Suggestions of the PAB-MDM

PAB in its meeting held on 21.02.2014 has advised to State to take action on following before approval of the Plan 2014-15.1.Release of funds and Mechanism of timely flow of funds2.Refund of excess of amount released to the State.3.Non-availability of ample stock of foodgrains in the schools.4.Improvement of monitoring mechanism, lack of community participation.5.Introduction of Gas based cooking in Manipur.6.Completion of construction of kitchen-cum-sotres7.Comments of the observations of the MI.8.Proposal for revision of transport assistance.

ATN on suggestions of PAB-MDM

Principal Secretary, Government of Manipur has submitted clarification on the issues raised in the PAB meeting and comments on the observations/report of the MI vide letter dated 24th March, 2014. The point wise ATN is as under:1.The State Government has released entire amount of Central Assistance and transferred to the concerned districts.2.The State Government has issued notification on 23rd March, 2014 to develop a mechanism for advance release of funds on quarterly basis in the beginning of each quarter. These advance fund will be kept in a bank account operated by Principal Secretary, Education exclusively for MDM. The funds would be released to the districts within 15 days of release of funds by GOI or State.

3. The Finance Department vide letter 4/22/2012-FR dated 19.03.2014 has directed the Accountant General, Manipur to advise the Reserve Bank of India to credit an amount of Rs.651.65 lakh into the account of the Ministry of HRD.

4. The State Govt. proposes to introduce mobile based monitoring software which also addresses the movement of foodgrains to schools. The cost of implementation is likely to be Rs.175-200 lakhs

5. The Government of Manipur proposes to introduce Air Pump Cooking Gas (APCG) in lieu of LPG in MDMS and requested for additional requirement of funds for the same. The estimated cost will be Rs. 732.00 lakhs

6. Issue relating to involvement of Gram Panchayats and hill village authorities in implementation of MDM will be issued after the Model Code of Conduct comes to an end.

7. The construction of kitchen-cum-stores sanctioned in subsequent phases will be handed over to the SMDCs concerned.

8. The State Government has submitted proposal for revision of transport assistance. The file is in IFD for obtaining the concurrence on the matter.

9. The State Govt. has requested for provision of MME Grant @Rs.30 lakh per district, on the lines of norm of MME for smaller States.

State Government has proposed to engage a total of 7487 no. of cook cum helpers (6296 working+1191 additional). However PAB 2013-14 has already sanctioned 6544 no. of cook cum helpers. Hence engagement of additional 943 cook cum helpers (7487-6544) has been proposed.
