The members of the Organizing Committee for the 26th Summer Universiade are leaders of the central, provincial and municipal governments and relevant departments of the central provincial governments. The committee is mainly in charge of coordinating and promoting the support, participation and cooperation of relevant departments of the central and provincial governments; and making decisions on major matters regarding the preparations for and the hosting of the Universiade. Executive Board of the 26th Summer Universiade

The members of the Executive Board of the 26th Summer Universiade, Shenzhen are the leaders from the municipal government; the relevant departments of the provincial and municipal governments; and the district governments. Under the leadership of the Organizing Committee, the Executive Board implements relevant resolutions and decisions made by the Organizing Committee. In addition, the Executive Board reports on a regular basis to the Organizing Committee about the preparations for the Universiade and other major issues; and guides and coordinates the relevant departments of the Shenzhen Municipal Government in their actual work. General Information

About China

China is one of the world’s most ancient civilizations with rich tangible and cultural heritages endowed by a history of over 5,000 years. As the world’s largest developing country, China has made remarkable achievements in economic and social development. Today’s China enjoys political and social stability and fast economic prosperity, and people’s standard of living has been rising.

Geography

Situated in East Asia, China faces the Pacific Ocean to the east. With a land area of 9.6 million square kilometers, China has a highly varied terrain that in general slopes downward from the west to the east.

Climate

China has highly varied climate conditions across its vast territory. Most part of the country is located in the North Temperate Zone, which gives it a continental monsoon climate, featuring moderate weather conditions and four distinct seasons.

About Guangdong Province

Geographic Location

Guangdong Province, located 20°13' ~ 25°31' N and 109°39' ~ 117°19' E, is on the southern end of the Chinese mainland close to the South China Sea. It covers a land area of about 179,800 square kilometers and has a coastline of 3,368.1 kilometers.

Climate

The province has a mixture of tropical and subtropical monsoon climates, with an annual average temperature of 22.3 , featuring prolonged summers and warm winters. It is a humid province whose annual ℃

average rainfall between 1,300 mm and 2,500 mm. Since it is located at a low altitude, the ocean has a great impact on the local climate.

About Shenzhen City

Geographic Location

Shenzhen is a coastal city in southern China, adjoining Hong Kong. It is located to the south of the Tropic of Cancer, 113°46' ~ 114°37' E and 22°27' ~ 22° 52' N. Situated in southern Guangdong Province, it borders Hong Kong across the Sham Chun River to the south, Dongguan and Huizhou to the north, Daya Bay and Dapeng Bay to the east and the Lingding Bay and the estuary of the Pearl River to the west. Its vast sea areas connect with the South China Sea and the Pacific Ocean.

Natural Resources

Shenzhen has a total land area of 1,952.84 square kilometers. There are more than 310 rivers and streams in the city as tributaries of the Dongjiang River, coastal bays and the Pearl River Estuary. There are 220 water conservancy works in the city, including 172 reservoirs storing a total of 585 million cubic meters of water. The Shenzhen Reservoir in the eastern part of its urban area, a main source of domestic water for Shenzhen and Hong Kong, stores a total of more than 40 million cubic

meters of water. Shenzhen has 230 kilometers of coastline and rich marine resources. It can be reached by sea through its major deepwater ports. Several scenic mountains range across Shenzhen, with the highest peak Wutong Mountain being 943.7 meters. The city has rich natural resources for developing tourism. In the eastern part of the city lie such popular beach resorts as Dameisha, Xiaomeisha and Dapeng Bay. In the west are scenic areas including the Mangrove Nature Reserve, Nei Lingding Island and Waterlands Resort.

Administrative Divisions

Shenzhen is a city of sub-provincial administrative status in Guangdong Province. It has direct jurisdiction over six districts and two new areas: Luohu District, Futian District, Nanshan District, Yantian District, Bao'an District, Longgang District, Guangming New Area and Pingshan New Area. On July 1st, 2010, the Special Economic Zone (SEZ) was expanded to all the districts and new areas.

Population

By the end of 2009, the permanent resident population reached 8.9123 million.

