Chandigarhhasemerged asone of the most important destinations for investment byIT Companies in the country. It is now an established e-Governance Centre ofExcellencealso and is a leader in e-Readinessin the country. Infosys,TechMahindra,Bharti, IBM, Virsa Systems etc. have already made Rajiv Gandhi ChandigarhTechnology Park (RGCTP), their preferred location for their state-of-the-artCampuses.It is expected that in next 3 years RGCTPwill employ more than 25000 ITprofessionalsworking for various companies.

Apart from establishment of a well planned IT Park, strenuous efforts on HRDevelopment, is a continuous process in Chandigarh. Chandigarh-Trainingon SoftSkills(C-TOSS)program aimed at up-grading human resourcesfor BPO/ITESindustryisahighly successfulprogram,which hasbeenacclaimedbythe Industry aswell astheneighbouring states.This programme hasalso been extended to the rural schools ofChandigarhinvolving the students aswell asthe school drop outs of the UTvillages inthis training and the whole cost isbeing borne by the Administration. BesidesC-TOSS,Microsoft and IBM Certified Programs are also being carried out by Society forPromotion of IT in Chandigarh (SPIC),under the aegisof Department of InformationTechnology,Chandigarh. Other high value training programmes in Software TestingandQuality Assurancearealsobeing planned.

Our e-Governance program e-Sampark has won Golden Icon Award fromGovernment of India and other ambitious projects like e-JanSampark and e-GramSampark are successfully implemented. Chandigarh has also been awarded CSI­Nihilent award for the best e-governed state/city. A Comprehensive e-GovernanceProject has been prepared and sent to Government of India under the Nation e­Governance Programme which will further augment the existing initiatives of theAdministration.

Background

ChandigarhAdministration declared its IT.Policy

in April 2000 to promote the application of

Information Technology for the benefit of the

residents of Chandigarh, by implementing e­

Governance and by promoting investment in the

field of technology, for generating employment.

The IT EnabledService Policy of Chandigarh

Administration was announced in January 2003

in order to promote the IT EnabledService / BPO

Sector which is growing at a rapid rate. Training

tie-ups, up-gradation of educational facilities and

promotion of IT infrastructure were emphasized

in this policy.

With the launch of the e-Sampark Project, the

first phase of e-Governance was implemented in

Chandigarh in August 2004, followed by the

commencement of financial transactions

through e-SamparkCentres from November

2004. Currently there are 12 Sampark & Gram

Sampark Centres located across the City

providing 23 G2C& 5 B2Cserviceswith new

services and new centres to be added soon. The

e-SamparkWebsite Portal

(http://chandigarh.gov.in) also provides these

services for the residents.

The RajivGandhi ChandigarhTechnology Park

was inaugurated on September 24, 2005. DLF

Info city has built up a state-of-the-art building

on 12.5 acres plot having a covered area of

6,00,000 sq. ft, for the use of IT companies. Big

names like IBM, Infosys,SAPSolutions, Net

Solutions, HPhave already starting functioning

from this Centre.

IT VisionThe PhaseI of the RGCTPhas been fully

developed and it has been accorded the SEZ

status. The same has been anchored by Infosys,

with a state-of-the-art building which is already

operational. 13 other BTSsites have been

allotted to prominent ITcompanies.

A state of the art Entrepreneurs Development

centre has come on a 1.5 are plot at a cost of Rs

16 crore, which will be soon operational & will

have plug -n-play facilities for upcoming

entrepreneurs.

The phase II of the RGCTPis also fully developed

which co-anchored by Tech-Mahindra which is in

SEZarea & Bharti in non SEZarea.

Separate sites have been allotted for a Hotel­

cum-Convention Centre, which is nearing

completion and is being built as per

international standards where as state of the

art multiplex is up and running.

123 acres have been allotted for building a Tech

Habitat, which will have 1500 residential/service

apartments and Commercial Centres. It will also

have ultra modern entertainment facilities, a

modern school, a poly clinic, mono rail terminal

and other amenities required for comfortable

living. Adequate green spaceshave also been

provided.

Processof acquiring land for another 270 acres

has already begun.

Till now, Rs.700 crores have been invested on

RGCTP.Once fully operational, the RGCTPwill

generate exports of over Rs.5000 crores, apart

from providing jobs to 65,000 IT professionals.

Development of Industrial Area Phase III as IT

Hardware Park has also begun.

