What is an Externally Delivered Vocational Education and Training (TVET) Course?

TVET courses allow school students to gain credentials from both the NSW Education Standards Authority (NESA) in terms of the HSC, and from a Registered Training Organisation (RTO), in terms of a nationally recognised credential while completing Stage 5 or 6 towards the HSC. A VET course may be studied at School, TAFE NSW or through a Private RTO. Students must be assessed under conditions satisfying both NESA and the RTO requirements.

Students also have the opportunity to complete a School Based Apprenticeship or Traineeship (SBAT) as part of their HSC. This combines paid work with a structured VET training program that will form part of the HSC program of study. Further information can be viewed at: www.sbatinnsw.info/

The TVET program gives you the opportunity to study VET courses at TAFE NSW as part of your program of study for the HSC. You will receive credentials from NESA (in the form of the HSC), and TAFE (in the form of an academic transcript and VET qualification credential).

TVET students are assessed under conditions that satisfy NESA, TAFE NSW and at a level that meets the training package/industry standard.

All TVET courses are designed to lead into a higher-level TAFE course. You will have an opportunity for advanced standing and/or continuing student status on successful completion of your study.

TVET courses will enhance your entry into the workforce. This is particularly true for courses where there is a work placement requirement. Industry continues to recognise the quality of TAFE trained staff. TVET courses aim to prepare you for lifelong learning.

Our TAFE delivery locations are great places to connect, learn and grow. You'll find state-of-the-art training facilities and experienced, friendly teachers. You'll have the chance to meet new people, make friends and have fun. Each location offers specialist knowledge and training, and strong relationships with local industry, schools and universities.

Unique Student Identifier (USI)

All students undertaking Nationally Recognised Training delivered by a RTO will be required to obtain a USI in order to receive their credentials from the RTO.

The USI provides easy access to all VET training records and results throughout your life. You can access your USI account online from a computer, tablet or smart phone at any time. You must keep your USI safe and ready to use for further enrolments in VET training.

Create a USI at www.usi.gov.au and pass your details on to your teacher or the Customer Service Centre where they can register your USI number against your name.

HSC Requirements for TVET Courses

TVET courses require adherence to two sets of rules. To be deemed to have satisfactorily completed a HSC course, you must have:

followed the course developed or endorsed by NESA

applied yourself with diligence and sustained effort to the set tasks and experiences provided in the course

achieved some or all of the course outcomes

made a genuine effort at assessment tasks

completed the specified mandatory work placement component (if required).

For the AQF qualification you must complete and be deemed competent in all core and elective units of competency as required by the relevant training package. A Statement of Attainment of all units achieved is issued where all units of competency are not achieved for the qualification.

It is possible that a student can achieve recognition of one qualification without the other e.g. not to be assessed as competent but still satisfy HSC requirements and have the course appear on their HSC.

As with all HSC courses, warning letters will be issued if you fail to submit assessment tasks or are not applying yourself to course outcomes. This process may then lead to an “N” determination for this subject which may prevent the achievement of your HSC.

NESA Exclusions

Where there is significant overlap between a VET course and other VET or general education courses, NESA has an exclusion between the courses. Exclusions are applied at a course level rather than at the unit of competency level. Exclusions applying to VET Industry Curriculum Framework courses are found in Exclusions applying to VET Industry Curriculum Frameworks website. Details of exclusions applying to Board Endorsed VET courses can be found in the Stage 5 and Stage 6 VET Board Endorsed Course Descriptions.

A number of Industry Curriculum Framework courses include a requirement for the development of project work for either internal or external assessment. Projects or products developed as part of TAFE delivered vocational HSC courses are not to be used either in full or in part for assessment in any other Higher School Certificate course.

If you believe you may have a problem with an exclusion, please contact your school VET Coordinator/Careers

Adviser and discuss the issue.

VET Curriculum Framework and VET Board Endorsed Courses

There are two categories of TVET HSC courses available for school students:

NESA developed Industry Curriculum Framework (ICF) Courses

NESA Board Endorsed Courses (BECs)

ICF courses contain a mandatory work placement requirement which has been determined by NESA as mandatory for the HSC. This work placement may be an additional requirement to the training package requirements. ICF courses also have an optional examination attached to the 240 hour course. These examinations are set by NESA and are distinct from the national qualifications.

BEC courses refer to courses not developed by NESA, which have been endorsed for the HSC or stage 5. BEC courses do not contribute to the calculation of the ATAR, however some BEC courses do have a mandatory work placement component.

