Mayor Button called the meeting to order at 6:30 p.m.

Roll Call was done by the Clerk.The Pledge of Allegiance was led by Alderman Jim Church

The Mayor recognized Officer Andrew Kuen with a Service Award for 10 years of service

The Mayor presented a Service Award to Todd Hanson for 30 years of service.

A motion was made byJosh Lydon and seconded by Norm Stanek to approve the consent agenda

consisting of the minutes of the regular meeting on March 15, 2017 and monthly bills. Motioncarried 8-0.

RESOLUTION APPROVING DEED RESTRICTIONS AND PROTECTIVE COVENANTS FOR SOUTH POINTE

BUSINESS PARK

Kevin Riley read the Resolution the first and second time. Norm Stanek moved to read the Resolution

third time by title only, rules be suspended and placed before the Council for immediate action,

seconded by Josh Lydon. Motion passed 8-0. Mayor Button read the Resolution the third time by titleonly and the Resolution was approved on a roll call vote 8-0.

A motion was made by Norm Stanek and seconded by Josh Lydon to approve the Temporary "classB"/ Class "8" license for Sparta Festivals. Motion carried 8-0.

Before Chief Kuderer went over his Annual Police Department Report, he spoke a bit about the funeralprocession here in Sparta for the State Trooper that was killed. He is estimating that there were about

1400 people at the funeral with about 650-750 squad cars from different areas around the country here

to pay their respects. Alderman Lukasek extended his appreciation on behalf of the Council forthegoodjob that he and his staff and Chief Arnold and his staff did to prepare for this funeral. AldermanVonRuden also commented on all the good things she has been hearlng about the Police Department,

Mayor Button also agreed on this. He went on to 8o over this Annual Repod.

Todd went over the City Administrator's report.He did mention that the lnformation Center was almost complete

Mayor Button called the goal setting session to order at 6:30 p.m

Todd went over last year's goals and what had been accomplished from that list

Each of the Depa rtment Heads got u p a nd gave a n overview of what their department has been doingand what items their department may need in the upcoming year.

When the Department Heads were done speaking, the Council members placed their stickers on theitems that they felt were most important for the upcoming year to be accomplished. These were talliedand listed in order of the number of votes they received.

Here is the list that was voted on

1. Goodman Ct. dra inage2. Increase maintenance budget and capital improvement plan for playground equipment3. Additional street department employee4. lnfrastructure5. Airport expa nsion6. ORDINANCE NO.ORDINANCE PERTAINING TO REGULAR MEETINGS

THE COMMON COUNCIL OF THE CITY OF SPARTA, MONROE COUNTY, WISCONSIN,DO ORDAIN AS FOLLOWS

Section 1 . Section 2,01(1) of the Code of City Ordinances is hereby amended to read asfollows:

REGULAR MEETING. The regular meetings of the City Council shall be held at theCouncil Chambers of the Municipal building in the City, on the third Wednesday ofeach month at 6:00 p,m., except when the day for holding any regular meeting is alegal holiday or election day, the regular meetings shall be held at the same time andplace on the following day. The first meeting of a new Council following a regular cityelection shall be held following the conclusion of the regular April meeting of theprevious Council.

Section 2 This ordinance shall be in full force and effect following its passage and publicationas provided by law.

City Projects

-Ben Bikin' Park shelter currently under construction with bottle fillel and new sign is installed

-408 Osborne is well underway and rnoving along very well. Completion by May 31

-New golf course wateling system being installed

-Moving along with the planning of State Hwy 27 reconstruction in 2018.

-South Pointe Park design moving along. Currently planning the storm water plan

Budget

2017 budget has been approved. Mill rate $6.67, down two cenls.

Financial

-Financial report attached for April

Economic Development

-Monroe County Justice Center nearing completion. Occupancy pelmit has been issued.

-Main Street apaftments under construction

-Residential construction rernains strong and should be another busy year.

-We have some activity in regards to economic development contacts.
