SUPERINTENDENT’S BUDGET MESSAGE
To: Members of the Orleans Parish School Board Louisiana Department of Education Residents of New Orleans
In July 2018 all public schools in New Orleans were reunited under the Orleans Parish School Board for the first time since 2005 (except the schools chartered by the Louisiana Board of Elementary and Secondary Education). In November 2017 the School Board adopted a three-year strategic plan with the following eight goals:
• Advance equity for all students and families;• Increase the share of students at or above grade level in reading and
math;• Raise the high school graduation rate;• Improve high school graduates’ readiness for future success;• Increase the number of students attending “A” and “B” schools;• Increase the diversity of schools and programs offered to students and
families;• Expand access to early childhood education; and• Increase public engagement and public confidence in the school system.
We were making great progress on those goals up to March 2020, when schools were abruptly closed, followed by businesses not only in New Orleans but across America and around the world as the novel coronavirus quickly spread, causing the potentially fatal COVID-19 disease. From March through May 2020 New Orleans’ 45,000 students engaged in distance learning from home while administrators made sure the Child Nutrition program continued to provide nutritious meals to school children, and faculty and staff continued to work safely from remote locations while practicing social distancing and all the other recommendations of the Centers for Disease Control to slow the spread of this new and puzzling virus.
Our primary initiative for the 2020-2021 General fund budget is to continue to respond to the COVID-19 worldwide pandemic and also mitigate adverse effects on student learning by designing a post-COVID-19 learning environment. NOLA-PS 2020-2021 core priorities in response to COVID-19 are
• Ensure schools have supports to provide ongoing learning support to students;
• Ensure schools citywide can continue to provide nutritional programming to students;
• Provide essential information to schools on the potential financial impacts in the short and long term;
• Identify and help solve for any other Systemwide needs or challenges that may arise; and
• Provide essential information to the public on the status of school and available resources.

We remain steadfast to our vision that every student receives a high-quality education that fosters his or her individual capabilities while ensuring that they thrive and are prepared for civic, social, and economic success. How we carry out that vision for every child in every school every day is surely changing in a post-COVID-19 world, perhaps for many years to come.
OVERALL ANALYSIS
Operations in the fiscal year that ended on June 30, 2019 (the prior fiscal year) resulted in a deficit of $5.4 million, decreasing the fund balance to $54.6 million. For the 2019-2020 (current) fiscal year the School Board
initially adopted a break-even general fund budget (expenditures and other uses of funds equal revenues and other sources of funds totaling $34.1 million). Through March the School Board anticipates that the current fiscal year will end with revenues and other sources of funds totaling $35.4 million (an increase of $1.3 million or 4% from the original budget), expenditures and other uses of funds totaling $39.9 million (17% more than originally budgeted), resulting in a deficit of $4.4 million, including a budget amendment to use fund balance of $5 million to support distance learning for students and other school supports in response to the social distancing occurring to reduce the spread of the coronavirus, which was declared a worldwide pandemic on March 11, 2020.

Looking forward to the 2020-2021 fiscal year, the School Board is anticipating that general fund revenues and other sources of funds will total $44 million, $8.6 million (24%) more than projected for the current fiscal year, as shown in the summary budget on the next page. State and local funding is expected to increase by $3.8 million as a result of directly operating Coghill Elementary School; transfers in from three other funds total $5 million; and revenues for building use is expected to increase by $1.2 million.
Anticipated general fund expenditures and other uses of funds totaling $44.5 million are $4.6 million (11.5%) more than projected for the current fiscal year, primarily $4.3 million to directly operate Coghill Elementary School.
Fund balance of $444,841 will be used to fund the shortfall to directly operate Coghill Elementary School, in the event there is very little fund balance available when the charter expires. The general fund budget is prepared on the modified accrual basis of accounting, the same basis of accounting used to prepare fund level annual audited financial statements according to generally