With this background, the stage is set for the

second phase of the transformation of the

society in Chandigarh to a Techno Enabled

Society. The IT Vision 2010 statement lays out

the road map for the next four years for

Chandigarh Union Territory.

Vision Statement

The ITVision 2010 of the Chandigarh

Administration is to promote the application of

IT for society, so that each resident of

Chandigarh benefits from the various

applications of ITChandigarh would be an

automated city, when residents are able to

accessthe benefits of technology in its various

applications on a comprehensive basis.

IT for Society,

It is the endeavor of Chandigarh Administration

to minimize physical interface with the citizens

and consumers of governmental services to the

bare minimum.

In pursuance of this aim, of making available

information to the common man to facilitate his

various requirements, the JanSampark Project

and Gram Sampark Projects, for the benefit of

Society, have been implemented in the second

phaseof the e-Governance Programme.

Total e-Governance

All Departments of the Administration would be

automated and information relating to each of

the services provided by these Departments

would be available online and also through the

e-Governance Centres.Two way payment

transactions and information transactions would

be possible and Government to Citizen (G2C)and

Citizen to Government (C2G)serviceswould be

totallye-Governed.

Multi Service Smart Cards

Eachresident of Chandigarhwould possessa

Multi ServiceSmart Cardwhich would enable

him or her to carry out transactions with any

Department of the Administration and of

Government of India. The Cardwould also be a

Driving License,a Registration Certificate, a Birth

Certificate, a Voter I.D.Card, a PANCardand an

Identity Card.

Technology Habitats

Chandigarh would become a city with many large

and small technology habitats, where companies

would provide employment to the residents of

Chandigarh and would carry out state-of-the-art

businesses,thereby putting Chandigarh on the

global map and significantly boosting its

economy.

Capacity Building

The ChandigarhTraining on Soft Skills (C-TOSS)

Programme would be extended and the Human

Resourcesup-gradation processwould continue,

in collaboration with the industry, and in

consultation with the experts. The catchment

area of Punjab, Haryana and Himachal Pradesh

would be tapped in a big way, to provide

sufficient manpower for the visiting companies

in Chandigarh in the years to come. The C-TOSS

Programme would rapidly be extended within

Chandigarh and would be suitably upgraded, in

consultation with the industry and the experts.

Centres of Excellence

Researchand Development would be given

greater emphasis and Institute likes CSIO,

IMTECH,PGI,PanjabUniversity and PECwould

be encouraged to collaborate with each other

and with the industry, to focus on research

projects, thereby employing professionals in

various fields. Centres of Excellencewould be set

up in these institutes and elsewhere, in

collaboration with the Chandigarh

Administration, so that high-end research

programmes can be encouraged. The focus,

therefore, would not only be on Business

ProcessingOutsourcing (BPO)activities, but also

on research and high-end work, in the field of

technology.

Broadband - on Demand

Eachcommercial and residential facility in

Chandigarh would be connected, including the

last mile, by optic fibre and residents would be

able to accessthe internet, the intranet etc. from

anywhere in the city.

Wi-Fi Zones

All prominent locations in the city would be Wi­

FiZones,where wireless technology would be

used to provide high speed Broad Band

connectivity.

Total Automation of Education

Schoolsand colleges in Chandigarhwould be

totally automated and students would be able to

accesscomputers and the internet, from their

own classrooms, in all Government and private

institutions. These educational institutions would

be interconnected through a wide area network.

Network Society

All commercial, residential and Government

buildings, will be interconnected and networked,

so that the flow of data and information would

be unhindered and without barriers.

Touch Screens

Thesewould provide information to residents

and visitors to Chandigarh, at all commercial,

educational locations and public places.Tourist

related sites would also have such touch screens.

The Private sector would be encouraged to set

up these touch screensthroughout the city.

Less-Paper Society

The use of paper documents in both

Government and private establishments would

be replaced bye-mail, data storage devices and

total automation, wherever possible. Evenif a

paper-less society is not possible, a less-paper

society will exist.

Development of related facilities

Tourism, Hotels, Airport, Entertainment,

Housing, Schooling and Health facilities would be

further upgraded, in Chandigarh, so that

employees working in the technology sector

could enjoy the best quality of life in the country.

Priority Status

ITmanufacturing zonesshall be accorded priority

status and shall be free from power cuts and

load shedding wherever technically and

economically feasible.

