    MINUTES OF MEETING

    FRCMONDAY 22ND NOVEMBER

    PRESENT: Pete Auty, Judy Baker, Julie Bateman, John Burgess, Annie Robertson, Ric Stubbings(All FRC)

    1. Funding Request from Youth Group through Community Recovery Fund $7547.70 to holdexcursions & a camp over 3 months. FRC all agreed with funding project.

    2. John Burgess & Pete Auty put in claim for expenses.3. Discussion about transition planning & how it would be presented to Community Groups at

    meeting tonight.

    Community Leaders:Wally Moore & Anna Burgess (Sports and Rec), Ross Davis (FPS), Chrissy Grant (ELC & Trust Fund),David Long (Trust Fund), Odette Hunter & Bev Pritchett (FCH), Paula Turner (FCH & FHC), TanyaHallett & Vicky Parry (Youth Groups), Rein Kamar (FRRCOM, F Tennis Club, Moores Road ReserveCOM), Trudie Goudge (CFA).

    APOLOGIES: Nil

    1. Intro by John Burgess: John spoke briefly about the purpose of the meeting (information andFRC handover by December 18th 2010).

    2. David Long reported: re Trust Fund. Tabled minutes of meeting of 14th October 2010.Discussed the funds disbursed to date. Mentioned targeted funds have been disbursedaccording to donor intent. The balance in the fund as of today is: $46124.34. Proposed tosplit 6 ways: School, ELC, Cricket club, Tennis Club, Community House and CFA. TanyaHallet asked how the Youth Groups can access some of these funds. David replied that she

    needs to put a request in writing asap. Timeline to be by 15th December.

    3. Re: dealings with MSC: Looking at how the Shire deals with the Community to move projectsforward. Proposal is that we would appoint a person under the auspice of MSC for a period of2 years and that person would act as a conduit between the Community and MSC. Councilhas accepted the idea in principle.

    4. History Vic 175 has contributed $10000 and $26000 through the CRF (Community RecoveryFund) to build Flowerdale Website and research Flowerdales History. Start date 19th Dec.

    5. Training. MSC have provided funding for the first 5 training sessions and 7 sessions forFlowerdale are being planned to commence in March 2011, targeted to Community House (2),Sports Club Inc (2), with 3 training sessions to be decided. Groups are welcome to submitideas re these sessions. Next training session on 30th November. Training was set up as aguide for interested community members to help them forward their projects. FRC has agreedthat the training programs are essential for the transition process and the longevity of therecovery projects.

    6. Funded Projects include:Community Garden, Arts Studio, Mens Shed, Community House,Important for each work engine and Community Group to understand that the ongoing costsof each project are to be absorbed by the group.Funding request for the Youth Space will be presented to VBAF in December.

    7. Long Term Memorial: Pete reported funding is available for a permanent memorial if thecommunity desires a permanent Memorial. Seeking community input re memorial. Flaggingthat there will be a community consultation including a community meeting re getting input.

    8. A Safer Place: Judy reported that the MSC has approved the Hall as a neighbourhood SaferPlace (NSP). Work engine for the Safety Plan will seek community input re what should go toa NSP. Consultation with Charlie Phelan has been ongoing and Charlie is very supportive ofthe NSP especially in ensuring that the neighbouring property is slashed and that a gate beput in to connect the properties. Also reported that there will be a permanent fill point for thefire tankers at Moores Road Reserve. John reported that Communications is possibly the mostimportant part of keeping a sound NSP functioning effectively. FRC looking at differenttechnologies which can assist in this area, and looking at developing partnerships withbusinesses and groups which can forward this.

    9. Paula reported that the one postcode issue will be addressed in Open Forum at Taggerty thisWednesday.
