2017 AACE Conference – Instructors and Course Descriptions Instructor Teresa Adrian has been with the City of Irving for 18 years +. As the Director of the Code Enforcement Department, she over-sees the Property Codes, Multi-Family, Corridors, Vector Control and Keep Irving Beautiful divisions and is the Staff Liaison to the Health Authority and the Board of Health. Prior to joining the City of Irving, she worked in the property management industry for over 15 years in Management, Training, Marketing and Public Relations. She holds multiple ICC certifications, is a Master Code Enforcement Professional and licensed by the State of Texas; and has a Green Belt in Lean Six Sigma. Teresa is an active member of the Building Officials Associa-tion of Texas Disaster Response Team and is the Immediate Past President of the American Association of Code Enforcement. Teresa serves as a local, state and national Code Enforcement Continuing Education instructor.

Course: Post Disaster Damage Assessment – During this workshop, we will showcase the highly acclaimed Building Officials Associa-tion of Texas’ labor of love that continues to flourish and be a vital component of emergency operations immediately following a disaster. Working with local, state and federal authorities, the Post Disaster Damage Assessment Team, comprised of volunteer Building Inspection and Code Enforcement Professionals, provides rapid damage assessments for property owners and vital information relevant to structure damage valuations needed for disaster declarations. Special thanks to Jim Olk, City of Garland Building Official for his contributions to the program and this presentation .

Instructor Danial Anderson’s dedicated public service career of more than 28 years includes service with U.S. Army Intelligence, the Los Angeles Sheriff’s Department, and the City of Chandler, Arizona, where he currently serves as Neighborhood Preservation Supervisor. He also previously owned a Private Investigations Agency and worked as a Legal Research Consultant for an occupational rehabilitation group. He holds ICC-Certifications as a Zoning Enforcement Officer and Property Maintenance and Housing Inspector and is an Arizona P.O.S.T. Certified Instructor. He has served as a post-academy instructor of Neighborhood Preservation and Code Enforcement Strategies for the Chandler Police Department. Daniel holds a B.A. in English Writing from Grand Canyon University where he graduated with magna cum laude honors, and has earned the national certification of Certified Public Manager through Arizona State University.

Course: Games People Play – Code Game Theory is a Seminar Class specifically aimed at the Games People Play when contacted by Code Enforcement. The Seminar will introduce you to the emerging science known as Game Theory and help you to categorize resistance at the door into the various games people play (False Alternatives, Brinksmanship, Chicken, Prisoners Dilemma, Pursuit and Evasion, etcetera). You will learn: The common strategies used by residents (consciously or unconsciously); The four game elements that must be established for strategic advantage; Why flexibility is not always a good strategy; The importance of the “First Advantage” and how to maintain it; How to identify what game you are in and some strategies to change the game – when the game is not to your advantage

Instructor Randall Anglin is A native of Irving, Texas, Randall Anglin joined the City of Irving in 2002 as a Water Utilities Meter Reader and soon was transferred to a Senior Heavy Equipment Operator position. He joined the Code Enforcement team in 2012 where he has excelled in every aspect of his core duties and beyond. Randall actively participates in city sponsored events such as the Taste of Irving, Trash Bash, and Neighborhood Pride Campaign in an effort to better serve the community. Randall also serves as a trainer and project team leader for the department. Course: Conquering Compliance, One Conversation at a Time – Good Ordinances; Processes; Procedures; Forms; and Notices, are all necessary and useful tools. But during this class, we will focus on and explore the value of productive two way dialogue that can be the difference between failure or success. Learn all the different ways to communicate so that you can conquering compliance one conversa-tion at a time. It’s all in the delivery!

Instructor Kelvin Beene is a Nationally Certified Training Instructor with 29 years of enforcement experience ranging from protective services, law enforcement and code enforcement. His passion is providing quality training for various organizations while interjecting a pleasant fun-filled learning environment. Kelvin is the Property Standards Manager for the City of Aurora Illinois; A code consultant with Lone Star Code Consultants; and former Ex-Officio and Past-President of the Code Enforcement Association of Texas. His sole purpose is to help enhance the skillsets of enforce-ment personnel. Agencies he has provided training for include: CEAT; ICC; AACE; EDUCODE; IACE; MACE; OACE; AMBO; City of Billings; City of Mil-waukee Building Services. Course: Why Measures Matter—This course is designed to show how measurable aspects of inspections can impact various areas of code enforcement. The articulation of measures is primary to the validation of daily operations as well as efficient use of labor. This class will be interactive with scenarios that will cause the participant to think about the importance of measurables.

