• To provide the student with information on the arrival and assembly organizations, their responsibilities and command relationships during the Arrival and Assembly Phase.

Arrival and Assembly Phase
• Arrival and Assembly Phase begins:
– First MPS arrives
or
– First aircraft of the main body of the FIE arrives in the Arrival Assembly Area
Responsibilities
• Each element of the MPF has unique responsibilities– MAGTF Cdr is responsible for all arrival and
assembly operations– MPSRON brings MPE/S to the Arrival
Assembly Area to support the offload– NSE is responsible for the offload and ship to
shore movement– MAGTF is responsible for throughput ashore

Arrival and Assembly Operations Group (AAOG)
• Task organized group formed to coordinate and control arrival and assembly operations
• Initial MAGTF Command Post until main body arrives (the SLRP provides nucleus)
• Personnel from – MAGTF Command Element (CE)– MSE (LNOs)– NSE (LNO)

Liaison Officers inside AAOG
• Provides the MAGTF commander
– Final preparations to the AAA (O-4)
– Information concerning the force build up within the AAA
– Ensures that combat capability is achieved and consistent with the commander’s intent

• TASKS– Airflow of FIE and Flight Ferry into AAA– Offload, distribution and throughput of
MPE/S from MPS to UAAs– Coordinate AAOE operations– Interfaces with LFSP and ACO– Throughput and ground movement within

MAGTF Offload Liaison Team(MOLT)
A task organization assigned to both the OPP and the Debark team (OCU)– Communicate MAGTF Commanders war-
fighting and offload priorities– Provide technical supervision and direction
on USMC OPP and on all debarkation matters
– Acts as the AAOG aboard the MPS flagship

Movement Control Center (MCC)
Organization
• Operates under the cognizance of the LFSP
• Activates on the beginning of AA Phase
• Organized to include C2, operations, maintenance, and security
• Dissolves: When adequate personnel, equipment and supplies have been throughput to the UAAs
Movement Control Center (MCC)
• Controls: Over the ground movement of personnel, equipment and supplies from the beach, port and/or airfield to the various AAOEs through the AAA
• Establish: Communications links between the LFSP and AAOE

• NSE has the responsibility to accomplish the offload (instream or pierside) of MPE/S

DEBARK TEAMS LIGHTERAGE BEACH PARTY GROUP
Offload Control Unit (OCU)
• Executes the offload• Under direction of the Offload Control
Officer (OCO) (located on the flagship)
• Coordinates with MAGTF for offload matters
• NSE provides beach party elements to the LFSP
Instream Offload
• OCO coordinates and directs the activities of the Ship’s Debarkation Officer who coordinates the effort of:– Naval Cargo Handling Det– Ship’s Platoon– Lighterage Control Team
• Coordinates with BOG and AAOG directly to forecast and coordinate lighterage loads
Instream Offload
• Lighterage– Consists of Causeway Ferries and LCM-8s– Boat crews report to the OCO for ship and
beaching assignments
• Beach Party– OPCON to LFSP commander– Coordinates closely with the OCO to advise
on the the beach situation and on available areas for causeway and boat landings
Pierside Offload
• Ship’s Debarkation Officer (reports to OCO)– Responsible for coordination of the shipboard
and pierside efforts to most efficiently offload each ship
– Navy Cargo Handling Det – Will control the lift-off portion of the discharge
– USMC Debark Team– Will control the roll-off portion of the discharge
– POG – Coordinates pier operations
Pierside Offload
• Lighterage– Will be offloaded and placed either ashore or in
the water as directed by OCO
– Once offloaded, and until backloaded, the lighterage is the responsibility of the OCO
Relationships
• Many of the arrival and assembly organizations are temporary
• Serving as forward echelon of MPF commands
• Fulfilling a specific need and then dissolve/redeploy
