The vision of Concordance Academy of Leadership is to be a leader in understanding justice-involved adults, engaging and teaching them effectively, and developing in them the strength of character, wisdom, and skills required to make a positive impact – improving the vitality and safety of the community around them.

Concordance Academy participants undergo a baseline interview prior to starting the program. After answering 400 questions, nearly every prisoner has one question for us: Why do you want to help me?

Reincarceration has a devastating impact on not only these individuals, but their families, communities and our society as a whole. This ripple effect includes increased unemployment, homelessness, mental health and substance use, increased need for child support services, ongoing crime and more. Failed prisoner re-entry is a major contributor to the exceedingly high and costly incarceration rates in the United States.

This is why I got involved – to bring a holistic, integrated, evidence-driven approach to tackling one of society’s most layered and difficult problems.

This past June, Concordance Academy entered three Missouri state prisons and began talking to the incarcerated – a population largely ignored and forgotten. We began offering a groundbreaking set of re-entry services to what has become our inaugural class, all the while building the foundation for a sustainable program and organization. Beginning in November, this first class began to come home to our Greater St. Louis community.

It has been a humbling experience for everyone involved, and I feel we have a powerful momentum behind us. Much of that is because of supporters like you. We appreciate the continued and overwhelming support from the community, and we want to recognize and thank the many contributors who enable us to do this work.

We believe our approach will achieve significant impact at each benchmark because

we will be tracking its effectiveness in real time, evaluating its impact on the overall

well-being of each participant. Our goals are ambitious. But we make progress each

time we learn something new. Our team is dedicated to truly understanding the

justice-involved population, and we are constantly learning, applying and evolving

with three primary goals in mind:

1) Reduced reincarceration rates Re-entr y ser vices are critical to eliminating the revolving door of incarceration.

2) Scalable impactRigorous real-world research is done to help us understand justice-involved adults, allowing us to implement an evidence-based service model – the Concordance Re-entr y Model – that can be replicated across the countr y.

3) Community engagementBy drawing awareness to the issue and educating the larger community about the impact of reincarceration, we equip people to take action and impact policy decisions at every level.

Ultimately, by directly addressing re-entry inadequacies and building an informed society,

we can change the perception about these individuals who have paid their debt to

society, and provide everyone a better foundation from which to build the next chapter.

The Academy’s re-entry services begin six months pre-release, and continue one

year after release. Each enrollee initially receives a bio-psycho-social assessment

and, from there, creates a “life plan” with the Academy team that focuses on three

core areas that address a multitude of issues, through a series of interventions:

Another innovative aspect of the Academy’s approach is that we target all of our

interventions and assess a participant’s progress against one or more of the “Five

Core Facilitators for Well-Being Development” – a novel assessment framework also

created by Washington University specifically for us.

Concordance Academy is unlike

any other organization assisting

individuals returning from prison.

We offer the first set of holistic,

integrated and evidence-informed

re-entry services in the country.

Holistic: We deliver an all-encompassing set of in-house services that target key socio-economic, criminogenic and justice-involvement related factors.

Integrated: We manage the strategic integration of the Academy’s resources and community assets. Plus, we provide a continuity of care from pre-release through post-release.

Evidence-Informed: We hired Washington University’s Brown School, the country’s top school of social work, to research effective, evidence and trauma-informed randomized controlled trials – over 107,000 studies were reviewed in the process. This research informed the conceptual models they created for the Academy.

• Completed our work with Washington University to develop our evidence-driven service offering and assessment framework.

• Gathered the leaders of St. Louis County, St. Louis City and St. Charles County to announce a joint effort to support the Academy in tackling recidivism.

• Finalized our memorandum of understanding (MOU) with the Missouri Depar tment of Corrections, which opened its doors to us to deliver both pre- and post-release services.

• Hired a team of 25. We’ve emphasized building service and administration teams comprised of top talent with diverse experiences.

• Teamed with Bryan Cave on a fellowship program for new lawyers to work for both organizations over a two-year term. The fellows will split their time between pro bono matters for Academy participants and Bryan Cave billable matters.

• Implemented administrative, financial and technology platforms; hired Armstrong Teasdale as legal counsel and Rubin Brown as auditor.

OUR MILESTONES

This past year was a busy and exciting one

for Concordance Academy as we began

working with our inaugural class preparing to leave prison and return to

the St. Louis area. Our pre-release services

commenced in June in three Missouri state prisons, with our post-release

services starting in November as the first

participants came home. But the launch of

our first class was only one of many highlights

for the Academy in 2016:

• Hired Saint Louis University’s director of community medicine as a consulting medical director to help newly released individuals connect with services promoting personal and community health. This coordinated care approach serves as a foundation for a successful transition for our par ticipants.

