The entire Ray School District was put in lock-down Friday morning following a report of the possibility of a man in the desert area below the schools with a weapon. The initial call that came into the Kearny Police Department indicated that the subject, 26-year-old Ryan Anthony Chiquete of Kearny, left a residence on the 400 block of Fairhaven carrying a shotgun after

a heated argument with Marco Kame, who lives in the home. Officers immediately re-sponded and began search-ing the area. The lockdown order was put into place as a precautionary measure since the department at the time didn’t know what they were dealing with. After further questioning of Kame, police learned that Chiquete was carry-ing a holstered pistol, not a

shotgun. Kame stated that Chiquete did not remove the weapon from the hol-ster during the altercation, but he did pound on the holster and say “Boom” before taking off towards the desert. The search that lasted over an hour was called off with negative results and the lockdown was lifted. Later Chiquete showed up at the police department and confirmed what Kame

On April 16, 2013, the Arizona Department of Public Safety’s Criminal Investigation Division and Commercial Vehicle Enforcement Bureau served two search warrants in the ongoing copper theft investigation involving the ASARCO Hayden mine. The initial investigation began in September 2012 when it was discovered that a group of people were acting in concert to steal large amounts of copper anodes from Hayden. At that time it was believed that approximately 700 anodes were stolen, of which DPS recovered 488. It appeared the thefts had begun around April 2012. Lead Detective James Oien’s

investigation has discovered the copper thefts could have begun as early as 2006. He has identified three possible exporters of the stolen copper which could now be in excess of $10 million dollars. Yesterday’s search warrants were served on other local recycling companies which may have retained records of these previous transactions. Those businesses involved include: Mariposa Recycling in Nogales, Ariz., and its parent company Recyco Inc. located in Tucson. In late September 2012, the Arizona Department of Public Safety made a traffic stop on I-10 near Casa Grande on a commercial vehicle that was

loaded with 48 copper anodes. That discovery led DPS investigators to a residence in the 6300 block of West Tangerine Road in Marana with a search warrant. Officers located 54 more copper anodes and seized three truck tractors and semi-trailers, a fork lift and two hand carts, according to a news release. Representatives from Asarco in Hayden identified the copper anodes at the scene. The investigation conducted by the Arizona Department of Public Safety (DPS) Criminal Investigation Department, U.S. Customs and Border Protection (CBP), at the Los Angeles/Long Beach seaport allowed CBP officials to

retrieve six containers with suspected stolen copper valued at $1.25 million. CBP were able to halt three of the containers at the seaport a day before their scheduled departure. Three other containers had already departed the port for China but were halted and ordered to return. DPS provided information including pictures, blueprints, detailed description and mineral content of the anodes, which allowed CBP to identify the three containers scheduled to be shipped to Hong Kong. The three containers at sea were identified and ordered to return to the Los Angeles seaport for inspection.

All of the containers had a Shipper’s Export Declaration listing the commodity as “Metal Scrap (Copper Alloy Waste and Scrap)” from the same exporter. The identity of the exporter and recipient of the shipments could not be released due to the ongoing investigation. The copper anodes each measure four feet in width, four feet in height, and two inches in thickness and weigh approximately 880 pounds. Each ingot is valued at $3,488. The anodes are unrefined copper with traces of gold and silver. They should not be considered scrap metal and should not be in the scrap metal market. DPS hopes that

this sends a message to metal dealers around the state as well as copper thieves. The stolen copper was valued at $300,000. Between the original seizures and the copper acquired at the seaport, over $1.5 million of stolen copper has been seized. Due to the ongoing investigation the number of people arrested, suspects and other pertinent information could not be divulged. A total of 240 stolen anodes remains unaccounted for and may have already entered the Chinese market. Video from a press conference held in November by DPS can be viewed online at http://bit.ly/XIQkJV.

By John Hernandez On April 15, the Hayden Town Council listened to comments made by the public concerning the project to be approved for Community Development Block Grants (CDBG) funding. Four proj-ects were under consideration for the funding. Only one of the four projects could be ap-proved. The projects were demolition of an owner occupied house, demolition of some unoccu-pied structures almost totally destroyed by fire, improving the size of the building for the fire station and road improve-ments. After discussion, it was determined that the improve-ments for the fire house and road improvements would each cost more than the grants. The demolition of the

occupied structure would cost more and take more time to complete than the demolition of the unoccupied structures. The Council approved the demolition of the unoccupied structures. The Council approved Reso-lution No. 854 agreeing to participate in the Gila County Multi-Jurisdictional Mitiga-tion Plan. The Council also approved a proclamation de-claring April 14-20 the Week of the Young Child, which was read into the record. Consideration was given to re-advertising the position of Animal Control Officer or interviewing the two ap-plicants who have applied. Consideration was given to raising the hourly wage above the $9.50 per hour that had been advertised. There was a person that was

an experienced animal control officer interested in the posi-tion but due to the pay, they did not apply. Reconsidera-tion of the position and pay was approved and they would take a look at the person with experience. The Council ap-proved the hiring of lifeguards and a manager for the swim-ming pool. The Council approved the final step in pay effective May 18 for employee Juan Bra-camonte. The consideration for approval of the one year probation of Officer Stoney Blair effective April 23, Of-ficer Melissa Palomino effec-tive May 4 and Aubrey Keck effective May 29 was tabled until next week. Approval for the sponsoring of two kids for the College for Kids Program was granted by

