ADVERTISEMENT FOR PROPOSAL

The City of Statesville P.O. Box 1111 Statesville, North Carolina 28687 Sealed proposals for furnishing an Advanced Metering Infrastructure (AMI) and Meter Data Management System (MDMS), as specified, shall be received by the City of Statesville, North Carolina at the City Office Building located at 302 S. Center St., 2nd Floor Training Room, Statesville, North Carolina 28687 at or before 2:00 p.m. local time Thursday, January 31, 2019 at which time and place the sealed bids shall be publicly opened and read. Copies of the documents may be obtained by contacting John Maclaga, Director Electric Utilities, City of Statesville, 915 Winston Avenue, Statesville, North Carolina 28687 at (704) 832-3831 or by visiting:

A certified check or cashiers’ check payable to the City of Statesville or a satisfactory Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds in the amount equal to five (5%) percent of the total bid, shall be submitted with each bid in a separate sealed envelope. Bid proposals may not be withdrawn for ninety (90) days after the date of receipt of bids. The successful bidder shall be required to furnish separately, one hundred percent (100%) Performance and Payment Bonds on the forms included as a part of the Contract Documents. The bid deposit shall be retained by the City of Statesville if the successful bidder fails to execute the contract or fails to provide the required bonds as stated above, within ten (10) days after award of the contract.

HISTORICALLY UNDERUTILIZED BUSINESSES Pursuant to General Statute 143-48 and Executive Order #150, The City of Statesville invites and encourages participation in this procurement process by businesses owned by minorities, women, disabled, disabled business enterprises and non-profit work centers for the blind and severely disabled.

The City of Statesville reserves the right to reject any or all bid proposals and to accept any proposal which is deemed to be in the best interest of the City of Statesville, North Carolina.

NOTICE AND INSTRUCTIONS TO BIDDERS A. NOTICE

1. The City of Statesville, North Carolina (hereinafter called the "Purchaser") will receive sealed proposals for furnishing the necessary components for the design, integration and implementation of an Advanced Metering Infrastructure (AMI) and Meter Data Management System (MDMS) as specified within. The Proposals shall be publicly opened and read at the location and time shown below:

Location: City of Statesville City Office Building 302 S. Center St. 2nd Floor Training Room Statesville, North Carolina 28687

Time: 2:00 p.m. local time Thursday, January 31, 2019

Proposals received after the time specified for the opening of the Proposals shall be returned unopened.

2. The scope of the work shall include the configuration and integration of Tyler Incode 10’s Billing Module, Survalent’s SmartVu SCADA System and ESRI based GIS Electric and Water System Models. Proposals shall include specifically requested information, description of services and price quotes as they relate to the City’s strategic technology goals of integrating an AMI and if deemed necessary, a MDMS solution into its enterprise(s) which will support data collection and billing from AMI meters and enable the many other benefits available from AMI and MDMS. The City may elect to purchase an Electric AMI, Water AMI, both or none and may elect to do so from more than one Bidder.

B. INSTRUCTIONS

1. Proposals and all supporting documents required to be attached thereto must be submitted in a sealed envelope. Bid Bond must be submitted in a separate sealed envelope separate from the sealed Proposal all addressed to:

2. The name and address of the bidder as well as the date and hour of the opening of the proposals must appear on the envelope in which the proposal is submitted. Proposals shall also be marked "Request for the Proposal for Advanced Metering Infrastructure (AMI) and Meter Data Management System (MDMS)".

3. Bidders will be required to comply with all applicable statutes, regulations, etc., as set forth by the State of North Carolina and those attached to and made a part of these bid documents.

4. Each proposal must be accompanied by a Bidder’s Bond or certified check from a bank

that is a member of the FDIC, payable to the order of the Owner or a Bidder's Bond acceptable to the Owner and running in favor of the Owner, in an amount equal to (5%) of the maximum proposal price and Bid Bond must be submitted in a separate sealed envelope. If a proposal is accepted, the Bidder agrees that by filing its proposal together with such check or Bidder's Bond in consideration of the Owner's receiving and considering such proposal, said proposal shall be firm and binding upon each such Bidder and such check or Bidder's Bond shall be held by the Owner for a period not to exceed ninety (90) days from the date set for the opening of the proposals.

