A Home for Liberal Activists Americans for Democratic Action 2016 Congressional Voting Record T HE 114 TH C ONGRESS , 2 ND S ESSION : RECORD NUMBER OF ZEROES PRECEDE TRUMP ERA Another year of partisan division marks perhaps the most divided voting records in the 70 years of ADA’s scores. Republicans and Democrats alike went into their respective ideological corners in 2016 producing a wide spread in their voting scores in our annual selection of 20 key votes. This division created a record number of Zero scores in the House with a whopping 183! Members voting against our position every single time. The rancor in Congress was only topped by the most divisive presidential campaign, again perhaps, in history. The Trump era had not yet begun in Congressional voting but the division was already seeping in. As we prepare the 2017 voting records it will be enlightening to see if Congress, with full GOP leadership controlling the White House AND both legislative branches will produce an even more shockingly divided result. From a technical standpoint, this division and it’s partisan nature are making it increasingly difficult for ADA’s scoring for ideology because the votes being produced and the voting patterns of some typically more moderately voting Republicans and Democrats is being ever more challenged not by personal ideology but by partisanship. It does not measure a legislator’s work in committees. It does not reflect the failure of Congress to deal with major issues, or the individual’s degree of responsibility. Nor does it reflect a legislator’s lifetime of work.

The methodology of the ADA Voting Record calls for Members who miss a vote, for whatever reason, to be penalized in their final score. Therefore, a Member who agreed with ADA’s position on 19 votes but was absent on the 20th would receive a score of 95%.
