MINUTES OF THE NORTHERN DISTRICT CONFERENCE

The Northern District Conference was held at Christ UMC, Wheeling. This year’s District Conference Business Session was done in context of the Worship Service, which is in the yellow section from pages 1 – 2 of the

District Journal. We had 83 people registered.

Explanation of the Budget

I. House of the Carpenter: Children’s Outreach Programs and Camping Ministry: $4,500.00

The House of the Carpenter ministers with children in need through a variety of programs. The single largest program is our summer camping ministry. The HOC will offer camp to more than 200 children which will include day camps and resident camps in the Ohio Valley.

Other specific children/youth ministries are the strings lessons class providing instruction in guitar and violin on a weekly basis. The school supply program makes educational supplies available in the fall and then again the first of each year. During Christmas each year, we reach and provide gifts for over 500 children and anticipate more requests in 2014. Children/youth also benefit directly and indirectly through the ongoing food pantry, clothing center, underwear room and utility assistance that are all part of the ministry of the HOC.

II. The District Superintendent’s Discretionary Fund $5,000.00

The funds from this line item support the ongoing work of the District Superintendent in and with leadership, work, teaching, and ministry in the Northern District. This fund is also used to provide resources to supplement unfunded programs. At times this fund is also used to assist pastors and local churches in times of need, and provide scholarship assistance for youth events and for pastors and churches enrolled in healthy vital conference workshops.

6III. The District Program Ministries $5,900.00

This area supports the ongoing work of our District’s program, ministry, and mission teams and committees. Our goal is to find ways to be in ministry and mission to all. This is done through our programs, training events, and spiritual growth opportunities for pastors, laity, and congregations.

IV. Cabinet Work Teams $1,000.00

One of Bishop Steiner Ball’s emphases is on mission work throughout the connection, and she believes that the Cabinet should lead by example in this area. Last quadrennium, the Cabinet helped with Hurricane Sandy relief in New Jersey; helping with ministry in McDowell County, WV; with an eyeglasses clinic in Haiti, and on a House of the Carpenter ramp-building team and making apple butter at Burlington United Methodist Family Services in our Conference. This year we’ll be working flood relief. This line item provides funding for these mission opportunities.

V. Clergy Evaluations $ 600.00

After piloting, other instruments, our Conference has settled on conversation and evaluative questions prepared by the Lewis Center for Church Leadership. One year will be a paper-and-pencil process, and the next year will be a computer-assisted process called the Lewis Pastoral Leadership Inventory; this two-year cycle will

continue over the years. This line item in each district budget spreads the cost of clergy evaluation evenly throughout the conference.

VI. The District Office Operations $10,300.00

Though some of the cost of the District office is defrayed by the Conference, the District continues to absorb the largest percentage of the operating expenses for the District Office. This line item covers operations, communications, the annual purchase and/or lease of equipment in the District Office, as well as the upkeep of all equipment. Also, from time to time Equipment and Furniture wears out and needs replaced and the cost is budgeted from this line item. Ongoing needed supplies and materials are also purchased from this budget line. This line item also provides funds for a person to work as needed for the Administrative Assistant during illness or vacation leaves.

VII. District Parsonage Maintenance Fund $4,500.00

Our District, as all Districts throughout the Annual Conference, is responsible for providing a parsonage for our District Superintendent. In addition, it is our responsibility for maintaining the parsonage. Funds from this line item are for the regular maintenance of the home, repairs, service contracts, and ongoing improvements that may arise.

District Superintendent Report“And so, brothers and sisters, I could not speak to you as spiritual people, but rather as

people of the flesh, as infants in Christ. I fed you with milk, not solid food, for you were not ready for solid food. Even now you still are not ready, for you are still of the flesh. For as long as there is jealousy and quarreling among you, are you not of the flesh, and behaving according to human inclinations?” –I Corinthians 3:1-3

Soooo…we’re finding that it’s harder to make disciples than it is to sign up members, huh? To get someone to agree to some words in the hymnal and to put their name on a membership roll-that’s not really a hard sell. But to get members to get up out of their pews (or out of their beds!) and go into the community to work, to witness, to build relationships with others who are different than they are is a considerably tougher task. Even getting church folks to behave like church folks in the church can be a difficult job!