5. Each Bidder's proposal price shall include and shall be deemed to have included the

amounts which will be payable by the successful Bidder, or by the Owner on account of taxes imposed by any taxing authority in conjunction with the prosecution of the work herein described, except for materials to be supplied by the Owner. All taxes of the foregoing descriptions shall be payable by the successful Bidder.

6. Any conditions, requirements, or restrictions included as part of the Bidder’s Proposal

as set forth in these Notice and Instructions to Bidders may result in the proposal being deemed non-responsive.

7. The Bidder’s proposal shall include transportation charges for all equipment to the

Warehouse Complex located at 915 Winston Avenue in Statesville, North Carolina, 28687

8. Each Bidder shall show, as a separate item, the amounts which will be payable by the

successful Bidder as a result of taxes imposed by any taxing authority for the sale, purchase, or use of these materials, supplies and equipment included in the taxable items furnished.

9. The Purchaser reserves the right to make contract for the lump sum price to one Bidder

or to award contracts to multiple Bidders' by section. 10. The Purchaser reserves the right to waive minor irregularities or minor errors in the

proposal which appear to have been made through inadvertence, provided such irregularities or errors so waived are corrected on the proposal prior to its acceptance by the Purchaser. The Purchaser also reserves the right to reject any and all proposals or to accept a bid other than the lowest submitted if such action is deemed to be in the best interest of the Purchaser.

11. HISTORICALLY UNDERUTILIZED BUSINESSES: Pursuant to General Statute 143-48 and Executive Order #150, The City of Statesville invites and encourages participation in this procurement process by businesses owned by minorities, women, disabled, disabled business enterprises and non-profit work centers for the blind and severely disabled.

12. Proposals may be held by the City of Statesville for a period not to exceed one hundred and twenty (120) days and shall remain valid for that same period from the date of the bid opening for reviewing the bids and investigating the bidders’ qualifications prior to the contract award.

15. Proposals as a minimum shall include the following:

Proposals shall not exceed 80 pages single sided or 40 pages double-sided, not including technical documentation for each system to be recommended.

Brief statement which demonstrates the Bidder’s understanding of the project.

Bidder information identifying the Bidder’s ability to perform the work, including:

– Legal name of firm, address, telephone number and the year the firm was established.

– Principal in charge of project and contact information.

– Personnel background for employees to be used on THIS project.

Date of RFP submission Bidder shall list the number of AMI/MDMS projects that have been entered into, the number of projects that have been completed to date and the number of projects that are currently active. All Bidders must supply a minimum of five references where they have installed and commissioned a fixed base AMI and/or MDMS systems for clients in the United States but east of the Mississippi River. Bidder must supply an additional three references from at least 3 municipalities with similar or larger populations as the City of Statesville for whom the Bidder has AMI and/or MDMS services.

The following information shall be provided as part of submitting the reference

information for the three Cities with similar populations:

Proposed design and/or propagation study for placement of equipment if required.

Itemized listing of all equipment, installation services, software, training, etc. to be included in the pricing proposal.

Listing of services which may be required to complete an AMI and/or MDMS System, but which are not included in the price proposal.

Training that will be made available to Statesville City Employees with associated costs.

Proposal with itemized costs, including labor, training and material.

Proof of Insurance with the following amounts:

– Statutory Worker’s Compensation Insurance of Commercial General Liability.

– Commercial general Liability

– Contractual Liability Insurance covering the indemnity in the same amount and coverage as provided for the Commercial General Liability Policy, specifically referring to this contract.

– Owner’s protective liability naming City of Statesville, NC its’ offices, agents, employees and the engineer as insured in the same amount and coverage as provided for in the Commercial General Liability Policy.

Estimated/proposed time frame/schedule for complete installation of AMI AND MDMS for both the Pilot and Full Implementation Projects.

Technical documentation for all equipment proposed, including any third-party equipment necessary for full installation.

Signature page with attested signatures and a statement showing the Bidder has the authority to submit the RFP and agreeing to hold to submitted prices for a period of 120 days from the date of bid opening.

Submit nine (9) copies and 1 digital copy of the complete proposal in .pdf format.