VET courses are generally delivered as either 120 or 240 indicative hours as determined by NESA. Some courses have specialisation areas which may be 60, 120, 180 indicative hours. VET courses can also be delivered over 1, 2 or 3 years depending on the makeup of the course and all courses count towards HSC units e.g., 2, 4, 6 units towards the HSC. Check with your teacher about the specific delivery and unit entitlements for the course you are studying.

It should be noted that TAFE Illawarra will guarantee the full delivery of all 240 hour VET Industry Curriculum Framework courses. Delivery of BEC courses will be approved each year for 120 hour delivery. Ongoing delivery of a BEC course is reliant on sufficient numbers to enable the course to be viable. Students should keep this in mind in their selection of HSC subjects.

Work Placement

Mandatory work placement meets part of the assessment criteria for all industry curriculum framework courses and is structured learning out of school in the workplace.

Where the work placement is a mandatory part of the HSC course, students who do not complete the work placement will not have the course recognised on their HSC year.

The minimum required hours of work placement is 70 hours over a 240 hour course (35 hours in your preliminary year and 35 hours in your HSC year). In general, required hours are equal to one week for each 120 hours of the course. Additional hours may be required if you enrol in a 360 hour course or a specialisation area.

Note that some NESA Board Endorsed Courses such as Cert II in Sport Coaching recommend a work placement but it is not mandatory for HSC purposes.

To participate in work placement you must be deemed work place ready by your teacher and:

complete any work readiness program and demonstrate a thorough understanding of all aspects.

demonstrate an understanding of, and appreciation for all safety requirements of the industry.

present as a reliable and responsible student at all times as outlined in course expectations.

The Go2WorkPlacement online resource can assist you in your preparation for work placement. Upon completion of four modules you are awarded a Work Placement Ready Certificate which informs the host employer that you are prepared for the work placement. Visit the following link to complete these modules for the course you are enrolled in. www.go2workplacement.com

If you are enrolled in a construction course then you will also be required to complete a Workplace Health and Safety Induction course – commonly known as a white card. This is mandatory and your teacher must sight your card prior to you going on work placement.

If you are working, or have recently worked, in a related casual job, that paid work may contribute to meeting some of the work placement hours. If you believe that you may qualify for recognition, please discuss this with your teacher.

Mandatory Work placements are organised for you through a Work Placement Service Provider (WPSP), set up by the RTO and employers to coordinate the placement of students into workplaces. You will be required to register with the relevant organisation. Your teacher and your local work placement coordinator will provide details of work placement and registration arrangements.

For insurance reasons please note that students on work placement in NSW must not be paid.

Optional HSC examination

The HSC examination in Industry Curriculum Framework courses is optional. Only students who have completed a 240 HSC indicative hour course are eligible to sit for the HSC examination.

All students enrolled in a 240 hour Industry Curriculum Framework course will be required to sit a HSC trial exam. This exam (conducted at TAFE) will provide NESA with an exam estimation mark for HSC misadventure purposes only. It is a NESA requirement that you are not advised of your estimation mark.

Your TAFE teacher will help prepare you for the trial and HSC examination as well as providing an estimation mark for NESA.

Following the trial exam you must specify whether you wish to undertake the optional written examination in your last year of the course. Please ask your teacher for the required documentation to withdraw from the optional exam if you decide not to sit for the final exam.

Marks received in these examinations are available for inclusion in the calculation of your Australian Tertiary Admission Rank (ATAR).

Course Induction

During your first class you will be provided with a detailed course induction to make you aware of the following:

Course information including pathways for further training and work

Personal Protective Equipment (PPE) and equipment requirements

Assessment processes and your right to appeal

HSC requirements including work placement and ATAR options

Learning support and allowable adjustments

Recognition of Prior Learning (RPL) and Credit Transfer

Foundation skills

Your responsibilities and rights

Foundation Skills

Foundation skills encompass employability skills, core skills and digital literacy. They are an integral part of all VET qualifications. They are generic skills that apply across a variety of job and life contexts. They are defined as skills required to gain employment and to effectively participate in a workplace. Foundation Skills are embedded into all qualifications and units of competency.

There are five core skills: Learning; Reading; Writing; Oral Communication; Numeracy.

There are eight employability skills: Communication; Problem solving; Planning and Organising; Learning; Teamwork; Initiative and enterprise; Self-management; Technology.

Following are some examples of how foundation skills apply in a workplace context:

Communicating workplace information and ideas with colleagues (verbal & non verbal), using technical language and terms.

Completing records, reports and job cards. Identifying, reading and interpreting relevant sources of information.