Plan approval for various buildings to be

established by IT / ITESCompanieswould be

accorded by a high powered SingleWindow

Committee.

e-Centres

The periphery villages of Chandigarh will be

equipped with e-Centres, providing education,

information and primary healthcare related

services. 13 Gram Sampark Centres have already

been established in the villages.

Centres of Excellence

Setting up of Centres of Excellencefor industries

like automobiles, telecom, embedded systems,

etc. that provide research opportunities.

Venture Funds

The Administration would facilitate the settingup of Venture Fundsboth in the public and

private sectors to promote the small IT

Companies.This can include Joint Ventures, in

suitable cases.

International Airport

In order to facilitate National and international

visitors to Chandigarh in the ITsector and related

areas, the Chandigarh Airport would be

upgraded to a highly modern and efficient one.

Entertainment Roadmap

Stepswill be taken to make Chandigarh a more

vibrant entertainment hub. Weekend tourism

will be promoted. There will be special events,

on weekends, at various locations in the city.

Theatre and Hobby workshops would be

promoted. Private investment in this sector

would be encouraged.

Review of the Vision Statement

ThisVision document will be reviewed after

every 2 years, so that the latest

developments in technology can be

incorporated, wherever necessary.

IT Vision Advisory Committee

The ITVision Advisory Committee would meet

on a quarterly basisand would include eminent

technologists, educationists, industrialists and

scientists, to review the progress of

implementing the ITVision 2010, and to

recommend changes, if necessary.

e-Governan£e Fo£usBackground

e-Governance is the most significant aspect of

the IT Policy of ChandigarhAdministration. The

vision of the Administration is to create a

knowledge basedsociety, wherein every citizen

of Chandigarh shall be able to accessthe

benefits of Information Technology. IT is to be

used asa medium for effective interaction

between the Administration and the public so

that exchangeof information and accessto

government departments is speedy and easy,

leading to a better quality of life.

As per the IT Policy,all departments of the

Administration are to be computerized, with the

public dealing departments to be taken up first.

Accordingly, significant work has been done in

the Licensingand RegisteringAuthority,

Transport, Registration of Births and Deaths, and

Police. Other Departments like Excise& Taxation

EstateOffice, Health, Education, and Food &

Supplies are Currently being taken up for

computerization.

Relevant applications in all these Departments

are being identified and prioritized. The budget

for all these projects is to be drawn from the

funds available with the Departments

themselves. As per Government of India

guidelines, 1 to 3 per cent of each Department's

Budget is to be allocated for e-governance.

PricewaterhouseCoopers was appointed as

consultants for preparing a detailed project

report on the following 6 Departments of

ChandigarhAdministration as required under the

NeGPScheme:

• Municipal Corporation

• Transport Department

• Urban Planning

• Health Department

• Education Department

• Electricity Department

The Society for Promotion of Information

Technology in Chandigarh (SPIC)is the nodal

agency to monitor and oversee the

Implementation of capacity building under the

NeGPscheme.

The application of IT for providing information

and facilitation to the residents of Chandigarh is

through:

The Wireless TouthSWAN

Chandigarh Administration's hasset up a State

Wide Area Network (SWAN)for the entire Union

Territory of Chandigarh was approved by

Department of Information Technology,

Government of India which hassanctioned an

amount of RsA crores for the procurement of

hardware, software & networking items.

Chandigarh Administration hasalso approved an

amount of Rs.5crores additionally for the project

in the next five years.This amount would be

spent over 5 years for meeting the operational

and maintenance cost of the project. Apart from

this, state Headquarter site under SWANProject

has been prepared and is located in U.T.

Secretariat. NIC,a Government of India body,

was entrusted the task of preparation of the

state of the art Centre, which is operational and

acting as networking cum data centre.

The ChandigarhAdministration has taken

initiatives in ensuring back office

computerization and its consolidation in order to

cater citizen services.The reliable network

backbone & last mile connectivity to be taken

care under this scheme hassignificantly helped

further in Government to Government (G2G)&

government to citizen (G2C)interfacing and

bridging the gap. Under the SWANscheme,

Network & DataCentre at UTSecretariat is

connected with 7 Major PoPs(Points of

Presence)- MCOffice, DCOffice, SDMSouth,

SDMEast,GSSH-16,GMCH-32and Registering

and LicensingAuthority - in the City and around

125 sites including e-Sampark,JanSampark,

Gram Sampark and other offices of Chandigarh

Administration.

Chandigarh Administration has extended SWAN

to many departments from State Hqrs and POPs.

