincialized schools (Elementary to Secondary) of Government of Assam and all affiliated non-technical undergraduate colleges under state universities of Assam since 2013.
OIL awarded OIL Shikshya Ratna Puraskar, 2016 to 6 (six) teachers at an award ceremony held on 26th September 2016 at Duliajan Club followed by a Teachers’ Workshop. The Shikshya Ratna Puraskar consisted of cash incentive of Rupees One Lakh, a silver salver and mementoes to each of the awardees.
The award ceremony was followed by a Teachers’ Workshop conducted by resource persons of IL&FS Education. Around 300 teachers from OIL’s operational areas participated in the workshop.
OIL provides post training assistance under
HTPC
As a part of the ongoing CSR Project under Oil
India Rural Development Society (OIRDS), trainees
of Handicraft Training & Production Centre (HTPC)
were provided with post training assistance at a
ceremonious event held at HTPC complex, Duliajan
on 19th August, 2016. Post training assistance like
sewing machine, fly shuttle handloom sets and
weaving & embroidery accessories along with
certificate were provided to 50 successfully passed
out trainees for the year 2014 and 2015 to
encourage them for self-employment.
OIL’s flagship social welfare project Handicraft Training
and Production Centre was instituted in 1984 as a Silver
Jubilee Project of the company. This institute is run by Oil
India Rural Development Society (OIRDS) under direct
patronage of Oil India Limited. Young girls from OIL’s
operational areas are imparted 11 months free training in
cutting, knitting, embroidery and weaving in this center
along with a monthly stipend. Three decades ago OIL
took initiative to imbibe sense of self sufficiency among
rural women folk and is still pursuing it with same zeal
and enthusiasm. Till date more than 1000 women
completed training from this institute.

OIL signs MoU under Project Swabalamban
As part of its endeavor to skill more youths, under
Project Swabalamban OIL signed another MoU with
four reputed organizations working in the areas of
Skill and Capacity Building for partnering in OIL’s
CSR activities in Skill and Capacity Building in its
operational areas in NE India. The placement linked
skill training MoUs were signed between OIL and
the four parties viz. Pragati Edutech Pvt Ltd,
Downtown Charitable Trust, Gram Tarang
Employability Training Services and Gyanjyoti
Foundation on 12th August 2016. The MoU signing
ceremony held at its Field Headquarter Duliajan
was graced by Shri J K Borgohain, RCE, OIL, Shri
C Pal, GM (F&A), Shri Pranjit Deka, GM (Public
Affairs) and other officials of OIL along with the
project implementing partners.
The parties will be imparting skill training to youths
from OIL’s operational areas in North East India in
trades like House Keeping & Hospitality, General
Duty Assistant, Fitter CTC, Fitter, BPO (V/Non V)
and CRM Domestic Voice.
OIL adopted three orphaned rhino calves in
Kaziranga
Oil India Limited under its Corporate Social
Responsibility initiative has adopted three orphaned
Rhino calves which are being looked after by Wild
Life Trust of India (WTI)’s, Centre for Wild Life
Rehabilitation and Conservation located near
Kaziranga in Panbari Borguri, Bokakhat, under
Golaghat District in Assam. In the recent
devastating floods in Assam, Kaziranga National
Park has been severely affected and a lot of wild
animals have lost their lives, while quite a few have
been rescued by local people, NGOs and Forest
officials.
Responding to a news report published in a local
Assamese daily on 2nd August 2016 regarding
need of willing benefactors to adopt 8 (eight)
numbers of rhino calves orphaned due to the floods,
OIL Management readily offered to adopt three
Rhino calves, each around one month old, till the
age of around three years after which they can be
released from their captivity into the forest and
monitored for a brief period as per norms. Around
Rs.50,00,000.00 (Rupees Fifty Lakh) will be
provided by OIL for looking after the Rhino calves.
Initial amount of Rs. 3.00 Lakhs (Rupees Three
Lakhs) in form of cheque was ceremoniously
handed by Mr Bhaskar Khaund, ED (HR), OIL to Mr
Vivek Menon, Founder & CEO, WTI, at OIL’ s
Corporate Office in Noida, Uttar Pradesh as an
initial amount to take care of immediate needs of
the three Rhino calves. Subsequently, the Company
will be releasing the financial assistance
periodically. A team from OIL’s Public Affairs
Department based in OIL’s Field Headquarters in
Duliajan, Assam visited Centre for Wild Life
Rehabilitation and Conservation in Kaziranga on 8th
August, 2016 to take a first-hand view of the Centre,
the rescued Rhinos calves and had detailed
discussion with the officials of WTI.