BIDDERS PROPOSAL

TO: CITY OF STATESVILLE STATESVILLE, NORTH CAROLINA

Ladies and Gentlemen:

Bidders Proposal shall include a summary of all costs associated with all items listed below on the attached Bidder’s Proposal Form, including, but not limited to, hardware, software, networking equipment, configuration, interfacing with existing City systems, training, shipping, insurance, bonds, warranties and maintenance, and any other costs required to provide a complete and operational “HOSTED” system. The Bidder shall select the appropriate section below for submitting their proposal and shall fill out the Section in its entirety. The Bidder’s Proposal is separated into two main projects, Pilot Project and Full Implementation Project. Each project is then separated into AMI/ MDMS ELECTRIC ONLY, AMI/MDMS WATER ONLY, and AMI/MDMS ELECTRIC AND WATER for those Bidders submitting one (1) AMI/MDMS Proposal for both the Electric and Water Systems. All terms and conditions shall be included, and no subsequent alterations will be permitted unless mutually accepted in writing. The Bidder may supply additional information on a separate Microsoft Excel spreadsheet if need be. Additional information and cost breakdowns may be required by the City especially if not submitted during the bidding phase.

METER DATA MANGEMENT SYSTEM SYSTEM TECHNICAL REQUIREMENTS

1.0 INTENT The City of Statesville, NC currently reads its electric and water meters manually each month. The City has been interested in Advanced Metering Infrastructure and a Meter Data Management System for both its electric and water utilities for several years. Therefore, the City of Statesville, NC is seeking Proposals for an Advanced Metering Infrastructure (AMI) and a Meter Data Management System (MDMS) from qualified Bidders.

The proposals shall include the design and installation of all aspects associated with the system, first through a Pilot Project and ultimately through a Full Implementation Project of the qualified system. The City intends to purchase a hosted AMI head-end system either with a combined MDMS or with a separate MDMS. The City may give preference to those Bidders supplying a system which have combined AMI/MDMS platforms.

The Bidder selected needs to be able to provide a full system with redundancy and adhere to security best practices. Should the Bidder be successful in the Pilot Project then it is the City’s intention to move forward with the full implementation of the selected system. The City expects that the Pilot Project will be completed in one year from the initial award and the Full Implementation Project will be completed within the following twenty-four months.

Some vendors may have AMI systems that incorporate MDMS in their base offering, or functionality that is a near equivalent of an MDMS; the City is asking for MDMS proposals simply to ensure that the City users of the system will have a wide range of control and information available to help them easily and quickly offer the City’s customers every useful feature and service that is practical and affordable. MDMS companies may bid separately from AMI companies or together if they have corporate alliances or past agreements to work together on such projects.

If a separate MDMS is deemed necessary to be used with the AMI system chosen for the Pilot Project, it would need to be fully integrated, so the City can more fully determine that the AMI vendor and the MDMS vendor will work adequately with the City’s other systems and together.

2.0 PURPOSE The City of Statesville requests that Bidders submit their proposals for providing an AMI and MDMS system which will both include the configuration and integration of Tyler Incode 10’s Billing Module, Survalent’s Smart Vu SCADA System and ESRI based GIS Electric and Water System Models. The purpose of this RFP is to enter into contract with the Bidder(s) that can best meet the needs of the City and supply all the necessary hardware, software, and services as required to install, operate and maintain a successful overall system.

The City reserves the right to accept or reject any or all proposals received as a result of this request, or to negotiate with the firm(s) deemed most suitable to perform this work, without reissuing the RFP, and to waive any informalities, defects, or irregularities in any proposal.

3.0 ELECTRIC AND WATER SYSTEM METER INFORMATION Specifically, the Bidder proposals shall include specific requested information, description of services and price quotes as they relate to the City’s strategic technology goals of integrating an AMI and MDMS solution into its enterprise(s) which will support data collection and billing from AMI meters and enable the many other benefits available from AMI and MDMS. The purchase of the meters shall be included in this proposal, but the installation of the meters shall be by the City or the City’s contractor. All other endpoint equipment associated with the proper operation of the meters such as collectors/repeaters and other field equipment shall also be installed by the City or the City’s contractor at the supervision of the Bidder or manufacturer.

