works to support strategic facilities and infrastructure investment planning across City agencies by reforming and developing capital investment programs and disseminating data-driven planning analytics. We are responsible for integrating planning perspectives into the City’s capital budget planning and decision-making process. Our work spans the lifecycle of capital investment in New York City:

• We work alongside planners in the City’s capital agencies and DCP’s borough offices to shape specific projects that complement neighborhood plans through the management of a $1+ billion Neighborhood Development Fund.

• We inform capital budget priorities by jointly developing the City’s Ten-Year Capital Strategy with the Mayor’s Office of Management and Budget (OMB) and evaluating the effect that capital investments have on neighborhoods with an eye towards growth and equity.

• We inform and support how partner agencies approach facilities planning, such as providing the School Construction Authority (SCA) with data inputs and insights for seat need planning, ensuring that the appropriate community facilities data is used for environmental review, and compiling agency needs for inclusion in the Citywide Statement of Needs.

• We foster the use of technology tools in integrated capital planning decisions, including the NYC Facilities Explorer, to improve effectiveness and collaboration in the capital planning process.

We are a diverse, tight-knit team of planners, engineers, management consultants, policy advisors, and technologists operating in a fast-paced environment to radically improve capital planning, budget prioritization, and decision-making in support of top City priorities. THE ROLE We are seeking a highly-motivated analyst to support and expand our impact in several high-priority areas. Your role will be particularly focused on ensuring that the City is planning strategically for growth and equity in capital planning, both short-term and long-term, and both citywide and at the neighborhood level. This will require exceptionally strong analytics to serve as the foundation for identifying needs and working towards change. You will be expected to collaborate with a wide range of subject matter experts. You will work closely with multiple divisions at DCP (including the five borough offices; Population; Housing and Economic Development; Waterfront & Open Space; Planning Labs, and Information Technology), with other agencies (including the Department of Environmental Protection, the Department of Transportation, the Department of Parks & Recreation, the Department of Housing Preservation & Development, the Economic Development Corporation, the Department of Education, and the School Construction Authority), and with City Hall. MAIN RESPONSIBILITIES

• Develop and maintain replicable, well-documented data sets and visualizations on housing and infrastructure to inform the City’s capital planning initiatives as they relate to neighborhood change:

o Use Excel and SQL to clean, aggregate, and analyze data from multiple sources including city and state agencies, the Census and ACS, and DCP borough planner knowledge

o Visualize data using Carto, Tableau, and PowerPoint to communicate trends and provide insights to shape capital planning across the city

o Integrate interdepartmental and interagency perspectives on housing growth, infrastructure needs, and neighborhood change into data and analysis

o Act as the data and product steward for core tools to community facilities planning, working with DCP’s Enterprise Data Management team and Planning Labs to ensure consistency and conduct quality control

• Lead the analysis of the City Environmental Quality Review (CEQR) community facilities impact of city-led neighborhood planning efforts and developer-led development proposals to the City Planning Commission. This will include extensive analysis on early childhood and schools impacts, in collaboration with the Department of Education and the School Construction Authority:

o Conduct and validate analysis of community facilities impact for development proposals; provide guidance to the department, other lead agencies, and consultants to ensure consistency and accuracy in the preparation of analyses

o Develop updated methodologies and data sets for CEQR analysis which are aligned with subject agencies’ planning methodologies, in collaboration with DCP stakeholders, agencies, and the Mayor’s Office of Environmental Coordination

• Support Capital Planning’s outreach and events with other agencies, City Hall, and DCP divisions (including the quarterly Capital Planning Forum, attended by the City’s six biggest capital agencies)

o Draft materials and coordinate with other presenters, including both quantitative and qualitative presentations

o Build relationships with staff at partner agencies, particularly when developing materials or getting early input into our own proposals

o Conduct outreach before and after the event to get feedback and adjust our approach o Execute on key initiatives and next steps resulting from outreach

• Help to proactively identify and pursue opportunities to improve the City’s capital planning across agencies, collaborating at a staff level to align on better data inputs and processes:

o Produce integrated perspective of capital investment needs by neighborhood, leveraging City Planning perspectives, data resources and analytics, and community perspectives

o Identify appropriate strategies to address needs (for example, facilitating school siting in overcrowded districts and/or in private applications, promoting the co-location of social services in underutilized schools)

• Support the ongoing impact of the Ten-Year Capital Strategy o Make connections between the Ten-Year Capital Strategy and other critical initiatives

• Provide analytical support to other Capital Planning team members

• Other data analysis, stakeholder engagement, and project management tasks, as required

PREFERRED SKILLS

• Passion to help cities operate more strategically, equitably, and efficiently, and an understanding of how good facilities and infrastructure planning can support a successful neighborhood

• Demonstrated interest in the application of data to inform decision-making and process improvement, and a drive to advance an analytical skillset in support of these goals

• Strong analytical and quantitative skills using Excel and SQL (competency with Excel functions like index match, experience with independently structuring a rigorous analytical approach with clarity around inputs, outputs, assumptions, and analysis); Tableau and Python are nice-to-have

• Experience with spatial analysis and mapping using ArcGIS and/or CARTO

• Excellent communication and presentation skills, with experience creating PowerPoint presentations and data visualizations to effectively communicate complex ideas

• Track record of leadership in an academic, extracurricular, or professional environment, with experience applying independent judgment on complex issues

• Ability to work effectively with people at all levels in city government, including subject matter experts and agency partners

• Ability to work collaboratively in teams

MINIMUM REQUIREMENTS Authorization to work in the United States is required for this position. NYC Department of City Planning does not provide sponsorship for international employees. 1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