Why is it so hard for the people of God to live as the people of God? There are lots of reasons, and Paul touched on two of them in his letter to the church at Corinth: jealousy and quarreling. We are so afraid that somebody’s going to take what we have, or to get more than we’ve got: more of the pastor’s time, or the better worship hour, or ‘our’ money-and so we react jealously, as if there wasn’t enough of God’s grace to go around! And quarreling-my goodness, it seems as if church people can fight over anything: who is ‘worthy’ to receive a bereavement dinner; what type of music is acceptable in the worship service; how shall Communion elements be offered; why did you overspend your budget line item? If I were writing Paul’s letter today, I’d include the Spirit-quenching sin of selfishness: I want everything at church to be my way; I want to ‘be fed’ at worship; I want the pastor and the church to be available at my every beck and call… but don’t ask me to do any work myself because I’m just so very, very busy. My dear friends, this is not how the people of God are supposed to act!

So how we are supposed to act? Who are we called to be? We have been called by God to live our lives graciously, peaceably, and selflessly. We’re called to love and forgive others as God loves and forgives us. We’re called to go out beyond our sanctuaries and reach out beyond our current circle of friends. We’re called to grow into the very likeness of Jesus Christ. Friends, we’ve been babies, and we’ve been babied, long enough. It’s time for us to grow up and to live as spiritual adults, serving and loving as Christ has commanded us.

LAY LEADERDear Friends in Christ,

As district lay leader, I have the honor and responsibility to advocate for the laity of our district. The ministry of the laity is the work of mission and ministry to which each believer is called. As Christians we are all called to this ministry. Each of us has a responsibility to proclaim the Good News and reach out to others in love. My goal is to support the laity in becoming better able to make disciples for Jesus Christ in their own communities.

This year the Northern District Connectional Team sponsored a series of workshops throughout the district on identifying spiritual gifts. God has given special gifts to every believer and they are to be used to glorify God, to strengthen and serve others and to build up the body of Christ. The various spiritual gifts are listed in Romans 12 and elsewhere in the Scriptures. Spiritual gifts include such things as teaching, administration, service, hospitality, discernment and many more. In the hour-long workshop, participants completed a survey which identified their strongest spiritual gifts. The workshops were well received and people came away with a better understanding of how they can best serve God and others.

On March 17, 2018 the Northern District Leadership Academy was held at New Martinsville UMC. Leadership is an extension of discipleship. It calls for Christians who are committed to increasing their leadership skills and deepening their spiritual practices. Those in leadership need to understand their roles and then carry out their roles effectively. Leadership in the church begins with a personal and growing faith and a passion for sharing God’s love for all people. We need leaders who can equip their congregations to live out God’s mission in the world. Classes were offered in Administrative Council by Dr. Ken Krimmel; Trustees by Rev. Jeffrey Taylor; Finance/Treasurer/Financial Secretary by Mr. Jim Berner; and Staff/Parish Relations Committee by Dr. Bonnie MacDoinald. The day began with Rev. Jake Steele, pastor of Christ UMC, Wheeling, leading the worship service and preaching. Almost 80 folks from around the Northern District attended the Leadership Academy. All the class leaders are on the West Virginia UMC Conference Staff. As Rev. Martha Ognibene, our District Superintendent, pointed out—“this is our conference dollars at work!” Our thanks to the conference staff for leading the classes and to all who attended this wonderful day of training. Thank you also to New Martinsville UMC for their outstanding hospitality!

I am also a member of the Northern District Connectional Team. The team is preparing for its fifth visit to all the churches in the Northern District. This year the team will visit a cluster of churches in the same geographic region of the district. All churches will be hearing soon from their Connectional Team representative.

