Background to studyThe computer has become an integral part of our daily lives that we may not be able to do

without it especially people whose dailyactivities and means of livelihood depends onthe use of computers.Computer devices comes in various forms,ranging from the handheld devices like themobile phones, palm tops like the PDAs andOrganizers, and from the laptop computersto the desktop computers and so on.

The idea is to tap into the enormous use of the computer device the mobile phone to

bring about a revolution in the high school of learning to allow students to learn and checktheir result from anywhere at any time on thespot whenever due without necessarilybothering the ever busy lecturers andprofessors who hardly have time to attend tothese students.

Rosenberg (2001) defines learning as theprocess by which people acquire new skills or

knowledge for the purpose of enhancing theirperformance. He explains that theperceptions of learning in organizations areundergoing a distinct transformation. He alsodefines e-learning as a networkedphenomenon allowing for instant revisionsand distribution

The objectives of this research are to:design a system that delivers e-learning

content on mobile phones.design a system that helps student to checktheir result on their phone whenever theresult is ready and wherever they are.implement the above designs.

The promise of e-learning and the enablingtechnologies is to make learning experiences in alltypes of setting more effective, efficient, attractiveand accessible to all learners (Koper, 2001).In order to make the promise of effective,efficient, attractive and accessible e -learning a

reality, it is necessary for educational practitionersto have access to high quality electronic means of delivering e-learning contents.

In Adagunodo and Awodele (2009), an SMSuser interface result checking system was

proposed, the system was developed to allowthe use of mobile phones for deliveringexamination results via short messagingservice (SMS) in a university. The system waslimited to only delivering of results andnothing else.

In Awodele et al (2009), an improved SMSuser interface result checking system was

also developed; the system was animprovement on the previously proposed oneby Adagunodo and Awodele. It wasconcerned on improving the security of theprevious proposed system. Similarly, thesystem was limited to only delivering of examination results.

The Board of Secondary Education in Orissamakes the HSC exam result available viaSMS. The examination result is requested bysending the SMS Code: HSCR RollNo (forregular/regular Correspondence Courses) andHSCX Roll-No (for Ex-regular/Ex-regular

Correspondence Courses) to 56505(Deci,2008). The system allows requests fromonly BSNL Mobile and does not provide anyform of security.

Hence, there is a need to maximize the use of mobile phones in delivering contents, thus,

bringing about the idea of designing a systemthat uses mobile technology in delivering e-learning contents and results.

Review of relevant literature such as E learning, M learning, mobile technologies

among others will be carried out. Usefulinformation will be gotten from the internetconcerning e-assessment, mobile learningand related technologies like dedicated SIM,SMS gateway

A model of SMS based E-Learning system will bedeveloped using the UML. The model will beimplemented using three tier architecture. Asuitable web programming language (PHP) willbe used for programming on the web server thatwill act as the middle end, Web IntegratedDevelopment Environment tool and graphic tool(Adobe Dreamweaver| adobe fireworks) for thefront end and MySQL database will be used todevelop the backend.

At the end of the research, an SMS basedE- learning system would have been