• Continued to build out Concordance Academy’s Board of Directors. With a strong representation of St. Louis corporate, civic and faith-based organizations, as well as entrepreneurs, our board comprises key community leaders committed to serving the justice-involved population.

• Established our own employment agency (Concordance Employment Agency, LLC), allowing us to guarantee a job upon release to every par ticipant.

• Built a network of several major regional and national affordable housing firms to ensure that every member of the Academy has options for a safe, affordable home plan.

• Recruited and trained volunteer par tnership teams to suppor t our first class.

• Located, secured and began renovating a building that will serve as our permanent headquar ters and service facility.

• Hosted our 2016 Gala, which drew more than 500 attendees and raised $1.2 million. The evening also generated awareness and built suppor t in the community for our mission to reduce reincarceration.

• Secured more than $2 million in new pledges. We’ve cast a wide net and received overwhelming suppor t from St. Louis corporations, community organizations, and individual donors.

We plan on costs for each participant

averaging $20,000 for the 18-month program – or significantly less than

the $34,000 cost to house that person

in state prison over the same time period.

Further, that number reflects only the cost

of incarceration and does not consider the

cost of parole supervision, victimization, lost

employment and earnings, or lost sales tax

revenue. When this data is factored in, the cost of incarceration for each new conviction is nearly tenfold, making

funding of the Academy’s program a smart

investment of resources.

Concordance Academy has received

tremendous support from both the private

and public sectors in its effort to build a

stronger, healthier region. Our investors have

provided the seed money for the Academy

to pour its foundation and construct the

framework with scalability in mind.

On any given day, Missouri prisons house roughly 32,000 people. More

than 4,000 of them release

back to the St. Louis area

in a given year. Many of

these individuals lack

the support necessary

to get their lives back

on track after leaving

prison. They struggle

to find jobs and housing,

and many battle with

substance use. It should

come as little surprise then

that 77 percent end up being re-incarcerated within five years.

Volunteer partnership teams are a critical part of the Concordance Re-Entry Model.

Each team partners with an Academy participant upon return to help individuals plug

into the larger community through spiritual, volunteer and recreational activities,

creating new and constructive life skills. Together, the individual and the partnership

team sign a one-year, jointly written “covenant” that outlines everyone’s commitment.

Through this covenant, partnership teams will help people achieve personal and

professional goals – and hold them accountable for doing so.

Volunteer Partnership Teams• Provide much-needed emotional suppor t, love and encouragement

• Create a resourceful network to help meet basic needs – ranging from transpor tation and childcare, to household furnishings and clothing

• Supplement Academy services to help par ticipants achieve goals outlined in their customized life plans and career blueprints

• Foster individual growth through the creation and implementation of a personal project that contributes to the greater good of society

MISSOURI DEPARTMENT OF CORRECTIONS

The Academy has a memorandum of understanding (MOU) with the Missouri Department of Corrections. The department provides the agency with potential candidates for enrollment into the Academy, and allows access to the Academy to provide services to these participants. This partnership allows the Academy to start working with individuals six months before they are released from prison. “Over the past year and a half, we have worked with Concordance Academy as they have done extensive research on reentry in order to develop this service model,” said George Lombardi, Director of the Missouri Department of Corrections. “To see the Academy now implementing this model and serving the needs of these individuals is positive progress – for those in the prison system, as well as for the larger community.”

BRYAN CAVE

The Academy has teamed with Bryan Cave on a fellowship to provide legal services for participants. The program commenced with one lawyer in the fall, and an additional lawyer will be added in 2017. Each will serve for two years, running in staggered terms. Each fellow will spend approximately 50 percent of his or her time on pro bono matters for Concordance Academy participants and the balance of his or her time on Bryan Cave billable matters. “We believe strongly in Concordance Academy and are pleased to be a part of this groundbreaking work,” said St. Louis Office Managing Partner Bob Newmark.

SAINT LOUIS UNIVERSITY

In addition, the Academy has partnered with Director of Community Medicine, Saint Louis University, Fred Rottnek, MD, MAHCM, as consulting medical director to build out the organization’s health services. Prior to release, the director identifies participants’ health issues that can impact their success upon re-entry, such as substance abuse/dependence, and physical, behavioral and dental health problems. The director then coordinates with federally qualified health centers (FQHCs) and other area health providers to meet those needs, so participants have appointments waiting for them when they come home. Individuals with chronic health issues are most vulnerable to worsened conditions in the first 30 days post-release, so in addition to leading to healthier participants, this medical support reduces unnecessary costs of hospital utilization in our community.