I am pleased to report that the Northern District has had four (4) more individuals successfully complete the new requirements for becoming a Certified Lay Speaker. They are:Jeannie Blake—Fairview UMCSharon McDougal—St. Paul’s UMCPatricia Ramsey—Wellsburg/Franklin ChargeCrystal Welsh—Warwood UMCIn trying to accommodate persons throughout the Northern District to meet course requirements, we offered some courses that had to be cancelled. A Basic Course was scheduled this Spring in Sistersville and the Advanced Course, Leading Worship, was scheduled in Follansbee. Due to insufficient registration, they were cancelled.Serving takes many forms. In order to offer these courses to the laity, there are many people who worked to prepare the classes and classrooms for us to use. I would like to thank the following people for planning, organizing, setting up, and/or teaching this year’s classes: Rev. Dennis Mehaffie, Rev. Phil Dukes, Mary Tennant, Pat Ramsey, Coley Dize, Rev. Penny Calmbacher, Rev. Tim Kelley, Peggy Klages, Karen Estep, and Rhonda Robinson. In addition, the ladies and gentlemen at Sistersville UMC served us lunches and beverages. I appreciate the generosity and hospitality of both Follansbee UMC and Sistersville UMC for hosting Lay Academy for the first time. I am sure there are others behind the scenes who had input into

I would challenge each of you to send one person from your church or charge to take the Basic Course if you have not done so this past year. It is an excellent opportunity for laity in leadership roles in the church to add to their knowledge and skills in order that we may continue to touch lives and make disciples for Christ.

C.O.M.E. REPORT

The 2018 C.O.M.E. Challenge was for each and every church in the Northern District to participate. All churches were asked to contribute $100 for our two missions, Heart + Hand Outreach Ministries and Tyrand Cooperative Ministries. If you have a small church with few members, you were to give what you can. The idea was for all churches to give so that we could have 100% participation of love for our missions.

As of April 17, I have received checks from 16 of our 67 churches. The deadline is April 30 so I am positive that I will be hearing from more churches. The churches that have sent their contributions so far are: Alma Ripley UMC, Fairview UMC, First UMC, Weirton, Follansbee UMC, Graysville UMC, Kadesh UMC, Mt. Herman/Thomas Chapel UMC, New Martinsville UMC, Point Pleasant UMC, Ruble UMC, Rush Run UMC, St. Paul’s-Paden City UMC, Trinity-New Cumberland UMC, Warwood UMC, Washington Lands UMC and Wayman’s Ridge UMC. Together they have contributed $1000 for our missions.

Disaster Response Report The beautiful days of summer 2017 brought with them flooded areas in Ohio, Marshall and Wetzel counties.As many as 400 homes and businesses in Marshall county sustained water damage. The worst of it was in McMechen. It was reported to have between 2 and 3.5 inches of rain. In the town of Hundred, Wetzel County where the community spent the last two years raising money for a new fire hall, the building flooded. Five feet of muddy water soaked the brand-new building and damaged or destroyed emergency vehicles.

When a call went out, the people of Northern District came together. People of all ages came together and provided meals for those in need. Flood buckets became a welcoming sight to those in need.

UNITED METHODIST WOMEN

Leg-a-cy – n. a thing handed down by a predecessor:

On March 23, 2017 United Methodist Women organization turned 148 years old! Our predecessors have certainly handed down more than a thing to us. They taught us how to love one another, care for the least and marginalized at home and abroad, worship in communal fellowship, become educated about issues through the Reading Program and even to leave a financial legacy in the form of a permanent endowment so our mission can go on for another 150+ years. Here’s the good news. On March 23, 2017 West Virginia United Methodist Women ranked 6th in the nation in the amount of money donated on Day of Giving! We ranked 3rd in the Northeast Jurisdiction and we actually overpaid our Mission Pledge for the year as a Conference! Let’s keep that strong showing going in 2018 and into 2019 to guarantee funding for future women and children mission projects such as those described in Response and New World Outlook magazines.

West Virginia United Methodist Women contributed $185,924.84 to Missions with our Northern District contributing $12,265.33 of that amount. This represents just over 81% of monies pledged to Mission by our district in 2017. It is important to make and keep your Pledge to Mission in order to share God’s gifts to us with women, children and youth in the United States and around the world and this also gives witness to the love of Jesus.

In the Northern District we have been working on sharing ministry and mission events that are unique and / or give an old idea a different twist. We have shown that in the Northern District we are making disciples for Christ by reaching new people in new ways. The sharing of ideas has made doing God’s work truly a connectional experience.