Language

In Guangdong, Shenzhen is the only city where Mandarin is mostly spoken with migrants from all over China. Many public service employees, professionals and business people can speak English. Most of the young speak both English and Cantonese.

Service Information

Visa

In principle, all foreigners participating in Universiade Shenzhen 2011 must apply in advance for Chinese visas at Chinese embassies, consulates and offices abroad; at the offices of commissioners in Hong Kong and Macao; or at any other overseas institutions authorized by China’s Ministry of Foreign Affairs. The only exception would be foreigners that can receive a visa exemption for entry into the mainland of China. If the participants plan to travel to Shenzhen via the Hong Kong Special Administrative Region (Hong Kong SAR) of the People’s Republic of China, they might also need to apply for a visa for the Hong Kong SAR, as well as the visa for the mainland of China.

Chinese Visa Applications

The following materials must be submitted to apply for a Chinese visa: (1) The invitation letter from the Organizing Committee;

(The Organizing Committee will send an invitation letter for each member of each accredited delegation.) (2) A passport or other valid international travel document is valid for at least 6 months from the date of

submission and has at least one blank page for a visa; (3) A Visa Application Form of the People’s Republic of China filled out accurately, completely and clearly, and

signed by the applicant; (4) A recent photograph with a full front-view of the applicant’s head and shoulders, without any head covering

(Head coverings required by religions will be allowed); Casual photos from everyday life, duplicated photos, or digital photos printed on ordinary paper are not acceptable.

(5) Any other supporting documents related to the visa application required by the visa officer. The visa application materials must be submitted by the applicant in person, or by another person acting on his or her behalf, except in cases in which the applicant must appear in person, or when the visa officer requires a personal interview. The applicant has the duty to answer the relevant questions from the visa officer. For further information, please refer to the websites of Chinese embassies and consulates.

Visa Applications for Hong Kong SAR

If participants plan to travel to Shenzhen via the Hong Kong Special Administrative Region (Hong Kong SAR), they might need to apply for a double transit/entry visa for the Hong Kong SAR at Chinese embassies, consulates and offices abroad; or at any other institution out of China authorized by the Ministry of Foreign Affairs of China or the Immigration Department of the Hong Kong SAR. Citizens of some countries can

receive visa exemption entry into the Hong Kong SAR. For information regarding the visa requirements for the Hong Kong SAR, please refer to the websites of Chinese embassies and consulates, or the Immigration Department of the Hong Kong SAR (http://www.immd.gov.hk/).

Arrival and Departure

The delegations may enter and exit China through Shenzhen Bao’an International Airport (the official designated port of arrival & departure) and Hong Kong International Airport (the official designated airport of transfer and arrival & departure). The Organizing Committee will set up the reception desks there to facilitate the entry and exit of participants and provide special transportation services between the points of arrival & departure and the accommodations. Delegations may also choose the general transfer and entry/exit ports in Beijing, Shanghai, Guangzhou, Urumqi or Zhuhai to enter and exit China; local governments and these ports will not arrange the reception desks for arrival and departure, but just offer them necessary assistance. In addition, The Organizing Committee will not offer any transport service for traveling between the general transfer and entry/exit ports and the accommodations. The Organizing Committee strongly recommended that the overseas participants may enter and exit China through Shenzhen Bao’an International Airport, or enter China through the general transfer and entry/exit ports and then transfer to a Chinese domestic flight to Shenzhen Bao’an International Airport. It should be particularly noted that, to bring any firearms and ammunition to China, participants shall take Shenzhen Bao’an International Airport or Hong Kong International Airport for entry and exit. To ensure that participants enjoy quality and efficient services for arrival and departure, it is suggested that the participants provide the information on their arrival and departure to the CO in a timely manner.

Accreditation

The accreditation procedure is presented in brief as follows: (1) Accreditation starts from May 12th and ends on July 12th, 2011. During this period, delegations should

submit their competitors’ Individual Entry Forms (I) to the Department of Accreditation, Arrival & Departure and Information, Executive Office of the Organizing Committee.

