Executive Summary

The Environmental Act 1995 requires all local authorities in England and Wales to

review and assess air quality in their authority area. This review and assessment

process forms the cornerstone of Local Air Quality Management which helps

authorities work toward achieving the Air Quality Objectives.

Broadly the nitrogen dioxide results within the Newport area are comparable to

previous years. A limited number of exceedances have been identified in and around

existing Air Quality Management Areas (AQMAs). Detailed Assessments for

Caerleon, Chepstow Road and Glasllwch Crescent (High Cross Junction) were

proposed in the USA 2015 (submitted February 2016). The additional year’s data has

confirmed the need for these detailed assessments which will be actioned as soon as

practicable. In the meantime Newport City Council has reviewed and where

necessary increased the monitoring data captured at these areas. No other detailed

assessment requirements have been identified based on the 2015 survey results.

1 Introduction

1.1 Description of Local Authority Area

Newport is the third largest city in Wales situated on the South Wales coast. The city

population of Newport is just over 140,000 (based on the national census) covering

approximately 84 square miles. A large proportion of the authority is urban which

includes a large docks area, several large industrial estates and the M4 motorway.

There has been a steady decline in heavy industry over the past three decades

resulting in the gradual replacement of industrial installations with residential

dwelling.

Recently the city centre has undergone extensive regeneration including a new

shopping facility, parking and public transport infrastructure. The most significant

single source of air pollutants in the authority’s area remains the M4 motorway which

transects several of Newport’s residential suburbs. Currently there is a proposal to

redirected M4 around the south of the city to ease congestion.

1.2 Purpose of Progress Report

This report fulfils the requirements of the Local Air Quality Management (LAQM)

process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy

for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and

Technical Guidance documents. The LAQM process places an obligation on all local

authorities to regularly review and assess air quality in their areas, and to determine

whether or not the air quality objectives are likely to be achieved. Where

exceedences are considered likely, the local authority must then declare an Air

Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP)

setting out the measures it intends to put in place in pursuit of the objectives.

For Local Authorities in Wales, Progress Reports are required in the intervening

years between the three-yearly Updating and Screening Assessment reports. Their

purpose is to maintain continuity in the LAQM process.

They are not intended to be as detailed as Updating and Screening Assessment

Reports. However, if the Progress Report identifies the risk of exceedence of an Air

Quality Objective, the Local Authority (LA) should undertake a Detailed Assessment

immediately, and not wait until the next round of Review and Assessment.

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in Wales are set out in the Air Quality

(Wales) Regulations 2000, No. 1940 (Wales 138), Air Quality (Amendment) (Wales)

Regulations 2002, No 3182 (Wales 298), and are shown in Table 1.1. This table

shows the objectives in units of micrograms per cubic metre µg/m3 (milligrams per

cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each

year that are permitted (where applicable).

2 New Monitoring Data

2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Within the Newport City Area there are two Automatic Monitoring Stations. St Julian’s

is owned and operated by Newport City Council. The second is located next to the

M4 owned by Welsh Government and currently operated by Newport City Council.

A - St Julians Automatic Monitoring Site

Newport City Council Automatic Monitoring Station is located at St Julians

Comprehensive School, Heather Road, Newport NP19 7XU. The station monitors for:

Nitrogen Dioxide (NO2)

Particulates (PM10, PM2.5)

Benzene

Polly aromatic Hydrocarbons (PAH)

The monitoring station is located within the grounds of the school and is considered

an urban background monitoring location. It is approximately 55 metres south from

the hard shoulder of the M4, slightly elevated above the carriageway and a densely

vegetated area that immediately borders the carriageway.

The unit is equipped to monitor for NO2 and PM10, which commenced in February

2003. In 2008 the site became part of the Automatic Urban and Rural Network

(AURN) of monitoring stations and included an additional PM2.5 monitor. The site is

calibrated by Newport City Council staff and maintenance is carried out by an

independent contractor.

Data is automatically uploaded to the Welsh Air Quality forum website - Air Quality

Wales (www.welshairquality.co.uk). Here data ratification is carried out by an

independent consultant for all automatic monitoring stations across the Wales.

B - M4 Automatic Monitoring Unit Owned by Welsh Government, the unit is located on the northern embankment of the

M4 near junction 25.The unit is situated on land that is owned by the Highways

Agency between the M4 and Badminton Road / Old Barn The station monitors for:

Nitrogen Dioxide (NO2)

Ozone

Located within the boundary of the M4 corridor and is considered a Roadside

location. Initially it was positioned to determine if the reduced speed limit on the

section of the M4 had an impact upon local air quality. It is approximately 5.5m from

the M4 hard shoulder at an elevation of 7.5m. The site became operation in June

2012 monitoring for Nitrogen Dioxide and Ozone. Newport City staff undertakes

limited maintenance on behalf of the Welsh Government, the remainder is carried out

by an independent contractor.