Interpreting enquiries and responding to customer needs.

Being proactive in identifying potential problems and prioritising required actions.

Planning own work requirements and managing time to ensure tasks are completed on time.

Using business technology to collect, analyse and provide information.

Assessment

When you commence your TAFE course you will be given an assessment schedule. It outlines when assessments take place. Some courses have ongoing assessments scheduled at regular intervals, while others may have a mid or end-of-unit test. You will also be issued with a Student Assessment Guide for each unit you undertake. The assessment for each unit in a TVET course must meet the requirements of both NESA and NSW TAFE.

It is essential that you attend class when assessments are being scheduled. Assessments will only be rescheduled where reasons for non- attendance are judged as valid. That is, allowances may be made for missing an assessment event when: a doctor’s certificate is presented stating you were ill on that day you are sitting an exam at school and you can provide a letter to this effect

you are taking part in an excursion, which is part of your HSC or year assessment.

If you miss an assessment event without good reason you will receive a "warning letter" and could be awarded an N determination by NESA. You may also be deemed not yet competent for that unit of competency, which will be reflected in your final transcript. TVET courses are competency based.

In a competency based course, your performance is judged against a prescribed standard determined by industry – not against the performance of other students.

The purpose of assessment is to judge competence on the basis of your performance against the criteria set out in each unit of competency.

Competence incorporates all aspects of work performance, including problem solving and the capacity to apply knowledge and skills in both familiar and new situations. Assessment involves the integration of skills and knowledge and attitudes.

To ensure that your assessment will be fair, valid, consistent and to industry standard, assessment tasks are validated by a panel prior to assessment.

You will be judged either competent or not yet competent. There is no pass / fail. This judgement is made on the basis of evidence that may be in a variety of forms e.g. written tasks, practical demonstration, portfolio or assignment.

Your competence can only be assessed by a qualified teacher and assessor. Wherever practicable, your teacher will gather evidence of your competency on a number of occasions and in a variety of ways.

If you require any reasonable / allowable adjustment to be made so that assessment of a task is possible, you should discuss this provision with your teacher.

If you are judged as not yet competent then your teacher will tell you how you can improve and will negotiate

Page 8: 2018 Tvet Student Guide.pdf - Tafe Illawarra · What is a TAFE Vocational Education and Training (TVET) Course 4 Unique Student ... 5 Optional HSC Exam 6 ... Skills 7 Assessment and

School and Youth Engagement Services Version 6 Page 8 of 15

another opportunity for you to demonstrate your competence. However TAFE cannot provide unlimited opportunity for reassessment.

You have access to an appeals process if you feel in any way dissatisfied with the assessment process.

When you are deemed competent you will receive an Australian Qualifications Framework (AQF) Certificate and/or a Transcript listing these units at the completion of your course.

Competency Records

A competency record will be kept by your teacher and this record forms a permanent record of all units of competency demonstrated. Students have access to this record at any time to determine their progress and seek advice about options for further training and assessment if deemed not yet competent for any unit of competency.

Reporting

A course report will be completed and sent to your school at the end of semester 1 each year. A transcript of your academic record will be issued to you at the end of each year.

Homework

Please expect to complete homework. If you are not given set work to do, make sure you read over your last notes before you come to the next class. Progressive reading and revision of previously learned material will enhance your course outcomes.

Learner Support

To develop skills and knowledge to industry standard, students with particular education needs may require extended time to develop competency and additional support in the classroom/workshop or in the workplace. Access to AQF VET qualifications is the same for all students and reasonable adjustments to delivery and assessment are appropriate provided the competency standard is maintained.

Reasonable (also referred to as allowable) adjustments are changes that are made to your assessment and training conditions so that reasonable steps are taken to ensure that your disability, illness or learning need does not affect your performance. To achieve an AQF qualification you must be able to safely demonstrate knowledge and skills at the level required for each unit of competency as defined in the relevant training package.

Reasonable adjustment strategies could involve:

Adjusting the delivery materials and mode - course materials in other formats such as electronic, Braille, large print, audio/CD. A learner with a hearing impairment may want paper based materials in advance of face to face sessions, plus an interpreter where necessary.

Modifying or providing equipment – ergonomic furniture to allow for adjustment to a bench or seat height/ use of assistive technology / specialised tools and equipment.

Changing assessment procedures – oral instead of written questioning, additional writing or reading time, note takers and other enabling assistance such as Auslan interpreters, someone to write and/or read for you, unless speed is an essential element of competence, additional time to perform a task.