accepted accounting principles. The main policies guiding budget development are Annual Operating Budget (DC), Budget Planning and Preparation (DCB), District-Level Funding Allocation (DCBA), Periodic Budget Reconciliation (DCD), and Budgetary Item Transfer Authority (DCE), which can be found, along with all School Board policies, on our web site, nolapublicschools.com.
BUDGET HIGHLIGHTS
In this time of uncertainty caused by the coronavirus pandemic and until a vaccine is widely available and applied, our goal in developing the 2020-2021 general fund budget was to provide stability – to our staff, schools, students, families, and community. We are delighted to state that no positions or salaries were cut and we were able to grant a modest 1.5% cost of living increase t our team members and add two new positions.
In May 2020 the Superintendent launched a Re-Opening Task Force, composed of New Orleans Mayor Latoya Cantrell and other City officials, school leaders, school-based staff, charter Board chairs, parents from the Superintendent’s Parent Advisory committee, key experts, and experienced educators to develop a Re-Opening Roadmap that outlines core operational conditions for schools to follow to safely reopen for the 2020-2021 school year and provide feedback on resources and supports that should be available to students, families and educators related to vital areas such as academic instruction, through distance learning, the unique needs of diverse learners, and mental and behavioral health of students and staff.So that each student can achieve his or her full potential as a student, NOLA-PS Exceptional Children’s Services team provides educational evaluations of all New Orleans children ages 3-5, to make recommendations for instruction and intervention supports for these, our youngest learners. Before 2018 these services were provided only from the School Board’s Central Office, located on the west bank. The Exceptional Children’s Services team started providing these evaluation and intervention services from a second location on the east bank, the Mahalia Jackson site, in July 2018, which allowed more pre-school children to receive these services. The demand for services has grown each year and is
expected to increase in 2020-2021, necessitating adding six new positions at a cost of $470,000, which is offset by an increase in state funding through the Minimum Foundation Program. The result is that more children will receive the needed supports addressing their educational challenges and will be prepared for kindergarten and beyond.
On July 2, 2020 the following two departmental consolidations will be implemented, to better serve our schools, families, and community:
• The Assistant Superintendent’s office and Communications department will be consolidated into the Administrative department and will include two new positions at an additional cost of $364,000, and
• Enrollment and Systems and Office of School Enrollment will be consolidated and renamed Student Access.

WHO WE ARE
We are building a new public school system for Orleans Parish to serve our whole community of students, families, and schools:
We oversee schools that serve a community of 45,393 students and their families across Orleans Parish.
• >85% of our students come from “economically disadvantaged” backgrounds1
• >90% of our students are persons of color
We authorize and oversee 77 charter schools as well as two sites for students in secure care.

We are the local education agency (LEA) of 8 of our schools that serve 3,708 students.

ABOUT OUR BUDGET FRAMEWORK
Our budget framework is fundamental to our multi-year financial and organizational planning. We have three main objectives for our new framework:
• TRANSPARENCY: Provide all stakeholders with a clear understanding of OPSB’s functions and the extent to which existing revenues support those functions.
• ORGANIZATIONAL PLANNING: Serve as a tool to facilitate organizational planning that aligns with the responsibilities and functions that the future OPSB will take on, particularly post-Unification.
• FINANCIAL GOAL-SETTING: Identify where budget gaps exist to inform steps that will need to be taken in future fiscal years.
Four key parameters are important to understanding the framework:
1. We illustrate all general fund revenues in this framework, and they are broken out by category: OPSB has numerous sources of revenue: most notably, the district authorizer fee, insurance reimbursement and Harrahs’s funding among others.
2. We have defined a specific set of revenues that should be designated to support Citywide and LEA expenditures, to ensure that authorizer revenue is not used to cover central office costs.
3. We distinguish between recurring and non-recurring revenue: To help quantify the “operating deficit” that OPSB faces, we distinguish between funding that is available annually, versus non-recurring or one-time funds that OPSB is able to employ (e.g., Harrah’s Fund Balance).
4. We segment all OPSB costs into 5 basic categories: Citywide Responsibilities, LEA Responsibilities, Administrative Responsibilities, District Operated School Supports, and School Based Funding.

Note that the vast majority of costs, functions, and responsibilities have been structured so that they fall into one of these categories. In a few cases where a specific cost supports multiple categories (e.g., both District LEA Charters and Non-LEA schools), costs are allocated based on the estimated share of time/resources spent on each category.

Description of Category
Costs aligned to the key priorities of the future OPSB, many of which the organization already performs today• Core functions that OPSB

• Also includes legacy costs and other obligations unique to Orleans Parish School Board
Costs OPSB incurs as the LEA of its district- operated schools and a set of charter schools in FY21• For schools in the LEA, OPSB receives
an authorizer fee of 0.25% of per pupil funding, as well as federal and state grants, and performs a number of activities with these funds. For costs that exceed these revenues, OPSB assesses a chargeback to schools known as the “LEA chargeback”
• Activities include: special education compliance and services, data reporting and submission to federal and state entities, and services and compliance support related to grants such as Title I
Costs OPSB incurs to support its district-chartered schools• Includes dedicated
Central Office resources that help support both LEA and Non-LEA schools (e.g., portions of HR, IT, Insurance, Finance, School Support Enrollment and Planning and other operations).