(2) On arriving at the Accreditation Center, Heads of Delegations shall confirm the lists of delegation members. In case of any change, the new member(s) should submit his/her/their Individual Entry Forms (I) immediately and have their photos taken at the center; meanwhile the number of days the delegations will stay in the Universiade Village and their departure time shall be confirmed; their accommodation fees shall be paid; Heads of Delegations' appointments with the CIC the next day shall be arranged.

(3) Delegations shall claim their temporary identity cards, and enter the Universiade Village. (4) Within the following 24 hours, Heads of Delegations shall collect related documents of every delegation

member (passport, individual entry form/students ID/FISU Eligibility Form, temporary identity card, etc.), and sort them out by identity (competitor/official), sport and gender to be reviewed by the CIC.

(5) Heads of Delegations shall take the relevant materials and cash (the official currency recognized by CIC is Euro, 20€ per person for effective member-associations of FISU, 40€ per person for other associations) to the CIC office for appointments;

(6) After all the documents are approved by the CIC, Heads of Delegations shall pay the registration fees and return the temporary identity cards to the Accreditation Center, and then obtain the formal accreditation cards signed by the CIC.

Transportation

The transportation system will be operational from August 5th to August 26th, 2011, providing services to all the accredited members including athletes, officials, technical officials, media and the Organizing Committee and FISU Family. The relevant transportation information and enquiry service will be available at the Transportation Information Desk located on the 1st floor of the Welcome Center in the Universiade Village. Shenzhen Bao’an International Airport (the official designated port of arrival & departure) and Hong Kong International Airport (the official designated airport of transfer and arrival & departure) are the official designated points of entry & exit, and the Organizing Committee will arrange special vehicles for the participants and VIPs to travel between these points and the accommodations for arrival & departure. Shuttle buses between the Universiade Village and competition and training venues will be arranged according to the competition and training schedules. Otherwise, special vehicles and free buses will shuttle between the Universiade Village, main competition venues, official hotels and the Media Center. Transportation will be organized for participants to attend the Opening and Closing Ceremonies.

Catering

The Athletes' Dining Hall at the Universiade Village will provide food and beverage services for athletes, team officials and visitors. The athletes and team officials can use their Accreditation Cards to eat at the Dining Hall; visitors must purchase food coupons before they can enter and eat at the Dining Hall. Only lunches and suppers will be provided for visitors. The Dining Hall will provide hot/cold food and beverages buffet style. The catering staff will respect all the customs and cultures of the people of different countries/regions.

Accommodation

The Universiade Village will offer the hotel-style accommodation to all athletes and officials. There are five apartment buildings with 4,997 rooms, and another standby apartment building with 231 rooms. During the Universiade, daily cleaning, check-in & checkout, luggage assistance and other hotel-style services will be provided. There are 13 official hotels and 14 officially designated hotels which offer the accommodation services for the officials and guests of FISU, technical officials, the work staff of media and press, VIP sponsors, the leaders

and guests of the Organizing Committee, additional officials of the delegations and members of study tour groups. These hotels are mainly located along Shennan Road in Longgang and Bao’an Districts, ensuring the convenience to reach competition venues.

Medical Services

(1) The Organizing Committee will provide to the FISU Family, participants and all accredited persons free and adequate medical assistance.

(2) The Organizing Committee will provide to the competitors adequate medical assistance during the competition and training time according to the FSI Regulations.

(3) During the Universiade, the Organizing Committee will provide the medical insurance for all accredited persons covering illness and the injury risks relating to the events.

