Five easy steps to enter your 2021 Tri-County Fair exhibit
1. DECIDE what you want to enter from the categories listed in the Exhibitor
Guidebook. Fill out the entry form in the back of the Exhibitor Guidebook.
Remember the Exhibit Guidebook is online also for your convenience.
2. REFER to the proper Exhibitor Guidebook page. Put the division and class
number, along with the class name or title of item, in the appropriate space
on the entry form. ONE ENTRY PER LINE PLEASE.
3. RETURN your completed and signed entry form and entry fee to the Tri-
County Fair Exhibit office between Monday, August 16 to Sunday,
August 22, 2021.
4. BRING your exhibits to the fair! Please make sure to check the Entry
Receiving Schedule to find out when and where to drop off your exhibit

EXHIBIT PICK-UP SCHEDULE
Monday, September 6th and Tuesday, September 7th NOON – 6:00 pm All Exhibits Must Be Picked Up
IMPORTANT…No Exhibits will be released without claim checks.
Exhibitor or exhibitor’s representative must present claim check to pick up exhibits, this is to protect your
items. Please pick up your exhibits, ribbons, awards and cash premiums on Monday and Tuesday between
NOON & 6:00 pm. We will not have exhibit staff available to assist you after Tuesday, nor do we have
a safe & secure place to store your items. Perishable items (food, flowers, agriculture) will be discarded or
donated to food bank after 3:00 pm on Monday (9/7). Any exhibit left after 30 days becomes the property of
the Tri-County Fair.

STATE RULES DEPARTMENT OF FOOD & AGRICULTURE/DIVISION OF FAIRS & EXPOSITIONS
The Division of Fairs and Expositions believes the mission of competitive exhibits at fairs is to ensure the
competition is educational, ethical and equitable. This will be accomplished in a manner representing the
highest integrity and standards of all participants.

UPON SUBMITTAL AND SIGNATURE OF THE ENTRY FORM Exhibitors (including agents and junior
exhibitor’s parents/leaders/advisors) acknowledge and agree to the following principles for competition.
1) Exhibitors will comply with printed Fair and State Rules and accept all responsibility for their
exhibits.
2) Exhibitors will indemnify Fairs & Expositions and the Fair from any loss resulting from rules
enforcement.
3) Exhibitors must be able to prove their eligibility and that of their exhibits according to fair rules and
acknowledge that misrepresentation of any kind is prohibited.
4) Junior exhibitors are expected to prepare, manage and present their own exhibits.
5) Exhibitors will conduct themselves with sportsmanship, integrity and cooperation with all
participants.
6) In the case of animals
a) Exhibitors will exhibit healthy animals and handle them with care.
b) Exhibit them in their unaltered conformation, except for common animal husbandry practices.
c) Use all pharmaceuticals, biologics and other chemicals lawfully and with notification to fair
management as it specifies.
IN FULFILLMENT OF THEIR RESPONSIBLITIES, the Division of Fairs and Expositions agree to the
following principles for competition
1) Fairs will advocate and enforce the printed rules.
2) In the case of rules violations or in practices determined to be unethical and inappropriate with the
competitive exhibit program
a) The Fair has the right to deny entry or remove any exhibitor or exhibit that is determined ineligible
or whose presentation is deemed not in the best interest of the fair, endangers the public, or has
violated the rules.
b) The fair shall discipline such exhibitors as deemed appropriate; and
c) The fair shall submit a written report of such discipline to the appropriate governing body of the
Division of Fairs and Expositions, regulatory agency, youth or breed association.
3) Fair staff will conduct themselves with integrity, professionalism, and cooperation with all
participants.