Modifying the work environment – adjustments to a desk height and creating more space for wheelchair access, additional lighting, arrangement of equipment in the workspace.

If you need additional support to successfully complete the course or an assessment, please talk to your teacher or school contact about support needs and reasonable / allowable adjustments.

Students with special education needs may access support through the following:

specialist support staff, facilities and learning materials for students with disabilities.

providing the opportunity to develop skills in real industry settings.

providing a safe and healthy learning environment - both within TAFE and during work placement.

counselling and careers advisory services.

specialist staff to assist with language, literacy and numeracy skills.

specialist support staff for students from non-English speaking backgrounds.

The following services are available to all TAFE NSW Illawarra RTO students. If you have any inquiries regarding these services please discuss with your teacher or contact your TVET Campus coordinator.

Appeals, Complaints and Grievances

Students have access to an appeals process if they feel in any way dissatisfied with the assessment process. Difficulties over assessment should be approached informally at first with a view to resolving them through discussion between you and your teacher. Both views can be shared and any misunderstandings clarified. If not resolved by discussion, then the teacher’s direct supervisor/Head Teacher will mediate a further informal meeting.

However, if the informal approach fails to resolve your concerns, then a formal appeals process should be initiated. Formal appeals need to be based on identified problems with the assessment process rather than an unsuccessful assessment result. You will need to lodge a formal appeal in writing clearly stating your grounds for appeal. Appeals must be lodged within 5 days from the date of assessment result.

If your appeal is upheld, a re-assessment process is arranged. You also have the right to request a different assessor(s), or be involved in the alternative assessment to avoid any fears of recrimination.

If your appeal is rejected, you have the right to lodge a further appeal with the RTO Chief Executive. When this next course of action is taken all assessment records and details of the appeal process will be made available to assist deliberations.

Where you are not satisfied with the service provided by the RTO please discuss in the first instance with your teacher or TVET Coordinator. If still not satisfied discuss it with the TVET Manager.

Recognition of Prior Learning (RPL) and Credit Transfer

Recognition of Prior Learning (RPL) and Credit Transfer refers to the acknowledgement of evidence of a student’s achievement of competencies or learning outcomes. They are processes that allow you to have any previous learning (both formal and informal) count towards your HSC TVET course and AQF VET qualifications.

Credit Transfer is a process that provides credit for a unit of competency previously achieved. Structured training or assessment for these units is not required. To apply for Credit Transfer you must provide a transcript from a Registered Training Organisation indicating your achievement of the unit/s of competency to your teacher. Units must have the exact code and name or be listed as equivalent in the relevant Training Package for Credit Transfer to be granted.

RPL is an assessment process that assesses your formal and informal learning to determine the extent to which you have achieved the competency standard. Where the outcome of this process indicates that you are competent, structured training is not required. If you have current knowledge, skills and experience relevant to the unit/s of competency within the VET course you can apply for recognition of prior learning for:

1. Units of competency within AQF VET qualifications: you will need to provide supporting documentation to provide sufficient evidence that you have the required knowledge and skill level to industry standard for that unit of competency.

Your evidence may include but is not limited to:

Relevant documents such as transcripts of relevant training, records or reports

Records of employment / letters verifying tasks undertaken from employers

Finished products, work samples or presentations of the process to completion Life experiences mapped against the unit/s of competency.

2. A VET qualification completed independently and outside school requirements for HSC indicative hour requirements of an HSC VET course. Application forms are available on the NESA website at www.boardofstudies.nsw.edu.au/voc_ed/rpl.html

3. Mandatory work placement requirements: Under some circumstances, your part-time work in an appropriate workplace may be used to fulfill work placement requirements. Applications must be considered prior to the organisation of the scheduled work placement.

Application forms are available at: https://www.det.nsw.edu.au/vetinschools/documents/work_learn/studentplacement-current-employment.pdf

Please note:

It is your responsibility to initiate applications for Credit Transfer and RPL.

Your VET Teacher will provide support, including guided access to the details of units of competency in your course. Units of competency are found at: www.training.gov.au

Your VET teacher will decide if there is sufficient evidence to support your claim for RPL or Credit Transfer.

The outcomes of that assessment will be recorded in your Competency Record.

The requirements of both the AQF Qualification and NESA must be met.

Further information about the arrangements for RPL and Credit Transfer within VET courses, including possible scenarios, is available on NESA website at www.boardofstudies.nsw.edu.au/voc_ed/rpl.html

Equipment

All equipment, materials, protective clothing and texts are provided by the TAFE. You only need to provide personal equipment e.g. pens paper etc.

