Welcome to the Fifth Annual Metropolitan Police Department Awards Ceremony, honoring the sworn offi cers and civilian employees of the MPDC and our law enforcement partners, civic organizations, and residents who have helped to make a diff erence in our communities over the past year.
IN 1790, MARYLAND AND VIRGINIA CEDED PORTIONS OF THEIR TERRITORY FOR THE PURPOSE OF
ESTABLISHING THE FEDERAL CITY. FOR THE NEXT 10 YEARS, THE FEDERAL CITY WAS POLICED
BY CONSTABLES APPOINTED BY THESE TWO STATES. IN 1802, WHEN THE ORIGINAL CHARTER OF
WASHINGTON WAS APPROVED, POLICE AUTHORITY WAS CENTRALIZED AND
POWER WAS GRANTED TO THE CITY ITSELF TO ESTABLISH PATROLS,
IMPOSE FINES, AND ESTABLISH INSPECTION AND LICENSING
PROCEDURES. UNTIL THE CREATION OF THE METROPOLITAN POLICE
DEPARTMENT IN 1861, THE CITY HAD ONLY AN AUXILIARY WATCH
WITH ONE CAPTAIN AND 15 POLICEMEN.
IN 1861, PRESIDENT ABRAHAM LINCOLN TOOK PERSONAL INTEREST
IN FOUNDING A REGULAR POLICE DEPARTMENT FOR THE DISTRICT OF
COLUMBIA. IT WAS A TIME OF CONSTANT DANGER IN THE NATION’S
CAPITAL. WITH THE BEGINNING OF THE CIVIL WAR, AN ARMY WAS
BILLETED IN THE CITY, GOVERNMENT EMPLOYEES WERE INCREASED
BY TEN-FOLD, AND HORDES OF UNSAVORY ELEMENTS DESCENDED
UPON THE DISTRICT’S FEW SQUARE MILES. PRESIDENT LINCOLN
PERSONALLY DISPATCHED AN EMISSARY FROM THE NEWLY CREATED BOARD
OF METROPOLITAN POLICE COMMISSIONERS TO NEW YORK CITY TO BECOME
FAMILIAR WITH THAT SYSTEM, WHICH ITSELF WAS BASED ON THE WORLD-ACCLAIMED METROPOLITAN
LONDON POLICE DEPARTMENT.
THE IDEAS AND KNOWLEDGE GAINED FROM THIS STUDY LED TO THE CREATION OF THE
METROPOLITAN POLICE DEPARTMENT ON AUGUST 6, 1861. IN SEPTEMBER OF THAT YEAR,
ATTORNEY WILLIAM B. WEBB WAS APPOINTED THE FIRST SUPERINTENDENT OF THE POLICE, WITH
AN AUTHORIZED FORCE OF 10 SERGEANTS AND A NUMBER OF PATROLMEN AS NEEDED, BUT NOT TO
EXCEED 150. UP TO 10 PRECINCTS WERE AUTHORIZED. THE SUPERINTENDENT OF POLICE WAS PAID
$1,500 ANNUALLY, WITH SERGEANTS EARNING $600 AND PATROLMEN $480.
THE SERGEANTS AND MOST OF THE PERSONNEL FOR
TWO PRECINCTS WERE SWORN IN THAT SEPTEMBER.
OFFICERS HAD TO BE US CITIZENS, ABLE TO
READ AND WRITE THE ENGLISH LANGUAGE, HAVE
BEEN DC RESIDENTS FOR TWO YEARS, NEVER
CONVICTED OF A CRIME, BETWEEN 25 AND 45
YEARS OF AGE, AND AT LEAST FIVE FEET, SIX
INCHES TALL. THE MEN WENT TO WORK RIGHT
AWAY IN 12-HOUR SHIFTS, SEVEN DAYS A WEEK
WITH NO DAYS OFF AND NO VACATIONS. THEY
WERE ISSUED NEITHER EQUIPMENT NOR BADGES, AND THEY
HAD TO OBTAIN THEIR OWN HANDGUNS. THE FIRST ARREST MADE BY A METROPOLITAN POLICE
OFFICER WAS ON A CHARGE OF INTOXICATION.

Officer Ivan JordanSixth District
detective Anthony Brigidini has been investigating homicides for the past ten years. Over the past two years he has achieved a 100% closure rate—an exceptional record of success, especially given some of the challenging cases he has been
called upon to investigate. This individual’s tenacity and diligence is illustrated through his
handling of a particularly sensitive case…the homicide of a 16-year-old Ballou High School student, who was shot in the head last April at 19th and Trenton Streets, SE.
Recognizing that the case would be high-profile, with plenty of possible distractions, Detective Brigidini stayed focused on the tasks at hand—organizing neighborhood canvasses, examining physical evidence, and showing tremendous empathy to family members and making sure they were safe.
His investigation led him to Johnson Junior High School, where he discovered that a small riot had broken out among students from the victim’s neighborhood and the neighborhood of the possible suspect. The detective and his partner tracked down the source of the melee and soon honed in on a suspect, who was quickly arrested.
Detective Brigidini’s poise, patience and persistence in solving this high-profile homicide is indicative of what he has been doing for the past 10 years—solving crimes, bringing offenders to justice, and trying to comfort the survivors. It is with great pride that the Metropolitan Police Department presents its first Detective of the Year Medal to Detective Anthony Brigidini.
officer Ivan Jordan has distinguished himself by creatively tackling one of DC’s most challenging crime problems—juvenile car theft. Nowhere has this problem been more acute than in the Sixth Police District, where Officer Jordan
is assigned.Recognizing that police needed to do more to reach young people,
this officer initiated a program called “The Joy Ride Is Over.” Using PowerPoint presentations, video and other tools, Officer Jordan has reached hundreds of elementary, junior high, and senior high students throughout the Sixth District.
And beyond his Police Service Area and auto theft prevention duties, this officer has found time to help organize holiday toy drives, summer basketball tournaments, youth field trips, and other activities.
His energy and efforts are definitely having an impact. Serious crime in 6D is down sharply this year—led by a 25% percent reduction in auto thefts. While these positive trends are clearly a team effort … the contributions of this year’s awardee cannot be underestimated.

this year’s honoree seems to be everywhere—and always with the same mission in mind: to strengthen partnerships between the MPDC and the community. As a Community Outreach Coordinator in several police districts over the past year,
Yvonne Smith has shown an uncanny ability to bring people together…and to get things done.
Her efforts at partnership have ranged from the traditional to the “high-tech.” In the Third and Fourth Districts, for example, she organized a “Blue Hat” Patrol Group that monitors activity inside apartment buildings. She also introduced McGruff® the Crime Dog to children in several schools, and created community resource guides on how to access police and other city services.
On the high-tech side, she has organized “Listservs” in several communities, allowing residents and police to instantaneously share information and ideas. And Ms. Smith’s countless write-ups documenting the good work of police officers and communities across the city help to share the Department’s success stories with the force and the residents they serve. Her work is the basis for more than two dozen articles published in the internal Dispatch newsletter and on the offial MPDC website.
A person with boundless energy, remarkable creativity, and a real “can-do” attitude, Ms. Smith handles her job with professionalism and zeal.