ENTER 15 OR MORE EXHIBIT ENTRIES AND GET A ONE DAY FAIR PASS For each item you enter, you will receive one raffle ticket for the
EXHIBITOR DRAWING Winners will be drawn every day during the fair.
LOCAL RULES 1. PLEASE READ CAREFULLY – All rules, regulations and guidelines must be adhered to. If rules are not
complied with, premium awards will be withheld.
2. State Rules, Health Rules and Score cards for judging, as prescribed by the Division of Fairs and Expositions
apply to all entries of this Fair. State Rules and Scorecards are available in the Entry Office.
3. Local Divisions, except as designated otherwise, are limited to legal residents or producers in California and Nevada.
Exhibitor’s signature on the entry form signifies their acceptance as to residence.
4. Judge decisions are final. He/She may reserve the right to award 2nd and 3rd or no premium if in his/her decision
the exhibit is not worthy of a higher award. Placement of ribbons or stickers does not guarantee correct placement.
Only the official placing on the judging sheet constitutes final placement.
5. Exhibits are judged either on the American System of Judging or Danish System of Judging.
American System the judging process to rank exhibitors against one another and award 1st, 2nd, or 3rd placing.
Danish System The judging process to compare each exhibit on its own merit against the recognized standard and
award as many 1st, 2nd or 3rds as merit.

80-89 2nd Place
70-79 3rd Place
Under 70 No Award
6, Exhibits in all divisions are to be brought to the Fairgrounds as listed in the Receiving-Judging-Release
Schedules and in the rules at the beginning of each department.
7. All building will be closed while judging is in progress unless otherwise noted in this Exhibit Handbook.
8. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to or occasioned
by, or arising from any animal or article exhibited by him/her, and shall indemnify the Tri-County and the 18th District
Agricultural Association against all legal proceeding in regard thereto. The Tri-County Fair will take reasonable
precautions to insure the safety of exhibits and property of every description entered for competition or display or any
other purpose while anywhere on the Fairgrounds that shall be subject to the control of the Tri-County Fair, but owners
themselves must take the risk of exhibiting them. In no case will the fair be responsible for any loss, damage or injury of
any character to any property, article or person, while same is on the Fairground or at any time or place, not be liable for
or make any payment for damage, loss or injury.
9. Refunds of overpayment of under $1.00 will not be made.
10. Entry fees will be forfeited on entries made and not exhibited, no-shows in the horse show.
11. The Tri-County Fair will not be responsible for any items of entry left after the last day of the release of
exhibits. YOU MUST HAVE YOUR CLAIM CHECKS TO PICK UP YOUR ENTRIES.
12. Cash Premiums will be available for pick up on Monday, 9/7 or Tuesday, 9/8. Cash premiums not claimed by
October 6, 2020 will be donated back to the Tri Country Fair.
13. Management reserves the right to reject any entry that is found to be unsafe, objectionable or requires more
space than is allowed.
14. The Tri-County Fair, 18th District Agriculture Association reserves the final and absolute right to interpret all local
rules and regulations and arbitrarily settle all matters, questions and differences in regard there to, and also reserves the
right to amend and add to local rules. State Rules will supersede all Local Rules.

TRI-COUNTY FAIR SPECIAL AWARDS
Frank Blum Memorial Senior Citizen Sweepstakes
The Frank Blum Memorial Award is presented by the Blum Family each year to the senior citizen
who has the most entries judged in the fair. The award is $100 and a special ribbon. Frank Blum, a resident
of Chalfant Valley, became blind later in life. After his wife Anna passed away in 1991, he sought for
something to fill his time. Gardening was his answer. Each year, preparing his entries for the fair was the
highlight of Frank’s summer. With the help of his family, he strove to enter more and more entries each
year, often as many as 85 or more. He never made it to 100 entries, but it always was his goal. All summer
long, his massive garden produced a huge variety of award-winning vegetables - and kept his children and
grandchildren drowning in home-grown garden goodness. Frank passed away in 2000. The day before he
passes, he was out in his garden, planting garlic in anticipation of the following year’s fair. The Blum
family remains an active part of the Bishop community. Thank you, Blum Family!
Eligibility to be eligible for the Frank Blum Memorial Sweepstakes, the exhibitor must be 65 years of age
or older and be on exhibitor at the 2020 Eastern Sierra Tri-County Fair. Please check the “Senior” Box
on your entry form and state your age.
The award is based on the following
1. The number of items entered and judged in all departments by one exhibitor, age 65 or older.
2. The total numbers of awards issued to that exhibitor. The
winner will be determined by a sweepstakes count.
Jim Tatum Memorial Green Thumb Award
Presented to Floricultural Entrant with the most ribbons in Potted Plants
Greg and Laura Smith and family want to continue to honor and remember the life of Jim Tatum
and how much of his life he gave to the Tri-County Fair and our whole Community! Along with his wife
Donna and their children, Jim dedicated 20 years of excellent service and unrivaled commitment to
the Tri-County Fair. Not only did the Fair event thrive during his time as CEO but the grass was never
greener or the flowers more beautiful on the entire Fairgrounds! Jim enjoyed sharing his love of
growing things with others. Many of us continue to reap the benefits of his green thumb through the
beautiful flowers and landscaping seen all around the City of Bishop!
The award is $100, a special ribbon and water can.