These benefits are listed by subject area below. The City may elect to purchase Electric AMI/MDMS, Water AMI/MDMS, both or none and possibly from more than one Bidder. The City presently has approximately 13,300 electric customers and approximately 11,830 water customers. The actual numbers of each kind the City may ultimately purchase may vary.

4. 0 PROPOSAL EVALUATION AND AWARD The City desires to partner with the most appropriate Bidder within its financial means. The City prefers to select an experienced service provider who has implemented the metering applications integrated with an AMI technology at several similar cities and organizations and is proven to work collaboratively and effectively.

The City intends to award to the highest ranked Bidder that will assume financial and legal responsibility for the contract. Proposals that include multiple Bidders must clearly identify one Bidder as the “prime contractor” and all others as subcontractors.

The City anticipates conducting a Pilot AMI Project consisting of at least 100 electric and 100 water meters in a generally co-located area with the prospective AMI Bidder to prove the concept before committing to a full purchase and full roll-out of an AMI system. The Pilot will also involve at least 10 water meters in the City’s Water Only area. This Pilot Project is anticipated to take at least twelve months from the time it is implemented and for the City to review. Bidder needs to provide a Pilot Project price and hold Full Implementation Project prices firm for at least 24 months beyond the conclusion of the Pilot Project. The City reserves the right to cease any Pilot Project and forego any additional implementation with any Bidder at any time for any reason, including but not limited to: lack of funding, poor performance with City’s AMI/MDMS Pilot Project, poor performance of a similar installation at another utility, etc. The City may elect to implement a Pilot Project with more than one Bidder or elect to implement “Electric Only” initially.

With this solicitation, the City intends to award one contract to the highest ranked Bidder and does not anticipate award to multiple companies. Regardless, the City reserves the right to make multiple or partial awards. The acquisition of this system and equipment will follow

the State of North Carolina’s Best Value procurement method (§ 143-135.9) to determine which proposal offers the best trade-off between price and performance, where quality is considered an integral performance factor.

Each department will also rate each item on its relative level of importance or criticality within the overall area. Departments will have extra weighting for the scores in the areas related to their departments as a primary focus. Some areas have equal focus for all four departments and will be more equally weighted. A worksheet has been provided in the Appendix to give the Bidder an idea as to how the City plans on evaluating the proposals in order to arrive at the Shortlist Evaluation.

As part of the committee’s review, it may invite selected Bidders to present information on their proposal at a City office conference room and answer detailed questions, potentially on more than one occasion. The committee may also contact references of the Bidder and potentially make field visits to various references to validate claims from the Bidder and see real world systems in action and related due diligence.

Price for the entire project will be calculated by the City in terms of initial costs, ongoing maintenance costs, and other costs from other Bidders for items necessary to operate the AMI /MDMS (note that electric and water meters may be purchased from Bidders besides the AMI Bidder if the AMI system is compatible with meters from multiple manufacturers, etc.) so that a total project price can be figured. The City will also calculate prospective benefits from each AMI and compatible MDMS system so that an economic benefit(s) can be gaged across AMI/MDMS combinations. Awards will be based on a “Best Value” approach and not necessarily on the lowest overall ownership cost, although cost is a factor in deciding between systems that are otherwise similar.

4.1 AMI Bidder Initial Evaluation:

Proposals shall be reviewed by a committee of City employees which will include the Electric Utilities Director, Finance Director, IT Director, and Public Works Director, .Each of the four City departments that are stakeholders in this project (Electric, Finance, Information Technology, and Public Works) will rate the items in the lists below using a 0-5 scale in terms of how well it performs and also relatively how important each overall area is with 5 being the most important or best performing and 0 being the least important or worst performing.

Initially, the following items will be used to evaluate the Proposals and will be used to determine up front whether a Bidder makes it to the next step of evaluating the technical requirements by the Bidder. Bidders are required to answer questions in the order that they are presented here and list the associated pages accordingly.

Experience/Qualifications/Support/References of Bidder.

Schedule and ability to work with other Bidder Costs, including future expansion of the system.

Bidder will provide project management support for implementation of the Pilot and Full implementation Projects and incorporate the costs into the proposal.

