    Minutes of the 252nd meeting of the Registration Committee held on 27 thApril,2005 at 1030 hrs. in Krishi Bhavan, New Delhi

    The re-scheduled 252nd meeting of the Registration Committee (RC) was

    held under the Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 27th

    April,2005 at 1030 hrs. in Krishi Bhavan, New Delhi. Dr. P.S. Chandurkar, Plant

    Protection Adviser to the Govt. of India, Dr. O.P. Dubey, Assistant Director

    General (PP), ICAR,Shri P.N.Maji, Addl. Industrial Adviser, and Dr. (Mrs.) S.

    Kulshrestha, Secretary, CIB&RC attended the meeting.

    Following officers from the Secretariat of CIB&RC were also present:

    At the outset, the Chairman welcomed the participants and

    requested Secretary,CIB&RC to take up the Agenda for discussion. The

    following decisions were taken:-

    Agenda ItemNo.1.0

    Confirmation of minutes of the 251st meeting of the

    Registration Committee.

    The minutes of the 251st meeting of the Registration Committee were

    confirmed.

    Agenda ItemNo.2.0

    Follow up action on the decisions taken by theRegistration Committee in its 251st meeting.

    The Committee noted with satisfaction the follow up action on the

    decisions of 251st RC meeting. Further, the Committee decided to seek the

    clarification from applicant, namely M/s Romvijay Biotech Pvt. Ltd. w.r.t.

    Agenda Item No.5.7 of 251st RC meeting about the data submitted by the

    applicant on Pseudomonas flourescens 1.15% formulation while the

    application is for registration of 0.5% WP formulation. The applicant may

    be asked to submit the data on the formulation for which they have applied

    for registration.

    Application pending under various sub-sectionsof the Insecticides Act,1968

    The Committee perused the applications pending under

    various sub-sections of the Insecticides Act,1968.

    Letters from the Director,CPPS, TNAUrequesting for not considering the data suppliedby the members of the Association as the dataoriginally supplied to the Ms MaharashtraManufacturers Association for Bio Control

    Agents

    The Committee re-iterated its earlier decision to accept the

    data for registration submitted by the Members from TNAU with the

    authorization letter of the Association.

    Agenda ItemNo.3.2

    Eco-friendly packaging material for packingpesticides and their formulations.

    The Committee deliberated the Agenda in detail and decided

    that the Pesticides Industry Associations may be advised to promote eco-

    friendly packaging material for packing pesticides and their formulations

    as the Polyethylene bags which are used as primary packing for

    pesticides have been banned by many of the States. In view of the fact

    that sudden ban on polyethylene pouches do not affect the manufacturing

    Industry, it is advised that the alternate eco-friendly packaging may be

    promoted.

    Agenda ItemNo.3.3

    Guidelines for import, manufacture and sale ofchemicals with dual use.

    Considering the huge work involved and the inputs required from

    various Sectors, the Committee felt that this work may be assigned to

    some Consulting Firms for preparation of the basic document which may

    be later examined by the Registration Committee.

    Agenda ItemNo.3.4

    Endorsement of Dye in the chemical composition of theformulated product Guidelines regarding.

    The Committee deliberated the Agenda in detail and decided not to

    permit hereafter the use of Dye for commercial reasons in any pesticide

    formulations to be used in agriculture except for formulations which are

    meant for seed treatment.

    Review of Lindane.

    The Committee deliberated the Agenda in detail and decided to

    phase out the import, manufacture and the use of Lindane in the country.

    However, its manufacture for termite control in agriculture (presently

    approved for sugarcane), in buildings, and for export may be permitted.

    Consideration of application of M/s Sumitomo ChemicalIndia Pvt. Limited, Mumbai for grant of registration forindigenous manufacture of Impregnated long lastinginsecticidal net containing 2% Permethrin w/w underSection 9(3B) with commercialization.

