Jim Church moved thatthe nominationsbe closed and that the nominee be approved for Planning Commission for a 1 year term seconded byBruce Humphrey, Motion carried 8-0. The other 2 members for Planning Commission come from ParkBoard per ordinance and the other comes from the Historic Preservation Commission nomination,

Josh Lydon nominated Jim Church for the Fire District Trustee. Kevin Riley moved that the nominationsbe closed and that the nominee be approved as the Fire District Trustee for a term of 1 year seconded

by Bruce Humphrey, Motion carried 8-0.

Josh Lydon nominated Norm Stanek for the City Council President. Kevin Riley moved that thenominations be closed and that the nominee be approved as the City Council President for a 1 yearterm seconded byJim Church, Motion carried 8-0.

Jim Church nominated Jim Hellman for the city Attorney. Josh Lydon moved that the nominations be

closed and that the nominee be approved as the City Attorney position for a 1 year term seconded byJim Church. Motion carried 8-0,

Jim Church nominated Mark Van Wormer as the City En8ineer. losh Lydon moved that the nominationsbe closed and that the nominee be approved as the city Engineer for a 1 year term seconded by Jim

Church, Motion carried 8-0.

Jim Church nominated Mark Flock as the Sanitation Superintendent. Josh Lydon moved that thenominations be closed and that the nominee be approved for the Sanitation Superintendent for a 1

year term seconded by Jim Church, Motion carried 8-0,

Jim Church nominated Mark Sund as the City Comptroller, City Assessor and City Treasurer. Josh Lydon

moved that the nominations be closed and that the nominee be approved as the City Comptroller fora 2 year term seconded by Jim Church, Motion carried 8-0.

A motion was made by Kevin Riley and seconded by Josh Lydon to set the date of May 2, 2018 at 6:30

for the committee of the Whole meeting for goal setting session. Motion carried 8-0,

Authorizing Resolution to Commit Match Fund

RESOLUTION NO

A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPARTA, providing a

Guarantee of Matching Funds for the 2018 CDBG-PF Application

Related to the City of Sparta's participation in the Community Development Block Grant (CDBG)Program;

WHEREAS, federal monies are available under the CDBG Annual Public Facilities Competitionadministered by the State of Wisconsin Department of Administration, for the purpose of theprovision or improvement of public facilities; and

WHEREAS, the Common Council of the City of Sparta has authorized the submlssion of aCommunity Development Block Grant Public Facilities Application to the State of Wisconsin forthe following project: Chester Street Reconstruction; and

WHEREAS, an adequate local financial match must be provided for the proposed PublicFacilities project by the City of Sparta.

NOW, THEREFORE, BE lT RESOLVED, that the City of Sparta does hereby authorize thecommitment of match funds to be used as outlined in the CDBG application, for the matchamount of $547,500, from a General Obligation Loan from the Union National Bank & Trust Co

WHEREAS, the City of Sparta has applied for a Community Development Block Grant (CDBG); and

Citizen Participation Planfor the

Community Development Block Grant (CDBG) Program

THE CITY OF SPARTA

PURPOSE

ln order for the CDBG Program to operate effectively, and to address the needs of thecitizens of the City of Sparta, the entire population must be kept informed. Thedecision-making process must be open and consistent with State and Federalregulations. To accomplish this, the following plan will be followed:

PROGRAM OVERSIGHT

1. The City of Sparta shall create a Citizen Participation Plan Committee, members

of which shall be appointed by the Chief Elected Official and confirmed by theCity of Sparta Council. This Committee shall be responsible for implementationof the Citizen Participation Plan, as well as offering guidance in preparation of thegrant application.

The City of Sparta shall oversee the preparation of the Community DevelopmentBlock Grant (CDBG) grant application.

2. To insure responsiveness to the needs of its citizens, the City of Sparta shallprovide for and encourage citizen participation. Particular emphasis shall begiven to participation by persons of low- to- moderate income (LMl).

CITIZEN PARTICIPATION

1. The City of Sparta shall establish a committee composed of persons

representative of the city demographics. This committee musi include at leastone LMI person.

The committee members should also include representatives from the localgovernment, real estate, banking and labor communities whenever possible.

This committee shall assume responsibility for coordinating all required elements

NOTICE OF HEARINGS

1. Official notice of hearings will be by public notice in the Monroe County Herald atleast two full weeks prior to the hearing. ln addition, the public notice shall beposted at the city municipal building. These notices will include time, place anddate of meetings, as well as a brief agenda.