Someof major departments are Punjab Raj

Bhawan, Punjab & Haryana High Court, District

Court, State Transport Authority, Industrial

Tribunal & Labour Court, Central Treasury,

Department of Sports, Department of Transport,

Central & State Library, Department of Excise&

Taxation, Department of SocialWelfare, Election,

Sub-RegistrarOffice, Department of Food, Civil

Supplies & Consumer Affairs & Society for

Promotion of Information Technology in

Chandigarh. Manpower for maintenance and

support services under the project has been

deployed at all the PoPsand State Headquarters

site.

In future plan of action under SWANscheme the

Administration has set up Video Conferencing

Facility between Burail Jail and District Court

which will be operational soon. Administration is

planning to connect all Fair Price Shops,

KeroseneDepots and Provincial ReserveCentre

through SWAN.All other departments and Poly

Clinics, Dispensarieswill also be connected

through SWANduring 2011-12 and for smaller

departments, option of VLANover Broadband is

also being explored.

OFCBackbone Network

Chandigarh is already amongst the first cities in

the country to haveOptic fiber connectivity with

Delhi, through the network of Power Grid India

Limited. Everypoint in the city iswithin 1 km of

the OFC Network, thereby enabling the

companies to provide Internet services to

consumers through the high speed Broadband

Network and they are in a position to do so, as

per the National Policy. The Network shall also

enable the implementation of e-Governance

projects of the Administration as sufficient

Bandwidth shall be available, through the OFC

Network.

Chandigarh Administration has taken a number

of initiatives to create the necessary

infrastructure required for the promotion of the

IT Industry. The main issue which faces IT

companies and IT enabled services is that of

connectivity. This has been met by establishing a

Fiber Optic Backbone Network, which now

covers the whole of Chandigarh. Chandigarh

Administration's Wired City Plan has been

implemented with the laying of OFC ducts in the

city by Spectra Net limited, HFCL, Reliance,

Power Grid & Bharti, at their own cost.

Permission has been given to various companies

for laying of OFC in the city by the Administration

in accordance with the National Policy.

Similarly, plans are also to make this city Wi-Max

enabled and trial runs will start shortly in

accordancewith the approval of Dept. of

Telecommunications, Govt. of India. Once the

trial runs are over, the Wi-Max would be

integrated with SWAN,asand when the same is

introduced.

e-Sampark projettProject e-Samparkwas initiated to bring together

the services of all the departments under one

single umbrella and give citizens of Chandigarh a

"multi-service" - "single-window" experience

.apart from eradicating the undue harassment

met by the citizens due to lack of transparency.

Vision and Objectives

The vision for this project is to create a

knowledge-based society through extensive use

of IT asa medium for effective interaction

between the Administration and the public so

that exchangeof information and accessto

government departments is speedy and easy,

leading to a better quality of life. The objectives

of this project are:

• Provide hasslefree one-stop solution to the

citizen

• Minimize multiple interaction points for the

citizen and hence reducing the wastage of

their valuable time

• Provide better turn around time in receipt,

processingand issueof services

• Transparency in delivery of services

Project e-Sampark is a Department of IT (DIT)

initiative for the development, integration andmaintenance of web-portal for various

departments of the Administration for providing

'One-stop-shop' for 23 G2Cand 5 B2CServices

are being provided at 12 e-Sampark centres

spread acrossthe City and 13Gram Sampark

centres in the villages of UT,Chandigarh.

The project not only provides the Online

Transaction processing through its centres and

web-enabled portal but also is a major source of

information dissemination. The department has

created a portal to involve citizens of Chandigarh

in improving the work of sampark centres.

Since launch in Sept. 2004, INR 2881 Crore of

Government revenue has been collected in 93.5

Lactransactions. Number of transactions has

touched 2 Lactransactions per month. INR 94

Crore of revenue collected in one month (April

'10) of 2010-11 compared to INR83 Crore for the

same period in 2009-10.

The IT department of the Chandigarh

administration plans to add some new services

to those offered at e-Sampark centres in the

coming months. These include

Project Characteristics

Interoperability: e-Sampark is entirely a Web

basedsolution. Hence the client who is accessing

the application needs only to have aWeb

Browser installed on his system irrespective of

any operating system.

Open SourceSoftware Systems:Linux has been

used asthe operating system, for which the

source code is publicly available-referred to as

open-source software. Open source software

goes one step beyond freeware. Not only does it

provide the software for free, it provides the

original source code used to create the software.

