1. Introduction

1.1. TheConferenceof2007directedtheMusicResourcesGroup(MRG)toprepareanew‘baseline’collectionofauthorisedhymnsandsongsforMethodistworshipinsuccessiontoHymns & Psalms.Thisreplacedadecisionmadeatthe2004ConferencewhichauthorisedmphtofundtheworkoftheMusicResourcesGrouptopreparearesourcesupplementarytoHymns & Psalmstogetherwitharollingresourceofrecentlywrittenmaterial.Thedraftlistforthenewbaselinecollectionwastobemadeavailableintheautumnof2008sothattherecouldbeconsultationintheConnexionpriortothelistbeingpresentedtotheConferenceof2009.Thenewcollectionwastobepublishedin2010.

TheConferencealsoapprovedthepreparationofa‘rollingresource’ofcommendedmaterialadditionaltothenewcollectiontobepublishedin2011andannuallythereafter.

TheConferencefurtherapprovedthepreparationofaconstantlyupdatedcollectionoftopicalandcontemporarymaterialtobereceivedandmadeavailableonanappropriatewebsite.

1.2. TheConferencedirectedthattheMRGshouldworkinconsultationwithmphinitsworkofevaluatingmaterialforthenewcollection.mphwasdirectedtobringdetailedcost

proposalstotheConferenceof2008fortheimplementationoftherecom-mendationsadoptedbyConference.ThemphConferenceReportof2008requestedthatthecostinginforma-tionbebroughttotheConferencein2009andcostingsrelatedtoabaselinecollectionandtothealterna-tiveofproducingasupplementtoHymns & PsalmsareincludedwiththisReportatAppendixE.

1.3. TheConferenceapprovedanenlargedmembershipoftheMRGtoreflectadiversityofage,gender,theologicaloutlookandexperienceofavarietyofworshippingstylesandmusicaltraditions.ThishasincludedmembersoftheYouthConference,theFaithandOrderCommittee,preachers,worshipleaders,musiciansandauthors.

1.4 FollowingtheConferenceof2007theMRGceasedtobefundedbymphandhasbeenresourcedbytheConnexionalTeam.AdministrativesupporthasbeenprovidedfromwithinthemembershipoftheMRG.

2. TheWorkoftheMusicResourcesGroup

2.1 TheMRGisworkingpurposefullyandenergeticallytoproduceasuccessortoHymns & PsalmstorepresentthebreadthofMethodistworshipandthedevotionalusageofhymnswithinMethodism.ThecollectionwillalsoexpressdistinctiveMethodisttheologicalemphases.

2.2 AtanearlystagetheMRGconsideredwhetherthenewcollectionshouldbeecumenical.SomeinitialenquiriesweremadebutMRGreceivedlittleresponse.Manyofthemajordenominationshaveeitherproducednewcollectionsinrecentyearsortakenpolicydecisionsnottoproducesuchacollection.TheChurchofEnglanddoesnotsponsoranyparticularhymnbookasadenominationalstandardandhymnodydoesnotholdthesamefundamentalplaceinitasitdoesinMethodism.Thisisalsothecasewithotherdenominations.Itwasthusdecidedthat,giventheimportanceofhymnodywithinMethodismitmadesensetoproduceacollectionwhichisspecificallyMethodist.Throughoutthecompilationprocesswehavekeptinmindourrelationshipswithecumenicalpartners.Asaconsequenceitisintendedthatthecollectionwillbeeminentlysuitableforuseinecumenicalsettingsandlocalecumenicalpartnerships.

2.3 TheMRGhasmetapproximatelyonedayamonthsupplementedbyfourresidentialsessions.TheGrouphasreviewedoverahundredcollectionspublishedsinceHymns & Psalms,includingindividualandinternationalmaterialandnumeroustextshavebeensung.Amongthemoredifficultissuestackledarethefollowing:

∞ thearrangementofmaterialinthecollectionbalancingtheneedsofcongregations,preachersandworshipleaderswhilstreflectingMethodist

doctrine; ∞ providingabalanceofexisting

materialandnewhymnsandsongs;

∞ ensuringabalancebetweentraditionalstylehymnodywhetheroldormodernandworshipsongs;

∞ theneedtoensurethatmaterialisapproachablebychurchmusiciansofvaryingskillandexperience;and

∞ thesensitivetaskofestablishingcriteriainrelationtogenderandlanguage,particularlywheneditingoldertexts.