RULES
1. The quality desired in agriculture and horticulture product exhibits is the quality that brings the best
financial return in the commercial market and such exhibits must be at least equal in maturity to that
state of ripeness required by Section 42513 of the Food and Agricultural Code in order to be considered
for premium awards.
2. A good way to think about this is “Would you buy this produce?”

3. Under ripe vegetables may be entered and will be judged.
4. Exhibitors must bring in the required number of vegetables, fruits, herbs, etc. as listed in the Exhibit
Guidebook. Those entries not having the required number will be disqualified or exceeding the
required number will be disqualified.
5. LIMIT TWO (2) ENTRIES PER EXHIBITOR PER CLASS IN ALL DIVISIONS. If two
entries are entered into the same class, they must be significantly different from each other.

2. Entries for all classes must be received as note in Entry Receiving Schedule.
3. The management will furnish all containers in the Cut Flower Division. You must furnish your own
containers and accessories in the Arrangements Divisions.
4. The attendants in charge will take every care possible, but the fair will not be responsible for loss or breakage.
5. All Flowers must have their own foliage, except in the Arrangement Divisions,
6. Any exhibit that is diseased, or has parasites, or is considered not worthy of merit by the management may be removed
and excluded from competition.
7. EXACT NUMBERS OF SPECIMENS MUST BE ADHERED TO. Any quantity in excess of or less than the required
number may disqualify the exhibit. Where no number is indicated, no fewer than 7 blooms and not more than 15 blooms
may be used. A bouquet is made up of 7 or more flowers and foliage. A collection is a variety of kinds shown together in
individual container. A display is an arrangement of quality and effect. A spray is a portion of a plant with a number of
flowers on one stem.
8. Flower preservation material will be furnished by the department.
9. Judge’s decision is final. He/She may reserve the right to award 2nd or 3rd place or no premium in his/her judgment
the exhibit is not worthy of higher award.
10. Plants must be owned by exhibitor for 90 days prior to the opening day of the Fair.
11. Plant matter in Dried Arrangements must be ALL NATURAL. Bows and other accessories will be allowed but must
only be an accent to the piece.
12. All Fresh Arrangements must contain fresh flowers and/or fresh plant material. Bows and other accessories will be
allowed but must only be accent to the piece.
13. Arrangements and other items in the PROFESSIONAL DIVISION may be marked for sale. Sale prices must be indicated
on the piece. Exhibitors’ are asked to give the Department Head a list of the items and the sale price.
14. Additional classes may be made at the discretion of the show chairman.
15. Exhibitors with Cut Flowers are asked to re-fresh their flowers during the fair. The building will be open 10-11am to
refresh flowers. Other arrangements must be made through the Exhibit Supervisor – please call exhibit office.

6. Baked Food entries do not need to be baked from an original recipe but must be handmade by the
exhibitor from scratch and not a prepared mix.
7. An ingredient list must accompany each entry on a 3x5” card. Your name should not be on the card.
8. Entries cannot include fresh fruit garnishes.
9. Stated quantities of food (e.g. 1 loaf, ½ dozen, etc.) must be adhered to.
10. All food must be brought in on disposal plates or in bags. Food brought in on non-disposal plates will
be put on Fair provided plates.
11. Final acceptance of the entry will be left to the discretion of the Program Coordinator. Judges, and/or
Program Coordinator have the option of reassigning an entry to a more appropriate Division or Class.
12. Professional Exhibitors will be allowed to freshen and replace food during the fair between the hours
of 10 & 11am daily. Arrangements must be made in advance with the Exhibit Office.
13. All foods will be disposed of Monday after 3:00pm.
14. Pick up any non-disposable pie plates on Monday, 9/7, and Tuesday 9/8/2020, noon-6pm.
15. Although reasonable efforts will be undertaken to safeguard exhibitors’ property against loss, damage
or theft, neither the State of California nor the Tri-County Fair will be responsible for any loss, damage,
or theft of exhibitors’ property brought on the premises during the period of the Tri-County Fair. Every
precaution will be taken in the handling and exhibiting of entries.