Competition and Training Venues An Athlete Medical Station and a Spectator Medical Station will be set up at each competition venue. The stations will provide first-aid and hospital transfers for both accreditation card holders and valid ticket holders. These stations will begin operations one hour before competitions begin and end when all athletes, staff and spectators have left the venue. Athlete Medical Stations will be set up at each training venue, offering first-aid and hospital transfers. Stations will begin operations 30 minutes before training begins and end one hour after training ends. Athletes' training in unofficial training sites or outside official training periods will be not supported by Universiade Medical Services. Designated Hospitals The Organizing Committee will cooperate with high-quality local hospitals. In case of emergencies, the designated hospitals may be used for evaluation and treatment. The information of designated hospitals could be obtained from the medical first aid room. Technical Regulations

Article 11.1, Regulations for the 26th Summer Universiade 2011, Shenzhen: 11.1 The sports events of the 26th Summer Universiade in Shenzhen 2011 shall be organized in

accordance with the most recent technical rules of the appropriate FSIs unless otherwise stated by the Executive Committee.

Article 12.10, 12B, Regulations for the 26th Summer Universiade 2011, Shenzhen: 12.10 Weightlifting

12.10.1 The Weightlifting competitions will be organized in accordance with the most recent technical

regulations of the International Weightlifting Federation (IWF). In any dispute, the English text will be regarded as authoritative.

12.10.2 The programme and duration of the competitions are fixed by the Executive Committee in agreement

with the Organising Committee and the CTI. The competitions will last six (6) days and will include: Men:

56 kg, 62 kg, 69 kg, 77 kg, 85 kg, 94 kg, 105 kg, +105 kg

12.10.3 The competition will be executed in following sequence: a) in the Snatch b) in the Clean and Jerk Gold, silver and bronze medals will be awarded in Total.

12.10.4 Each country/region is authorized to enter a maximum of fifteen (15) athletes from which eight (8) men competitors and seven (7) women competitors spread over the different categories with a maximum of two (2) competitors per category.

At the first General Technical Meeting (verification of final entries), the Head of Delegation or his representative shall confirm and sign the official list of the accredited competitors by the CIC.

12.10.5 Universiade Records in Snatch, Clean and Jerk and Total shall be established/recorded in each

bodyweight category, in accordance with the IWF Technical and Competition Rules.

Competition Rules

The IWF Technical and Competition Rules shall apply. Exception: The final ranking is decided on the Total result (best Snatch and Clean and Jerk results combined). In accordance with IWF Technical and Competition Rule 6.7.7, since medals are given on the Total only, the competitor who fails all Snatch attempts shall be eliminated

Entries

Participation

Only the following may participate as competitors in the Universiade: (1) Students who are currently officially registered as preceding towards a degree or diploma at the university

or similar institute whose status is recognized by the appropriate national academic authority of their country/region;

(2) Former students of the institutions mentioned in 1) who have obtained their academic degree or diploma in the year preceding the event;

(3) In countries/regions with fewer than 2,000,000 inhabitants or having fewer than 5,000 University students, students attending technical or secondary schools may participate in FISU events provided they have

been attending their establishments for at least two years; (4) Countries/regions wishing to take advantage of the concession above must submit an application to the

FISU Executive Committee at least six months before the scheduled start of the event. Such an application must be supported by documents endorsed by the appropriate State, Regional or National Academic Authorities;

(5) A national of the country/region they represent; (6) At least 17 and less than 28 years of age on January 1st, 2011 (born between 1984 and 1993).

Entries will be accepted only from those organizations which have been invited to participate. All delegations shall submit the entry forms to the Organizing Committee in the due time and in the form prescribed by the Organizing Committee and FISU regulations. Intention of participation, General and Nominative entries may be sent by any electronic ways of communication or telefax in order to meet the required entry deadlines, but they must be confirmed as soon as possible in writing, on the official forms. Entries arriving after the expiration of the required deadlines will not be taken into consideration, except in the case of circumstances outside one’s control, with the agreement of the Executive Committee and on the advice of the Organizing Committee. Individual entry forms of athletes from a non-member association must be countersigned by the FSN or by the CNO, and stamped with a seal from the said organization.

3.5.1 There shall be a CT for each sport in the program of a Universiade which shall consist of:

(1) a chair (who shall be the member of the CTI for that sport); (2) a representative of the Organizing Committee for that sport; (3) the representative of the appropriate FSN of the organizing country; (4) the representative of the appropriate FSI; (5) three experts nominated at the first (1st) General Technical Meeting on the proposal adopted during

the first (1st) Technical Committee Meeting.

