ATF Requirements
Should you apply?
Authorised Testing Facilities (ATF) are authorised by the Vehicle and Operator Services
Agency (VOSA) for the purpose of testing Heavy Goods Vehicles, trailers and Public
Service Vehicles. As an ATF, VOSA staff can test your own vehicles and you can also
offer a testing facility to third parties, using VOSA staff. Customers can then choose to
use an ATF instead of using a VOSA Test Station to test their vehicles.
Bradbury Equipment and VOSA will guide you through the process of becoming a new ATF. To assist you with the application process VOSA supply a number of documents which you will need to read before applying, all of which are available to download at www.businesslink.gov.u/atf. First of all there is an initial checklist, Form 786, to assist you in deciding if you should apply for ATF status. There are 7 questions which give an outline in what is required to become an ATF.
1. Approval procedure Do you have, or are you prepared to seek, planning permission and legal entity for the use of the
premises as a testing station? 2. General conditions
Does the proposed premises have unobstructed and easy access from the site entrance to the
entrance of the building which contains the test bay, such that vehicles can enter and leave the site in
a forward direction.
3. General testing facilities Is the proposed building weatherproof? Is the proposed building accessible by means of a suitable
road? Does the proposed test area have a substantially horizontal level and flat floor with suitable
test facilities? Does the proposed building have communication equipment and office
accommodation made available to VOSA staff, which will include chair, desk and telephone? 4. Health, safety and welfare
Will the proposed premises and staff fully comply with the current Health & Safety provisions and are
you prepared to make declarations to this effect? 5. Test lane layout
Will the size and dimensions of the testing facilities be suitable for testing the category, size and type
of vehicles that you wish to test? i.e. is at least 2m wider than the vehicles to be tested.

6. General equipment Will you have equipment suitable for testing the category, size and type of vehicles that you wish to
test? Below is a list of required equipment, which may help you assess your suitability:
Roller Brake Tester, Headlamp Tester, Load Simulator, headlamp Testing Standing Area, Hoist/Lift/Pit,
Jacking Equipment, Exhaust Emission Testers, Wheel Play Detectors, Speed Limiter Tester, Brake
airline valve lift gauge, Inspection hand lamp 7. Brake, wheel play detector, exhausts emission and headlight testing
Will the roller brake tester, wheel play detectors, emission tester and headlight tester be of an
acceptable type to VOSA? Will the roller brake tester be computer controlled and is there a system
Schedule 1 – ATF requirements
Under Schedule 2 – Site Information the ATF Site will be authorised for any type of vehicles to be tested (Category A) or for specific types of vehicles under the following categories: ATF Category Types of vehicles Category A All Vehicles and trailers Category B All Goods vehicles and trailers Category C All Public Service Vehicles Category D Single Deck Public Service Vehicles Category E All Trailers Category F All Rigids (Including articulated motive units) Category G Restricted Vehicles (restrictions as listed below) Under Category G, restrictions can be based upon the following factors agreed with the applicant during approval. (This does not preclude changes to the application in the event of site modification). • Length • Height • Width • Maximum Authorised Mass Vehicles will not be tested outside these approved limits and the vehicle will need to be presented to an alternative test facility which can accommodate it. If more than one site is authorised under the ATF Contract, then there will be a separate Schedule 2 for each

only supply Bradbury VOSA/GEA approved equipment, not a mix/match, ensuring one contact

Load Simulation There are four main types of Load Simulation that VOSA will find acceptable in most cases. These are Nodding Donkey (as used in VOSA Test Stations), Strapulation (pull down system by means of hydraulic rams and chains), concrete blocks (certified weights lifted into position by means of a Fork Lift) or quite simply the vehicle being tested must be supplied, loaded.
Hoist/Lift/Pit Whichever method used it must be suitable in both length and weight to take the Classes of Vehicles the proposed ATF has applied for. To avoid unnecessary loss of space it is normally recommended to situate the Wheel Play Detectors within this area. Bradbury can supply Pits or Lifts capable of carrying this out.
Wheel Play Detectors The 8 way VOSA/GEA approved Bradbury Play Detector allows longitudinal and transversal movement and is operated by the use of a Torch System with buttons to operate the movements required.

the responsibility of the user of the equipment to
confirm the site meets the individual site
specification detailed within the site plan. Four and
five tonne lifts have high columns that require a
fork lift for safely completing the installation. A fork
truck can be provided at an extra cost if not
available on site.