Qualified judges are selected by the Program Coordinators to judge all culinary exhibits and special contests.
These judges have diverse and impressive backgrounds in the culinary world.
Adult Divisions
• Placed using the American Judging System where exhibits are ranked one against another.
• First, Second, Third Place and Honorable Mention may be awarded in each Class if judges so
determine.
• First Place Winners will compete for Division Winner (no monetary award).
• Division Winners will compete for Best of Show.
• There will be a Best of Show for:

Judging Criteria

Comment sheets
• Comment sheets are notes from the judges on the entry’s performance in the competition.
• They are available for pickup, with claim check, when jars are picked up after the Fair
Disqualified Entries
• Judges reserve the right to remove or disqualify any entry in violation of the rules, in poor
taste, or not in accordance with the competition standards.
• If an entry is disqualified after judging is complete, the judge will not change the status of awards
given for other entries.
Reassignment of Entry Division or Class
• Judges and/or the Program Coordinators have the option of reassigning an entry to a more
appropriate Division or Class or combining Divisions or Classes to create an adequate judging pool.
However, it is the responsibility of exhibitors to enter work in the appropriate Class. Failure to enter
the appropriate Class may result in disqualification.
Pickup Days for Ribbons and Premiums are Monday and Tuesday, noon-6pm.
Award checks will be made payable to the exhibitor whose name appears on the entry form and mailed
within 30 days after the close of the 2021 Fair.
Judging Results
• Entries will be selected for display in the Foods building with any awards received.

6. Each preserved item may only be entered in one Class (e.g. Strawberry Jam may only be entered in Jam
Class and not in Preserves Class)
7. Home Canning Jars
• Use jar size specified for each Division and Class
• Use a new 2-piece vacuum-sealed lid (clear of rust)
• Use clear Mason jars only; colored jars are not acceptable
• Do not use colored lids or rings
• Do not use Ball Elite-style Jars
• Use the label provided
8. Exhibitors must follow USDA PRESERVATION Guidelines available www.nchfp.uga.edu.
• No freezer-preserved foods will be allowed
• No open kettle or inversion canned items will be accepted (these techniques do not process the jar
after it is filled and therefore do not destroy pathogens in the food)
9. Canned entries containing the following are ineligible:
• Protein items such as meat or eggs, except for Divisions 805 & 821 where specified
• Pumpkin, mashed squash or potatoes
• Pesto-based products
• Dairy, Chocolate, or Caramel

10. Preserved food entries must have been prepared within the past year (after August 2020)
11. All entries must be home prepared and not commercially canned. Entries do not need to be from an
original recipe. Items produced for sale are eligible as long as these criteria are met.

12. Exhibitors may exchange Sealed Jars for Open Jars on Wednesday, 9/1/2021, between 4-6pm.
13. All jars must be picked up on Monday, 9/6 and Tuesday, 9/7, noon-6pm. Jars not picked up by 6pm on
Tuesday, 9/7, will be disposed of.
14. Although reasonable efforts will be undertaken to safeguard exhibitor’s property against loss, damage, or
theft, neither the State of California nor the Tri-County Fair will be responsible for any loss, damage or
theft of exhibitors’ property brough on the premises during the period of the Tri-County Fair. Every
precaution will be taken in the handling and exhibiting of entries.

• Entries must be made under the name of the individual who prepared it
• Do not use business or fictious names
• Enter using the Exhibitor’s name as it will appear on the display tag. This also applies to all youth
entries.
3. Entry Fees
• Entry fees are payable online with a credit card, or in person with check, cash or card
• No refunds will be issued
• Adult Divisions - $1.00 per entry for first 10 entries. $.75 per entry after 10 entries.
• Youth Divisions - $1.00 per entry for first 10 entries. $.75 per entry after 10 entries.

