Aim of the workshop

The aim of the second workshop was to attract as much as possible attention from all stakeholders

related to biogas market and heat utilisation in order to present not only project achievements but also

material that could serve as a starting point when deciding on heat utilisation from biogas cogeneration

plants in Croatia.

As the project closes in the time when public discussion commenced on the long-expected Law on

Renewable Energy Sources, most focus was given to the proposed change from Feed-in system to

premium market system. Although envisaged as an “overall law on RES” it is covering only RES-E and

does not cover heat use in general, let alone from biogas.

EIHP project team has emphasised that the material and research done through IEE BiogasHeat project

could be used for creating ordinances and other supporting legal documents of the new Law that would

describe heat use from cogenerations.

The workshop was presented in a more attractive way – in a form of conference with a co-organiser

Croatian Employers Association (HUP).

In its invitation to the conference, EIHP has stressed that the aim of the workshop is to provide ideas on

heat utilisation from biogas and highlight the necessity well defined heat use in the forthcoming

legislation pack (Annex – Agenda). First part of the conference was aimed on inspiring investors in

biogas projects in development of heat use concept. The second part was focused on future and the

place of biogas heat within the upcoming Law on Renewables and following ordinances.

The conference was organised in two sections, divided by a coffee break, including snack, and lunch.

Target groups of the workshop

1) Biogas project investors and developers

2) Consultants to biogas projects

3) Biogas plants operators

4) Stakeholders involved in new legislation development (responsible ministries, energy market

and regulatory agencies, biogas associations’ representatives…)

Reaching the target groups

Responsible bodies were identified through EIHP network gathered during the usual business activities

and implementation of other biogas projects. After identifying potential beneficiaries of BiogasHeat

projects, an introductory phone conversation was made, official e-mail was sent with general information

and invitation attached. In addition, official hard copy invitation via snail mail has been sent from the

Director Office to the responsible body (Ministry, Agency).

Investors were contacted via mailing list provided by the Ministry of Economy, responsible for managing

the Register of Renewable Energy Projects and Cogeneration (first step in permitting procedure). The

Registry contains pending 65 projects with total of ~64 MWel. Most of biogas project developers establish

SPV companies and it is difficult to assess how many of investors are actually existing.

NGO DOOR’s network was used to publish the conference.

HUP invited all companies – members of its association section for food processing and agriculture as

they are potential beneficiaries of BiogasHeat project.

Operating biogas plant operators were contacted via e-mail based on the EIHP list.

In total, 61 applications were received via Google Forms (Annex – Google Forms) and 5 applications by

e-mail, in total 66 applications. 57 participants actually attended the workshop which is proven by

signatures at two participants’ lists that were circulating at the conference (Annex - Participant Lists).

Agrokor Energija d.o.o. become a

national leader in biogas energy

production and use with an aim of

100% energy use from biogas in its all

Discussion

Ministry of Economy, Department of Energy, section for Renewable energy sources excused itself from

the participation due to the forthcoming Law on Renewables, explaining that all their capacities are now

focused on the public discussion and complementary events that will open at the same day as the

BiogasHeat conference.

However, Ministry of Agriculture (MPŠ) participated by presenting complementary funds from EAFRD

that could be used for financing the heat use concept from the existing or future biogas plants. Croatian

energy regulatory agency (HERA) gave presentation on the existing practice when regulating biogas

heat use and possible future upgrading of the legislation. Croatian energy market operator (HROTE)

gave a view on the new Law on Renewables to be placed on the public discussion with main novelties

relating to biogas sector. Croatian Chamber of Economy, Section for Renewables presented activities

of biogas group and future place of biogas regarding the changes in the support system. Agency for

payment in agriculture (APPRRR) participated in discussion.

Discussion was quite spirited as change from predictable feed-in market to fluctuating market premiums

has been perceived as a handicap for getting financing of projects. In general, the atmosphere around

the new Law was disappointing as it was announced to “define all renewable energy markets” in the

view of German EEG but it turned to be a law focused on renewable electricity market – the only market

for renewables in Croatia that was actually functioning.

In the view of biogas heat use, the most comments came from Mr Ljubomir Majdančić, Mr Krešimir Štih

and Mr Zlatko Zmijarević who have commented that all CHP plants should be mandated to be focused

on heat use and electricity production should be treated as side-activity – a total opposite from the

current situation. Much has to be done on legislation and regulation that should stream the investors to

the desirable investments’ properties.

Mrs Biljana Kulišić (EIHP) moderated both the sections and discussion. Mrs Jadranka Maras Abramović

(EIHP) took the discussion minutes while Mrs Željka Fištrek (EIHP) did photographs.