Bidder will provide technical support during the Pilot and the Full Implementation Projects for all aspects of the project, including but not limited to:

– Field mesh network issues

– Connecting collection devices to a head end system

– Connecting to the Tyler Incode 10 billing system

– Connecting to the Survalent Smart Vu SCADA system

– Connecting to the ESRI Based GIS system

– Connecting to a potential future OMS system (system TBD)

Bidder must have a reputation for significant customer service during Pilot and Full Implementation Projects, and operation and maintenance of projects.

The financial stability of the Bidder’s company/corporation is very important to the City.

Any information that the Bidder is willing to share with the City will be evaluated accordingly.

Bidder shall list all known “Critical Flaws” within the system.

Bidder shall list all “Critical Features” that the Bidder does not support.

Bidder shall list all “Unique Features” inherent to the Bidder’s system not available in other systems and that may be advantageous to the City.

The City’s goal is to purchase a system which will allow for a maximum of a 10-year payback. Should this not be achievable then the Bidder will describe in detail what they believe the payback for the City will be. The City will make the final calculation and determination whether a Bidder’s offering has a ten-year payback or not using its own methods and judgment.

Bidder shall list the advantages, if any, for purchasing an “Electric Only System” vs. a “Water Only System” vs. a combined “Electric and Water System.”

Misinformation discovered during the exploratory phase of the Bidder’s system or during the process of interviewing references submitted by the Bidder, will be evaluated accordingly. For example, this could be information uncovered like the “system does not perform as Bidder first presented”, or “certain equipment may not meet industry standards” and various other reasons, etc.

Bidder will provide ongoing technical support at least during the hours of 8 AM EST through 5 PM EST and have emergency support available for all other hours, including nights, weekends, and holidays. (yes/no)

System Software package shall be hosted by the Prospective Bidder on server hardware at a remote secure data center (SaaS), managed by the Prospective Bidder, and be available via the Owner’s internet connected network for an unlimited number of users. (yes/no)

4.2 AMI Bidder Technical Evaluation (Maximum Score is 1800) Each of the four departments will rate each item on its relative level of importance or

criticality within the overall area. Departments will rank the areas related to their departments. Some areas have equal/shared focus for all four departments and will be equally weighted. A worksheet has been provided in the Appendix to give the Bidder an idea as to how the City plans on evaluating the proposals.

Proposals shall be reviewed by a committee of City employees which will include the Electric Utilities Director, Finance Director, IT Director, and Public Works Director, .Each of the four City departments that are stakeholders in this project (Electric, Finance, Information Technology, and Public Works) will rate the items in the lists below using a 1-10 scale in terms of how well it performs and also relatively how important each overall area is with 10 being the most important or best performing and 1 being the least important or worst performing. Initial responses from each Department will be shared with the committee as recommendations for the committee on scoring for each item for each Bidder and “Overall” scores will be entered after that discussion(s) for each item for each Bidder. Only the “Overall” scores will matter in the selection. This method will ensure that experts in particular areas will guide the discussion in their areas of expertise but be subject to observations, questions, and comments from the rest of the committee.

As part of the Bidder’s proposal, the Bidder will provide a compliancy table for use in

evaluating the Bidder’s proposal. The table will list the Bidder’s response to each of the technical requirements below as “Comply”, “Alternate”, “Exception”, and “Explanation”

4.2.1 Electric Only (Primary Focus Electric)

Remote disconnect of Class 200/Form 2S meters and/or Class 320/Form 2S meters. Bidder to list meters by form/class with and without internal disconnect and which manufacturer provides each. Head End shall provide positive indication of the state of the disconnect switch with minimal latency (less than one minute during normal system conditions).

Disconnect state shall be available immediately on the front of the meter for easy identification by a customer, electric personnel, or fire fighter.

System shall be available to fire department officials to turn off meters to enable greater safety for fire fighters, who will not put water on a burning building until power is off. Such means of turning off meters can include, but

is not limited to, a fire department dispatcher accessing the AMI Head End and requesting an on-demand remote disconnect.

Preference will be given for other types of meters with integrated circuit breakers besides those listed here.

Outage management information, including:

– near-real time outage information from “last gasp” meters in the field,

– ping/test to check meters for power upon restoration,

– map display/overlay of outages v/s meters with power in the head end and passable through API’s to ESRI GIS and/or Survalent SCADA or Survalent OMS.

– database ties to customer accounts and names via meter number as well as phone numbers, and other contact information associated with the account via ties to a billing system, etc.