Qualified judges are selected by the Program Coordinators to judge all culinary exhibits and special contests.
These judges have diverse and impressive backgrounds in the culinary world.
Adult Divisions
Placed using the American Judging System where exhibits are ranked one against another.
• First, Second, Third Place and Honorable Mention may be awarded in each Class if judges so determine.
• First Place Winners will compete for Division Winner (no monetary award).
• Division Winners will compete for Best of Show.
• There will be a Best of Show for both Preserved Foods and Dehydrated Foods

Judging Criteria
• Read the Culinary Arts Judging Criteria for each division.
Comment Sheets
• Comment sheets are notes from the judges on the entry’s performance in the competition.
• They are available for pickup, with a claim check, when jars are picked up after the Fair.
Disqualified Entries
• Judges reserve the right to remove or disqualify any entry in violation of the rules, in poor taste, or
not in accordance with the competition standards.
• If an entry is disqualified after judging is complete, the judge will not change the status of awards given
for other entries.
• Other disqualifications include the following:
o Late deliveries
o Commercially canned entries
o Incorrect lids or jars
o Labels that do not include correct information
o Incorrect processing method or processing time
o Opened. Leaking, dirty jars or rusted lids and/or rings
o Jars with added embellishment or decoration (not including embossed decoration from the
manufacturer)
o Use of ineligible ingredients
• A product with no known safe home canning process

Reassignment of Entry Division or Class
Judges and/or the Program Coordinators have the option of reassigning an entry to a more appropriate Division or
Class or combining Divisions or Classes to create an adequate judging pool. However, it is the responsibility of
exhibitors to enter work in the appropriate Class. Failure to enter the appropriate Class may result in
disqualification.

• Pressure Canner Method: Low Acid Foods and some fruits
• Dehydrator, Oven, or Sun: Dried foods

Jars:
• Submit one jar for each item entered for judging
• Use a Mason-type threaded canning jar sealed with a new vacuum lid consisting of two pieces (metal
screw ring and metal lid). Both the screw ring and lid must be on the jar. Other types of jars will be
disqualified.
• Do not use rusted rings or colored glass jars, lids, or rings.
• Do not use Ball wide mouth Elite Collection Design.
• Do not use paraffin seals.
• Use jar size listed in each Division.
Note: Jars not picked up at end of Fair will be donated to the Master Food Preserver program for training
purposes.
Proper Headspace:
• ¼-inch headspace: Jams, jellies, preserves, conserves, marmalades, butters
• ½-inch headspace: Pickles, relishes, sauces, juices, fruits, and tomatoes
• 1-inch headspace: Low acid foods processed in a pressure canner
• Follow headspace noted in each Division
Labels for Jars:
All Preserved Food entry jars must be correctly labeled (please use label provided).
• Place label securely on the side of the jar (clear adhesive packaging tape is recommended)
• Personalized labels, decals, and decorations are not allowed on the side or tops of the jars. (This does not
apply to the design printed by the manufacturer on the top of the jar lids.)
• Do not add your name to labels.
Display:
• After judging, entries will be displayed in the Foods building.
• A placement sticker will be attached to the exhibitor’s name card.
• Disqualified entries will not be displayed.
• Food items will be discarded if they deteriorate greatly.
• There are no guarantees that the entry will be displayed.

Food Label Forms:
Complete and print form online or fill out the label below. Attach label to the side of canning jar with clear
packaging tape. See sample label below.
Include the Following Information:
• Date Preserved: The day that the canned or dehydrated item was prepared and preserved
• Processing Time: Time in canner or dehydrator
• Product: Name of the canned or dehydrated item
• Preservation Method (if applicable): Describe how the item was preserved (e.g., water bath canner,
steam canner, pressure canner, dehydration method)
• Pounds of Pressure (if applicable): Identify the weight used in pressure canner (PSI)
• Elevation: Include the elevation at which the entry was processed. Note: Processing times or PSI
should reflect adjustments for elevation.
• Time Preserved: List the time.