Pam Gonzales discusses the proposed changes in HHS graduation requirements. (Nina Crowder photo)

By Nina Crowder Hayden-Winkelman High School held a public hearing on April 17, 2013 regarding the proposed change of graduation requirements to help students prepare for career readiness through the Career and Technolgy Education (CTE) program. Jeff Gregorich opened the meeting, indicating the exciting opportunity for the possible change at Hayden-Winkelman High School. The school has been working to increase the enrollment in the CTE classes like industrial technologies this year and Hayden-Winkelman has an early childhood education program that they offer. They would like to expand the program to require that all the students participate in one of the two year CTE programs, but the need to expand the offerings to added professions in the teaching field, business field and an arts program in addition to the early childhood program and the technologies program. Hayden will provide transportation to Globe where they can take a number of other choice

programs. The students would be required as freshmen to take a Career Exploration class by the time they are sophomores and they would need to select one of the five CTE programs offered or one of the courses offered in Globe. The five CTE programs Hayden offers would be Early Childhood Education, Marketing/Business, Construction Technologies/Cabinetmaking, Education Professions or Art Education. The CTE programs offered in Globe are Medical Assistant, Certified Nursing Assistant (CNA), Fire Science, Welding Technologies, Law Enforcement, Graphic Design or Pre-Engineering Geology (in Superior). Most of the courses will be offered as school credit so that not only are the students able to walk out of high school with their high school diploma but with a certificate in the field they have chosen, with college credits. The chosen programs were selected by students per their current interest. This opportunity can

Hayden-Winkelman School District changes requirements for graduation

help students to obtain a job out of high school that will enable them to help pay for college. Pam Gonzales has been working on this for about three months. Gregorich said there has been a lot of communication with staff, parents and students. He said this purposed change would bring additional funds to the district and would help the district in the current programs. Gonzales said Hayden-Winkelmen has been a part of the Cobre Valley Institute of Technology (CVIT) for approximately eight years now. The students at first were worried that they were going to be losing electives, but she explained that this program will actually offer them more electives. The students were then excited about the new requirements. The students surveyed had an interest in every

program that Hayden has elected for the added programs. Gonzalez truly hopes this strengthens the school, opens the door for additional opportunities and challenges the students academically. The schools involved with Cobre Valley Institute are Hayden, Superior, Miami, Globe and San Carlos. CVIT was established in 2000 it is one of 13 Joint Technical

By Nina Crowder It was an incredibly intense afternoon on Thursday, April 18, 2013 at the Hayden High School as participants took place in a Mock Drunk Driving Accident for the students. The purpose of this mock accident was to show the students how severe accidents involving alcohol can be. Additionally, it gives first responders a chance to practice their skills. The Story On a clear beautiful night on April 20, 2013 around midnight a group of high school teenagers have left their High School Prom. It would be a night that they would never forget. As they approach an intersection at Highway 177 and Lower Road, there is a horrible collision with two vehicles. A 911 call goes out to Hayden Police Department. “Oh my gosh, please help, there has been a freaking accident, I don’t know what’s going on, Marisse is not responding, neither is Matt, I think someone went through the windshield, it’s at Highway 177 and Lower Road, please help, I think some people may be dead, I don’t know what to do.” There are many moans, screams and crying. Then you hear the sirens, the Hayden Police department will take approximately one minute to respond. The Pinal County Sheriff’s department and Department of Public Safety are notified. Upon the arrival of the Hayden Police department, the arriving officer looks over the accident. It is a devastating sight to have to witness such heartache and suffering. Immediately a call for emergency medical assistance is placed. The Winkelman Fire Department is the first dispatched and then the Hayden Fire Department and Dudleyville Fire Department. Continuing to hear screams the police

Mock accident staged at Hayden High School so students officers at the scene try to comfort the students involved, trying to keep them calm. The students yell and scream for each other and cry with immense pain. The emergency crews arrive and spring into action. This scene has now become like a war zone. With an

accident this large, it takes all the cooperation of the different fire departments and emergency medical technicians. There are four people that are dead upon arrival and many of the other victims need urgent medical attention. The driver of one of the

vehicles is given a field sobriety test including the one leg stand, the touching of finger to nose and walk the line. The police officers determine the driver is intoxicated and start to put her under arrest. She resists but is no match for the officers on duty

and is arrested and put in the police car to be taken to jail and booked. The driver is charged with DUI, Aggravated Assault and Manslaughter. The National Highway Transportation Safety Administration (NHTSA) created a standardized model

for field sobriety testing in 1981. The Standardized Field Sobriety Test (SFST) uses three tests in combination and the NHTSA recommends that all law enforcement agencies use the standardized program and the associated training. The SFST was designed to