OIL organises medical camps under project
‘Sparsha’ in flood affected area of Majuli
As part of its CSR initiative, Oil India Ltd in
collaboration with Srimanta Foundation for Culture
and Society under Project SPARSHA had organised
free health camps on 27th and 28th August 2016 in
flood affected areas at Koritipar, Samuguri, Bilotiya
villages in Majuli.
The health camps were jointly implemented by OIL
Hospital and Piramal Swasthya (OIL’s Project
Implementing partner). The team from OIL Hospital
was represented by Dr B K Sarmah, Dr D Duarah,
and Dr. Nihar Deka.
The team had to outdo the river and bad road
condition to reach to the ailing villagers. The team
had to carry medicines in boat, motorcycle, on foot
and in bullock cart as the roads were damaged due
to recent floods.
On 27th August a total of 435 villagers were
administered health check up in the camp, i.e. 289
at Kortipar, Majuli and 146 at Namoni Samoguri,
Majuli. On 28th August, a total of 229 patients were
given medical assistance at Sikali Chapori.

OIL provides 40 KW Solar Power Plant at Sasoni
Merbeel Eco Tourism Project
Shri Utpal Bora, Chairman and Managing Director,
Oil India Limited inaugurated a 40 KW Solar Power
Plant in Sasoni Merbeel Eco-Tourism Project, which
has been provided by OIL under the Company’s
CSR initiatives. OIL had sanctioned a financial
package of Rs 1 (One) Crore, which included
besides the Solar Power Plant, other components
like 13 pedal boats, a four wheeler, two eco-friendly
green vehicles, construction of Jetty and a bio
digester plant bio digester for Sewage disposal.
The Sasoni Merbeel Eco Tourism Project located in
the heart of the operational area of Oil India Limited,
around 20 odd kms from OIL’s Field HQs, Duliajan
in Dibrugarh District is all set to become one of
Assam’s most sought after natural retreat. Merbeel
is an ox-bow lake in Naharkatia LAC in Dibrugarh
district and covers an area of almost 1550 bighas
including an island of around 933 bighas. The
wetland is also famous for endangered species of
fresh water turtles and various other aquatic life

Inauguration of OIL Jeevika – A Livelihood
Promotion and Cluster Development Project
Under its CSR intuitive, Oil India Limited
inaugurated a livelihood promotion and cluster
development project ‘OIL Jeevika’ at Innao,
Changlang District Arunachal Pradesh on 20th
December 2016. OIL has started this one and half
year project with the objective to impart skills
training and generate sustainable livelihood
opportunities through capacity building, marketing
and financial linkages and handholding support.
Initially the Project aims at Livelihood Promotion
and Cluster Development for Beekeeping and
Honey Processing Program in a phased manner.
OIL will implement the project in 5 nos. of villages of
Diyun Circle namely, Kumchai Ka, Innao, Innao
Chengmai, Innao Pathar and Piyong having a total
population of around 400 households. The project
will be implemented by OIL’s CSR implementing
partner Indian Institute of Entrepreneurship,
Guwahati.
Inauguration of OIL CSR Project under OIRDS –
“Augmentation of agriculture through effective
resource utilisation with participatory approach”
Under its CSR initiative, Oil India Limited with
technical support from Assam Agricultural University
(AAU), Jorhat inaugurated a CSR project under Oil
India Rural Development Society (OIRDS)
“Augmentation of Agriculture through Effective
Resource Utilisation with participatory Approach” on
24th December 2016.
OIL has initiated this three-year program at a total
project cost of Rs 164,36,163.00 (Rupees One
Hundred Sixty-Four Lakh Thirty-Six thousand and
One Hundred Sixty-Three only) with the objective to
facilitate agriculture-centric livelihood and economic
empowerment options for rural people in operational
areas of OIL. While developing economic activity
spreading linkage model among the farmers, the
project through workshops and training will educate
farmers about conservation of resources for
escalating farm income and build capacities in
different aspect of modern agriculture.