IT’S THE TRIFECTA THIS YEAR!!! PORK BUTT, CHICKEN THIGH AND BEEF RIBS!!!
Entrants have a choice to BBQ using a gas BBQ, a wood BBQ, a pellet BBQ or a charcoal BBQ. Entrants
are required to provide their choice of BBQ, utensils and seasonings. The Tri-County Fair will provide the
meat, area to cook and a prep table. Entrants will be provided with pork butt, rack of beef ribs and six thighs.
Entrants will have the opportunity to season or place in marinade their meat in the Charles Brown kitchen on
Friday, September 4th between 4-8pm in preparation for the contest on Saturday, September 5th. Also, on
Friday entrants are welcome to set up your BBQ area. The meat will be stored at the fairgrounds overnight.
Check in time is on Saturday, September 5th from 6am to noon in the Charles Brown kitchen. Judging
will be at 6pm. Entries will be judged by a panel of judges, then made available to the public for sampling.
Entrants will receive 1 one-day pass for admission when your entry form is submitted. Entrants will receive
one pork butt, 6 chicken thighs and 1 rack of beef ribs.
RULES
Contest is open to any resident of the local area, except professional cooks/caterers, and employees or Board
Members of the 18th District Agricultural Association. If the contestant is a minor (under 18 years old) he/she
must be accompanied by a parent or guardian.
Only one entry per contestant.
All entries must be prepared and cooked on the fairgrounds.
ONCE THE COMPETITOR HAS STARTED COOKING, THEY MAY NOT LEAVE THEIR BBQ
UNATTENDED.
Judging will be based on taste, creativity and appearance. Garnish may be used to enhance the appearance of the
finished product.
Entrants are encouraged to join in the fun and decorate their areas. Best Overall will receive a ribbon.
Exhibitors must present their prepared entry to the judges.
The public is invited to attend the judging.
Winners will be announced following the judging.
All cooking equipment, utensils, etc. brought by exhibitors must be removed from the contest area after the
contest on Saturday, September 5th. The Fair will not be responsible for items not claimed immediately after
the contest.

1. Contest is open to all resident of the local area, except professional bakers, professionals in Heritage Arts

2. ALL PIES MUST BE PRE-ENTERED.
3. ONLY ONE ENTRY PER EXHIBITOR.
4. Pie will admit the exhibitor only to the fair.
5. Pie is to be made by the exhibitor.
6. The main ingredient in the pie filling must be berries, any type. Any type of pie crust is permitted,
except purchased crusts.
7. Pies will be judged on the following criteria: flavor, texture and appearance. Indication of physical damage as
might occur in transit or handling will not be counted against the contestant by the judge.
8. Please put your name and telephone number on the bottom of your pie plate. Pie plates must be picked up
following the judging. The Tri-County Fair will not be responsible for pie plated left after competition of
contest.
9. Each pie must be accompanied by the recipe, clearly typed or written on an 4”x6” card or piece of
paper. Please include your name, address and telephone number on the recipe.
All measurements must be level (not scant or heaping) cups, tablespoons, teaspoons, or fractions of these
measurements. Specify exact measurement of pan being used (8” or 9” pie plate), and exact oven
temperatures. Give length of baking times. No ready mixes or frozen pies may be used. All recipes become
the property of the Tri-County Fair, and rights to publication will be given.
10. Pie Contest will be open to the public. The public will be requested to remain quiet and stay behind
marked off area during pie judging.
11. Judged pie slices will be sold during the judging for a selected local charity, for $2.00 per slice. All
pies will be sold for the benefit of a local charity. The entrant of the pie will have first chance to purchase their pie
back.
12. Winner will be announced after judging. Prizes will be awarded to the Junior and Senior winners.

PUMPKIN CARVING
SPECIAL EXHIBIT CATEGORY DEPARTMENT
Carve and decorate a pumpkin with your fans cheering you on! Each entry will be provided
with a pumpkin and it’s your job to carve, paint, decorate (whatever you choose) to reflect the
Fair Theme. This year’s theme is “Celebrate the Bounty of our Counties.” Each entry must
provide their own supplies to decorate the pumpkin, the Fair will the pumpkin. The contest will
take place on Thursday, September 2nd. Check in time will be 4pm. The contest will begin at
4:30pm. Each entry will one hour to complete their pumpkin. Winners will be selected by
People’s Choice: all entries are displayed during the Fair. Pumpkins may be picked up on
Monday, 9/6/21.
Entry fee is $10 and includes Fair Admission on Thursday, September 2, 2021 for a maximum
of 4 people. Meet at the grass area in front of the Charles Brown Building.