Linux is the best-known example; others include

Apache.

Security: e-Sampark project has two types of

accessconnectivity:

• Intranet Connectivity

• Internet Connectivity

The e-Sampark centers are connected with

dedicated communication links to NICNetwork

and Data Center (NDC).Thus there is minimal

outside scope for security breach.

Scalability and Reliability: The system is highly

e-Sampark Locations

scalable in terms of hardware and software.

Hardware resources can be upgraded easily if the

system load increases. In terms of software, it is

purely oracle-based solution, which can be easily

upgraded to the newer versions.

Project Sustainability

Adoption of Public Private Partnership (PPP)

resulting in the efficient allocation of risk

between the government and private partner

supported by the encouraging payment

mechanism is expected to provide sustainability

to the project. Initially fixed rate model is

adopted for the project and Chandigarh

Administration hasagreed to pay a fixed cost per

transaction to the BOToperator for the services

provided. The model has flexibility for inclusion

of more services,which is basedon differential

pricing basedon the type and volume of

transactions. The service centers selected for the

project are located in Government

provided/owned buildings. Theseare the

locations where the citizen servicesare already

provided by the Departments. This has resulted

in minimal upfront investment from

Administration.

Along with Sampark Centres, the Administration

hasalso set up JanSampark Centres.There are

11 JanSampark centres in premises of Sampark

centres and 1 independent JanSampark kiosk.

Thesecentres disseminate useful free

information services to the citizens. EveryCentre

supports multi service delivery i.e. information

delivery and non-transactional services.This

initiative targets that the benefits of ICTreach

the people without PCand internet connectivity

and also savestheir valuable time and money

consumed in traveling to government offices

Information Services

Below mentioned information services are

offered by the e-JanSampark. Theseservices are

provided free of cost to the citizens. But when

the citizen needs any print out, the same is

available at Rs.2 per printout.

• All procedures and forms for all departments,

which are frequently used by a common man

e.g. How to apply for a birth/death certificate

e·6ram Sampar"Continuing its commitment to bridge the digital

divide, especially amongst the rural population,

13 e-Gram Sampark have being set up acrossall

the villages of Union Territory of Chandigarh. The

citizens will be able to use all the 23 G2CServices

and 5 B2CServices,which are presently available

to the-Sampark centres situated in the urban

areas. Sincethese-Centres would be providing

the rural citizens an opportunity to have an

accessto the huge amount of information by

using broadband connectivity, these-Centres will

emerge as Rural Knowledge centres for the rural

population, especially the disadvantaged.

Information services in these centres will be

provided free of cost, on the lines of Jan

SamparkServices.Thesecentres will also help

the rural citizens in registering their grievances,

apart from helping them file their applications

under RTI.

With the help of Department of Rural

Development, 13 locations have been identified

and centres have been set there. These include,

Panchayatbuildings lying unused and the Gram

Sampark centres will be set up after

reconditioning these buildings. These centres will

also have safe drinking water facility, clean

toilets, etc., as are available at the-Sampark

centres and e-JanSampark centres in the urban

areas.

This initiative from Chandigarh Administration

enables the citizens to access information on a

whole range of e-Sampark services from their

mobile phones by simply sending an SMS.

To avail the m-Sampark services, all that a citizen

required to do is to SMS "SMENU" to 58888. A

menu of services available will be sent back to

him via an SMS, from where he/she can get the

required information.

The basic idea behind launching the m- Sampark

service was to ensure that the citizen can get

information about e-Sampark services from all

possible information access mechanisms. With

the wide reach of cellular phone, it is really

convenient for the citizens to know of the

different services through their cellular phones

in absence of internet connectivity.

The administration has initiated action to set up

mobile Servicesto deliver services accessibleto

the citizens in the field, in the street, at home or

other convenient locations on a 24 X 7 basis like

sending information about customer bills

generation on mobile, sending e-receipt of all

transaction on mobile even equip them to

effect payments of bills using their mobile

phones, rather than the citizens having to visit

Sampark centres. At present customers can log

on to the internet portals to accessservices and

payment of services through credit card & debit

card (Axis bank) the additional internet portal

serviceswill be like facility of net banking for

submitting the payments of various bills through

online by citizens through any credit card & debit

card. Secondgeneration Sampark centres will be

also eco green, with issuing of e-receipts and

electronic payments of transactions which will

condense the use of paper receipts.

for providing consultancy and training for this

Cyber Security & Research Centre

Addressing the issueof growing Cyber crime and

the increased need for improved information

security, the U.T.Administration in collaboration

with NASSCOMset up the Cyber Security and

ResearchCentre at the Punjab Engineering

College.