Provide texts, pages, emails, DNP points, and alarms to SCADA for various user-defined issues including:

– power out, – low voltage, – high voltage, – high instantaneous reading, – tamper/theft, – hot socket, etc.

Bidder to list items their system will capture that may be of interest to the City, including whether the ones in this list are available or not.

Preference will be given to systems that have compatible electric meters available from other manufacturers. Bidder to list compatible devices from other manufacturers by description, manufacturer part number, and general nameplate specifications. The City, in its evaluation, may solicit prices for these alternate meters as part of its evaluation of the RFP.

Bidder to list meters by form/class with and without internal disconnect here and which manufacturer provides each.

Direct ties to the City’s SCADA system points (using Multi-speak, latest version or at least 5.0) in near real time (latency less than one minute required) for various purposes including but not limited to:

– Voltage Reduction during peak periods via automated control of step voltage regulators and/or capacitor banks with voltage monitoring on bellwether meters to ensure voltages are always in bounds of +/- 5%.

– Creating Bellwether meters for the purpose of “pinging” sections of line to determine if the section is back up, etc.

Automated reading of all meters at least once per day and storage of those readings, with preference being given to systems that read electric meters at least twice a day, supplying 15-minute interval data for poly-phase meters and hourly interval data for single-phase meters with provisions to bring back 15-minute interval data for select single-phase meters.

Ability for all meters to measure directly or via the AMI head-end system and report:

– kWh on peak in normal “forward” direction and for “reverse” direction (System’s “peak times” must be programmable by the City and shall be able to include such issues as weekends, holidays, time changes, etc. which may change).

This would provide the City a strategic benefit in the case where Duke may have a system emergency requiring rapid loss of load. The City would be able to keep its feeders (and therefore traffic signals, street lights, and power to select businesses like medical facilities) in service, helping to retain civil order. Medical alert customers should be able to be blocked from such operation by user selection (in advance) in the Head End System. A City defined list(s) would be stored in the Head End System and updated by the City periodically.

System to have load management abilities. Preference will be given to thermostat-based systems, but will consider systems with HVAC compressor motor permissive switches, electric water heaters, etc. Presently the City does not have an active load management program but possible changes in wholesale rates in the coming decade may provide significant incentives to the City to revive this program.

On demand reads with demand resets capable for all electric meters via schedules from the Head End.

4.2.2 Water Only (Primary Focus Public Works)

Automated reading of all meters at least once per day and storage of those readings, with preference being given to systems that read water meters that provide hourly usage data (but report their readings only once per day).

Leak Detection, including sending texts, emails, or “robo-calling” customers with possible leaks as a feature in the Head End.

Systems with modules that fit NICOR connector ports on water meters with low rates of failure due to water ingress or other factors.

Systems with water meters and modules that can work after being periodically submerged.

Systems with modules that last at least 10 years.

Systems that flags water meter tampering.

Bidder to demonstrate alternatives to using electric meter mesh communication, including “ride by” or other means. The City has a significant area served with water service but not City Electric service. City may have access to other electrical provider non-metered services (i.e. Energy United’s non-metered rate). Note that the City plans to replace all water meter lids with non-metallic lids to enable better communication.

4.2.3 Electric & Water (Primary Focus Electric and Water)

Use communication means that do not include power line carrier, which may interfere with other City line and substation equipment.

Easy data export for manipulation via spreadsheets, databases (via read only ties), or other similar tools.

User ability to change multipliers, make linear reading adjustments, etc.

On request reads, water flow checks, power status checks, instantaneous current draw, internal disconnect switch status, validation of demand reset requests, etc.

User Creation of Virtual Meters,

Ability to remotely upgrade device firmware and complete such firmware updates within six hours to all meters,

System communication method to be a wireless-mesh based system, using licensed or unlicensed bandwidth available to the City for at least twenty years. Bidder to describe in detail how this will be available to the City. Bidder shall warrant all equipment such that if the equipment develops any communication issues then the Bidder shall repair and/or replace at no extra charge to the City for a period of ten (10) years. Also, should the Bidder not install/specify enough collectors to establish sufficient communications then the Bidder will add additional collectors at no extra cost to the City and provide pay for communication costs for an additional five years.