Classroom Art Project Exhibit - Department CAP Win $200 in art supplies for your class by working together to create an art project!
Elementary school classes are invited to enter their classroom projects in a new challenge for the 2021
Fair! This fine art challenge asks students to focus on CREATIVE REUSE, COLLABORATION, and
USE OF THE FAIR THEME to make a mural/picture or a free-standing sculpture to enter and display at
the Tri-County Fair Labor Day Weekend 2020. Creative Reuse is the process of transforming by-products,
waste materials, useless, or unwanted products into new materials, products, or art!

Judging and Prizes:
• All entries will be judged using a Rubric (which is available online).
• The top-scoring artwork in each grade level will receive $200 for their teacher to spend on art supplies and
resources.
• The winner from each grade level will be featured in a special traveling exhibit.
Project Details:
• This Exhibit is open to class submissions from elementary school classes (K-6th grade).
• The artwork must fit in a 4’x4’ floor space (for a free-standing exhibit) or 4’x4’ wall space (hanging
mural/picture).
• The artwork must be a collaborative work.
• Entries must include an 8.5”x11” paper with the artwork’s Title, Artists, and Artists’ Statement briefly
describing how the artists worked and what their work means. (Download a template at inyo.org/fairproject)
• Submission deadline is August 22, 2021. All projects will be safely stored at the Tri-County Fairgrounds
until the Fair Labor Day Weekend when they will be put on display.
• Entry fee waived.
• Artworks will be judged on (rubric available at inyo.org/fairproject):
o Creative reuse of discarded materials: transforming by-products, waste materials, useless, or
unwanted products into new materials, products, or art!
o Use of 2021 Tri-County Fair theme: the central focus of the artwork. Themes express the
intended lesson, conclusion, message, or point of view of the artists.
o Use of the elements of art and the principles of design: considering a variety of aspects of an
artwork individually.

▪ Principles of Design: balance, proportion, emphasis, rhythm and movement, pattern and

PHOTOGRAPHY RULES
1. Exhibitors limited to FIVE (5) entries per class.
2. Photos entered may be either digital or traditional film.
3. All photography submitted must be the work of the exhibitor. All photos must be taken by the
exhibitor; However, prints may be processed by a commercial printer NO EXCEPTIONS.
4. Except for Digital Art Classes, computer manipulation, other than corrections that don’t materially
change the original photo and normal touchups (fix red eye, etc.) are not allowed. This includes
the alteration of the photo by adding content, changing color, etc. Significantly altered photos
must be entered in Digital Art Classes.
5. BEGINNING, INTERMEDIATE and PHYSICALLY AND DEVELOPMENTALLY CHALLENGED
exhibitors MUST mount photograph NO LARGER THAN 8-1/2” X 11” photograph on a standard sheet of
colored paper and display in plastic sleeve (provided by Fair.)
6. ADVANCED AMATEUR AND PROGESSIONAL exhibitors MUST mount photograph NO
LARGER THAN 11” X 14” photograph on a 16” x 20” VERTICAL mat board. Mat board may
be any color. No Foam Core or construction paper allowed. Framed phots and horizontally matted photos will not be accepted.
7. It is the exhibitor’s responsibility to use quality adhesives to mount matted photographs. NO 2-
SIDED TAPE. 8. Journalistic Series. 3 or more 4” x 6” or 5” x 7” photo mounted on a single 16”x20” VERTICAL mat board.
9. Fair management will make every effort to display all photos entered; however, in the event that
space becomes limited, only entries placing 1st, 2nd, and 3rd will be hung. Display location shall be at the discretion of the Department Head.
10. Management reserves the right to refuse any entry due to content. 11. Photographs must have been taken by the exhibitor with a 3-year period.