OIL takes up project for upgradation of 3 rural
hospitals under CSR
As part of CSR initiative of OIL to provide better
medical facilities to the people of OIL’s operational
areas, three rural hospitals of Dibrugarh District
have been identified for upgradation in consultation
with District Administration and Health Department
of Govt. of Assam. The three hospitals identified for
upgradation are:
1. Ghoramora State Dispensary to FRU 2. Tinthengia PHC to FRU 3. Sensuapukhuri Sub-Centre to Mini PHC OIL will invest an amount of Rs. 7,62,34,349.00
(Rupees Seven Crore Sixty two Lakh Thirty four
thousand Three hundred forty nine) for the above
three hospitals.
To implement the project, OIL has signed MoUs on
4th April, 2017 for the above three hospitals. The
MoUs were signed between Shri B Devchoudhury,
Executive Engineer, Public Works (Building & N.H.)
Department, Govt. of Assam, Dr. Udayan Baruah,
Joint Director of Health Services, Dibrugarh and
Shri Pranjit Deka, ED (HR&A) in presence of Smt
Laya Madduri, IAS, Deputy Commissioner,
Dibrugarh.
OIL Felicitates Kho-Kho Gold Medalist
As part of OIL’s initiative under CSR for promotion
of sports and sports personalities, Ms Sapriya
Gogoi, Gold Medalist in Kho-Kho Women Group in
12th South Asian Games'2016 was recently
felicitated by OIL on 13th February’2017. She was
awarded with a cheque of Rs 50,000 and a citation
handed over by Shri B P Sarma, RCE, OIL in
presence of other senior officials of OIL.
Inauguration Ceremony of Clean Energy
Programme under Project Urja
The opening ceremony of the Clean Energy
Programme under Project Urja, a CSR initiative of
OIL India Ltd. in association with Indian Institute of
Entrepreneurship (IIE) as an implementing partner
and ICCo as a technical partner was held on 10 th
February at Balijan Tea Estate in Dibrugarh District.
Under the provision of this programme, IIE has a
mandate to distribute this particular customised
smokeless Chulha (Cook stove) developed using
Clean Energy in 3000 households in the Tea garden
areas in and around the OIL town of Duliajan.
Gradually, IIE also plans to create 20 women
entrepreneurs through training and capacity building
in the project intervening areas to generate robust
livelihood and economically empower the women in
the tea garden belts.

OIL extends financial assistance of Rs 50 lakhs
to Assam Sahitya Sabha for Institute of
Translation
Oil India Limited extended a financial assistance of
Rs 20 lakhs as the first instalment of the total
amount of Rs 50 lakhs to Assam Sahitya Sabha
towards setting up an Institute of Translation. At a
well-attended function organised at the Sabha’s
Guwahati office on 28th September, 2016, the
amount was handed over by Chairman and
Managing Director OIL, Shri Utpal Borah.
The project is being proposed for development of
knowledge and skill through translation. The Assam
Sahitya Sabha plans translating and publishing
hundreds of books from world literature, Indian
literature in both fiction and nonfiction category of
books. The aim of this endeavour is to enrich the
society by bringing in new knowledge, ideas, skills
through translations of selected texts from world
literature. These high quality books shall be
selected and translated by a panel of eminent
translators of the state; printed under the Aegis of
Institute of Translation, Assam Sahitya Sabha, the
books will be made available to the reading public at
an affordable and attractive format. More than 100
young writers will be engaged in the translation
works with an objective to develop their literary and
intellectual skills.
Tarun Duvarah Memorial Oil India Award
The award, instituted in the memory of eminent
artist, singer and actor Tarun Duvarah, consists of a
cheleng chador, a memento, a citation and a
cheque of Rs 1.5 lakh. The event is organised by
Gauhati Artists’ Guild (GAG) in association with Oil
India Limited, Assam Tribune and the Directorate of
Cultural Affairs, Assam. The annual award honours
and felicitates personalities from Assam for their
contribution towards promoting the rich art & culture
of the State.

