HOMER COURTHOUSE ON THE SQUAREThe center of Homer is dominated by a beautiful courthouse, the seat of Claiborne Parish government since 1860 and one of the oldest public buildings in continuous use in the state of Louisiana. This antebellum edifice is a classic example of Greek Revival architecture and is the symbol of the town and parish.

HOMER: LOUISIANA MAIN STREET COMMUNITYHomer was awarded the Louisiana Main Street designation in April 2014. Louisi-ana Main Street is a community driven revitalization program designed to promote the historic and economic redevelopment of traditional commercial districts in Louisiana. The Main Street program improves all aspects of downtown, producing both tangible and intangible benefits. Improving economic management, strength-ening public participation and making downtown a fun place to visit are as critical to Main Street's future as recruiting new businesses and rehabilitating buildings.
Since receiving this designation, the Homer community has embraced the program by raising funds, gathering volunteers and exploring ideas to improve downtown Homer.

HERBERT S. FORD MEMORIAL MUSEUMVisitors to the Ford Museum will step back in time and experience life as it once was in Homer and Claiborne Parish. Herbert S. Ford first began his collection of artifacts in 1918, following his return from World War I, when one of his sons brought a Ger-man helmet home from the town’s dump. He continued to add to his collection until his death in 1960, after which his family donated the collection to the town.
Located on the town square of Homer, the parish seat of Claiborne Parish, the building that houses the Ford Museum was built in 1890 as the Hotel Claiborne. The museum’s permanent collection reflects the life and culture of Claiborne Parish from its earliest known inhabitants, the Kadohadacho Native American tribe, to the oil boom at the turn of the 20th century.
Featured exhibits include a cypress dugout canoe found on the banks of the Sabine River, a one-room pioneer cabin built around 1860 and the original judge’s bench from the Claiborne Parish Courthouse, which was completed in 1861.

CLAIBORNE PARISH AND HOMERClaiborne Parish was created from Natchitoches Parish by Act No. 42 of the Louisiana General Assembly (approved March 13, 1828) and named in honor of the first American governor of Louisi-ana, William Charles Cole Claiborne.
Known as the “Banner Parish” of north Louisiana, the original Claiborne Parish extended approxi-mately 64 miles east of the Red River along the northern border of Louisiana and extended south a distance of approximately 60 miles. From the original parish, the following parishes were formed entirely or in part: Bossier, Jackson, Bienville, Red River, Webster, Lincoln and Claiborne.
Homer, the present-day Claiborne Parish seat, was named for the Greek poet and was laid out

around the Courthouse Square in 1850 by Frank Vaughn. The Claiborne Parish seat has been located in Russellville (1828–1836), Overton (1836–1846, in present-day Webster Parish), Athens (1846–1849, now known as “Old Athens”) and Homer (1849–present). The courthouse at Old Athens and all parish records were destroyed by a fire on November 6, 1849.
Homer’s present-day brick courthouse, built in the Greek Revival style of ar-chitecture, is one of only four pre-Civil War courthouses in Louisiana still in use today. The building, completed in 1860, was accepted by the Claiborne Parish Police Jury on July 20, 1861 at a cost of $12,304.36 and is included on the National Register of Historic Places. Also listed in the National Register of Historic Places is the area immediately surrounding the Courthouse Square and
the Louisiana and Northwest Railroad Depot on US Hwy. 70.
HAYNESVILLEHaynesville enjoys a rich history dating back to its settlement in 1818. The community took the name Haynesville in 1843 from farmer Samuel Haynes of Georgia, who established Old Haynes-ville about 2 miles south of the town’s present site. In 1898, the entire town relocated north to meet the railroad.
In the early 1920s, Haynesville was the scene of one of the state’s most signifi-cant oil booms. When the first oil was discovered, Haynesville’s population grew to approximately 20,000. Today’s economy is supported by oil, hunting, fishing and timber, which includes ma-jor logging and pulpwood production in the area.