Instructor Tana Bryant Bio: Tana is the Senior Code Enforcement Officer for the city of Anniston, AL. and has been there since 2007. She is the current 2nd VP of AACE and serves as the Secretary/Treasurer for the Code Officials Association of Alabama (COAA). She has a Bachelor of Science degree in Criminal Justice Administration and holds multiple ICC Certifications.

Course: IZC and IPMC Crash Courses I & II– Buckle up and get ready to sprint through the chapters and learn to quickly navigate the study guides in a fast and unforgettable format. Don’t forget to bring your IZC or IPMC Books and Legal Aspects.

Instructor Candace Chappell Bio: Candace is a third generation attorney. Graduated from Texas Tech University having earned a Bache-lor’s and Master’s Degree before acquiring her Juris Doctorate in 1990. She began her legal career with the Eighth District Court of Appeals in El Paso, Texas. Since that initiation “by fire”, she has worked in the Dallas Criminal District Attorney’s Office, El Paso County District Attorney’s Office and the City Attorney’s Office in El Paso, Texas. She joined the City of Irving in 1995 as the Municipal Court became a Court of Record. She served on the Texas State Bar committee for Crime Victims and has been involved in lecturing/teaching statewide on various subjects related to Municipal law, including code enforcement and ordinances. Currently she serves as the chief prosecutor for Municipal Court which enforces state criminal laws in addition to local and statewide code and ordinance issues.

Course: THE ENFORCER—-the goal – the legal why’s and how’s of ordinances. Just because you say it is so doesn’t make it so. Making sure that every process is legal and followed correctly is much more effective than trying to cleanup mistakes and not accomplishing what you set out to do.

Course: THE CLOSER—-finishing the job – trial prep, skills, techniques. There are always three sides to every story. Your story may be legal, but their side may be more compelling; always remember the goal is compliance through due process - not revenge - and this may involve settlements and agreements.

Instructor Vicki Ebner Bio: Vicki started her career with the City of Irving in 2001 and is currently the Assistant Director Planning and Com-munity Development. She administers the City of Irving’s housing grant programs which range from homeowner rehabilitation to homeless-ness services. She has spear-headed multi-departmental efforts to address crisis situations such as apartment complex closures, neighbor-hood redevelopment projects, and homeless services. She serves on the Board of the Metro Dallas Homeless Alliance (MDHA), is a past Board member of the Irving Community Action Network, and has served on the Board of Examiners of the Quality Texas Foundation for the Texas Award for Performance Excellence. Ms. Ebner obtained a Bachelor of Business Administration in Marketing from the University of Texas at Austin and a Master of Public Affairs from the University of Texas at Dallas. She also holds a Certificate in Quantitative Analysis of Social and Economic Data from the University of Texas at Dallas and is a HOME Certified Specialist.

Course: Partnering with Grant Programs – Community Development Block Grants and other grants received from the US Department of Housing and Urban Development are used in a myriad of ways to benefit the people and neighborhoods of a city. Learn how these grants can be innovatively used to address neighborhood revitalization, enforcement of Code, home rehabilitation, and crime reduction. Seeking knowledge from multiple sources and a strategic, collaborative approach to problem solving aid us all in the attainment of our goals. Topics include best practice examples and discussions on grant eligibility and regulatory limitations.

Instructor Michael Halpern Bio: Michael Halpern joined Safeguard Properties in 2001 and has held positions in operations, marketing and government relations. In October of 2010 Halpern was promoted to Director Community Initiatives. Taking the lead in Safeguard's outreach efforts to government leaders, Halpern has presented to members of several municipal, state, and national associations. These initiatives have put Halpern in direct and regular contact with code enforcement departments, city councils, community organizations, and state entities to establish stronger partnerships on behalf of Safeguard's clients, the nation’s largest mortgage servicers.

Course: Foreclosures and Abandonment: Understanding the process, impacts, and solutions for cities - As the numbers of foreclo-sures within communities across the nation are said to be declining, cities are still faced with the long-lasting, negative impacts (aka the “ripple”) of property abandonment, which greatly affect code departments. Addressing vacant properties is a priority, yet it can pose incredi-ble strains on budgets and staff. Officers are experiencing great frustrations with their current processes for identifying lien holders and receiving responses. Delays, lack of communication, escalating violations to local codes, and threatening conditions to neighbors often result. Safeguard can help you by providing the answers to your questions about the foreclosure process, who is involved, why the process may be delayed, and much more. We will also offer viable solutions to frustrations of non-compliance. This will all save time and resources, as well as help to expedite compliance.

