Revision in the guidelines for Sr. Research Fellowsh and Research Associates working in the leAR schemes-reg.

In continuation of this office OM of even number dated 13th July, 2015 on the subject cited above, the following clarifications are made:

i. The candidates having degrees in the relevant subject only need to be considered as per the prescribed qualifications as enumerated in the ICAR letter No. 2-9/2012-HRD and OMs dated 1st July, 2015 & 13th July, 2015 for the positions of RA/SRF.

ii. The Ph.D. degree holders are eligible for both RAs/SRFs.

iii. The Master's degree holders with the integrated degrees like B.Tech. & M.Tech. (5 years) are eligible for revised emoluments of RAs/SRF.

iv. Graduates with three years Bachelor's degree, who have acquired professional Master's degree (3 years) like M.5c.(Ag.), Masters in Computer Applications, M.Tech., etc., are eligible for revised emoluments of RA/SRF.

v. Candidates having Master's degree in Basic Sciences and have qualified NET and have 02 years research experience are eligible to apply for RA/SRF at revised rates of emoluments.

vi. As regards, NET examination, any national level examination conducted by the Central Govt. Departments/agencies for admission to Ph.D. programme are considered as NET for the purpose of RA/SRF. The following are some of the NET examinations: o CSIR-CSIR-UGC National Eligibility Test o MHRD-Graduate Aptitude Test in Engineering

admission. o DBT-Biotechnology Eligibility Test & Test conducted

in Bioinformatics by Bioinformatics National Consortium.

o DAE-JEST & JGEEBILS, NBHM o ICMR-JRF Entrance Examination o lCAR-Test conducted by lCAR for admission to Ph.D.

programme. o DoP-GPAT

vii. The OM is applicable to researche~s (JRF, SRF and RA) working in all types of institution -academic (colleges, universities including Deemed un versities both public funded and private funded, in~titutes of National importance), national laboratories a d NGOs, etc.

viii. The fellows working in DST (including SERB) and DBT projects can be paid the enhance fellowship from the available project grants from Octo~er, 2014 onwards by the implementing institutions, provi8ed the fellows satisfy the requirements.

ix. The existing RA/SRF who do not qualify for the revised emoluments as per the revised eligibility criteria shall continue to get old rates (pre-revisied) till the end of the project/expiry of their tenure, whichever is earlier.

x. Eligibility conditions as stipulated i~ OM dated 13th

July, 2015 need to be adhered to for r cruitment of RA/SRF made to the ICAR funded projects on or after 13th July, 2015. However, for posts advert sed before 13

th July,

2015, old guidelines and pre-revi ed emoluments may apply till the end of the projects expiry of the tenure whichever is earlier. i I

xi. The tenure of RA/SRF is co-termin; with the duration of the project/scheme or for a fixed t nure as prescribed by the Competent Authority of the proj ct or scheme.

All are requested to take appropriate actio accordingly.

In continuation to the Office Memorandum of even No. dated pt July, 2015 on the subject cited above, it is clarified that the eligibility for availing revised rates of emoluments for SRFs and RAs working in ICAR funded schemes shall be as under:

RESEARCH ASSOCIATES (RAs)

With Doctoral Degree: Ph.D in the relevant subject. OR

With Master's Degree: Master's degree in the relevant subject with 4 years / 5 years of Bachelor's degree having 1st division or 60% marks or equivalent overall grade point average, with at least two years of research experience as evidenced from Fellowship/ Associateship!Training/other engagements as circulated vide F.No. 2-9/2012-HRD dated 25.04.2014.

SENIOR RESEARCH FELLOWS

Master's Degree in the relevant subject with 4 years / 5 years of Bachelor's degree. Candidates having post graduate degree in Basic Sciences with 3 years Bachelor's degree and 2 years Master's degree should have NET qualification as mentioned in the OM SR/S9/Z-09/2012 of DST dated 21.10.2014 (copy attached) .

Other terms and conditions enunciated in guidelines for SRF and RAs working in ICAR funded scheme shall remain the same.