2.4 TheMRGhasmadepresentationsandprovidedworkshopsonanumberofoccasionsincludingtheHeartofWorshipConferencein2007,theMethodistMusicSocietyConferencein2007and2008,theYouthConference2008,theWesleyStudyCentre’sOpenSummerSchoolin2008andatanumberofSynodsin2008/09.DVDswereproducedforConference(2008)synodsandBreakout.ArticleshavealsobeenwrittenforMomentum,Ichthus,MethodistEvangelicalsTogetherandtheMethodist Recorder.Thesehaveenabledlivelydebatewhichhasraisedchallengesandenthusiasmfortheproject.

2.5 Therearetwosubgroupsaswellasthemaincommittee,aWordsGroupandaMusicGroup.ThemembersoftheWordsGrouphaveworked

ontheplacementofhymnsandsongswithinthecontentsschemaandoneditingtexts.TheMusicgroupisconcernedwithmusicalarrangementsandtunes.ThemusicinHymns & Psalmsisbeingreviewedaswellasarrangementsfornewitems.TheMusicsubgrouphasbeengratefultoreceivetheexpertiseofPaulLeddington-WrightandDavidPeacockwhohaveworkedwiththemtoeditandrewritetunesonamodestfeebasis.Together,thesub-groupsintendtoproducefootnotesgivingsuggestionsfortheuseofmaterialinworship.

3. ConsultationofdraftlistNovember2008-January2009

3.1 AdraftlistofhymnsandsongswaspublishedontheMethodistChurchwebsiteandintheMethodist Recorder.Itcontainedsevenhundreditemsbutitisintendedthatthefinalcollectionwillhavearoundeighthundreditems,comparablewithHymns & Psalms.SpacewasleftinordertorespondeffectivelytocommentsreceivedthroughtheconsultationprocessandtheMRGwasawareofgapsinparticularsectionswhichneedtobeaddressed.AconsiderablenumberofresponseswerereceivedandthesehavebeenevaluatedbytheRevdBrianHoare.

3.2 BrianHoareundertookananalysisofcommentsmadeduringtheconsultationprocessandidentifiedanumberofissuesthattheMRG

hasaddressed,andwillcontinuetoaddress.Upwardsof600responseswerereceivedboththroughthewebsiteandinwrittenform,andalthoughtherewascriticismaswellassupport,thequantityandbreadthofinterestwasencouraging.ItwasreportedverballybyBrianHoarethatinthelightoftheresponsesreceivedtheMRGwasperceivedasmovingbroadlyintherightdirection.

Thefollowingissueswerehighlighted:

∞ whetheranewresourceshouldbeacompletecollectionorasupplementto Hymns & Psalms

∞ theoverallbalanceofwritersinthecollection,includingJohnandCharlesWesleyandothers,bothtraditionalandcontemporary

∞ thebalanceofthemesinthecollection,especiallyinthoseareaswhereMRGhadalreadyidentifiedweaknessese.g.inthelifeandministryofJesusandinmaterialforall-ageworship

∞ theplaceofpsalmodyinthecollection

∞ theformats(bookandelectronic)anduser-friendlinessofthecollection

∞ theinclusionoftoomuchunpublished/untested/unknownmaterial.

3.3 WhilstMRGhasreceivedsupportfortheproposednewcollection,somepeoplehavealsoexpressedtheviewthatanewcollectionisunnecessarybecausethereisso

muchmaterialalreadyavailable,andthatconnexionalandlocalchurchresourcesshouldbeemployedelsewhereinadifficulteconomicclimate.SomehavesuggestedthattheConferenceshouldreverttotheoriginalproposalforasupplement.

3.4 MRGbelievesthatanewcollectioncanprovidetheMethodistChurchinthetwenty-firstcenturywithanewresourcefortheworshipofGodthatcelebratesourMethodistheritageandcontainsthebestofcontemporaryhymnody.Hymns & Psalmswillbenearlythirtyyearsoldbytheexpectedpublicationdateandsince1983therehasbeenavastincreaseinthematerialwrittentobesunginworship.Manynon-denominationalcollectionsusedinourchurchesenrichworshipbuttendtowardsatheologicalperspectivenotreflectiveofthebreadthofMethodism.Theydonotcontainthebreadthoremphasesofdenominationalcollectionsandareoftenlimitedintherangeofcontemporaryauthorsandgenrestheyrepresent.