All notifications of meetings and available assistance must be worded in such away as to encourage LMI participation. ln addition, all meeting announcementsshall include where, and during what time, information and records relating to theproposed and actual use of funds may be found.

REQUIRED PUBLIC HEARINGS

Public hearings shall be held to obtain citizen views and to enable them to respond toproposals at all stages of the CDBG Program, including the development of needs, thereview of proposed activities and the review of program performance. Hearings shall beheld after adequate notice, at times and locations convenient to potential or actualbeneficiaries and with accommodations for the handicapped, and, if needed, for non-English speaking persons.

PROGRAM INFORMATION FILES ANd ASSISTANCE

Technical assistance will be provided to any citizen who requests informationabout program requirements. Assistance with the application process will beprovided by city staff in the Community Development Department. A city staffmember will meet with citizens on request.

2. The city will maintain, at City Hall 201 West Oak Street, a record of all citizenparticipation efforts including minutes of meetings, newspaper clippings, andcopies of notices and brochures.

3. Citizens will be invited to make proposals regarding the application. lf suitableproposals are submitted in writing, a written response will be provided within 15days. Every effort will be made to respond to all proposals prior to the finalaction on the subject.

4. Citizens may petition or request in writing assistance or changes

The city staff will respond to all such requests within 15 days after the city councilhas met to discuss the request.

COMPLAINTS

The city will handle citizen complaints about the program in a timely manner. By federalregulation the city will respond in writing to all written letters of complaint within 15 daysafter receipt of the complaint. The nature and disposition of verbal complaints will bereported in a complaint log. Relocation Assistancc to Displaced PersonsThe City of Sparta will provide relocation assistance for lower-income tenants who, in connectionwith an activity assisted under the CDBG Program, move permanently or move personal propertyfrom real propefty as a direct result of the demolition ofany dwelling unit or the conversion of alower-income dwelling unit in accordance with the requirements of 24 CFR 42.350. A displacedperson who is not a lower-income tenant, will be provided relocation assistance in accordance with theUniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, andimplementing regulations at 49 CFR Part 24.

One-for-One Replacement of Lower-Income Dwelline Units

The City of Sparla will replace all occupied and vacant occupiable lower-income dwelling unitsdemolished or converted to a use other than lower-income housing in connection with a projectassisted with funds provided under the CDBG Program in accordance with 24 CFR42.375.

Before entering into a contract committing the Citv of Sparta to provide funds for a project that willdirectly result in demolition or conversion of lower-income dwelling units, the Citv of Sparta willmake public by publishing a notice in the oflicial City newspaper and submit to HUD WisconsinDepartment of Administration the following information in writing:

1. A description ofthe proposed assisted project;

The address, number of bedrooms, and location on a map of lower-income dwelling unitsthat will be demolished or convefted to a use other than as lower-income dwelling units asa result of an assisted project;

3. A time schedule for the commencement and completion of the demolition or conversion;

4. To the extent known, the address, number of lower-income dwelling units by size(number of bedrooms) and location on a map of the replacement lower-income housingthat has been or will be provided. NOTE: See also 24 CFR 42.375(d).

Information demonstrating that any proposed replacement of lower-income dwellingunits with smaller dwelling units (e.g., a 2-bedroom unit with two I -bedroom unit), or anyproposed replacement of efficiency or single-room occupancy (SRO) units with units of adifferent size, is appropriate and consistent with the housing needs and prioritiesidentified in the HUD-approved Consolidated Plan and 24 CFR 42.37 5(b).

To the extent that the specific location of the replacement dwelling units and other data in items4 through 7 are not available at the time of the general submission, the City of Sparla willidentifu the general location ofsuch dwelling units on a map and complete the disclosure andsubmission requirements as soon as the specific data is available.

Replacement not Required Based on Unit AvailabilitvUnder 24 CFR 42.375(d), the City of Sparla may submit a request to HUD (or to the State, iffunded by the State) for a determination that the one-for-one replacement requirement does notapply based on objective data that there is an adequate supply ofvacant lower-income dwellingunits in standard condition available on a non-discriminatory basis within the area.

City Projects

-Evans-Bossard Park bathroom project has started

-Sidewalk project in Blyton Park has started

-Hwy 27 started

-South Pointe is well underway. We have decided to bid phase 2 since we have so muchinterest.

-The lift station repairs for both Hoeschler Drive and Julie Avenue are still on schedule andshould start later this spring and into the summer for completion,

-The dam will be replaced with Perch Lake draw-down lasirng though the summer for at least 2

months, This is a DNR project and they will be supervising. This is about a $600,000 project ofwhich we will pay about $400,000.
