SLrDGE A.BATEMENT.-REPORT OF THE BOARU. :Melbourne, 16th March, 1917.

The work of regulating the dispo,;al of' mining slu.lg-e awl of preventing the silting of streams un•l jnjury to land~ by such sludge wa5 continued by t.he Board throughout the year 1916.

The Board in vestigatet\ and made rccemmeudations to the Minister in connexion with 31 appiicat, ions for dredging and sluicing lease,,, the cousolidation aml exci~iou of areas, &e., examined water-courses and settling areas in the Castlemaine, Oven,; Valley, a~1d :\loorabool district:<, inquired int•: ten complaints from various lol'alities, reviewed the di>Jtrict inspector,;' report::; npou the lll<'thods ot working, and ordered, where necessary, the coustrnction, use and main fPnance of proper works to impound d i,:;charged material aml can se the solitb to seule.

AtteiJtion having been directed to the;;e ln.pses, the companies took remedial steps without uudne •lelay. These pl:tuts are effeetivoly complying with the sludge provisions of the Act.

Batlarat.-The few quartz tniuing: comp:<nies working iu the <li ~trict ia l~Jl6 were doing satisfactory worh: in st:wkiHg their ;mud eJr,ar of the waterways. The Buanl inqnired into two complnint:; received from the Bttllarat East, Oou:>cil ( l) re,.;peetin;,.; stoppage of a •lmiu running through the Victorh United Compauy's void lease, and (2), the cro~iou of :tn ol<l ~:am heap !eft. by the ~onnanby North Company. In the Over.c. nlld Duckland catchments 3•l buekct drc.\ges, o<JCl pump slniec plant, and oue graviratiou plant worked in 1916. .\lust of tlw dredges wo1·ked away from the Mrea.m:', nnd their efllucllts aher pa:;sing t.hrough the settling- lmsiu~ :wd percolating through the gravds, were almost; clear prior to tenterin)!; the water-eonrses.

Y(tckandandalt and Srmdy Creek.-Fonr hucket. dre<lgc,; au d one jet Piev;ttor worked ,[ul'ing the year an(l ex teusive settling areas were pt•ovitletl at eacl1 plant. Iu one ea~e :1. eompany was instructed to ac,tuire an a<lditional settliu;r area, awl, in another, step" w(•:(J ordered to be taken to preveur. a diverted creek from doing damage to printt.•· property.

No dredges worked in the lower reaches of the river, hnt two sma.ll parties ,.,·ere eng;aged in gravitation sluicing. Complaint;:; were made that these opera.t.ions w.:;re r:nnsiug pollution of the river, and afr.er the orders of the Board ono party elosed tlown aurl the other prepare• I an area for its discha.rg:e•l material.

Goulburn. -In thi.~ catchment there was one <lredge working at Dry Creek, Bonnie Doon. A complaint of pollution of the river was investigated :md the trouhle rrae<l•l t-o heavy rains in the npper portions of the catchment area.

Gippsland.-Very little alluvial mining has been tloue d nring the year. One or two ~mall jet elevators worked near the BB. Creek and Jordan Hiver (Wood's Point) and one gmvitation hydraulic ~luicinl! plant (Toora) worked for tin dming 1916. Complaints of pollution of the Fmnklin LUver an(l Tin Mine Creek and injury to land;; adjoining were iuvestig:tte.J. Ou rhe instruetion of the B •ard the party cnrried out the required works satisfactorily.

Maryborouglt.-Three pnmp sluice plant~--ouo ~~t l1romley, one at \Vedderbnrn, and one recently started near I,andsborough, worked in 1916.

Castlemaine.-The Board made an inspection of all mining work by companies and under miner's rights about Castlemaine. In several eases it was fonn<l that proper use was not bein~ made of the available settling areas, and instructions were issued, and all requitemeuts have been met. ;>; o difficulty is experienced in respect of slmlge settlement ultimately, as arnple areas have been left by the dredging plants below the sites where t.he small parties work. !<'our bucket dredges-two in Campbell's Creek, and two in the Loddon River (one now closed down permanently), fo,Jr pump, and a number of j<Jt elevating plant:; worked. The Stnmgways settling basin was kept in efficient onler, proving itself to be an important factor in the irnpro\·ernent of the coudition of the Loddon Rh·er. Most of the silted water arising from dredging and slniciug is diverted from Campbell's Creek and conveyed by raee to this basin where tile solids are impounded and settled. After settlement analv::<e;; disclosed that not more than an average of 50 grains of solids per gallon of water enters the Loddou River.

General.-Thirty-four bucket dredges, 21 slnicing pnmps, 12 jet elevators, au(l 6 gravitatiou hydraulic sluieing plants, as well as all the :J_nartz and alluvial mines of the State, were mHler supervision during the year. :\'lo~t of the bucket 1lredges were working prednusly miued ground. The sludge provisions of the Act have been fairly well complied with aud generally the watercourses have not been appreciably affe<'ted by dredging, sluicing, or other forms of mining. Se,'eml flood» occnrretl during the yeal', but these did little •lnmage to the existiug settling arens or t•J the re.;;oi].;,( lamls.