Itcouldbearguedthatasupplementwouldaddresstheseissues;thatitcouldbeusedalongsideHymns & Psalms;andthatasupplementwouldbecheapertopurchase.HowevermphhasledustobelievethatasupplementiscommerciallyquestionableandtheworkofMRGpriorto2007alsodemonstratedthatthiswasnotthebestsolution,aperspectivewhichwasconfirmed

bytheConferenceinthatyear.ThecurrentdraftofnewmaterialforthecollectionincludesfivehundredhymnsandsongsnotinHymns & Psalmswhichwouldmakealargesupplementandprobablyhavetobepruned.SuchanadditionisdeemednecessarytogiverepresentationtotheplethoraofmaterialwhichhasbeenproducedsincethepublicationofHymns & Psalms.

Therearethosewhoadvocatethatthenewresource,whetheramaincollectionorasupplement,shouldonlybeproducedelectronically.Howeverinstrumentalistsandsingersneedaprintedmusiceditionandpreachersandworshipleadersneedareferenceresource.TheMRGfurtherbelievesthereisatraditionofusingMethodisthymnbooksforprivatedevotionandstudywhichweshouldreclaim.Inadditiontherearethosewhothroughvisualimpairmentorforotherreasonsneedtohaveaprintedcopy.Moreovermanychurcheschooseforavarietyofreasonsnottouseprojectors.Onaccountofthesefactorsitisfeltthereisstillaneedforprintedresourcesaswellaselectronic.

4. ConsultationwiththeFaithandOrderCommittee

4.1 Atthesametimeastheconsultation,thedraftlistwassubmittedtotheFaithandOrderCommittee.TheCommitteeraisedseveralconcerns

particularlyinrelationtothecontentsschemaandtheauthorisationoftextsandaskedthattimebemadeavailablefordetailedscrutinyofthetextsandthecompletecollectionincollateddraftform.Followingthatconsultation,arevisedcontentsschemawaspreparedandisincludedintheappendices.

TheMRGandtheFaithandOrderCommitteearecontinuingtoworkcloselytogethertocompletetheprocess.TheFaithandOrderCommitteehavesetasidededicatedtimeintheautumntoreviewadraftofthenewbaselinecollection,andspecifictimewithinitsregularroundofmeetingsforfollow-upworkwherethisisneeded.

4.2. Inparticular,theFaithandOrderCommitteehavesoughttoclarifytheissueofauthorisation.In2008,Conferenceagreedthe‘StatementontheStatusofLiturgicalTexts’.Thisstatementmadeitclearthatanauthorisedtextisone“which has undergone the scrutiny of the whole church, through the Methodist Conference and its Faith and Order Committee, and are thus authorised by the Conference as the normative texts of the Methodist Church in Britain. Such liturgies include those published by the Methodist Church in the Methodist Worship Book (2000), and in its predecessors and successors. These texts express the corporate doctrinal/liturgical mind

of the Conference.”Thisstatementmatchesthescrutinyprocessesforthepresentbaselinecollection,Hymns & Psalms,thetextforwhichwaspresentedtotheFaithandOrderCommitteeforanextensiveperiodofscrutiny.ItisclearthatifanewbaselinecollectionweretooperateasanauthorisedtextwithintheMethodistChurch,thenitwouldhavetobescrutinisedbythefullFaithandOrderCommitteeonbehalfoftheConferencesothattheCommittee’srecommendationscouldinformthemindoftheConference.ItisalsoclearthatthebaselinecollectionmustexpressthecorporatedoctrinalandliturgicalmindoftheConference.SincetheConferenceisitselfahistoricbody,suchauthorisationmustalsoincludereferencetotheDeedofUnionandourotherclassicfoundationdocuments–itmuststandalongsideitspredecessorsasanauthenticexpressionofMethodisttheologyandidentity.ThiscriterionissomewhatdifferentfromensuringthatthecollectiondoesnotfallfoulofaparticularMethodistdoctrinalemphasis.Moreover,thescrutinyprocessrelatesbothtothecompletecollectionandalsotospecifictextswithinthecollection–notthatspecifictextsmustrepresentthecorporatedoctrinalandliturgicalmindofConference,butthateachtextcontributesappropriatelytothewholecollection.Assuch,apartfromtextsdrawnfromtheMethodist Hymn Book,eachhymntextforinclusioninHymns & PsalmswasconsideredbytheFaithandOrderCommittee.This

precedentneedstobefollowedinthepresentcontext.ThiswillrequiretheFaithandOrderCommitteetocommitconsiderabletimetoscrutinisethedrafttextandmakerecommendationstotheConferenceof2010,withtheprobabilityofincurringcostsforprintingandforholdingaspecialresidentialmeetingoftheCommitteetoconsiderthedocument.