4-H EXHIBITOR AGE GROUPS

(Junior-Senior Division Only)
What is a point system? How much will each 4-H member receive in premiums? The 4-H Department will use a
point system for calculating premium payments. For example, a 4-H member enters a Pumpkin Pie in Division 711,
Class 4, and receives a 1st place ribbon. The 4-H member receives a total of 6 points. If the total number of points
for all exhibitors at the 4-H Department was 1,000, and the total premium money available for the year was $500,
then each point would be worth $0.50. The 4-H member with 6 points would then receive a premium check for
$3.00. Due to budget constraints and lower amounts of State Funding that is available, this point systems allows the
4-H Department to stay in budget while still awarding 4-H members for participation.
Point value to be determined by total number of points awarded. Based on the difficulty of making or growing a
particular item, the number of points earned may be different in each division. The value of each point is the same.
In all categories 3rd place will not receive any premium points, only a ribbon. Ribbons will be given to 1st, and 2nd
place winners in addition to the premium payout.
4-H Youth Development Programs are non-traditional voluntary educational programs operated under the auspices
of the University of California Cooperative Extension and the United States Department of Agriculture. Inyo and
Mono Counties are third partner in the venture, providing funds for support staff and facilities. In Inyo and Mono
Counties, 4-H serves its members via community clubs, after-school 4-H programs and other special programs.
4-H membership is open to all youth 5 years old to 18 years of age by Dec. 31st of the 4-H Program Year. The
projects exhibited at the Eastern Sierra Tri-County Fair are the results of members' efforts under the supervision of
adult volunteers. For additional information on the 4-H Youth Development Program in Inyo and Mono Counties,
and to learn how you can join or become a volunteer leader, please contact the 4-H Office at (760) 873-7854.
4-H DEPARTMENT RULES
1. These Divisions and Classes are open to all 4-H Members in Inyo, Mono and Alpine Counties, as well as 4-
H Members in those parts of Nevada listed in the Local Rules.
2. All entries in these Divisions must have been made, collected, grown, prepared and entered by the exhibitor
who is enrolled in the 4-H Youth Program within one year of the opening day of the Fair.
3. 4-H Exhibitors MAY NOT enter the same Divisions in the Junior Department as they are entering in the 4-
H Department.
4. 4-H Exhibitors DO NOT have to be in a specific project to enter an exhibit into a division.
5. 4-H Exhibitors MUST be enrolled in 4-H. Exhibitor’s age as of December 31st of Program year must be on
entry form. Exhibitors who were 9 years old by December 31st of the Program year should enter the Jr-Sr Division. Exhibitors under 9 years old (as of Dec 31) should enter the Primary division.
6. LIMIT 2 ENTRIES PER EXHIBITOR PER CLASS. Entries must have differing characteristics.
7. All special contest cash awards will be paid to the exhibitor by the 4-H Office.
8. 4-H Primary (5-8 year-old) Exhibitors ARE NOT subject to paying entry fees for their entries. Therefore, 4-
H Primary Exhibitors entries ARE NOT judged nor are they eligible to receive 1st, 2nd or 3rd place awards
or Best of Show awards for their entries. They will receive participation ribbons and they will be eligible for
“Primary Awards” which will be selected by random drawing from entries in the designated Primary divisions. The Danish System of judging is based on established standards of quality for each type of product.
In this system, each exhibit is judged according to how well it meets that standard, rather than how it compares with
other exhibits. In all 4-H Departments using the Danish System, the following outlines shall be used by the Judge:
1st Group - Superior 92-100% - Blue Ribbon 2nd Group - Good 84-91% - Red Ribbon
3rd Group - Average 70-83% - White Ribbon 4th Group - Poor 69% or less - No Ribbon Best of Show Winners are chosen from the 1st Place entries in each Division, unless otherwise noted.

4-H Photography Exhibitors must create a beautiful and interesting photograph that best uses the elements of
composition, such as subject placement, leading lines, pattern and texture, color and contrast, lighting, and depth
of field.
Only one photo may be entered for this special contest. Photo can be no larger than 8-1/2” x 11” and mounted
on a standard sheet of colored paper. Exhibitors must clearly print on the back of the paper in the top left-hand
corner: their name, phone number, 4-H Club and age. Photos will be displayed in plastic sleeves (to be
provided by Fair).
*NOTE PHOTO MUST HAVE BEEN CREATED DURING THE 2020/2021 4-H PROJECT YEAR.