Data is automatically uploaded to the Welsh Air Quality forum website - Air Quality

2.1.2 Non-Automatic Monitoring Sites

Environmental Health currently has an extensive diffusion tube monitoring network

consisting of 53 tubes shown in Figure 2.2 (below) and Table 2.2. The location of

each tube is selected following the assessment of areas likely to suffer from poor air

quality due to traffic volume, congestion and/or street layout and the presence of

relevant receptors.

Diffusion tubes are located within a monitoring position for at least twelve months and

if no exceedances or significant elevated level of nitrogen dioxide is identified the

tube is relocated to another potential location.

Preferably tubes are located on the façade of residential buildings, or as close as

possible to provide an accurate measurement of relevant exposure. Where it has not

been possible to locate a tube on the façade of residential property the next most

suitable location is chosen (i.e. lamppost) to provide a roadside or kerbside

measurement.

As described in the previous round of reporting (USA 2015) roadside or kerbside

locations that would require distance corrections to determine relevant exposure had

not previously been accounted for. As such it is assumed that some locations have

previously indicated an exceedence where no relevant exposure was justified. A

review of all tube locations and applicable distance corrections is now complete

following guidance - LAQM.TG16 (paragraphs 7.77 to 7.79). Any tube data presented

in this report will clearly indicate if the results have been distance corrected (or not).

All diffusion tubes are currently monitoring road vehicle sources with the exception of

the co-location tubes at the automatic monitoring stations. The diffusion tubes

located at the St Julians monitoring station are used for bias adjustment purposes.

The adjusted for bias using has been carried out using the approach set out in

LAQM.TG16. Details of the bias calculation are detailed in Appendix A.

2.2 Comparison of Monitoring Results with Air Quality Objectives

2.2.1 Nitrogen Dioxide (NO2)

Automatic Monitoring Data

St Julians

Data Capture from the St Julians monitoring station for the 2015 monitoring period

was relatively good (86%). The Nitrogen Dioxide results are broadly consistent with

previous year’s results with an annual mean of 21.0 µg/m3.

M4 Junction 24

The M4 unit became operation in 2013. The results over the last three years have

been consistently high but have shown a general downward trend, reducing by 2 / 3

µg/m3 per year. However, monitoring results are still significantly elevated with an

annual average of 54 µg/m3.

Whilst the unit is not located near a relevant receptor there are a number of receptors

within the vicinity of the monitoring station. Reverse engineering the distance

correction formula can provide a predicted 40 µg/m3 buffer using the data presented

below. Please note that this prediction is merely a guide and does not take into

account any topographic variation, and the error margin in the formula becomes

greater with distance.

The above predication indicates sensitive receptors are potentially within the

influence of poor air quality generated from the M4. Using this as a guide, in early

2016 additional diffusion tube(s) have been deployed.

The St Julians monitoring station indicates a general downward trend in Nitrogen Dioxide levels. This has been mirrored in the M4

unit’s results. The M4 unit is considerably closer to the M4 carriageway compared to the St Julians unit. Due to the limited

comparable data, it is not possible to be certain if the results for both units are being dominated by background fluctuations, or

changes in the M4 Nitrogen Dioxide contribution.

Diffusion Tube Monitoring Data

Newport City Council has a total of 53 diffusion tubes throughout the district during

the 2015 monitoring period. A full review of all the diffusion tube locations has been

carried out in early 2016 which has identified a number of potential areas that may

exceeded which have not previously been monitored.

Other tubes have been repositioned to either – eliminate the requirement for distance

corrections, or to rationalise the monitoring network. Full details of the review of the

diffusion tube monitoring network will be provided in the next round of annual

reporting.

A summary of diffusion tube results that are exceeding either outside of current

AQMAs and a summary of results within current AQMAs are provided below

accompanied by proposed actions.

A comparison between the tubes co-located at the automatic stations indicates a relatively consistent trend for the period 2011 –

2015. Unlike the comparison between the two automatic station results that indicate a comparable downward trend, the diffusion tube

data does not seem to follow this pattern. Further data is required to determine if a comparable trend between the units will emerge.

2.2.2 Particulate Matter (PM10)

The site is located within the yard of St Julians School and is classified as an urban

background monitoring location. Unfortunately data capture has been exceedingly

poor during 2015. This was mainly due to a loss of data caused by a faulty logger,

this has now been rectified. As data capture in the early half of 2016 has been

consistently high with an average of 93% which suggests the fault has now been

resolved.

2.2.3 Sulphur Dioxide (SO2)

Newport City Council has not monitored Sulphur Dioxide since the closure of the

Llanwern Steelworks in 2002.