2017 AACE Conference – Instructors and Course Descriptions

Instructor Anthony Major Bio—Anthony is a Code Enforcement Officer, Inspector C, Licensing Division for the Austin Code Depart-ment. He also serves on the Austin Code Safety Committee and is currently an instructor for Code Enforcement Association of Texas (C.E.A.T) He has been employed with the City of Austin for 25 years. Prior to working with the Austin Code Department (11 yrs.), He worked for Austin Resource Recovery (14 yrs.), Human Resources Division. It was there that he realized his love for training. Currently he is actively involved and remains enrolled in the Theocratic Ministry School for Public Speaking Course: Animal Behavior—This class will help attendees to be able to identify, understand and respond to certain dog behavior while performing property inspections. Course: Violators with Mental Issues—This class will help to assist Code Officers to identify Zoning and IPMC (International Property Maintenance Code) regulations for rooming and boarding houses while being aware of potential hazards

Instructor David M. McCurdy Bio: David is a professional with over 35 years of experience in the public safety sector. His experience includes service in law enforcement, fire services, EMS and emergency management. Mr. McCurdy’s experience in emergency manage-ment began in the mid 1970’s and continues today. He currently serves as the Emergency Management Coordinator for Tarrant County, Texas, one of the fastest growing counties in the United States. David serves on the Texas Emergency Management Advisory Committee, providing advice to the Texas Division of Emergency Management. He also serves on several regional committees at the North Central Texas Council of Governments including Vice Chairman of the Regional Emergency Preparedness Advisory Council (REPAC) and the Chairman of the Regional Exercise and Training Committee. He has served on advisory panels for the Transportation Research Board Airport Cooperative Research Program (ACRP). Course: Emergency Preparedness—Are You Ready? - In order for a community to be prepared for a disaster, everyone needs to take the necessary steps to become disaster-ready. This session will provide the attendee with some simple ideas on how to better prepare themselves, their families, their work areas and their communities. If we are not ready, then how can we help others…?

Instructor Jon Weist (pronounced like “yeast”) Bio: Jon is the legislative/intergovernmental staff for the City of Irving, a position he has held since December 2015. Prior to that, he spent 7.5 years as Vice President of Government Relations for the Arlington Chamber of Com-merce, and preceded that position with 16 years as chief of staff for a Tarrant County Commissioner. And, just for fun, he worked as a newspaper reporter upon graduation from college, his last job covering city government for the Fort Worth Star-Telegram. Course: Overview and War Stories; Working with (and surviving) the state Legislature—This is a quick introduction to how state bills get filed, processed and passed (or not), including the preparation, the diversions and the obstacles that come up along the way. We’ll include some war stories, some warnings, some advice and how to talk to your legislator, and how to listen. Instructor: Sgt. Joseph Palomar Bio - Sergeant Joseph Palomar started his police career with the Irving Police Department as a patrol officer in 1994. Before joining the police department, he served as a police intern with the Huntsville, Texas Police Department. He was a graduate of the Montgomery County Sheriff’s Department police academy in 1994. Sergeant Palomar has served in various supervisory and command capacities within the organization, including Patrol, Personnel, Training, School Resource Section, and presently the Crime Prevention Section. He was promoted to the rank of Police Sergeant in 2003. He has received numerous awards for his work in the field of policing which include “Supervisor of the Year”, Irving Elks Lodge “Policeman Of The Year”, City of Irving's Mayor “Keep Irving Beautiful Civil Servant Award”, and the department’s “Chief’s Section Award” for his shift’s exemplary performance while he was assigned to the Patrol Division. He currently serves as the department’s main instructor for active shooter training to the community and has additional teaching experience in defense tactics, firearms, driving and police family support training. Sergeant Palomar completed his undergradu-ate education at Sam Houston State University in Huntsville, Texas. He obtained a Bachelor of Arts degree in Criminal Justice.

Course: Active Shooter Training strives to provide the most current and up to date information in the area of active and evolving inci-dents that may occur in the community. The general public frequently request direction and presentations on what they can do if confront-ed with an active shooter event or some other stressful event. The Civilian Response to Active Shooter Events (CRASE) course, de-signed and built on the Avoid, Deny, and Defend strategy developed by Advanced Law Enforcement Rapid Response Training (ALERRT) in 2004, provides strategies, guidance and a proven plan for surviving an active shooter or other serious event. Training information includes, but is not limited to, an informal site specific survey (depending on size of class), building security, civilian response options, medical considerations and police response protocols. Participants in this class will receive handouts and suggestions to “harden” their site facility or residence.