System to have the following redundancy:

– More than one collection device must fail before data is lost to any group of meters.

– More than one meter must fail (in 99.5 % of cases) before data is lost to a group of more than five meters.

– A portable read device will be available to ride by meters or quickly interrogate them at the meter location. Manufacturer to provide pricing per portable read device; City anticipates purchasing at least three of such devices.

4.2.4 Customer Service (Primary Focus Finance)

Ability to provide prepayment rates (automated or manual processes are considered with or without third party payment services).

Remote disconnect for available electric meter types (automated batch process and individual meter processes are considered).

Ability to query usage data from a variety of parameters to allow user creation of various reports (i.e. total kWh used by all meters during a month, or total kWh used by a certain rate class during a month, Non-Coincident Peak calculations, On-Peak Calculations, etc.).

Ability to do billing checks through entering rate data as a means of checking/verifying methods of billing from the Tyler Incode billing system and breaking out costs in terms of energy use, demand, power factor, REPS charges, etc.

Customer data presentation via a secure online portal.

4.2.5 Information Technology (Primary Focus Information Technology)

Initially, system to be remotely hosted with backup servers to be located in at least one other location geographically distant from the primary server by at least five hundred miles.

24/7 service if the system should require emergency support. These not-to-exceed costs for these services should be plainly stated, along with escalation due inflation, etc. for a period of ten years.

System to have minimum of AES 128-bit encryption.

System’s head end to meet the latest standards of The Federal Information Processing Standard (FIPS) Publication 140-2, (FIPS PUB 140-2), cyber-security protocol. SAAS servers to undergo annual penetration testing. Bidder will describe the physical and cyber security features used to protect any intelligent electronic devices (meters, collectors, etc.) from typical threats. Bidder will provide an overview of cyber security provisions end-to-end. Bidder will describe how system upgrades and software patches are administered to minimize security risks.

Bidder will provide information on configuring authentication / authorization / logging and encryption on all components.

System should have a host intrusion detection system to perform a variety of integrity checks to detect attempted unauthorized access and alert administrators of the AMI system to these attempts.

Bidder will list all IEEE and ANSI Standards that the components satisfy compliance.

4.2.6 Head End Administration (Primary Focus All Four Departments)

A system with administrative ability to grant access to certain portions of the AMI /MDMS system to certain users and change access as necessary.

The System shall show and retain a minimum of 3 years of hourly usage history for all utility accounts.

System shall identify and present problematic data to operators for resolution before it reaches the City’s billing system.

System shall provide standard reporting for meter exceptions, meter reads, meter events, communications, exceptional consumption, and continuous consumption.

System shall have the ability to view raw, processed, and validated data.

System shall be able to maintain up to 36-month history of meter data.

System shall display electric and water meter data in a Graphical User Interface (GUI), in tables, and via database ties.

System shall have the ability to manually insert raw register read or perform validation for a given meter.

System shall provide an instant “snapshot” of the entire utility system.

System shall have the ability to remotely disconnect/reconnect meters with remote connect/disconnect functionality.

SaaS data shall be secured in Tier IV SSAE 16 certified data centers.

SaaS data shall be stored securely in more than one datacenter.

SaaS data files shall have scheduled backups and be properly stored in a secure location.

SaaS data is the property of City of Statesville and shall not be copied, shared, or sold by the Bidder.

System shall promptly notify the City of any unauthorized access of City data. SaaS database shall be fully retrievable by the City of Statesville.

4.2.7 Overall (Primary Focus All Four Departments) System must be overall user-friendly and easy to learn to use relative to other

offerings. Preference will be given to a system that includes a Meter Data Management System or due to its simplicity, requires no third-party Meter Data Management System. This (as well as other aspects listed in other areas)

will be fully evaluated by City employees in an AMI/MDMS Pilot Project in addition to pre-selection due diligence.

Implementation of this system must be done on a “live” basis as the City presently has two billing read periods per month.

Field collection devices should use a cellular based communication system backhaul with pricing for such a system to be included in the proposal (including third party costs for such services and hardware) but be able to accommodate potential ties to the City’s fiber network via TCPIP or other networking protocols.

Bidder to state all third-party items necessary to implement, operate, and maintain this system and estimate costs for these on a one time and ongoing bases.