Subject: Revision of emoluments and guidelines on service conditions forresearch pensonnel employed in R& D programme of the GentralGovernment Departments/Agencies

Attention is invited to the Office Memorandum (O.M.) No. A-20020111197-\FD dated31.03.2010 issued by the Department of Science and Technology, Government of lndia on theabove subject. The matter has been further considered by the Government and the followingrevised emoluments have been approved. The O.M. is applicable to the research personnelworking on R&D programmes funded by the Central Government DepartmenUAgencies.

1) Emoluments:

A. Junior Research Fellow (JRF) / Senior Research Fellow (SRF)

The local institution shall review the performance of JRF after two years through anappropriate Review Committee constituted by the Head of the Institution. The fellow may beawarded SRF after successful assessment by the Review Committee.

B. Research Associate

Research associates may be fixed at a consolidated amount at one of the 3 pay levelsgiven below depending upon the qualification and experience. The Institute/Organization

2. Service Gonditions:

(i) DA: JRFs, SRFs and Research Associates will not be entitled to DA.

(ii) House Rent Allowance (HRA): All research fellows may be provided hostelaccommodation wherever available and those residing in accommodation provided by theinstitute will not be eligible for drawing HRA. Wherever provision of hostel accommodation isnot possible, HRA may be allowed to all the above categories viz. JRF, SRF and RA as perCeniral Government norms applicable in the city/location where they are working. Thefellowship amount may be taken as basic for calculating the HRA.

(iii) Medical Benefits: The research fellows and research associates (JRF/SRF/RA) will beentitled for medical allowance as applicable in the implementing institution.

(iv) Leave and other entittements: The JRF/SRF are eligible only for casual leave whileResearch Associates are entitled to leave as per rules of the host institution. Participation of anyof these categories (JRF/SRF/RA) in scientific evenUworkshops held in India or abroad will betreated as "on duty;'. The travel entitlement for JRF/SRF/RA for paqticipation in scientificevents/workshops in tnOia will continue to be the same as earlier i.e. 2n0 AC by rail. Malernityleave as per the Govt. of India instructions issued from time to time would be available to femalecandidates in all categories.

(v) Bonus & Leave Travel Concession: JRFs, SRFs and Research Associates will not beentitled to these allowances.

(vi) Retirement Benefits: JRFs, SRFs and Research Associates will not be entitled to thesebenefits.

(vii) Publication/Patent: The results of JRF/SRF/RA's research work may be published instandard refereed journals at the discretion of the Fellow or his/her Guide. lt should be ensuredby the fellow that the assistance provided by the funding agency of Government of India isacknowledged in all such publications.

(viii) Engagement for pursuing higher degree: Students selected as JRF/SRF may beencouraged to register for higher degrees and the tuition fees to undertake these studies maybe reimbursed to the student from the contingency grant sanctioned under the project grant, ifrequired.

(ix) Obligation of JRF/SRF/RA:

a) He/She shall be governed by the disciplinary regulations of the host lnstitute wherehe/she is working.b) The JRF/SRF/RA must send a detailed consolidated report of the research work doneduring the entire period of Fellowship on completion of the tenure/resignation of the Fellowshipat the earliest.

3. Central Government Departments /Agencies are requested to ensure that the aboveguidelines are followed in regard to the remuneration and other benefits to the researchpersonnel engaged in R&D projects funded by them. They are also requested to circulate theseorders to their attached and subordinate offices and also to the autonomous institutes funded bythem.

4. Individual Departments/lnstitutes are not allowed to top-up the fellowship amount fromtheir internal resources.

5. Departments/Agencies like ICMR, ICAR, DAE, DST, DBT etc. which conduct nationallevel examinations may adopt the revised rates provided the existing rates contained in theO.M. dated 31.03.2010 have been adopted by them on the same terms & conditions. However,the revised rates are not applicable to fellows of ICAR pursuing M.Sc. and Ph.D in Agricultureand Allied Sciences.

6. Date of Effect: The revised emoluments will take effect from 1 .10.2014. The individualdepartments may project the requirement of necessary funds in RE 2014-15/BE 2015-16.

7. This issues with the concurrence of the Department of Expenditure, Ministry of Financevide their LD. No. 184685114 dated 15.10.2014.