(NVGs) on Social, Environmental &
Economic Responsibilities of Business
launched on 8 July 2011 by the Ministry of
Corporate Affairs, Government of India, businesses
of all size, ownership, sector, and geography are to
achieve the triple bottom line and inculcate
responsible business practices. In 2012,
subsequent to the release of the NVGs the
Securities and Exchange Board of India (SEBI)
mandated the Annual Business Responsibility
Reporting (ABRR). Considering the mandatory
requirements, OIL published its 1st Sustainability
Report “Darpan” in 2012-13 as per the MoU with
MOPNG and subsequently in 2013-14 & 2014-15
In FY 2016-17, OIL released its 4th Sustainability
Report ‘Darpan’ for the year 2015-16 in accordance
to the Global Reporting Standards (GRI) G4
guidelines and includes all of OIL’s activities in the
three pillars of Sustainable Development-
Environmental Performance, Social Performance
and Economic Performance as well as Corporate
Governance. As per the reporting guidelines, it is
required that Disclosures on Management Approach
(DMA) have been made for every material aspect
identified during Stakeholder Engagement and
Materiality Analysis process. The report has been
expanded to include all of OIL’s installations
across India & overseas.

n Pursuance of Official Language Policy
/Act/Rules/ Orders of the Govt. of India efforts
are continuing towards increased use of Official
Language Hindi in Official work. Officers and
employees were motivated to put in their best
efforts to do the official works in Hindi. Hindi
Workshops were conducted regularly so as to
enable officers and employees to work in Hindi
conveniently and efficiently. Quarterly Meetings of
Official Language Implementation Committee were
held in each quarter. The responsibility of the
Chairmanship of Duliajan Town Official Language
Implementation Committee (TOLIC) was also borne
by our Company. Half yearly meeting of Town
Official Language Implementation Committee were
organised as per schedule of Department of Official
Language. Executives/ Employees were
encouraged to attend Hindi Training Classes and to
write more and more words in Hindi through
Incentive Scheme formulated by the Company. A
total of 101 Nos. of officers and employees took
training of Hindi through Hindi class and workshop
in Official Language Section. In- House Journal “OIL
NEWS” was published in Trilingual form i.e.
Assamese, Hindi and English. Hindi Month 2016
was observed in a befitting manner from 01.09.2016
to 30.09.2016 at Field Headquarters Duliajan. To
Propagate Official Language Hindi, amongst
employees and school going children, various
literary competitions were held during Hindi Month
Celebration. New initiative of Hindi section i.e. Aaj
Ka Shabd is being prepared and published in OIL
web daily. In the month of March 2017 all Hindi
Officer belongs to deferent sphere of OIL, co-
ordination meeting was organized in the
Chairmanship of ED (HR&A) to prepare an effective
road map for implementation of Official Language in
OIL.
All translation Jobs from English to Hindi & vice-
versa (Circular, Notification, Office note, Press
Release/Note, Standard form/Formats,
Administrative Report, Parliamentary
Questionnaire/Reports, RTI Queries and other
publication materials) were carried out as per the
requirement. Important documents, to be laid on
the table of Parliament, were also brought out in
bilingual form.
Various types of reports and returns (Monthly,
Quarterly, Half yearly and annually) of Hindi were
sent regularly to concerned Ministries/Depts./Govt.
Agencies. Annual programme of Official Language
Hindi for the year 2016-17, which was issued by
Deptt. of Official Language, Ministry of Home
Affairs, Govt. of India, was circulated to all Deptt. of
Duliajan and regular monitoring and reviewing jobs
are being done in Quarterly Meeting with
Departmental representatives. In–House Hindi
Journal “OIL KIRAN” was published regularly.

the Stakeholders towards sustaining a favourable
public opinion towards the Company are required to
be handled under public affairs by the department.
Today PA department has to cater to the growing
needs of the communities residing in OIL’s
operational areas where over 1000 villages in
Assam and Arunachal Pradesh has been covered
under our welfare schemes. PA department
represented the company in various tripartite
meetings with the District Authorities in Assam and
Arunachal Pradesh and public petitioners to
amicably settle disputes and grievances so that the
company’s operations are not hampered.
A number of distinguished visitors and guests
visited OIL fields HQ during the year. PA
department carried out the responsibility of
acquainting them with OIL’s CSR endeavours which
included visits to CSR projects besides carrying out
assigned liaison and co-ordination jobs during such
visits.
In the last financial year, a significant number of
negotiations/discussions were held which includes
Bipartite and Tripartite Meetings at Field Head
Quarters and Field locations, DC’s Office and Public
Hearings and related meetings. The Public Affairs
Department has to generate big volumes of
proposals / reports etc. per year. The information
below (figures rounded off approximately) reflects
the amount of paper works handled by the
department along with number of public interactions
done.
PA Department has however played a significant
role in enhancing the goodwill of the stakeholders,
especially the people residing in and around OIL’s
operational areas in Upper Assam. PA team
handled several negotiations to address public
grievances on varied matters related to the
Company. The success of these negotiations, pro-
active strategies and impact of CSR interventions
have in its own way contributed to the significant
reduction of bandhs and blockades, which in turn
has helped in reducing the loss of production due to
such issues.