CLAIBORNE PARISH SCHOOL DISTRICTThe Claiborne Parish School District is nestled in the beautiful Piney Hills of north central Louisiana. Perched on the Arkansas border, this small district houses six schools and approx-imately 2,000 racially diverse students. Class sizes are small, which allows for individualized instruction. In order to enhance learning and provide a safe and attractive environment for children, every Claiborne school has been newly
constructed or recently renovated. As one of the largest employers in the area, the school district currently employs more than 280 full-time and part-time professionals dedicated to providing top-quality school programs.
Today’s education demands more than the mastery of basic literacy skill areas. Through partnerships with local colleges, students are afforded dual-enrollment opportunities and earn college credit

while taking classes at their high schools. The system also embraces alternative curriculums to enhance academic choices for non-traditional or non-college bound students. Additionally, Claiborne Parish schools offer after-school tutoring and online remediation and enrichment in order to prepare students for the rigors of PARCC, EOC, LEAP, Plan, Explore and ACT tests. District students also participate in active programs, such as 4-H and FBLA, where leadership and responsibility are woven into wholesome fun activities. As in many small town communities, football is king on Friday nights. Haynesville High School has a football program second to none, and in December 2014, HHS won their 17th Louisiana State Championship.
Claiborne Parish schools embrace technology to enhance learning and
communications throughout the district. With state-of-the-art computer labs and classrooms, school facilities were recently ranked #1 among north Louisiana schools. Every classroom in the district boasts a minimum of four student-use computers and a Promet-hean board. Each school contains one or more computer labs, as well as one or more mobile 30-station computer carts. Currently, Claiborne Parish’s stu-dent-to-computer ratio is an astounding 1.2 to 1. The updated technology keeps today’s digitally minded youth engaged in learning. Students and parents benefit equally from easier communi-cation with teachers and administrators through advanced technology initia-tives and the Student Progress Center. This web-based communication tool enables parents to log in to the district website for progress reports on students’

academic successes. The Blackboard call center allows schools and the district to communicate directly with parents through phone messages, email and text messages concerning important remind-ers and announcements.
The mission of the Claiborne Parish school system is to establish a positive learning environment for students that is focused on academic excellence and meets the social and moral responsi-bilities of a quality education. This vision statement depicts the attitudes and ideals of everyone in the commu-
nity. The school system garners merit through professional teachers, support-ive staff, outstanding students, top-notch facilities and excellent programs. However, the uniqueness of Claiborne Parish is actually rooted in the dynamic synergism of all of its stakeholders. The combined contributions of all the indi-viduals in this community produce a far greater outcome than any single mem-ber could achieve. In one way or anoth-er, each stakeholder works to ensure that every child attains the knowledge and skills necessary to become responsible and productive citizens.
CLAIBORNE ACADEMYClaiborne Academy, a private non-de-nominational school of academic excel-lence serving 3-year-old preschool through grade 12, was founded in 1969 by a group
of citizens throughout Claiborne Parish. Their goal was to provide a high-quality educational facility that gave parents a choice in how their children would be educated. The school is accredited by the

State of Louisiana and the Mississippi As-sociation of Independent Schools. Being Brumfield-Dodd approved, Claiborne Academy’s college-preparatory curricu-lum provides students with the courses required for Louisiana’s Core 4 Diploma and TOPS. The school’s purpose is to develop students’ talents and potentials to their fullest extent in a safe and secure environment, thereby preparing them to be useful and productive citizens in their communities. To achieve this end, Claiborne Academy maintains scholastic standards at a very high level, as indicated in the school’s mission statement: “Clai-borne Academy was established to provide academic excellence primarily through a college-preparatory curriculum. It should be noted that academic achievement is limited only by one’s own ability, motiva-tion and dedication.”
Claiborne Academy’s successful athletic programs include football, basketball,
baseball, softball, track, swimming and golf for elementary grades through high school. Enrichment classes in art and music are offered to elementary and junior high school students, as well as theater/drama classes for high school students. Students also have the oppor-tunity to participate in the Fellowship of Christian Athletes, student council, 4-H, National Honor Society, cheer-leading and dance line.

LibraryNEWLY RENOVATED CLAIBORNE PARISH LIBRARY
The Claiborne Parish Library reopened in 2014 after a yearlong renovation project that increased the library’s size from 6,000 square feet to more than 15,000 square feet. The renovation includes the addition of a multi-purpose room to seat 100 and new kitchen facilities on the west side of the building. The new addition on the south side of the building includes stacks for adult reading materials, a young adult area, two study rooms, a local history room, a reading area for patrons and a con-ference room. The children’s area has been relocated to a separate room that is now triple the size of the old area.