The Technical Committee will be assisted in its work by adequate personnel.

Not more than two members of the CT should be from the same country/region. 3.5.2 During the days prior to the start of the sports event for which s/he is responsible, the Chair of the CT

shall convene the following meetings: (1) The meeting of the Technical Committee during which the staff members from the Organizing

Committee for the sport concerned may also attend as observers; (2) The first (1st) General Technical Meeting to which shall be invited the members of the Technical

Committee and a representative from each country/region competing in that sport. 3.5.3 The first (1st) meeting from the Technical Committee must:

(1) prepare the first (1st) General Technical Meeting; (2) appoint the criteria to set up a jury of appeal; (3) decide the system of appointment of referees and judges; (4) approve the detailed program for their sport; (5) propose the nomination of three (3) experts from participating countries/regions to become

members of the CT. 3.5.4 The first (1st) General Technical Meeting must:

(1) nominate three (3) experts according to the rules under Article 3.5.1(5); (2) approve the detailed program of their sports; (3) appoint a Jury of Appeal according to the rules of FSI of the sport concerned. The members of the

Jury must be from different countries/regions; (4) take if necessary the emergency measures in order to ensure the smooth technical running of the

events; (5) confirm the official list of the competitors accredited by the CIC, who will take part in the

competitions. The Head of Delegation or his/her representative will confirm the attendance of their country/region’s athletes for this sport by signing that list and, if required, by filling in an entry form.

On this entry form must appear the accreditation card number of the participant attributed by the CIC, the first name, surname and competitor's number.

The competitor not approved by the CIC will not be authorised to take part in the competition.

3.5.5 The CT appoints referees and judges for all the competitions. 3.5.6 Before the end of the Universiade the members of the CT (Art. 3.5.1) shall meet to make

recommendations for the future organization of their sport. 3.5.7 The Chair of the CTI shall have the right to attend all meetings of the CT. 3.5.8 The Chair of the CT prior to the start of the sport for which he is responsible in the Universiade, is

obliged: (1) to maintain close cooperation with the Chair of the CTI and with the representative of the

Organizing Committee in the CT; (2) to ensure that the regulations of the FSI concerned are observed; (3) to inspect the sport facilities and the equipment to be used during the competition; (4) to gather exact information concerning:

1. The number and the level of performance of the participating competitors or teams; 2. The number and qualifications of the referees and judges in the participating delegations; 3. The system of the draw.

(5) to prepare the CT meeting with the representatives of the participating countries/regions (Art. 3.5.2). In agreement with the members of the CT, s/he shall prepare the proposals for: 1. The appointment of a Jury of Appeal and of the referee/judge sub-commission; 2. The nomination of three (3) experts from participating countries/regions to become members of

the CT; 3. The system of appointment of the referees and judges for each competition.

3.5.9 At the end of the competitions of the sport of which s/he is responsible for, the Chair of the CT has to

sign the complete protocol of the results produced by the Organizing Committee (Art 4.8.e) in three (3) authentic copies: (1) for the FISU archives; (2) for the Organizing Committee archives; (3) for the appropriate International Sports Federation.

3.5.10 At the end of the Universiade, each CT Chair has to present a report which shall include:

(1) recommendations for the future Universiade; (2) a summary of the best results; (3) a final report on the organization.

Technical Officials

The technical officials for Weightlifting competitions of Universiade Shenzhen 2011 will be appointed jointly by the Organizing Committee and IWF.

Protest and Appeals

Article 11.2, 11.3, 11.4, Regulations for the 26th Summer Universiade 2011, Shenzhen: 11.2 Any protest of a sport nature or disciplinary nature, must reach the jury through the referee or other

competent official according to the regulations laid down by the appropriate FSI or by the technical regulations.

11.3 Each Head of Delegation or his/her deputy has recourse to protest against the decision of the Jury.

This protest must be submitted in writing to the Jury of Appeal in accordance with the regulations of the appropriate FSI. Such protest must be accompanied by a deposit of fifty Euros (50 €) which will be returned if the protest is considered to be justified.