    Approved for a period of 2 years with commercialization with shelf-

    life claim for 2 years. The applicant may be asked to submit the protocol

    for generation of shelf-life data for approval by the Registration

    Committee. Further, the Committee decided to seek the protocol from the

    earlier registrant of the product, M/s Vesterguard F. Ltd. for shelf-life

    study. The Committee also decided not to grant further extension for

    commercialization of Impregenated long lasting insecticidal net containing

    2% Permethrin w/w (of M/s Sumotomo Chemical India Pvt. Ltd. and M/s

    Vesterguard F. Ltd.) till complete data as per requirements under Sec.9(3)

    are submitted by the applicants.

    Consideration of application of M/s E.I. Dupont IndiaLimited, Gurgaon for grant of registration for import ofFlusilazole technical and indigenous manufacture of its40% EC formulation under Sec.9(3).

    Deferred, as the data on bio-efficacy is very old (of 1990-91 and

    1995) and therefore, ICAR may be requested to verify/provide comments

    with reference to the effectiveness of the product in the present scenario.

    Agenda ItemNo.6.8

    Consideration of application of M/s Godrej AgrovetLimited, Mumbai for grant of registration for indigenousmanufacture of Tricontanol 0.1% EW, formulation(PGR) under Sec.9(3)

    The Committee deliberated the Agenda in detail. It was informed

    that their application for Tricontanol 0.1% EW and 0.05% Granules are

    complete under Section 9(3b). However, considering the fact that M/s

    Godrej Agrovet Limited are Member of the Indian Association of Plant

    Growth Products (IAPGP), and Registration Committee has decided to

    grant 9(3) registration to the members of IAPGP under item No. 6.2 of this

    meeting, the Committee decided to grant registration under Sec.9(3).

    Accordingly, the applicant may be asked to submit Form-I and the

    requisite fee for issue of Registration Certificate under Section 9(3).

    The endorsement of Bilaminated pouch packing is approved for

    COC 50% WP, Sulphur 80% WP and Sulphur 80% WDG. However, it is

    not approved for Tricyclazole 75% WP as the same packaging has not

    been approved earlier by the RC for this product.

    Transfer of certificate of Registration from M/s JaishreAgro Industries Ltd to M/s Jai Bharat Crop Chem (P)

    Application of M/s Agrico Organic Ltd. for permission toimport of samples quantity of Abamectin technical 5Kg. For trials and data generation, etc.

    Deferred, as the Committee felt that the quantity to be permitted is

    required to be re-worked in order to avoid its misuse and, therefore, the

    Committee decided to put up this Agenda Item in the forthcoming RC

    meeting after working out the quantity as per the tests planned to be

    conducted by the applicant.

    Deferred, as the Committee felt that the quantity to be permitted is

    required to be re-worked in order to avoid its misuse and, therefore, the

    Committee decided to put up this Agenda Item in the forthcoming RC

    With regard to various pesticides which are banned in other

    countries but are being used in India, the Committee decided to constitute

    an Expert Group consisting of the following to review those pesticides in

    the first phase, whose consumption is more than 100MTper annum.

    Follow up actions on the Agenda Item No.6.7 of 250th RCmeeting and 9.3 of 251st RC meeting:

    (a) Reconsideration of application of M/s Gharda Chemicals for

    registration of Indoxacarb Tech. For indigenous manufactureunder Sec.9(3).

    As decided during the course of 251st RC meeting, the decision

    of the RC was deliberated under the Chairmanship of

    Dr.C.D.Mayee,Chairman, ASRB and it was decided that the bio-

    efficacy data submitted by the applicant on cabbage should be got

    verified from the concerned Institution/University and put up to the

    RC in its forthcoming meeting.

    (b) Application of M/s BMR, Pune.

    The Committee decided to provide the applicant complete

    protocol for registration of pesticide under public health categories

    so that the case can be completed for commercial use by the

    applicant at the earliest.

    (c) The Committee decided that every page of the application

    including data submitted by the applicant is required to be

    authenticated and signed by authorized signatories. The

    applications received without page numbering, indexing and

    authentication of pages by authorised signatory should not be

    considered by the Registration Secretariat.

    The meeting ended with a vote of thanks to the Chair.