Page 9: 4_24_13 Copper Basin News

aPril 24, 2013 CoPPer Basin news, Hayden, arizona Page 9

can learn the consequences of drinking and drivinghelp offi cers measure the appropriateness of making a DUI arrest, not necessarily as evidence to prove that a driver was intoxicated. According to 1998 data from the NHTSA, the combination of three tests used together was only accurate in 91% of DUI cases. The arresting

offi cer is wrong in 9 out of every 100 fi eld sobriety tests and those were the rates for the offi cers who volunteered DUI arrest records. During this incident, the Jaws of Life are used to take off the door of one of the vehicles so that they can retrieve the injured. On this

same vehicle the fi remen must take off the roof of the truck which is cut and folded back so they may retrieve another body (this is one of the dead on arrival victims). As they emergency staff continues to help the students Native Air out of Globe is called and there is

an estimated time of arrival of 20 minutes. Once Native Air arrives the most severely injured student is put into the helicopter and fl own to the nearest hospital. Due to the extreme conditions and injuries of the students, eight of these students need to be fl own out in the helicopter.

Shortly after the students are taken to the hospital, the Mortuary Personnel arrive at the scene for the dead bodies. According to the National Highway Traffi c Safety Administration (NHTSA) 32,885 people died in traffi c crashes in 2010 in the United States including an estimated

10,228 people who died in drunk driving crashes, accounting for 31% of all traffi c deaths last year. Since NHTSA began recording alcohol related statistics in 1982, drunk driving fatalities have decreased 52% from 21,113 in 1982. Since the inception of The Century Council and our national efforts to fi ght drunk driving fatalities have declined 35% from 15,827 in 1991 (Source: NHTSA/FARS 2011). Rick Lopez of Asarco helps put these events on to bring awareness to our community members. Many of the Emergency Medical Technicians were Asarco employees; they are trained for accidents that happen on the job and they will respond to an accident in the community if needed. Just a simple phone call to Asarco and they will dispatch their Emergency Medical Services. Many of the Asarco employees are also on the various Fire Departments. With Prom, Graduations and after parties upcoming, please think about the choices you make before you act upon them. The right choice to make is not to drink and drive; because if you do the least of your worries would be whether or not you go to jail. Thanks to the Hayden High School students, Asarco, Hayden Fire Department, Winkelman Fire Department, Dudleyville Fire Department, Hayden Police Department, Gila County Sheriff’s Department, Kearny Emergency Medical Technicians and Asarco Medical Technicians for planning and putting on this special Mock Accident! A special thank you to the alumni who also attended: Alyssa Romero, Angel Sanchez, Jordan Garcia and Daniel Acedo of Hayden High School, and Jerry Lopez of Ray High School. Thank you all and be safe!!

Education Districts (JTED) in Arizona. The JTED system, along with community colleges, universities and primary and secondary schools, is one of four pillars of Arizona’s educational system. Each JTED takes on the challenge to prepare Arizona students for a highly competitive workforce. As a result of the efforts of the JTED system, more than 100 school districts have the opportunity to provide innovative Career and Technical Educational programs for students. CVIT receives funds and distributes them based on the two program delivery methods: satellite and central programs. Satellite programs are taught on the campus where students regularly attend and are approved by the Arizona Department of Education. CVIT financially supports those programs to ensure that students gain vital technical knowledge and skills in the state of the art facilities. According to the Bureau of Labor Standard’s projections, 8 out of 10 occupations with the largest job growth through 2014 will require an associate’s degree or vocational training. High School students who

graduate with a career and technical education concentration is 2.5 times more likely to be employed while pursuing postsecondary education then the college prep students. For additional

information about the CVIT and the programs they offer, visit their website at: CVIT81.org. The regular Hayden-Winkelman Unified School District Governing Board meeting commenced after the hearing. The

High School graduation requirement changes were approved to include participation in a two-year CTE Program with a 4 to 0 vote (1 board member was not present). This new change will be in effect for this school year.

just a repository for books, libraries may offer e-books, technology classes, materials for English-language learners, programs for job seekers, and a place where everyone in the community can gather to reconnect and reengage with each other to enrich and shape the community and address local issues. Among the celebrations activities at the local libraries, several young students won a 2013 National Library Week Poster. In order of first, second and third place, the winners were, for kindergarten: Jessalyn Sims, Avery Acuna, Timothy Baker; for first grade: Lance Goodwin, Alexis Gallego and Gabriella Leybas; for second grade: Hunter Day,

Dominic Bidegain, and Paxton Hansen; for third grade: Marissa Baez, Brina Morales and Kimberly Newman; for fourth grade: Neuyah Stacy, Matt Rutter and Saul Torres. National Library Week is a great reminder of the wonderful work performed by librarians who do so much more than simply stock books and keep track of their return. The posters will serve as a year-round reminder to these fortunate few children to appreciate this free community resource, and all those who work within its walls. Though the week is over, there is still time to stop in and check out your local library to see what it has to offer for you.