11.4 Any decision of the Jury of Appeal of a sport event is final and must be reported immediately to the

Head of Delegation of the country/region concerned.

Equipment

The equipment for Weightlifting competitions of Universiade Shenzhen 2011 will be supplied by Organizing Committee, and approved by FISU and IWF. The “ZHANGKONG” brand barbells will be used during the Men’s competitions, and the “DHS” brand barbells will be used during the Women’s competitions.

Doping Control

The use of doping is strictly forbidden according to the Regulations for the 26th Summer Universiade 2011, Shenzhen. All competitors in the Universiade shall abide by relevant anti-doping rules and regulations. Any competitor may be required to undertake a Doping Control test at any time. A Doping Control Center will be set up under the Organizing Committee of the Universiade. The Center will carry out doping control according to the most recent WADA Rules and Procedures under the supervision of the FISU Medical Committee. Doping control stations will be set up at the medical center in the Universiade Village and the competition venues for preliminaries and finals where the sample will be collected. The analysis of samples will be done by the WADA-accredited laboratory of China Anti-Doping Agency. The results from all analyses shall be reported directly to the Chair of the FISU Medical Committee. Any competitor who tries to avoid or refuse to take a doping test or who is found guilty of doping shall be disqualified and may be subjected to disciplinary actions. For the interpretation of these regulations, the FISU Medical Committee is the sole authority.

Awards

Medals and Diplomas

Gold/gilt medal, Silver/Silver-gilt medal and Bronze medal will be separately awarded to the top three competitors in total result of each category. The first eight competitors will receive a Diploma of Honour. All the competitors will receive a Diploma of Participation. Both diplomas will be handed to the Head of Delegation or an appointed representative of each delegation in the Universiade Village after the awarding ceremony.

Awarding Ceremony

(1) The official languages for the awarding ceremonies will be French, English and Chinese. (2) The top three winners in each event must attend the Medal Awarding Ceremony. (3) In case of impossibility of one or two winners, the medals and bouquets are delivered to an official of the

relevant delegation. The official must not go on the podium but walk in front of it and take the medal and bouquets in his/her hands.

(4) In case of impossibility of all the winners to be present, the ceremony is postponed. Any decision will be agreed between FISU and the OC.

(5) The athletes are not allowed to bring on the podium national/regional flags or any other national/regional, cultural or religious symbols.

(6) Winners are expected to attend the ceremony in the uniforms they wore at the Opening Ceremony. However, they are allowed to attend the official ceremony wearing sports uniforms when the ceremony takes place immediately after the competition.

(7) Athletes are expected to take off caps when receiving the medal and keep it in hand throughout the ceremony (i.e. playing of the FISU anthem and raising of the flags).

(8) Athletes, authorities and accompanying persons are required to face the flags at the moment they are raised and the FISU anthem is played.

(9) The medalists have to remain at disposal of the press after the medal awarding ceremony. (10) An official photograph must be taken before the medal winners depart from the zone of the ceremony.

Press Interview

Venue Media Centers (VMCs) are set up in the venues for the finals to facilitate the interviews and reports by accredited journalists. Also there are Mixed Zones in all competition venues. After the competitions all the athletes must exit the field of play through the mixed zone where the journalists are able to do first-hand interviews with athletes immediately after competition. Press Conference Rooms are provided in the Main Media Center (MMC) as well as all the venues for semi-finals and finals, for FISU, FUSC, the Organizing Committee, and the delegations to hold press

Sport Information Services

During the Universiade, the Sports Information Center in the Universiade Village and the Sports Information Desks in all competition venues will supply detailed sport information to all the participating delegations.

The Sports Information Center, located on the 1st floor of the Delegation Services Center in the International Zone of the Universiade Village, will provide important information related to competition and training. The Sports Information Center will be operated between 07:00 and 23:00 from August 6th to 26th.

There are special Sports Information Desks in the hotels for FISU members, VIPs, and technical officials.