Attendance

Generally, you will attend one afternoon per week usually for a period of up to 4 hours, however this may vary between courses and delivery locations. It is possible that you could be asked to attend TAFE for a whole day or “block” period. This gives you the opportunity to make full use of workshops, and to ensure that course content is thoroughly covered.

Page 11: 2018 Tvet Student Guide.pdf - Tafe Illawarra · What is a TAFE Vocational Education and Training (TVET) Course 4 Unique Student ... 5 Optional HSC Exam 6 ... Skills 7 Assessment and

School and Youth Engagement Services Version 6 Page 11 of 15

You are expected to attend every class. Each lesson builds on the previous class and if you miss a lesson it may be difficult to follow what is being taught when you return to the subsequent class. Remember that each class provides information that is vital to the successful completion of assessments.

Your commitment to attend TAFE may be challenged when a major school sporting event or other extracurricular activities clash with a scheduled TAFE class. Although it is important to consider the circumstances, punctuality and attendance at TAFE should be given the highest priority.

TAFE does not have Pupil Free Days. If your school is having a pupil free day you should still attend your normal scheduled class.

NESA has indicated that absence rates should be no more than two or three classes for the entire course. TAFE is required to inform the school of your attendance pattern and if you have any unexplained absences then a warning letter may be issued.

Clothing

Where special clothing and/or footwear or other PPE is required for safety reasons, it must be worn without exception! Forgetting to bring your PPE will mean that you will be excluded for TAFE practical classes.

Please wear practical and appropriate footwear for the course you are undertaking and no thongs!

Student Rights

TAFE NSW aims to provide students with the opportunity to study, learn and develop skills in a safe and supportive educational and social environment. As a student you will have rights and responsibilities. When you sign your Student Agreement and Contract, you agree to follow TAFE NSW policies, instructions and rules. Details are available at the location where you enrol.

You may be penalised if you disrupt your class, harass other students or teachers, damage property, cheat in examinations or otherwise act in a way contrary to the good conduct of TAFE NSW.

As a student in TAFE, you have the right to:

Be treated fairly and with respect by TAFE staff and fellow students.

Acceptable Behaviour

TAFE is an adult learning environment, represented by a collaborative partnership between the student and the teacher. You will be encouraged to be self-directed, self-motivated and to assume responsibility for your learning progress.

You will need to show commitment, both in terms of attendance and attitude to learning, and a willingness to become fully involved in the learning process. Your teachers will bring to the classroom a wealth of knowledge and information to share with you. However, this on its own will not be sufficient to successfully complete the course. It is up to you to read, research and supplement classroom learning.

We want you to succeed – and you are required to:

arrive at TAFE on time, and remain on campus (including break times) until classes conclude

attend TAFE regularly bring the necessary books and/or equipment and/or clothing to class comply with WHS practices in TAFE sit for TAFE assessments on the nominated date, or seek approval to extend the due date obey TAFE rules

incident, please follow the instructions of your class teacher and/or any other TAFE representative, such as Emergency Services Personnel.

It is the teacher's responsibility to complete accident report forms and provide assistance in seeking first aid if needed. Information about WHS is available in TAFE libraries or through your teacher. You can contact the Work Health and Safety Officer via the TAFE Administration Manager.

Evacuations

During your first week of class, a teacher will take you through the evacuation procedure. It is important to learn and remember the fire exit locations closest to the classrooms you use. You can usually find evacuation procedures clearly displayed in classrooms.

If a fire starts, don’t panic! Immediately tell your teacher or another staff member. Do not yell “fire” or run. If an evacuation is called, please follow the teacher’s directions calmly and immediately.

Security

We are committed to your safety. TAFEs Security Officers provide you with security at delivery sites, as well as other services such as handling lost property. If you need to contact the Security Officer, call 1300 766 123 or visit your local Customer Service Centre.

Illness

If you become ill or require first aid, please advise your class teacher. It is also important to make your teacher aware if you suffer from any on-going illness that may require sudden assistance and decision-making, e.g. epilepsy, diabetes. This information can be kept in confidence if you prefer.

Accidents / Injuries

If you have an accident or suffer any kind of injury while you are undertaking your course at one of our Campuses, you must let your teacher or head teacher know straight away. They will organise the necessary first aid or medical help and will help you complete an accident form. This should also be done in the case of near accident.

Contacting Students (Emergency Only)

We recommend that you provide your family and friends with a copy of your timetable and attendance details. This will help staff to forward a message to you in case of an emergency.