OIL bagged SCOPE Corporate Communication
Excellence Awards-2016 in two categories
Oil India Limited was conferred the first prize in the
SCOPE Corporate Communications Excellence
Awards, 2016, in the “Innovative stakeholder
Interface” and the “Best External Communication
Programme” categories at the awards ceremony
held in the SCOPE Convention Centre in New
Delhi, on 21st July,2016.
The award was received by Mr. Biswajit Roy,
Director (HR & BD), OIL along with the OIL-PA
team led by Mr. Bhaskar Khaund, Executive
Director (HR), from Dr. U.D. Choubey (Director
General, SCOPE), in the presence of Mr. Nirmal
Sinha (Chairman, SCOPE and CMD, HHEC) , Mr.
D.D Misra (Director –HR, ONGC), Padmashree Dr.
K.K. Aggarwal (Hony. Secy. Gen., IMA) and Dr. Ajit
Pathak (National President, PRSI and GM/IC - CC,
IOCL) and Mr Sudhir Chaudhary (Editor and
Channel Head Zee News).
Under ‘Innovative stakeholder Interface’ OIL had
bagged the award for the street play titled ‘Dekhor
Shampad Amar Shampad’ (Nation’s Property, our
Property)’ conducted in villages of OIL’s operational
areas. A total of 156 shows (3 shows every Sunday)
were conducted covering most of the key villages in
OIL’s operational areas.
Under ‘Best External Communication
Programme’ OIL had bagged the award for the
thematic Calendar published by OIL since last 13
years to promote North East India reflecting its rich
tradition, art, culture and flora and fauna.

CHALLENGES AHEAD
With OIL extending its operational activities to new areas in various parts of North
East India, there has been tremendous increase in activities as well as
responsibilities in Corporate Communication and CSR areas. At the same time
with OIL envisioning an ambitious goal of becoming the fastest growing energy
company, a department like PA would require adequate resources (especially a
separate cell for monitoring) to do justice to its role and responsibilities.
As per the Company’s Act the Company need to spend 2% of the average net
profit of the last three financial years on CSR and therefore action needs to be
initiated for timely and effective implementation and monitoring of the CSR
projects, which will witness quantum jump both in financial as well as physical
involvement on part of the PA Department.
The Public Affairs Department has to generate big volumes of proposals / reports
etc every year. The department is also engaged in conducting a significant number
of negotiations/discussions which includes Bipartite and Tripartite Meetings at
Field’s Head Quarters and Field locations, DC’s Office and Public Hearings and
related meetings. The absence of sufficient manpower has been affecting the core
functions of the department and may have adverse impact on expectations of the
internal and external stakeholders of the Company.

• E PAMS: Web based application for effective CSR, grievance management and timely monitoring with ease of retrieval of complex data at any point of time across
the company.
• OOMS: Web/Mobile based Online Operational Monitoring System to enable real time tracking of public grievances in OIL’s installations & drilling rigs
• E NAMS: Digital Newspaper archiving for retrieving and tracking positive, negative and neutral news published in newspapers about Oil India and oil & gas sector.

CONCLUSION
In the wake of the company’s expanding operations, new CSR benchmarks, PA activities have increased in appreciable proportions in comparison to the previous years.
Keeping in perspective the nature of the Department’s operations, the focus was to counter the threats, risks and challenges which get generated while dealing with the
sentiments, growing expectations, suspicions of the community with whom OIL and Oilindians come into contact every day.
We sincerely express our gratitude to all departments and individuals for extending help and valuable suggestions to enable the Department in carrying out the activities in the
best way possible.