CSRCis a security research centre the primary

focus of which is to conduct high quality research

in the general areas of security, and performance

optimization in Networking, at affordable costs.

The Centre is a platform to provide defense

against threats such as information warfare. The

Cyber Security ResearchCentre carries out

studies and hosts seminars that move society

towards rational and informed discussion of

these critical changes.Center's mission is to

encourage, promote, facilitate, and execute

interdisciplinary research in areas related to the

nexusof society and the Internet. The research

work to be undertaken in the Centre and data

collected here shall be of great benefit to the

entire Researchcommunity who shall be

perusing the similar area.

This Centre caters to the needs of the IT Industry

in providing assistanceto the State Police

authorities in the Chandigarh Capital Region,the

technical inputs relating to providing security to

C-TOSS

ChandigarhTraining on Soft Skills (C-TOSS)a

initiative of ChandigarhAdministration, which

has been running in all Government Schoolsof

UTand Collegesof Chandigarhwas revamped

and the changeswas implemented in schools

and collegeswith the start of the session2007-

08. The revampaing has been done in

accordance with the recommendation of Hewitt

Associateswho had been appointed consultant

to review the program. As per the

recommendations, in session2007-08 a newly

designed C-TOSSprogram was introduced in

ClassVI and ClassIXapart from ClassXI ad XII.

This has been done to harmonise with the

current skill sets of the students with the needs

of the industry by reducing the number of hours

and also aligning the program with the NAC

(NASSCOM Assessment of Competence) Test

which is a certification programme to

standardize the employability criteria for the KPO

levels of program available against seven level

available currently.

In the year 2007-08 standardization of the

teacher's manual was done by developing

teachers manual for school and college level. A

proper feedback mechanism has been prepared

so that program should be monitored properly

and could be improved further on the basis of

that. To extend the benefits of C-TOSSprogram

to all the students of Govt. Schools, it has been

implemented in all 81 Govt. Schools of UT in

session 2011-12. In an effort to enhance the

impact of the program, it has been introduced

in class IX, X & XI from current session.

Permit Management System

The scope of the project has been definedto include computerised permit generation,permit printing with pre-printed stationary,permit search and record of the variousliquor quotas to be implemented (if any)among others. The Permit ManagementSystem is proposed to have a centralizeddatabase which shall reduce the problem ofstoring and retrieving the data. Using thesystem, the officers in the ExciseandTaxation Department shall be able to workmore efficiently by reducing the amount offile work involved in the various permitrelated procedures. The permitmanagement system shall include easypermit generation utility, permitcancellation utility, a module to revalidatethe permits and calculate fees dynamicallyamong other features. Authentication aswell asauthorization features are to beincorporated so as to provide a high level ofsecurity to avoid any misuse of the system.

Turnkey Project

SPICis a executing agency for theimplementation of the computerization ofthe entire Government Medical College &Hospital, Sector - 32 which includesestablishing entire campus wide areanetworking, implementation of applicationsoftware, providing consultancy forselection and installation of hardware. Theentire networking of campus andresidential area has been completed underPhaseI and third Party Audit is going on.The phase-2 of the project includedimplementation of the HospitalManagement Information Systemwhichwould integrate the electronic medicalrecords of the patients acrossall thehospitals and dispensaries & will thecentralized the database of all hospitals anddispensaries acrosscity which wouldenable them to implement & offer quality,efficient & hasslefree medical services tothe citizens. Personal Information Systemhas beendeveloped by SPICfor ChandigarhPolice Department to automate its HRDDept. The scope of the project is tomanage all the information about allthe personals of the Policedepartment.The Personal Information Systemhas acentralized database which will reducethe problem of storing and retrievingthe data. Usingthe system, the officersin the Police Department are able toknow all the details, thus, reducing theamount of file work involved in thevarious record keeping relatedprocedures.

IEMS(Integrated ExciseManagement System)

ERPSolution is being developed bySPICwhich is implemented at theChandigarhAdministration's ExciseandTaxation Department. The scopeof theproject has been defined to includecomputerized Licensesgeneration andprinting and license search andmaintaining register of treasuryreceipt/ ChallaanThe ERPSolution isproposed to have a centralizeddatabase which shall reduce theproblem of storing and retrieving thedata.