4.3 Theresolutionsofthe2007reportonthenewhymnresourceincludedthephrase‘insuccessiontoHymns & Psalms’.Itisclearthatthereissomeconfusionaboutthemeaningofthisphrase,specificallytotheongoingstatusofHymns & PsalmsiftheConferenceauthorisesanewbaselinecollection.Methodismdoesnotde-authoriseclassictexts.Assuch,Hymns & PsalmswillremainasanauthorisedcollectionofMethodisthymnody,justastheMethodist Hymn Bookalsoremainsanauthorisedcollection.WhilstitmaybethatthenewcollectionwillseektoreplaceHymns & Psalmsasthehymnresource‘ofchoice’aroundtheConnexion,itwillnotreplaceHymns & Psalmsinthesenseofde-authorisingtheoldertext.

4.4 AmemorialraisesthepossibilitythatConferencemaywishtoconsiderrevertingtothepreviousConferencedecisionsthattheMRGbeaskedtocompileasupplementtoHymns & Psalmsratherthanareplacementforthattext.Itisclearthatasupplementwouldnotcarry

thesamelevelofauthorisationasanewbaselinecollection.Again,the‘StatementontheStatusofLiturgicalTexts’offersasecondarylevelofauthorisationwhichissuitableforthiskindofdocument.AsupplementcouldberegardedasaCommendedtext.Suchtextswill have been commended for use by the Faith and Order Committee of the Methodist Church, usually after they have undergone the scrutiny of the Worship and Liturgy Resources Group.SuchtextsdonotnormallyreceivethescrutinyofthewholeFaithandOrderCommittee,norindeedoftheMethodistCouncilortheMethodistConference.Itisclearthatwhilesuchtextscanhaveabroaderremittoexploretheologicalissuesandcontemporaryexpressionwhich,althoughnotbeinginconflictwiththedoctrinalstandardsoftheMethodistChurch,theydonotnecessarilycarrythecorporatedoctrinal/liturgicalmindoftheConference.Thisstatusisparticularlyusefulforsignificantbutnecessarilyephemeraltextsandcontexts,althoughsuchconsiderationswouldbecoveredbythe‘rollingresource’(seeparagraph4.5).AnydecisiontoregardthebaselinecollectionasasupplementtoHymns & PsalmswouldremovetherequirementforanextensivescrutinyprocessbythewholeoftheFaithandOrderCommittee,butwouldstillrequiresignificantscrutinyworkbyelementsofthatCommittee.

4.5 Theproposalforarollingresourceofhymnresourcesmatchesthefinal

categoryoftextsintheStatement–namelyreceivedtexts:texts which have their origins in a variety of places and which have been reviewed by the Worship and Liturgy Resources Group as a whole, or members of it on behalf of the group. The report of such a review may be reported to the full Faith and Order Committee, but the committee is unlikely to have engaged in the review itself. Such liturgies are those published by the Connexional Team or from external sources and offered for use on the Connexional Website for Special Sundays. Any material that is placed on the developed liturgical resources page of the Connexional website falls into this category.SuchtextscanbecollatedandagreedbymembersoftheWorshipandLiturgyResourceGroupoftheFaithandOrderCommittee.Withthisinmind,twomembersofMRGwereinvitedtojointheWorshipandLiturgyResourceGroupsothattheycouldactasthecollators/receiversoftherollingresource,reportingontheirworktotheResourceGroupandthroughthemtotheFaithandOrderCommitteeandtotheMethodistConference.

5. Therollingresourceandthewebpage

5.1 Therollingresourceisintendedtoprovideameansofsupplementingthecorecollectionwithcontemporaryhymnsandsongs,someofwhichmaybeofamoreephemeralnature.AsMRGhasprimarilyfocusseditsener-giesonthenewcollection,thishasnotbeendiscussedindepth.Asmate-rialhasbeenreviewedthescoringinformationhasbeenrecordedandfurthermaterialhasbeenreceivedandheldonfile.Thiswillbeofconsid-erableassistanceindefiningthefirstrollingresource.Inanyevent,theverynatureofarollingresourcemeansthatitcannotbepreparedtoofarinadvanceofitspublication.

