EXECUTIVE SUMMARY

Scout Executives from different National Scout Organizations in the Asia-Pacific Region participated in the 48th Asia-Pacific Region Basic Management Course for Professional Scout Executives held at the National Scout Training Center in Mouchak, Bangladesh.

The course, organized on 2 – 16 February 2010, focused on various Scouting elements in the areas of management, human relations in an organization, conflict management, PR and media relations, events management, among others.

The course was inaugurated by Mr. Abul Alam Md Shahid Khan, Vice President of Bangladesh Scouts and Secretary of Primary and Mass Education of the Peoples Republic of Bangladesh. Regional Committee Vice Chairman Mr. Prakorb Mukura and APR Management Sub-Committee Chairman Mr. Janaprith Fernando graced the opening ceremony.

Aim. To help Scout executives acquire knowledge and skills to further strengthen their individual competencies and leadership to enable them to effectively perform their professional responsibilities and meet emerging challenges.

Course Objectives

1.  Explain the concept of Professional Scout Executive service 2. Enumerate the qualifications of professional Scout executives, their role

and the requirements of service 3.  State the mission of the Movement and fundamental principles of Scouting 4. Explain how major policies of WOSM support and promote quality

Scouting 5 Acquire managerial competence through the application of dynamic

management concepts in relation to the Scout executives functional area of responsibility

6.  Describe the concept of strategic management and acquire skills of developing, implementing and evaluating a strategic plan

7. Recognize the importance of efficient financial resources management and acquire knowledge on resources development and management.

8.  Explain the WOSM branding and communication strategy 9. Develop and understanding on the importance of events management

Scouting 10. Exchange ideas concepts and experiences with other Scout Executives

from various NSOs in the region on Scouting Operations

Venue. National Scout Training Center, Mouchak, Bangladesh

Contents. Mission of Scouting, SWOT Analysis, Youth Programme, Adult Resources Management, Membership Growth concept, Professional Scouters Concept, Human Resources and behavioral Management, Leadership, Resources Development and Financial Management, Office Management, Public Relations, Information Technology, Management Principles, Management by-2-Objectives, Management by Results, Strategic Planning, Change Management, Learning Organization and World Strategy in Scouting.

Participants. 38 Scout executives from ten countries (Bangladesh, India, Indonesia, Mongolia, Nepal, Pakistan, Philippines, Singapore, Sri Lanka and Thailand).

Course Speakers & Facilitators : Dr . Effendy bin Rajab (Singapore). Paul Parkinson (Australia), Abdul Manan and Col. Shah Ali (Pakistan), Azuddin bin Rahman (Malaysia) and Md. Mozammel Haque Khan, Md. Golam Sattar, Arshadul Mukaddish, Mohammed Rafiqul Islam Khan, Saydul Islam Mullick , Nizamuddin Ahmed , Md. Jamal Uddin Sikder, Prof. Mozahed Hossain , Md. Momtaz Ali , K M Sayeduzzaman of Bangladesh and Syd Castillo WOSM/APR. Md. Nazrul Islam of Bangladesh and S. Prassanna Shrivastava WOSM/APR serves as the Course Director and Co-Director respectively.

Recognition. Immediately after the course, all participants were provided with participation certificates and the staff with appreciation certificates by the regional office. After a year, based on the performance of the individuals using the knowledge and skills acquired during this course they are provided by a numbered Career Executive Medallion, on the recommendation of the Chief Scout Executive of respective National Scout Organizations.

Sponsorship. APR Scout Foundation provided US$1,000 as subsidy to Bangladesh for hosting the event.

On the Job assignment. As part of the course assignment, based on their key result areas (KRAs), each executive chose one project and developed an action plan to achieve the set objectives in given time. This will be reported a the time they will submit the annual performance report in order to be awarded the Asia-Pacific Regional Career Executive Medallion.

Impact of the Project. After this training, the Executives returning to their job areas will be able to practice their learning in their day-to-day performance in their functional areas. The World Scout Bureau/APR will follow-up periodically in the next two years in coordination with respective National Scout Organization.

Evaluation. Each session delivered by resource persons was evaluated and rated by the course participants on the basis of clarity in learning goals, selection of training materials, organization of training sessions, session delivery, flexibility of pacing, participants involvement, time management and closure of the session.

Also the participant’s performance in the course were assessed by the group facilitators based on Scouting Knowledge, Scouting spirit, attitude, relationships skills, leadership and management skills, participation and general performance. Public Speaking was also rated.

Mid-Course evaluation was done half way during the course in order to meet the expectations of the participants in the remaining days. Post course evaluation was conducted to assess the success of the course and suggestions in planning of future courses were noted.

Closing. On 16 February 2010, the 15 day Basic Management Course concluded. Management Sub-Committee Vice-chairman Lt. Col (R) Shah Ali gave his final words of appreciation to participants. Mr. Azudin bin Rahman, member of the Management Sub-Committee, spoke and and mentioned that the report for this 48th BMC will be submitted to the APR Management Sub-Committee. Mr. Prassanna Shrivastava, Director of WOSM/APR and course co-Director congratulated the participants for completing the course and helped reinforce their role as Scout Executives. Md. Nazrul Islam and other facilitators reported the summary of the course.

Certificates were also awarded to staff and participants.