Brooke/Hancock ParishGreetings from the northern most parish of the Northern District:It is always a pleasure to serve in ministry with my fine colleagues in the parish. Our churches cover a distance of 40 miles in Brook and Hancock Counties. The churches have a variety of ministries for each of their respective communities. For all the work done by all the churches and ministers in my parish, I give thanks to God! It is with sadness that we are losing two of the pastors in the parish. We thank God for the relationships we have had with Rev. Carl Tribett and Rev. Don Stilgenbauer. We pray for you, your families, and your charges as you relocate to continue your ministries in more southern areas of the Annual Conference. Wetzel ParishThis year we have been meeting once a month. This has been a time of learning about one another and our collective churches. We have time in prayer, sharing, snacking and planning. Our churches did a coat drive at the end of October and the beginning of November for the flood victims in the Hundred, WV area. We are currently working on boxes of Hope to place in Wetzel County. We pray that we can continue to reach into our county with the Gospel message, ~ Peace Sheri Kernik

Here in the Wheeling/Ohio Parish, I have tried to gather information from as many churches as possible for the sole purpose of getting the word out. In this past year there have been efforts to communicate via email, printed newsletter, district drop-box notifications, and good ol’ word-of-mouth.

Prayerfully, as we enter this next Conference year, more churches in the parish will participate and look to this office for parish-wide events, fund raisers and times for fellowship.

District VIM ReportAny mission work being done by any United Methodist group could be considered Volunteers in Mission. For this reason, this report is in no way to be considered a complete report of all of the mission work done by the Northern District, as much of the mission work is not done through the Volunteers in Mission title. Many groups work in and through their own church or ministry instead. Knowing this, I am happy to report that there have been 15 people who have been on some sort of work team through VIM and five more who were critical in getting the two Alaska mission groups into the air and back to their vehicles. There were, as I have already said, two groups from the West Virginia Annual Conference who traveled to Alaska; one to Anchorage and one to Fairbanks, with two people from the Northern District taking part. There was a team which partnered with the House of the Carpenter to learn how to install their temporary handicap ramps, and there was another team from the Northern District which went to work at the New Vision Depot that consisted of four people. I have been to the flood recovery area three times in the past year as well as one trip to the Conference office to work on a project there. For the three trips and the one to the Conference center, I joined teams from the disaster response and flood recovery as well one from the annual conference.

Things to come:Plans are in the works for another team to go to the New Vision Depot later this spring, date tbd. If you are interested in being a part of this work team please contact Bart Thompson at (304) 813-7213 or [email protected]

The House of the CarpenterAs I was in worship last week, the pastor asked the question, “What joys do you have to share?” I was

appreciative of the many blessings the congregation was sharing. It is exciting when we share good news. As you review the report from the House of the Carpenter, I hope you can feel the excitement and share the joy of our shared ministry.

First, we want to congratulate Julie Polley and all the volunteers who work with the Thrift Store. WV Best recently released a list of the 10 Best Thrift Stores in WV. The HOC Thrift Store was listed as the 3rd best thrift store in the entire state and the only one mentioned in the Northern Panhandle. The store has clothes, household items, furniture and a wide array of items. Over 500 people a week shop in the store. Julie also helps keep the Food Pantry and the Underwear Room running smoothly. We are thankful to be able to provide these basic essentials to so many people each week.

Our second joy is the first Teen Cooking Boot Camp. This six-week class taught teenagers the basics of cooking, kitchen safety, nutrition and meal planning. The participants learned to prepare a meal during the class and then took home all the ingredients to prepare the meal for their families. Not only did the youth learn to cook but the families were introduced to nutritious meals at the same time. The youth also did a grocery store tour, a shopping challenge and did a group meal preparation for all the members of their family. Michelle Lucarelli did a great job with the class and we already have people asking when will the next one be held.

The third celebration is the preparations for the Pre-work program are almost complete. This is the 3rd year for the program that introduces middle school students to vocations and education opportunities throughout the valley. They also take a class in financial management, resume writing and participate in a mock interview. Kate Rhodes is organizing this for the summer.