2.2.4 Benzene

Newport City Council monitors Benzene as part of the urban background survey. The

monitoring equipment is located at St Julians High School (see figure 2.1). No results

have indicated any significant level of benzene that would require action.

2.2.5 Polycyclic Aromatic Hydrocarbons (PAH)

Polycyclic Aromatic Hydrocarbons are monitored at the St Julians School (see figure

2.1). The analyser has been operating since 2008. Previously the analyser was

operating at the former Llanwern Steelworks. No results have indicated any

significant level of PAH that would require action.

2.2.6 Particulate PM2.5

Since 2009 the St Julians site has been equipped to monitor for PM2.5. No

monitoring results have indicated excessive levels of PM2.5 that can be attributed to

any particular source.

2.2.7 Summary of Compliance with AQS Objectives

As stated in the USA 2015 (submitted in 2016) three detailed assessment will be

actioned. Independent Assessments of each area has been undertaken, this will be

used as a basis for the detailed assessments to be carried out by Newport City

Council –and submitted later this year (2016).

annual mean objective at relevant locations outside of the AQMA(s), and will need

to proceed to a Detailed Assessment.

3 New Local Developments

3.1 Road Traffic Sources

Existing Road Structure

A desk top review of all potential areas where poor air quality may occur has been

undertaken. This was a systematic approach highlighting any potential sensitive

receptor within close proximity of a busy road. This was followed by a site visit to

determine if the volume and composition of the traffic would be sufficient to

potentially cause poor air quality. A number of areas due to road traffic sources have

been identified using this approach, including:

- Stow Hill / Risca Road

- Caerphilly Road

- Cefn Road

- Caerleon Road / New Road (Belmont Hill) junction

- Clytha Park Square

Diffusion tubes have been deployed at these site sites in early 2016. Early indications

suggest a number of potential exceedances of the annual mean objective. Further

details will be presented once a years’ worth of data has been captured in the next

reporting round.

Proposed New Roads

M4

The proposed M4 relief road is still being considered by Welsh Government. Newport

City Council has been consulted on a number of documents regarding the proposed

motorway. It is considered the new route (once completed) will generally improve air

quality in the city by diverting traffic away from relevant receptors.

However, the build time of project is estimated to be 4 years and will require a

considerable number of HGV and staff movements, all of which will occur on the

existing road network. Therefore it is likely a negative air quality impact will be

generated during the construction phase of the project.

Road Works

A number of large scale road works are currently underway or proposed in 2016 that

may impact upon local air quality. These include the electrification of the railway lines

for which a number of road / rail bridges will be replaced and major road junction

improvements. Newport City Council will monitor these roadworks and will report on

the impact on the monitoring network in the next round of reporting.

3.2 Other Transport Sources

There has been no change in other transport sources identified since the last round

of reporting.

3.3 Industrial Sources

There have been no additional industrial sources since the last round of reporting.

3.4 Commercial and Domestic Sources

There have been no additional commercial sources or no disenable rise in domestic

sources since the last round of reporting.

3.5 New Developments with Fugitive or Uncontrolled Sources

Docks Fire

20 tonnes of wood chip waste self-ignited and burnt mid November 2015. The fire

burnt for approximately three months. The site was investigated by NRW, the fire

authority and Public Health Wales, with support from Newport City Council.

During the fire Newport City Council did not record any unusual air quality results

during this period (PM10, PM2.5 or NO2). However numerous odour complains were

received by the council during this period and we advised complainants to contact

NRW directly..

Newport City Council has identified a number of NEW locations on EXISTING ROAD

for which air quality standards might be exceeded due to road traffic emissions that

are currently not being monitored. Diffusion tubes have been deployed. The results of

which will be discussed in the next round of reporting.

4 Planning Applications

Crematorium

A planning application for a small scale Crematorium on Magor Road was received

by Newport City Council. The proposed site is located away from high density

residential areas, but neighbours a Site of Special Scientific Interest (SSSI). The

application did not include an air quality report for which NRW and Environmental

Health objected to the application.

However the developer successfully argued in the planning committee that the

process would require a PPC permit, as such an air quality assessment would be

required at this stage. The developer was made aware that just because planning

permission has been granted it is not a guarantee that the process will obtain a

permit. This could result in the facility being built but not being issued with a permit

and not being able to operate. The situation is developing and will be commented

upon in the next round of reporting if additional information is available.

Caerleon

The University Campus site in Caerleon is potentially being redeveloped for

residential use. A fully planning action is yet to be received but pre application

discussions have been held with the Agent. It is considered the development will

have an impact upon the Caerleon High Street AQMA due to the configuration of the

local road network. Any vehicle trip that visits a local amenity (School, Doctors, and

Shops etc) will have little choice but to travel through the AQMA.

An air quality assessment impact assessment has been requested to justify the

application and assess the impact on the current AQMA. Once the assessment is

submitted it will inform the council’s next course of action.