4.3 AMI Bidder Technical Support (Maximum Score is 300) Bidder shall list standard levels of technical support and those which require additional cost.

4.4 AMI Bidder Cost (Maximum Score is 450) This section will be evaluated similar to the North Carolina State Procurement Manual from May 8, 2013 on page 72, where maximum points are awarded to the lowest cost solution and then lesser amounts of points are awarded to higher cost solutions according the formula “lowest cost solution price divided by the higher cost solution price times 450 points.” Costs for solutions are determined by the evaluation committee based on information provided by the bidder as well as information found by the evaluation committee and will focus on the total cost for the system and all meters and other equipment necessary for its initial purchase and ongoing costs. Where the evaluation committee’s calculations may differ from the Bidder’s, the City’s calculations are final.

4.5 AMI Bidder Warranty (Maximum Score is 225) Bidder shall list standard levels of warranty and those which require additional cost. (See Section 7.0)

4.6 AMI Bidder Training (Maximum Score is 225) Bidder shall list standard levels of training and those which require additional cost. (See Section 8.0)

The proposal shall include pricing for all services as described in Section 4.0 herein.

A worksheet has been provided in the Appendix to give the Bidder an idea as to how the City plans on evaluating the final proposals in order that they may reach a final award. The tab is listed as “Technical Requirements Eval.” Numerical scores listed in the worksheet show maximum point values.

5.0 PILOT AND FULL IMPLEMENTATION PROJECT SCHEDULE The following is a preliminary outline for the completion of the project. The City along with the Bidders selected as part of the “short list” will finalize the schedule in order that it is optimized to best fit the City’s requirements and expectations:

– RFP re-issued by December 14, 2018

– Questions from Bidders submitted by January 4, 2019

– Answers to questions submitted by the Bidders will be posted January 21, 2019

– RFP due by January 31, 2019

– RFP Short list determined by March 4, 2019

– Recommended System Award to Council by March 27, 2019

– RFP approved by Council by April 15, 2019

– RFP Contracts execution completed by May 15, 2019

– Initiation of pilot project by June 15, 2019

– Completion of the pilot project by June 15, 2020

– Completion of Full Implementation Project by June 15, 2021

6.0 DELIVERY All products must be transferred and handled in accordance with the manufacturer’s instructions.

Shipment of products shall be promptly inspected to ensure that products comply with requirements, quantities are correct, and products are undamaged.

Delivery schedule and shipping methods are to be appropriate for quantities and time frame of the project. Electric and Water Meters and RF module supplies will be provided in quantities and at times requested by the Owner. Delivery of meters, registers, and RF modules shall be within 60 calendar days of request by the Owner. Delivery of products other than meters, registers and RF modules shall be within 90 calendar days of approval of the product and ordering.

All work on the project, including set-up and training, listed in the Proposal sections of the Bidder’s Proposal shall be satisfactorily completed within the timeframe listed in this RFP.

7.0 WARRANTIES Bidders will provide copies of the initial warranties and extended warranties lasting for a minimum of five years with the equipment and system, including all terms and conditions.

Bidders will describe their intent in the Proposal with respect to technical support during the contract period. Renewable maintenance agreement options including costs shall be provided

Bidder will provide a brief description of additional devices, hardware changes, or software enhancements planned for the system within the next three years.

All cost totals must be included in the Bidder’s Proposal.

All manufacturer warranties for the products must be transferred to the Owner upon final acceptance by the Owner. In addition, the Bidder shall supply all software licenses, naming the Owner as the holder.

8.0 TRAINING As a minimum, Bidder will provide technical training consisting of at least one week of initial on-site training for engineering, customer service, and technician-level training and a second week of on-site training within a year of completion of full implementation for follow-up training.

The Bidder will also provide as part of the training plan the minimum number of training hours that will be provided as a part of the base package. The plan will identify the actual training hours and describe the size and assumed skill levels of each group. The Bidder should indicate if additional off-site training is available for City employees. The Bidder will provide cost information for additional training that is available. All cost totals for initial training must be included in the Bidder’s Proposal.

If the Bidder has an annual Users’ Group Meeting, the City shall be able to send up to five people to these meetings each year without a meeting attendance cost for the first five years of installation of a full AMI/MDMS system(s).