Last year we announced the beginning of the Capital Campaign to construct the Youth Center on Wheeling Island. This is our fourth celebration. When you enter the parking lot and see the expanse of grass, it is easy to wonder “Is anything happening?” In the last year we have purchased the lot, torn down the decaying house, leveled the lot, submitted an application to the City of Wheeling for a variance that will allow us to construct the Youth Center, completed the survey of the property and the elevations of the current facility and completed all of the geotechnical sampling necessary to complete the construction drawings. The construction drawings will be completed by mid-June.

We also celebrated our Groundbreaking on April 25th. If you weren’t able to attend, I hope you watched on Facebook Live. I’m writing this prior to the 25th, but the intent was for the students from Madison Elementary to play a major part in the event. We invited the Student Council from Madison to participate. They agreed, but they wanted to bring their friends, all 240 of them. So, the Groundbreaking was built around the students of Madison Elementary because they are the ones who will benefit from the Center once it is completed.

We have also been active in raising funds for the facility. In the first year of the Capital Campaign, the HOC has pledges and donations totaling more than $1,268,000. I never cease to be amazed at how eager people are to participate in this process if given the opportunity. One pastor informed the congregation he was donating $100 and challenged the congregation to match it. A week later $1,000 had been raised. Another pastor invited the congregation to be part of the campaign and expressed his commitment to the ministry. Again, a week later over $2,700 had been raised.

Our final thanksgiving is for the myriad of people who pray for us, who come as volunteers, who donate to the ministry, who share the good news of the ministry and who truly care about all the children, youth and families that are part of the ministry at the House of the Carpenter. You are truly the ones who make this shared ministry real.

FUSION Campus Ministry @WLURev. Debra Dague

The 2017-18 academic year has again been both life giving and challenging for Fusion Campus Ministry. On July 1, 2017 I was appointed to the West Liberty Federated Church, as well as the Campus Pastor at WLU. I strongly believe

that God’s vision and plan has always been for local churches and campus ministry to do ministry together. Fusion still needs the support of the local churches to provide programing that will allow us to mentor students. The connection with WLFC simply provides other avenues to bring our vision to life. A great example of that is Fusion’s call to work with those discerning their call to ministry. This new connection opens up a place for a person to explore the local church and the responsibilities of a pastor. They may preach, lead groups, and participate in administration. Fusion is also working with the WLU Community Education Program. The connection between the local church, West Liberty VFD and Community Education Program has allowed Fusion to offer many opportunities to carry the love of Christ into the world, while teaching students how to be community leaders and leaders in time of crisis. The unfortunate flooding in our area opened up the opportunity for students to see how to organize flood relief efforts. They learned how to deal holistically with families. God has called us into new avenues of service, but we continue to do service beyond the West Liberty community. The highlight of our service is helping monthly with the food pantry at Hope UMC. It has been great to see the opportunities to serve become available, as well as the relationships and mentorships that have been formed. Kayla Seidler has been instrumental in mentoring young ladies as my Associate Sponsor of Kappa Phi, as well as mentoring young leaders who lead the newly formed WL Community Youth Program. Students also experienced God at work during the holidays breaks. Students who could not travel home were invited to spend the holiday with members of the WLFC.

Fusion is pleased with where God is taking this ministry. Yes, it has been a challenge, especially being true to the new while keeping with past ministries that we feel God is still calling us to provide. But in the end, Fusion is excited to see the fruits of our faithfulness. 80% of the youth who attend Community Youth Group are unchurched. They are asking the hard questions as they figure out Christ in their life. The college students are on the other side of the questions helping the youth discern. Our new ministry vision has more “special” programs. Our attendance in these programs include people from ages 18 to 75, representing many different cultures and religions. These programs have opened eyes wider to just who God is and a respect for other’s beliefs and situations in life. When I sit back and evaluate what we have done, I see fruits in the people involved. Recently, I was having a rough day when a student cancelled on me and left me in a bind. I was trying to figure out how I would make things happen when another student walked in because she had a cancellation in her schedule. I shared with the second student I would need to leave and she asked if she could tag along. Of course, I said yes. I have to admit that I was focused on the task and the person who cancelled on me. We were leaving the chapel when the second student shared about how she always thinks about the question I ask the students, “Where have you seen God today?” She said “every day I now see God. Today, God freed me up so I could help you!” I knew in that moment that although this year has been challenging, it has also been life giving. It is moments like that that keep me humble and pressing on towards the goal.