5 Air Quality Planning Policies

Supplementary Planning Guidance

Newport City Council is in the process of producing Supplementary Planning

Guidance for air quality. This will be based upon the Institute of Air Quality guidance

and similar best practice documents. The supplementary guidance will ensure it

reflects the policies outlined in the Local Development Plan 2011 – 2026 and

incorporate the principles outlined in the Well-being of Future Generations (Wales)

Act 2015.

6 Implementation of Action Plans

Newport City Councils Air Quality Action plan was first published in 2008.

Considerable work has gone towards achieving the goals set out in the 2008 Action

Plan. However it is now considered the Action Plan requires a significant updated to

reflect work being carried out by Environmental Health that is not captured in the

current plan and to reflect technological advances e.g low emission transport etc.

A revision of the action plan was first proposed in 2012 to be implemented by 2015,

however due to political pressures and a change in staff at Newport City Council, this

has been delayed. It is hoped a revised Action Plan will be in place by 2017.

However the most pressing requirement is for supplementary planning guidance

specifically designed to address air quality concerns.

A summary of the progress made toward the 2008 action plan is provided below:

7 Conclusions and Proposed Actions

7.1 Conclusions from New Monitoring Data

The monitoring results for the 2015 period are broadly similar to 2014. As agreed in

the 2015 USA Detailed Assessments for Chepstow Road, Caerleon and Glasllwch

Crescent will need to be actioned as soon as possible. There have been no

additional areas identified that would require a detailed assessment.

Particulate levels have not shown any significant increase from their relatively low

levels. A comparison of PM10 levels to neighbouring PM10 monitoring sites suggest

our St Julians unit is monitoring background levels rather than any localised source

such as the M4 motorway.

With regard to the M4 monitoring unit indicates levels in excess of 55ug/m3. Reverse

engineering the distance correction formula suggests there may be relevant

receptors that may be exceeding the objective. This has been taken into account with

the 2016 monitoring requirements. Several other existing locations within Newport

have been identified where air quality objectives may be exceeded but have not

previously been monitored, for which additional tubes have been deployed.

7.2 Conclusions relating to New Local Developments

With the continued redevelopment of the city there have been a number of small to

large scale planning applications that will enviably cause an increase in road traffic.

However, there are only two applications in 2015 which may have a significant direct

impact upon local air quality.

The Caerleon University Campus is proposed to be redeveloped for residential use.

This is considered likely to have a direct impact upon the Caerleon High Street

AQMA, for which a detailed air quality assessment has been requested as part of the

formal application process.

A small scale crematorium application has received planning permission without an

air quality assessment. Environmental Health and NRW both objected to the

application based upon the proximity of the development to a SSSI (grassland area).

However, the developer successfully argued that the application would require a

pollution prevention and control permit for which an air quality assessment would be

needed. It has been made clear to the developer that just because planning

permission has been granted it does not guarantee a permit will be granted. At

present time, no further information regarding this application or permit has been

received by the council.

7.3 Other Conclusions

The exiting air quality action plan (2008) is considered to be unworkable and requires

a full reassessment. A review of the action plan has previously been proposed in

2013/14. A concerted effort will now be made to ensure a revised action plan will be

drafted and implemented by 2017. This shall link with and reflect key policies in

planning, health, education and transport providing a coherent approach.

7.4 Proposed Actions

This progress report has confirmed the actions outlined in the 2015 USA for which

the following will be actioned:

1. Detailed assessment of the Caerleon AQMA. Currently there are

exceedances of the annual objective that lie outside the current AQMA

boundary.

2. Detailed assessment of the Chepstow Road (Corporation Road) AQMA.

Currently there are exceedances of the annual objective outside of the

current AQMA boundary and areas within the boundary hat fall well below

the objective.

3. Glasllwch Crescent has recorded exceedances of the objective in 2015

and 2013 for which a detailed assessment will be required.

4. Development and implementation of a revised air quality action plan by

2017.

5. Redevelopment and additional monitoring of diffusion tubes at locations

where exceedances may occur on the exiting road network that have not

been previously recorded.

Diffusion Tube Bias Adjustment Factors

Factor from Local Co-location Studies

A local bias adjustment factor has been calculated based on the triplicate tubes co-

located at our St Julians Automatic Unit.

Based on the output calculation of the above Excel spread sheet a bias correction

factor of 0.85 has been applied to all tube locations.

Discussion of Choice of Factor to Use No adjustment for particulate monitoring has been undertaken.

QA/QC of Automatic Monitoring Newport City Council undertakes monthly calibrations of the PM10, PM2.5 and NOx

analyser. In addition calibrations are also conducted bi-annually for the PAH

analyser.

All equipment is audited annually by AEA or the NPL to meet AURN requirements.