5.2 mphadvisedthat,forcommercialreasons,thefirsteditionoftherollingresourceshouldnotbeproducedthesameyearasthenewcollectionbutthefollowingyear.TheMRGthereforerecommendsthatthepublicationoftherollingresourceshouldnowbedeferreduntil2012.Furtherdiscussionwillbeneededonthecontentsoftheresource,themethodofdeterminingthecontentsandtheformatsofpublication.

5.3 Followingthe2007ConferencetheMRGsetupawebpagewhichisaccessedthroughtheMethodistChurchsite.Newmaterialispostedonthesiteapplicabletotheliturgicalseasonsoftheyearandinresponsetoparticularsituationsandisprovingtobeavaluableresource.

6. Productionandcosting

6.1 TheMRGexpectedtoworkwithmphtoproducethenewcollectionbutthedecisionsofthe2008Conferencehavechangedthesituation.mphwillnolongerexistasaseparateentitybythetimeofthe2009ConferenceanditscontinuingfunctionsarebeingintegratedwithandmanagedbytheConnexionalTeamundertheauthorityoftheMethodistCouncil.

6.2 MembersoftheMRG,theChairofmph,andJanetMorley(ManageroftheChristianCommunication,EvangelismandAdvocacyClusterintheConnexionalTeam)togetherwiththeSecretaryoftheFaithandOrderCommitteehavemettocoordinatethevariousstrandsconcerningthepublication.Optionsandcostingsarebeingcanvassedforproducingthematerialindifferentformats.

6.3 Asignificantissuehasbeenidentifiedinproducinganelectronicresourceparticularlyinrelationtocopyright.Whilstmanypublishersprovideelectronicmediatoaccompanyworshipresourcesandsometimesasthemainresource,theMRGisawarethatsomecopyrightholderswhoarewillingtoallowprintproduction,arecurrentlywithholdingpermissionforelectronicversionsoftheircopyrightmaterial.Thusasolelyelectronicversionofthecollectionwouldomitsomematerialwhichwouldbeavailableasaprintedresource.Inordertoenablethewidestrangeofmaterialtobe

MRGresponsetotheconsultationontheproposednewhymncollection

TheMusicResourcesGroupisverygratefultothenumberofpeoplewhorespondedtotheconsultationontheproposedhymncollection.TheresponseswerecollatedbystaffatMethodistChurchHouseandthenevaluatedbytheRevdBrianHoare.Thiswasaconsiderabletaskastherewereseveralhundredresponsesreceivedthroughthewebsiteandinwrittenform.Itwasencouragingtoreceivesuchinterest,buthardlysurprisingashymnsandsongsaresoimportantapartofourMethodisttradition.

TheMusicResourcesGroupmetwithBrianHoaretoreceivehisReportandtalkthroughhisfindings.TherewasbroadsupportforanewcollectionandtheMRGwasseentobemovingintherightdirection.TherewerethosewhowonderedwhetherthereshouldbeacompletecollectionorasupplementtoHymns & PsalmsandafewarguedthatanewresourceisunnecessarywithsomuchmaterialalreadyavailableinothercollectionsusedinchurchesacrosstheConnexion.

Someresponseshighlightedtheneedtoimprovetheoverallbalanceofthecollectionintermsofwritersandthemes.AsthisistobeanauthorisedMethodistcollectionpeoplefeltstronglythereshouldbeanadequaterepresentationofhymnsbyCharlesWesleyaswellasotherhistorictexts,includingJohnWesley’shymnsandtranslations,andalsoagoodbalanceofcontemporarywritersworkinginavarietyofstyles.Attentionwasdrawntoweaknessesinthebalanceofthemes,forexample,intheLifeandMinistryofJesusandAllAgeWorshipandtheMRGisalreadyawareoftheseshortcomings.Therewasconcernabouttheplaceanduseofpsalmody,musicalarrangements,theformatsofthecollectionandwhetherthecollectionshouldbeproducedinprintedandelectronicform.Peoplealsofeltthatmanyhymnsandsongswerenewtothemandtheycouldnotaccessthemeasily.
